PRELIMINARY WATER QUALITY CALCULATIONS
I. PROJECT OVERVIEW
Existing Conditions:
This project is located at 2322 Duvall Ave. NE in Renton, Washington. It is
located along the east side of Duvall Ave. just north of SE 101 51 Place. The
property is approximately 0.97 acres. There is an existing house, driveway,
and two sheds located in the western portion of the property. The rest of the
property consists mainly of grass, with several large trees in the eastern portion
of the property.
The existing site drainage tends to sheet flow from the east to the west toward
Duvall Avenue NE. The runoff enters a ditch and culvert system located on the
east side of Duvall Ave NE and is conveyed north to May Creek. Since the
property to the east is developed and has its own storm system, there are no
significant amounts of upstream flows that enter the site.
Proposed Conditions:
The property will be divided into five residential lots and a drainage tract.
Access to the lots will be provided via a private access road located within a
26' easement along the north side of the property.
Runoff will be conveyed to a combined detention/wet vault located in the
southwestern portion of the property. After being detained, treated and released
at the appropriate rates the runoff will be conveyed to the existing storm system
along the east side of Duvall Ave NE.
All roof runoff will be conveyed through downspout dispersion trenches prior to
reaching the detention/wet vault.
II. CONDITIONS AND REQUIREMENTS SUMMARY
The core requirements of the King County Surface Water Design Manual
(KCSWDM) have been or will be provided as follows:
Core Requirement #1, Discharge at the Natural Location:
The site's drainage pattern currently tends to sheet flow from the east to
the west toward Duvall Ave NE. It flows into a ditch/culvert system that
flows along the east side of Duvall Ave NE. All site runoff will be
detained, treated and then conveyed to the same existing storm system.
Core Requirement #2, Offsite Analysis:
An offsite analysis is provided in Appendix A.
Core Requirement #3, Flow Control:
Site runoff from the proposed improvements will be conveyed to a
combined detention/wet vault and released at the appropriate rates per
Level 2 Flow control requirements via a control structure. See preliminary
detention calculations in Appendix C.
Core Requirement #4, Conveyance System:
A conveyance system has been designed to direct runoff to the vault and
the existing storm system along the east side of Duvall Ave NE.
Additional conveyance systems have been designed for the frontage
improvements. Conveyance system calculations are provided in
Appendix B.
Core Requirement #5, Erosion and Sediment Control:
An erosion and sediment control plan will be provided at a later date.
Some of the anticipated ESC measures to be provided are a stabilized
construction entrance, silt fence, and seeding.
Core Requirement #6, Maintenance and Operations:
A maintenance and operations manual will be provided at a later date.
Core Requirement #7, Financial Guarantees and Liability:
The owner will provide this information prior to permit issuance.
Core Requirement #6, Water Quality:
Ill.
Water quality will be provided in the combined detention/wet vault located
in the southwestern portion of the property. Preliminary water quality
calculations are provided in Appendix D.
OFFSITE ANALYSIS
A Level 1 Offsite Drainage Analysis is provided in Appendix A.
IV. FLOW CONTROL AND WATER QUALITY FACILITY ANALYSIS AND
DESIGN
Preliminary flow control calculations are provided in Appendix C. Preliminary
water quality calculations are provided in Appendix D.
V. CONVEYANCE SYSTEM ANALYSIS AND DESIGN
The conveyance system will consist of catch basins and storm pipes.
Calculations are provided in Appendix B.
VI. SPECIAL REPORTS AND STUDIES
No special reports or studies are known to exist for this project.
VII. OTHER PERMITS
No other permits are known to be required at this time.
VIII. ESC ANALYSIS AND DESIGN
An erosion and sediment control plan will be provided at a later date. Some of
the anticipated ESC measures to be provided are a stabilized construction

No known reports are known to exist.

The site is not known to be located in any critical drainage areas.

