This letter is written on behalf of the Environmental Review Committee (ERC) and is to Inform you that
they have completed their review of the environmental impacts of the above-referenced project. The
Committee, on August 21, 2006, decided that your project will be issued a Determination of Non-
Significance.
The City of Renton ERC has determined that it does .not have a probable significant adverse impact on
the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).
This decision was made by the ERC under the authority of Section 4-6-6, Renton Municipal Code, after
review of a completed environmental checklist and other information, on file with the lead agency. This
information is available to the public on request.
Appeals of the environmental determination must be filed in writing on or before 5:00 PM on
September 11, 2006. Appeals must be filed in writing together with the required $75.00 application fee
with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98055. Appeals to the
Examiner are governed by City of Renton Municipal Code Section 4-8-110.B. Additional information

Dear neighbors;
We are looking for homeowners in our neighborhood that would be
interested in joining us in our application for "annexation" into the City of
Renton. We are located on the 5-acre plat just to the west of your property.
With enough interest, we will apply for a 10-acre area to be annexed into the
City of Renton. Please see attached map. We have the required 50% of the
land area and will also need 50% of the registered voters/property owner's
signatures to achieve annexation approval.
As you already know, King County has started raising property taxes and
cutting services to unincorporated areas. At a recent public hearing, the
Renton City council stated, "property taxes.._usually decrease when property
owners join the city." Other benefits of joining the city are increased police,
fire, and ambulance services.
The council also confirmed that "property owners do not have to hook up to
city sewers unless they are located within 200 feet and have a failing septic
system." If property owners do decide to hook up at a later date, they will
be required to pay a "late-comers" fee. -------

visiting all interested property owners during the week of October 13th -18th

theft occurs when someone uses personal
information such as your name, Social Security
number, credit card number, or other identifying
information, without your permission to commit
fraud or other crimes. This brochure offers tips
and resources to help you avoid becoming a
victim of identity theft as well as steps to take if
you become one.
HOW TO AVOID BECOMING
AN IDENTITY THEFT VICTIM
While you probably can't prevent identity theft
entirely, you can minimize your risk. To help
guard against identity theft:
• Do not give your Social Security number,
mother's maiden name, or account
numbers to strangers who contact you by
phone, Internet, or mail.
Identity thieves pose as businesses, banks,
or government representatives in order to
obtain your personal information. They may
appear to be legitimate and convincing. Never
reveal your information to anyone you do not
know. Trustworthy financial or government
organizations that do business with you
already have this information.
• Guard your mail from theft.
Don't leave outgoing mail in your mailbox.
These thieves, labeled as "red flag thieves,"
will watch your neighborhood and strike when
you place outgoing mail in your box. Take
outgoing mail to a collection box or to your
local post office. Promptly remove mail after it
has been delivered. If you are planning to be
away from home, have your family or friends
collect your mail daily or place a hold on it at
your local post office branch. Pick up new
checks at your banking branch rather than
having them mailed to your home.
• Pay attention to the time of month y
bills arrive.
Thieves may file a change of address for your
mail to keep you from discovering phony
charges. If your bills do not arrive on time, call
the creditor or financial institution to make sure
an identity thief has not changed your billing
address.
• Put passwords on all your accounts
with creditors.
Avoid using easily available passwords or
codes: your mother's name, your birth date, the
last four digits of your Social Security number,
your phone number, or an easy series of
numbers such as 1234.
• Don't carry your Social Security card.
Leave it in a secure place. Give the number out
only when necessary.
• Don't carry credit cards or ID cards
you don't need.
Carrying cash has always been a high risk, and
now carrying debit or credit cards is as risky.
• Cut or shred unwanted documents.
Charge receipts, copies of credit applications,
insurance forms, physician statements, bank
checks and statements, expired charge cards,
and credit offers should be shredded or cut into
small, unidentifiable pieces.
• Order a copy of your credit report at least
once a year.
Obtain a copy from each of the three major
consumer reporting agencies listed on the back
of this brochure. Make sure it is accurate. If not,
contact the bureaus to dispute the claim. The
law allows one free copy of your credit report
each year. Additional copies may cost up to $10.
You may also write the reporting agencies and
request to "opt out" of pre-approved lists sold to
other companies.

