For properties located at 1908 N.E. 24th St
And 1813 N.E. 24th St. Renton, WA. 98056
City of Renton Ordinance 5234 (Upper Kennydale Re-Zone from R-8 to R-4)
was adopted by City Council on 11/27/2006. This narrative is for a
non-project proposal addressing the significant changes to the Upper
Kennydale Re-Zone, after the fact or in process on November 27, 2006.

Taken in sum these pending Short Plats significantly change the character of
the Upper KennyDale Re-Zone area. The property located at 1908 N.E. 24th
St. Sunset Hills lots 11, 12, 13 will be adjacent to higher density zoning on all
4 sides and constitutes Y:, acre island ofR-4 zoning.
The 3 plus acre located at 1813 N.E. 24th with the addition of the pending
Blueberry Haven Short Plat will be adjacent to higher density R-8 zoning on
3 sides and R-4 zoning is not consistent with adjacent property use.
The Upper KennyDale re-zone was initiated an unidentified elected official
or staff of the city of Renton, whom is unclear at this time. A separate
agenda item was presented to the planning
commission after the August 23, 2006 meeting regarding the Blueberry Farm
re-zone.
The six page Blueberry Farm Analysis/and finding of facts contains A three
paragraph a recommendation for re-zoning a larger area of Upper Kennydale
from R-8 to R-4. No further detail analysis for the larger Upper Kennychlll!t/'·;

Re-zone action was completed. 111e basic argument consists of protecting the
wetlands, Kennydale creek headwaters and creating more estate size zoning
(R-4) for upper income families.
These are valid reasons for the rezone of parts of the designated area.
However, the properties (lots 11, 12, 13 of Sunset Hills Subdivision) and the
3 plus acre's located at 1813 N.E. 24th are outside the wetlands designation.
Adjacent development is totally or mostly at a higher density so the re-zone
rational is flawed.
There are additional circumstance's which impacted this re-zoning decision
process:
The R-8 to R-4 re-zone reverses stated goals of the City of Renton
Comprehensive plan. In particular the concept of"InFill" which supports
high density & mass transit, and is proven to have less environmental impact
than lower density sprawl, was rejected.

The properties at 1908 N. E. 24'11 Lot 11, 12, 13 of Sunset Hills, and the
three plus acres located at 1813 N.E 24th Street, zoning should be re-
considered, and excluded from the comprehensive plan Upper Kennydale Re-
zone, ordinance 5234, due to the significant impact ofin process short plats
on the nature of the entire Upper Kcnnydale re-zone area.

Infill Development Policies
Purpose Statement; Lands in the Residential Single Family Designation are intended to
be used for quality residential detached development organized into neighborhoods at
urban densities. It is intended that larger subdivision, infill development, and
rehabilitation of existing housing be carefully designed to enhance and improve the
quality of single-family living environments.
Residential Medium Density neighborhoods should include a variety of unit types
designed to incorporate features from both single-family and multi-family developments,
support cost-efficient housing, facilitate infill development, encourage use of transit
service, and promote the efficient use of urban services and infrastructure.
Objective LU-C: Ensure sufficient land capacity to accommodate forecast housing and
job growth and targets mandated by the Growth Management Act for the next twenty-one
years (2001-2022).
Policy LU-7. Plan for residential and employment growth based on growth targets
established in the Countywide Planning Policies, as a minimum. (See Housing Element
Goals and Capacity section and Capital Facilities Element, Policy CFP-1 and Growth
Projection section.
Policy L U-8. Provide sufficient land, appropnately zoned, so capacity exceeds targets by
at least twenty percent (20%).
Policy LU-9. Encourage infill development as a means to increase capacity for single-
family units within the existing city limits.
Policy LU-123. Pursue multiple strategies for residential growth including:
1) Development of new neighborhoods on larger land tracts on the hills and plateaus
surrounding downtown;
2) Infill development on vacant and underutilized parcels in Renton's established
neighborhoods;
3) Multi-family development located in Renton's Urban Center;
4) Infill in existing multi-family areas; and
5) Mixed-use proj~cts and multi-family development in CommercialiOffice/Residential
and Commercial Corridors Land Use designations.
Policy LU-129. Small-lot, single-family infill developments and plats should be
supported as alternatives to multi-family development to both increase the City's supply
of single-family detached housing and provide homeownership opportunities.
Policy LU-154. Interpret development standards to support new plats and infill project
designs incorporating street locations, lot configurations, and building envelopes that
address privacy and quality of life for existing residents.
SUPPLEMENTAL SHEET FOR J\ONPROJET ACTIONS
Because these questions are very general, it may be helpful to read them in conjunction
with the list of the elements of the environment.
When answering these questions, be aware of the extent the proposal or the types of
activities likely to result from the proposal, would affect the item at greater intensity or at
a faster rate than if the proposal were not implemented, respond briefly and in general
terms. .
I. How would the proposal be likely to increase discharge to water, emissions to air,
production storage or release of toxic or hazardous substance or production of noise?
This proposal would miminally increase the discharge of water. The property located at

