Annexation has requested that the
City rezone the subject 24.1-aere

PROJECT DESCRIPTION: The applicantifor the proposed Hoquiam Annexation has requested that the City
rezone the subject 20.5-acre site, pursuant to RCW 3~A.14.330, so that zoning will be in place at the time the subject site
comes into the City. The City is proposing R-8 zoni~g for the site since this is consistent with the current Residential
Single Family land use designation shown on the ¢omprehensive Plan Land Use Map. The proposed prezone is
considered to be a non-project action under SEPA.
PROJECT LOCATION: The site is looated on the east side of the city of Renton. The eastern boundary
of the site abuts the existing City of Renton at Jericho Ave NE/1441
h Ave SE. The northern boundary of the site is generally
formed by Field Ave NE (if extended). The southern boundary of the site is generally formed by NE 6"1 Street (if
extended).
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (ONS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed non-project action. Therefore, as permitted
under the RCW 43.21 C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will
be no comment period following the issuance of the Tt"teshold Determination of Non-Significance (DNS). A 14-day appeal
period will follow the issuance of the DNS. '

Council accepted the proposed 60% Direct Petition to annex at its public hearing
on Septembel' 26, 2005 and held the first of two required public hearings on the
proposed R-8 prezoning on this same date.
The subject site is located within the Residential Single Family (RS)
Comprehensive Plan Land Use Map designation. The proposed R-8 prezone is
consistent with this land use designation, as well as relevant land use policies
adopted in February, 1995 and amended in August, 2000.

EXPANDED QUERIN ANNEXATIO~ PREZONE PROJECT NARRATIVE AND
PROPOSAL SUMMARY
The applicants for the proposed Querin An11exation have requested that the City prezone the
subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at
the time the subject site comes into the City. The City is requesting that the Boundary Review
Board Expand the original annexation area in order to prevent the creation of an unincorporated
island that would result from the approval of the original proposed Querin Annexation site and
the proposed Aster Park annexation. This site is adjacent to City Limits on three sides and is
bordered by 144th Pl SE (if extended) to the east. Annexation is considered exempt from SEPA.
However, the prezoning of the subject 24.1-acre area does require SEPA review.
The City is proposing to prezone the proposed annexation area R-8 and R-4. This corresponds
with the Residential Single Family and Residential Low Density designations in Renton's
Comprehensive Plan. The proposed prezone is considered a non-project action under SEP A.
Surrounding zoning to the north and west is Renton R-8 residential 8 units per net acre and
Renton R-4 to the south, and King County R-4, residential 4 units per gross acre lies to the east.
Currently, 18 single-family housing units exist in this area. At full build out it is estimated there
will be 86 homes. Since this prezone is a non-project proposal, development of additional
housing units will be subject to additional project specific review at the time of development.
Expanded Qnerin Annexation Prezone Justification
The area proposed for prezoning has already been designated for Residential Single Family and
Residential Low Density in the Renton Comprehensive Plan. King County's Comprehensive
Plan has designated the area for urban development at a density of 4-12 dwelling units per gross
acre. R-4 and R-8 zoning of this property would be consistent with both Comprehensive Plans.
Renton's zoning uses net developable area to determine project density, not gross developable
area. This results in less intensive development adjacent to sensitive areas.

This non-project action includes pre-zoning approximately 24. 1 acres to R-8 and R-4 in Renton's
Potential Annexation Area currently being considered for annexation using the 60% Direct Petition
method. Under RCW 43.21.C.222 annexations are specifically exempted from SEPA. The City of
Renton is requesting expansion of the original annexation area from the Boundary Review Board
to prevent the creation of an unincorporated Island that would be created if both the Querin and
Aster Park Annexations are approved. RCW 35.A. 14. 330-340 provides for rezoning potential
annexation areas.

class 2 wetland. There is also ii stream and associated small water body that runs