A VICTIM OF IDENTITY THEFT
If you think your identity has been stolen, here's
what to do now:
• Keep a log of every transaction
and action.
Get organized and maintain a log or journal of
every action you take. The process of having
your identity and credit restored can be
overwhelming and confusing. Keep copies of
all correspondence or forms you send or
receive. Set up a filing system and keep
documentation, even after your case is
closed. Record the names of anyone you
contact, all information surrounding the
contact, the date the conversation occurred,
and any resulting action or activity.
• Report the identity theft to the police or
sheriff in the area where you llve.
ID theft is a felony, and charges may be filed
against the thief in the county where you live.
Ask the law enforcement agency to take a
report and provide you with a case number.
Be persistent! You will need this to help
correct your credit rating. The Washington
State Patrol Identity Theft Unit has statewide
jurisdiction to file charges for ID theft.
• Report the ID theft to your bank and
other creditors.
Don't forget to include your power company,
phone company, garbage collection, and
cable or satellite provider. Ask to speak to
someone in the fraud department. They may
advise you to close your account and open
new ones. Be sure to ask your financial
institution what procedures they require of
victims whose credit cards or checks have
been stolen or forged.

LEITCH ANNEXATION PREZONE
The applicants for the proposed Leitch Annexation have requested that the City
prezone the subject site in advance of annexation, pursuant to RCW 35A.14.330,
so zoning will be in place at the time the subject site comes into the City. The City
is proposing to prezone the proposed annexation area R-4. This corresponds
with the Low Density Residential designation in Renton's Comprehensive Plan.
The proposed prezone is considered a non-project action under SEPA.
Annexation is considered exempt from $EPA. However, the prezoning of the
subject 24.1-acre area does require SEPA review.
The prezone area is located on the souUi side of SE 136th Street, immediately
east of the Hideaway Home Site subdivision (140th Ave SE, if extended) and west
of Beach Home Estates subdivision (143rd Ave SE). It abuts the City on its north
side.
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed
non-project action. Therefore, as permitted under the RCW 43.21C.110, the City
of Renton is using the Optional DNS process to give notice that a DNS is likely to
be issued. Comment periods for the project and the proposed DNS are
integrated into a single comment period. There will be no comment period
following the issuance of the Threshold Determination of Non-Significance (DNS).
A 14-day appeal period will follow the issuance of the DNS.

LEITCH ANNEXATION PREZONE PROJECT NARRATIVE AND PROPOS,\,l, 2 I 20os
suMMARY l'ffcclv.
The applicants for the proposed Leitch Annexation have requested that the City prezone the 'f:D
subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at
the time the subject site comes into the City. The prezone area is located on the south side of SE
1361h Street, immediately east of the Hideaway Home Site subdivision (1401h Ave SE, if
extended) and west of Beach Home Estates subdivision (143n1 Ave SE). Annexation is
considered exempt from SEPA. However, the prezoning of the subject 24.1-acre area does
require SEPA review.
The City is proposing to prezone the proposed annexation area R4. This corresponds with the
Low Density Residential designation in Renton's Comprehensive Plan. The proposed prezone is
considered a non-project action under SEP A. Surrounding zoning to the north and south is
Renton R-8 residential 8 units per net acre to the North and West, and King County R4,
residential 4 units per gross acre lies to the east.
Currently, 8single-family housing units exist in this area. At full build out it is estimated there
will be 46 homes. Since this prezone is a non-project proposal, development of additional
housing units will be subject to additional project specific review at the time of development.
Leitch Annexation Prezone Justification
The area proposed for prezoning has already been designated for Low Density Residential in the
Renton Comprehensive Plan. King County's Comprehensive Plan has designated the area for
urban development at a density of 4-12 dwelling units per gross acre. R4 zoning of this property
would be consistent with both Comprehensive Plans. Renton's zoning uses net developable area
to determine project density, not gross developable area. This results in less intensive
development adjacent to sensitive areas.

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement {EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:

Governmental agencies use this checklist to determine whether the environmental impacts of your

Annexation Area. The site is currently being considered for annexation using the 60% Direct
Petition method. Under RCW 43.21.C.222 annexations are specifically exempted from SEPA.
RCW 35.A. 14. 330-340 provides for rezoning potential annexation areas.

New development resulting as a consequence of these proposed amendments would be required

There would be no affect on plants, animals, fish, or marine life as a direct consequence of this
non-project, prezoning proposal. There may be some displacement of existing vegetation to clear
undeveloped lots for future development, which is likely to occur under the both the present
conditions and the proposal.
Proposed measures to protect or conserve plants, animals, fish, or marine life are:
None at this non-project level. Development of additional dwelling units under this proposal must
comply with City of Renton regulations and with Renton's Critical Areas Ordinance. Any
measures needed in this regard will be implemented at the project level review.
3. How would the proposal be likely to deplete energy or natural resources?
The proposed non-project action will not deplete energy or natural resources. Future project level
development may impact energy or natural resources slightly but will not deplete them. Full
development of the proposal would impact energy and natural resources slightly less than the
current conditions.

additional number of trips generated in either the Renton or the King County scenario is unlikely to
have noticeable impacts on transportation.
