I. Project Overview
The proposed Preliminary Emerson Short Plat is located in Section 10, Township 23
North, Range 5 East W.M., on the west side of Field Avenue (140'h Avenue SE) between
NE 7th Place and NE 9th Street. The site consists of 0.69 acres. It is proposed to subdivide
the property into 5 lots and an access tract utility Right of Way. Infrastructure
construction to support plat development will consist of access roadways (no curbs /
gutters/ sidewalks) and utilities.
This site is currently an existing large, single-family lot zoned R-8. An existing house is
currently located on the site. The site generally slopes from the northeast to the southwest
at approximately 4% to 5%. There are some steeper, isolated man-made slopes in the
northeast corner of the site. Survey indicates side slopes of approximately 30% with 4
feet of vertical differential. The site is mostly cleared, and overall drainage patterns are
via sheet flow across the site. The surrounding properties are all single-family with the
exception ofa LDS church located directly across Field Avenue east of the site. A single-
family development named Park Terrace is located to the south-southwest. This Plat was
originally developed in the 1960's. The same applicant developed the new homes on the
previously vacant Park Terrace lots.
Stormwater runoff for the proposal will be collected in a storm drainage system and be
routed to the downstream storm pipe system. According to the 1990 King County
Surface Water Design Manual, flow control and water quality treatment can be waived
for this small project development. See Section III; Core and Special Requirements.

II. Off-Site Analysis
Upstream Tributary Area
Off-site storm water does not enter the site.
Downstream Analysis
On June 1, 2006, a site visit was conducted of the downstream drainage corridor
beginning at the southeast comer of the proposed Emerson Short Plat along the 30' Road
Right of Way (ROW) of NE g<h Street. The Road ROW of NE g<h Street is undeveloped
from Field Avenue NE to Duvall Avenue NE and is mainly covered with grass. There is
a catch basin located at the southeast comer of the ROW of NE g<h Street at the
intersection of Field Avenue. Starting from that catch basin, a 20 feet long 12" CMP
culvert discharges runoff from Field Avenue NE to a grass swale along the center of the
ROW, the slope of the swale is approximately 4% for the first 210 feet. The swale
swings slightly to the south and continues for another 170 feet at approximately 18%
slope to a 12" CPEP culvert. Starting from the culvert, a 250 feet long 12" storm pipe
system drains to a storm manhole with a 12" storm from northeast (a detention pond
outlet from TRACT E of CASTLEWOOD RANCHETTES) then to a 12" storm pipe to a
road ditch at the east side of Duvall Avenue NE.
Approximately 60' south from the 12" culvert to the ditch, there is an 18" concrete
culvert draining across Duvall Avenue NE to the west. This 18" storm line then runs
along NE g<h Street to Bremerton Avenue NE and then turns south along Bremerton
A venue to a detention and water quality pond at the east side of Bremerton Avenue. The
0.25 mile downstream point is located somewhere around the intersection of NE g<h
Street and Bremerton Avenue NE. For the downstream storm drainage system, please
see the attached topographic map, the City of Renton Storm System Map and the City of
Renton Storm Drainage Structures and Outflow Pipe Inventory. No significant evidence
of erosion was found within 0.25 mile downstream of the site.
The site is not located in any critical area according to City of Renton and King County
Critical Areas Maps.
For mitigation of the development, the onsite runoff and the existing catch basin at the
southeast comer of the ROW at the intersection of Field Avenue NE will be tight-lined to
the downstream storm system. According to the 1990 King County Surface Water
Design Manual, flow control and water quality treatment can be waived for this small
project development.

III. CORE AND SPECIAL REQUIREMENTS
SECTION 1.2 OF KCSW
1.2. l CORE REQUIREMENT #1: Discharge at the Natural Location
The proposed project's storm water will be discharged to a 12" storm line along the Road
ROW. The existing stream corridor is not located within a Landslide Hazard Drainage
Area and is not adjacent to nor contains any SAO-defined landslide, steep slope or
erosion hazard areas.
1.2.2 Core Requirement #2: Off-site Analysis
This core requirement has been addressed elsewhere in this preliminary report. Please
refer to the Off-Site Analysis Section (Section II).
1.2.3 Core Requirement #3: Runoff Control
According to 1.2.3-5 Exemptions from On-site Peak Rate Runoff Control
(1) Negligible Peak Runoff Rate Increase
The proposed project site post-developed peak runoff rate for the I 00-year, 24-hour
duration design storm event is calculated to be less than 0.5 cfs more than the pre-
developed peak runoff rate for the proposed project site existing runoff conditions.
OR
The project proposes to construct 5,000 square feet, or less of new impervious
surface.
Our project will create less than 0.5 cfs increased 100-year, 24-hour peak in
developed condition compared to the existing condition (see calculations in Section
IV of this report) and the project site is not located in any critical area. Thus, our
project meets the criteria for the exemption.
1.2.4 Core Requirement #4: Conveyance System
Site runoff will be collected by means of yard drains, catch basins and roof drains.

(a) Proposes direct discharge of runoff to a regional facility, receiving water, lake,
wetland, or closed depression without on-site peak rate runoff control; OR
(b) The runoff from the project will discharge into a Type I or 2 stream, or Type 1
wetland, within one mile from the project site ...
Then a wetpond meeting the standards described below shall be employed to treat a
project's runoff prior to discharge from the site. A wetvault or water quality swale, as
described below, may be used when a wetpond is not feasible.