Sensitive Areas Folio:
None of the site is located in a sensitive area. See sensitive areas map under

Not applicable.
King County Soils Survey:
Per the King County Soils Survey, soils on site are Alderwood Gravelly Sandy
Loam, 6 to 15% slopes (AgC).
Wetlands Inventory Maps:
There are no wetlands located on the site. See map under Task 1.
Migrating River Studies:
Not applicable.
Drainage Complaints:
According to Raymond Vanderroest at the City of Renton, there are no
drainage complaints within the downstream analysis limits of this project.
TASK 3 FIELD INSPECTION
TASK 3 FIELD INSPECTION
A field inspection was conducted on March 12, 2004 to inspect the onsite
drainage system of the site. Offsite drainage systems were also inspected
downstream approximately 1/4 mile(s) from the discharge point of the site. The
inspection involved investigation of the ten specific items of a Level 1
Inspection per the King County Surface Water Design Manual, 2005. The
inspection yielded the following findings:
1. The 12" culvert that crosses under SE 100th Street appears to be plugged.
The catch basins at this location were full of water also. The plugged culvert is
causing standing water to accumulate south of it in the ditch along the east
side of Duvall Ave. NE. There were some other plugged culverts north of SE
100th Street. There was also some erosion observed approximately 400' north
of SE 100th Street where the roadside ditch flows away from Duvall Ave NE and
toward May Creek.
2. The existing drainage system capacity was adequate if the facilities are
cleaned.
3. There are some potential flooding problems near SE 100th Street if the
culverts and catch basins are not cleaned.
4. Other than the plugged catch basins and culverts referred to above, there
were no existing or potential sedimentation, scouring or bank sloughing
problems.
5. No significant destruction of aquatic habitat or organisms was noticeable.
6. Qualitative data such as land use, impervious surfaces, topography, and
soil types was noted and can be found in Task 4 information.
7. Information was collected on pipes, ditches, and structures. This
information is also included in the Task 4 information.
8. Tributary basins delineated in Task 1 were verified.
9. No neighbors were contacted.
10. The weather conditions at the lime of the inspection were partly cloudy and
mild.

An Off-Site Analysis Drainage System Table is provided on the next page that
describes in detail the offsite drainage components at least Y. mile downstream
from the project discharge location. Please refer to the offsite drainage map in
Task 1 because the map symbols listed in the table correspond to drainage
component symbols on the offsite drainage maps.

After a thorough field inspection and a detailed resource review there were
some existing problems identified. The plugged culverts and catch basins near
SE 100th Street could cause flooding.
The proposed improvements will not produce a significant impact to the
existing drainage patterns once the site has been stabilized and the runoff has
been controlled via a combined detention/wet vault. The existing culverts and
catch basins north of this site shall be cleaned to mitigate the potential flooding
problems.
A temporary erosion and sedimentation control plan will be created at the final
design stage to minimize the transport of sediment laden runoff to the
downstream conveyance system.

Stan provided several listings of companies. Rob will research

1. Potential buyer, Avo Nazarian. wants an extension until February 15th to work out issues with the
city to determine whether he will build 3 homes as opposed to the proposed 5 homes he desires.
The result will effect us, thus we may need to pursue the city for appropriate compensation for the
monetary loss.
2. Don contacted Larry at WP! lo obtain names & addresses of all mortgage companies for the
Summerwind homeowners, they do not have the information and would not be able to provide it.
We will need to obtain this infcmnation in the future.
3. Don will work on a draft letter to all homeowners regarding the pending sale. May include a
request for information about their mortgage company.
• Summerwind website
Steve has expressed willingness to maintain the site. Will also utilize other Board members as needs arise.
• City Contracts
Several city contracts needed to be filled out, Stan agreed to complete and send them out.
• Incorporation
We are not incorporated and may face future problems/liabilities. Board will look into this matter after all
the positions have been filled.
• Don will purchase a $100 gift certificate to Melrose for Debra Mikolaizic for her work in publishing the
quarterly newsletter.

Stan and Steve will be contacting individuals to fill the Treasurer position.

• Search for a new property maintenance firm
Possibility of contracting with FMC -Facility Maintenance Company, their cost is approximately 40% less
than Grow it Green. In addition to lower cost, another benefit is they would take care of our sprinkler
systems.
Brent to check into our current contract with Grow It Green, check references and contact other HOA's, as
well as look into FMC's cost ofremoving and planting various items.
• Sport court possibility
Brent contacted Emerald City Paving for measurements and the space is sufficient to build one. There is a
possibility of utilizing city matching grants which raises the need of involving the Summerwind
community.