h St. Lot 11 and 12 of Sunset Hills division has it's storm water retention
system installed. The storm water for the property located at 1813 NE 24 St would be
controlled by setteling ponds or a holding vault that would release the water in a
monitcred way as to compensate for any impervious areas.
Emissions to Air, Actually this project would probably decrease the emissions to
air because of it's location to the transit line and the freeway. The location would
decrease the travel time between major employment centers there fore reducing the
carbon hydrogen emitted in from automobile exhaust, brake dust and rubber from tires
wearing out on the highways let alone the saving of fuel.
Since this is in a residential neighbor hood there would be no reason for toxic or
hazardous substances to be present as is not in a commercial area.
2 How would this proposal be likely to affect plants, animals, fish, or marine life?
As we have seen in other neighbor hoods this proposal would probably enhance
the abundance of plant life. This proposal would increase the plants and trees as
individual home owners work to beautify their properties.

As to the effect of animals or fish or marine life I presently see no effect on them
3 How would the proposal be likely to deplete energy or natural resources? With a
greater percentage of lot coverage and buildings it would deplete or re arrange some
natural resources.
When one considers trees a natural resource a development would deplete them to
some extent. The trees are cotton wood '"not so desirable" and there would probably be in
the area of twenty of them taken down. On the premiter where many are growing those
would stay. The rest of the land is sandy soil covered with black berries and grass.
The other depletion on natural resources would be electricity and natural
gas. But then those resources are being depleted as every new born child come on to this
earth. So in the larger scope of things there would be only minesqueal amount of
depletion of energy if any at all.

4. How would the proposal be likely to use or affect environmental sensitive areas
or areas designated ( or eligible or under study for governmental protection" such as
parks, wilderness wild and scenic rivers, threatened or endangered species habitat historic
or cultural sites wetlands flood plains or prime farmlands?
If critical areas are discovered at the time of specific development the
cities Critical Areas ordinance would regulate development
.The areas we are asking for in this non project action seam not to include any
environmentally sensitive areas such as wet lands or creeks on them. The Kennydale
creek closest proximity to this property is nearly two hundred feet away. There are no
future parks, wildernesses wild or scenic rivers in the upper Kennydale area.'·· -
No endangered species habitat cultural sites or prime farm land either.
5 How would the proposal be likely to affect land and shoreline use, including
whether it would allow or encourage the land or shoreline uses incompatible with
existing plans.
This question does not apply to the property we are requesting a non project
action on. The property is located at least a mile and a half from the nearest shore line.
6. How would the proposal be likely to increase demands on transportation or
public services and utilities?
Any construction of single family homes where ever they are built will increase
the demands of public utilities. With the configuration of the land the property located at
1813 NE 24 St is under R4 zoning a possible eight homes could be built. The previous
zoning of R-8 16 homes could have been built. For the property situated at 1908 NE 24'11
St it is under the R4 zoning and two homes can be built. The previous zoning which was
RS, four homes could have been built. In relation to the others homes under construction
and proposed construction this action is so small the utility system may not even notice
the increase.
As far as public transportation it would decrease the demands by being close to
the already established transit line and within walking distance of it. The properties in
this non project action request are also with in walking distance of the neighbor hood
elementary school. There fore eliminating the necessity of mothers driving there children
to school.
7. Identify if possible, whether the proposal may conflict with local, state, or
federal Laws or requirements for the protection of the environment.
To the best ofmy knowledge this proposal is not in conflict with any of the above

R-8 density.

house hold.
