The Environment Review Committee has completed their review of the environmental impacts of the
above-referenced project. The Committee, on March 14, 2006, decided that your project will be issued a
Determination of Non-Significance.
The City of Renton ERG has determined that it does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).
This decision was made by the ERG under the authority of Section 4-6-6, Renton Municipal Code, after
review of a completed environmental checklist and other information, on file with the lead agency. This
information is available to the public on request.

D. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following non-project environmental review
addresses only those impacts that are not adequately addressed under existing development
standards and environmental regulations.
1. Transportation
Impacts: None identified for this non-project legislative action. At the most likely scenario for build--0ut 46 potential
dwellings could potentially create 460 average vehicle trip ends per week day. There are already 3 dwellings and
approximately 30 average vehicle trip ends per week day in the area and development of additional units is likely to
occur regardless of the change in zoning. However, mitigation can be provided at the time there are specific project
proposals before the City.
Mitigation Measures: Impacts, if any, are better assessed at the project level.

The proposal has been circulated to City Departmental I Divisional Reviewers for their review. Where

Bob Mac Onie and I have reviewed the above referenced prezone submittals and have the
following comments:
The Land Use Permit Master Application documents for the Perkins Annexation Prezone and the
Hoquiam Annexation Prezone are incorrect in respect to the quarter section(s), and section(s)
noted therein (the back page of said documents).
The Perkins Annexation Prezone property falls within the NEV. of Section 4 and the NW 1/.i of
Section 3, all in Township 23 North, Range 5 East, (not the SE 1/.i of Section 4).
The Hoquiam Annexation Prezone property falls within the SE V. of Section 10 (not the SW V. of
Section 10).

PROJECT DESCRIPTION: The applicant for the proposed Perkins Annexation has requested that the City
rezone the subject 15-acre site, pursuant to RCW 35A.14.330, so that zoning will be in place at the time the subject site
comes into the City. The City is proposing R-4 zoning for the site since this is consistent with the current Residential
Single Family land use designation shown on the Comprehensive Plan Land Use Map. The proposed prezone is
considered to be a non·project action under SEPA
PROJECT LOCATION: The site is located on the north side of the City, south of Newcastle and immediately north
of Sierra Heights Elementary School. mostly west of Union Ave NE. It abuts Renton on its eastern boundary and bounded
on the north by SE 95th way, if extended and on the South by SE 96 1h Street. if extended. Its western boundary would be

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed non-project action. Therefore, as permitted
under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will
be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal
period will follow the issuance of the DNS.

PERKINS ANNEXATION PREZONE PROJECT NARRATIVE AND PROPOSAL
SUMMARY
The applicants for the proposed Perkins Annexation have requested that the City prezone the
subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at
the time the subject site comes into the City. The site is located on the north side of the City,
south of Newcastle and immediately north of Sierra Heights Elementary School, mostly west of
Union Ave NE. It abuts Renton on its eastern boundary and bounded on the north by SE 95th
way, if extended, and on the South by SE 96th Street, if extended. Its western boundary would be
128th Ave SE, if extended. Annexation is considered exempt from SEPA. However, the
prezoning of the subject 15-acre area does require SEPA review.
The City is proposing to prezone the proposed annexation area R-4. This corresponds with the
Residential Low Density designation in Renton's Comprehensive Plan. The proposed prezone is
considered a non-project action under SEPA. Surrounding zoning to the north, south and west in
King County R-4, residential 4 units per gross acre, and Renton R-8 residential 8 units per net
acre to the east.
Currently, 3single-family housing units exist in this area. At full build out it is estimated there
will be 46 homes. Since this prezone is a non-project proposal, development of additional
housing units will be subject to additional project specific review at the time of development.
Perkins Annexation Prezone Justification
The area proposed for prezoning has already been designated for Residential Low Density in the
Renton Comprehensive Plan. King County's Comprehensive Plan has designated the area for
urban development at a density of 4-12 dwelling units per gross acre. R-4 zoning of this property
would be consistent with both Comprehensive Plans. Renton's zoning uses net developable area
to deterrnine project density, not gross developable area. This results in less intensive
development adjacent to sensitive areas.

Newcastle and immediately north of Sierra Heights Elementary School, mostly west of Union Ave NE. It
abuts Renton on its eastern boundary and bounded on the north by SE gt}h way, if extended, and on the
South by SE 96" Street, if extended. Its western boundary would be 128'" Ave SE, if extended.
