This address is within the city limits of Renton, County of King, WA. As this involved a bus, I requested the Drug Recognition Expert Officer Christiansen respond to assist to evaluate the King County Metro Bus Driver. When I arrived, the bus was parked facing southbound on Rainier AVE S at S 3rd PL in the bus only lane (curb lane). I spoke to the pedestrian who was holding her face that was bleeding. She was seated in on the east side of Chick-fil-A. She had obvious injuries her right eyebrow which included a cut that was about 1" on the outside of her right eye. She had facial lacerations, and her cheek was starting to swell. She clearly needed stitches. I advised the female that our contact was recorded. Initially she told me that her name was Alaina Rose Anderson DOB/10.31.1991. This name was run with no record. She wrote on my notepad Aliaina Rose Anderson. Later she told me that she had a hospital ID. This had a name of Alaina Rose Anderson DOB/08.31.1991. This name was also run and came back with no record. I later used a portable AFIS machine to identify the woman. The records did not come back while I was at the collision scene. I took the fingerprints while the woman was in the back of a Tri-med ambulance. The woman claimed that she was a victim of ID theft when she was 14 and she said something about Amber Dulaney. The AFIS machine positively identified the woman as Dulaney, Amber L DOB/09.14.1994. Note: When I finally ran Dulaney, 1 found that ANDERSON, ELANIA H is an AKA for Dulaney. At the collision scene I took pictures of Dulaney's face. Dulaney told me that she was crossing the street in the crosswalk when the signal (walk sign) changed too quickly. Dulaney told me that she was on the median when the light changed and then was hit by the bus. In the ambulance, Dulaney told me that she was running across the street to deliver something to a friend. While I was speaking with Dulaney, Officer Christiansen spoke with witness Franklin Nunez Norales and King County Metro Bus Driver Diamond Gary. Both drivers told Officer Christiansen that they were southbound on Rainier AVE S. Gary was driving a King County Metro Bus Exempt WA/98500C, Bus #7163, route #160 which is an Orion Bus. Gary was in the far-right lane which is marked both with free standing signs and "bus only" parked on the pavement. Witness Nunez Norales was in the PAGE 3 OF 5 REPORT NO. EE25903 CASE# 23-13843 OF COLLISION 12/02/23 22:13 OF CbLLI510N NARRATIVE 2nd lane from the right. Both drivers advised that they had a green light to continue southbound. Traffic was flowing southbound when a pedestrian who was in the median of the roadway on the north side of Rainier AVE S at S 3rd Pl-) begam to run westbound against the traffic signal light. This was without any regard to the heavy traffic flow at this time of night. Dulaney was able to avoid being hit by vehicles until she ran into the side of the King County Metro Bus, striking the front driver's side mirror. I asked Officer Christiansen to take a picture of the mirror. See Officer Christiansen's report for further details about the interview with Metro Bus Driver Gary and Witness Nunez Norales. I later learned from Metro Bus Driver Gary that there were passengers on the bus at the time of the collision. All of them departed and none of them left any contact information. King County Metro Supervisor Mahna, Nakul (DOB: 11.07.1987; nakul.mahna@kingcounty.gov) arrived on scene and was able to access the on-bus camera footage of the incident. Officer Christiansen and I reviewed the video. Officer Christiansen recorded it both on her Axon Body cam and on a cell phone. The video shows the bus traveling southbound in the right lane, the pedestrian is in the median and she runs westbound, against the light, causing a vehicle in the middle lane to stop abruptly in order to avoid striking her, and the pedestrian runs directly into the side of the metro bus, striking the mirror.
