The Environmental Review Committee (ERC) has completed their review of the
environmental impacts of the above-referenced project. The Committee, on March 14,
2006, decided that your project will be issued a Determination of Non-Significance.
The City of Renton ERC has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement (EIS) is not
required under RCW 43.21C.030(2)(c). This decision was made by the ERC under the
authority of Section 4-6-6, Renton Municipal Code, after review of a completed
environmental checklist and other information, on file with the lead agency. This
information is available to the public on request.
Appeals of the environmental determination must be filed in writing on or before
5:00 PM on April 3, 2006. Appeals must be filed in writing together with the required

D. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following non-project environmental review
addresses only those impacts that are not adequately addressed under existing development
standards and environmental regulations.
1. Transportation
Impacts: None identified for this non-project legislative action. At the most likely scenario for build-out 124 potential
dwellings could potentially create 1240 average vehicle trip ends per week day. There are already 20 dwellings and
approximately 200 average vehicle trip ends per week day in the area and development of additional units is likely to
occur regardless of the change in zoning. However, mitigation can be provided at the time there are specific project
proposals before the City.
Mitigation Measures: Impacts, if any, are better assessed at the project level.

The proposal has been circulated to City Departmental I Divisional Reviewers for their review. Where
applicable, these comments have been incorporated into the text of this report as Mitigation Measures

Hoquiam Annexation Prezone are incorrect in respect to the quarter section(s), and section(s)
noted therein (the back page of said documents).

PROJECT DESCRIPTION: The applicant for the proposed Querin (Expanded) Annexation has requested that
the City rezone the subject 24.1-acre site, pursuant to RCW 35A.14.330, so that zoning will be in place at the time the
subject site comes into the City. The City is proposing R-8 and R-4 zoning for the site since this is consistent with the
current Residential Single Family and Residential Low Density land use designations shown on the Comprehensive Plan
Land Use Map. The proposed prezone is considered to be a non-project action under SEPA.
PROJECT LOCATION: The northern, southern, and western boundaries of the site at the existing City of Renton.
The southern boundary of the site is generally formed by SE 1144tti Place (if extended). The western boundary of the site
is formed by Renton City Limits.. The northern boundary is formed by NE Sunset Blvd and the eastern boundary is
generally formed by 1441

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed non-project action. Therefore, as permitted
under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will
be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal
period wilt follow the issuance of the DNS.

on November 7, 2005 and held the first of two required public hearings on the
proposed R-8 prezoning on this same date.

HOQUIAM ANNEXATION PREZONE PROJECT NARRATIVE AND PROPOSAL
SUMMARY
The applicants for the proposed Hoquiam Annexation have requested that the City prezone the
subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at
the time the subject site comes into the City. The site is located on the east side of the city of
Renton. The eastern boundary of the site abuts the existing City of Renton at Jericho Ave
NE/144th Ave SE. The northern boundary of the site is generally formed bl Field Ave NE (if
extended). The southern boundary of the site is generally formed by NE 6 Street (if
extended).Annexation is considered exempt from SEPA. However, the prezoning of the subject
24.1-acre area does require SEPA review.
The City is proposing to prezone the proposed annexation area R-8. This corresponds with the
Residential Single designation in Renton's Comprehensive Plan. The proposed prezone is
considered a non-project action under SEPA. Surrounding zoning to the north and south is
Renton R-8 residential 8 units per net acre and Renton RMF-T residential multi-family traditional
to the west, and King County R-4, residential 4 units per gross acre lies to the east.
Currently, 20 single-family housing units exist in this area. At full build out it is estimated there
will be 124 homes. Since this prezone is a non-project proposal, development of additional
housing units will be subject to additional project specific review at the time of development.
Hoquiam Annexation Prezone Justification
The area proposed for prezoning has already been designated for Residential Single Family in the
Renton Comprehensive Plan. King County's Comprehensive Plan has designated the area for
urban development at a density of 4-12 dwelling units per gross acre. R-8 zoning of this proper(y
would be consistent with both Comprehensive Plans. Renton's zoning uses net developable area
to determine project density, not gross developable area. This results in less intensive
development adjacent to sensitive areas.
