Planting Plan
On the perimeter the following species would be planted: Rosa 'Don Juan'', Tuja
Occidentalis 'Emerald' and Taxus Baccata 'Stricta'. As the sketch attached shows, they
will alternate with 3 feet spacing in between them and 2 feet away from the fence. The
ground will be covered with landscape bark.
The clear vision perimeter will have a 42" tall "Gothic" fence ( see Home Depot)
installed. 3" -thick border stones on the ground will delimitate a 2-foot width toward the
walkway covered with landscape bark. The area inside the fence will remain covered
with grass.

Thanks for the email. I spoke with a landscape architect about your revised planting plan and there are
two issues that still need to be addressed, the variety of plant species and the spacing. Planting an entire
row of Thuga occidentalis along the public right away does not accomplish the City's goal of a varied
landscaping plan. It becomes a wall of Thuja occidentalis that is similar to looking at the blank wall of the
fence. Plant variety needs to be accomplished along that public space.
The recommendation I received was to space the trees 3 feet on center from each other and include 2-3
ornamental trees such as a flowering pear, crabapple, or plum. These trees should be placed at attractive
intervals to break up the spacing of the Thuja occidentalis. Including the rose bushes this would bring the
species total to three, which provides acceptable variety. If you aren't interested in flowering ornamental
species, then a small shrub such as Taxus baccata 'stricta' or a shorter species of yew would also provide
some variety.
You will need to resubmit a planting plan that indicates the spacing as well as the species of the plants
(Latin names). It is acceptable if the plan is drawn by hand, but I will need a new plan so that it can be
officially approved and used for inspection. If you have any questions, please give me a call otherwise I
look forward to your new planting plan by January 26th, 2007.

emerald green, feathery foliage which grows compactly and holds its color throughout the winter. At
maturity it grows 15' and 3-4' wide. I though that a 2' spacing in between the plants would enhance the
appearance of the fence without hiding it completely. Please feel free to impose any spacing you believe is
more appropriate.
The strip of 36' long and 4' wide in front of the property adjacent to the street walkway is partially covered
by an electric pole, several mail boxes and a wide concrete walkway leading the front door. Planting
another row of plants along side Thuja occindentalis is simply not practical. In addition, I need to have
good access to the plants until they get established.
For uniformity, in front of the strip of fence 24' long adjacent to the clear view area, I will also plant Thuja
occidentalis. The ground area round the plants will be covered will bark and a lawn will be well maintained

in the remaining clear view comer area. Eventually, a round shaped area will be created in the center of
the clear view area in which I will plant a variety perennial and seasonal flowers.

This letter.is regarding your landscape plan for Special Administrative Fence Permit (LUA06-
09l). I received a copy of your landscape plan and planting details on November 17, 2006 and
am 'writing to request more information regarding your planting plan ..
As a reminder, City of Renton Code requires that landscape plans have a variety of plant species
including street trees, shrubs or ground cover in order to enhance the appearance of a fence along
a street that exceeds the standard height allowed under code. By using only two species of plants,
your plan does not provide adequate enhancement of the space outside your fence.
Please revise your plan to include more than two species of plants .. In addition, please provide
more information regarding your proposed "Emerald Blue" trees, including the species Latin
name. This is necessary in order to verify that your planting plan with 2' spacing is appropriate
for this particular species. It may·be helpful for you to speak with a landscape professional prior
to resubmitting your revised landscape plan.
Your revised planting/landscaping plan, including species to be used, must be submitted for
review no later than January 8,. 2007. Upon approval of your limdscaping plan, all landscaping
must be completed within 180 days.

This letter is regarding the Special Administrative Fence Permit(LUA06-091) that was issued for
the fence located at 2331 Aberdeen Avenue, NE, on September 27, 2006. The appeal period for
the permit ended on October 11, 2006, and no appeal was filed regarding this fence.
As described in the permit conditions, you are required to permanently landscape the area along
the fence facing the street front: In order to meet this condition, please submit a detailed
landscape plan indicating the use of appropriate landscaping materials such as bark, flowers,
shrubs, trees, grass, etc. Trees should be a minimum l "-2" caliper if deciduous, or minimum 6" -
8" height for coniferous trees,
The required planting/landscaping plan, including species to be used, must be submitted for
review no later than November 22, 2006. Upon approval cif your landscaping plan, all
landscaping must be completed within 180 days.

vertical rather then spreading sideways. The trees will be planted one foot from the fence
and spaced two feet in between them. The ground will be covered with landscape bark.
Rose plants will be planted on each side of the gate which will be later guided to wind on
the trellis.
The clear vision perimeter will have a 42" tall "Gothic" fence (see Home Depot)
installed. 3"-thick border stones on the ground will delimitate a 2-foot width toward the
walkway covered with landscape bark. The area inside the fence will remain covered
with grass.

The sight distance would be excellent even if it was just a two way stop. The sight distance would not be
adequate for an uncontrolled intersection, but this is due to the house, not just the fence.

Dear Sir,
This letter is written in connection with the special fence permit application.
As you may know, I began the construction of the fence not being aware of the requirement to
apply for a special fence permit for which I sincerely apologize. My intention is to comply fully
with all applicable city ordinances. However, in designing the fence I followed what appeared to
be the accepted norm in my neighborhood.
Exhibit "C" attached here shows my next door neighbor front yard as reference. The landscape in
front of the 72" West elevation will look exactly like in the picture: alternating small slow
growing plants and eventually rose plants. Lattices will be attached to the fence to allow the rose
plants to anchor. This will also have a modulation effect.
In front of 72" North elevation I intend to plant bigger size rhododendrons. However, nothing
will be planted close to the clear vision area.
In front of the 42" gothic style fence, which starts from where the 72" fence ends and continues
around the clear vision area and then continues up to the driveway on the North elevation, the
ground will be covered with mulch (bark). The setback will be only 24" as majority of my
neighbors have.
Materials used are red cedar with the exceptions of the posts which are treaded wood. The fence
will be painted with semitransparent stain. The partial completion of the 72" fence is shown in
exhibit "A" and "B". The raised structure over the gate was necessary because I bolted the two
gate posts on the concrete walkway and the crossbeam offers additional support. Decorative 2x4s
will be added on top and climbing plants will be allowed to grow around the top of the gate.
Exhibit "E" shows an almost identical fence being currently built around the new development
on Edmonds St. (one block away.) Please note the setback which is also identical (10 feet from
the property line -the curb.) Exhibit "D" shows two 72" hedge fences vis-a-vis my house which
has a substantially smaller setback taking into consideration that on that side is no walkway.