The drainage analysis used Santa Barbara Urban Hydro graph Method for runoff
calculations.
IV.2 EXISTING CONDITIONS
The proposed short plat encompasses 0.69 acre. The 20' wide access road (0.07 acre) for
the short plat along the Road ROW is also tributary to the site. Total drainage area is 0.76
acre. According to the 1990 King County Surface Design Manual, assume existing
condition is till forest (The existing house on the site was built in 1988, after 1979,
assume the existing condition before 1979 was forest).

VI. Erosion / Sedimentation Control Design
Erosion and sedimentation control will be provided by utilizing BMP's selected from the
1990 King County Surface Water Design manual. These BMP's will likely include, but
are not necessarily limited to, sediment pond(s) and/or trap(s), silt fencing, construction
safety fencing, interceptor v-ditches, rock check dams, plastic sheeting of stockpiles,
straw mulch, and hydro-seeding.
A Temporary Erosion Control Plan will be submitted as part of the construction
documents detailing the means by which sediment and erosion control will be handled
during construction.

temporary residence or construction headquarter during
the construction of the permanent residence. The approval
in the above case by the ACC is expressly subject to the
approval and issuance of a permit in each case by King
County.
Any dwelling or structure erected or placed on any lot
in this sUbdivision shall be completed as to external
appearance, including finish painting within nine (9J
months from date of start of construction except for
reasons beyond control in which case a longer period may
be permitted. ·
Inoperable cars or other unsightly vehicles shall not
be stored on any Lot in view of the roads or the homes
of other lot owners.
No firearm., cross bow, bow and arrow, or air gun including
without limitation, BB type or pellet guns, whether for
purposes of hunting or target practice, shall be used
within the subdivision.
No sign of any kind shall be displayed to the public vi'ew
on any lot except one professional sign of not more than
one square foot, one sign of not more than five square
feet advertising the property for sale or rent, or signs
used by a builder to advertise the property during the
construction and sales period.
No animals, livestock or poultry of any kind shall be
raised, bred, or kept on any lot except that dogs, cats
or other household pets may be kept, provided that they
are not kept, bred or maintained for any con:anercial
purposes.
11. No lot shall be used or maintained as a dumping ground
for rubbish; trash, garbage or other waste shall not be
kept except in sanitary containers. All incinerators
or other equipment for the storage or disposal of such
material shall be kept in a clean and sanitary condition.
12. No individual water supply system shall be permitted on
any lot.
13. No oil drilling, oil development operation~, oil refining,
quarrying or mining operations of any kind shall be
permitted upon or in any lot, nor shall oil wells, tanks,
tunnels, mineral excavations or shafts be permitted upon
or in any lot. No derrick or other structure designed
for use in boring for oil or natural gas shall be erected,
maintained or permitted upon any lot.
14. No fence, wall, hedge, or mass planting, other than
foundation planting, shall be permitted to extend nearer
to any street than the minimum. setback line, except that
nothing shall prevent the erection of a necessary retaining
wall, the top of which does not extend more than two feet
above the finished grade at the back of said retaining
wall, provided however that no fence, wall, or hedge
&hail at any time, where permitted, extend higher than
five feet above ground.

15. No building shall be erected, placed or altered on any
lot until the construction plans and specifications and
a plan showing the location of the structure have been
approved by the Architectural Control Co,mnittee as to
quality o'f workmanship and material&, harmony of external
design with existing structurea, and aa to location with
respect to topography and finish grade elevation, No
fence or wall shall be erected, placed or altered on any
lot nearer to any street than the minimum line unless
similarly approved. Approval shall be as provided for
in Paragraphs 16 and 17.

A majority of the committee may designate a representative
to act for it~ :In the event of death or resignation of any
member of the committee, the remaining members shall have
full authority to designate a successor. Neither the mem~
bers of the committee, nor its designated representative
shall be entitled to any compensation for services performed
pursuant to this covenant. At any time, the then record
owners of a majority of the lots shall have the power
through a duly recorded written instrument to change the
membership of the committee or to withdraw from the com-
mittee or to restore to it any of its powers and duties.
In any event the term of office of the above designated
Architectural Control Committee shall terminate automatically
upon the sale or conveyance by the Declarants herein of
the last lot owned by them in this subdivision.
17. The committee's approval or disapproval as required in these
covenants shall be in writing. In the event the committee,
or its designated representative fails to approve or dis-
approve within 30 days after plans and specifications have
been submitted to it, or in any event, if no suit to
enjoin the construction has been commenced prior to the
completion thereof, approval will not be required and the
related covenants shall be deemed to have been fully
complied with.
18~ These covenants are to run with the land and shall be
binding on all parties and all persons claiming under
them for a period of thirty (JO) years from the date these
covenants are recorded, after which time said covenants
shall be automatically extended for successive periods
of ten (10) years unless an instrument signed by a
majority of the then-owners of the lots has been recorded,
agreeing to change said covenants in whole or in part.
19. Enforcement shall be by proceeding at law or in equity
against any person or persons violating or attempting to

City "invoked" the Boondary Review Board's jurisdiction by letter on March 22, 2005, n,questing
the e,cpansion of the initial anneution by some n.35 aaes; and
WBERL\S, the Boundmy Review Board fur King Coumy, after duly pnbti•ldng and
posting the expanded area, held a public hearing in Renton on May 24, 200S, to consider
Reoton's request to expand the boundaries of the initial 7.65-acte aooexatfon site;
and
WHEREAS, the Boundaty Review Board fur King County issued its pn)('ffllings am!
bearing decision on July 14, 2005, expanding the boundaries of the Park Terrace Anneladion to
80.0 aaes; and
wm:REAS, no appeals of the Boundary Review Board's decision were filed with King
County Superior Court witbift 30 days of its decisioo; and
WHEREAS, the Economic Development, Neighborhoods and Strategic Planning
