The permit can be released for work, but I'm not all that comfortable doing that. I made it very clear to Peter that I needed a
final plan AND installation prior to final inspection. I'll work with Adriann and the inspector assigned to make sure that's

He wants to know if we can issue the building permit to allow work to get underway and tie the final landscape plan to
Occupancy. I haven't seen the landscape plan, so am not sure what the deficiencies are. Let me know what's going on with this.

C. Project Description I Background:
The building located at 1100 Edmonds Avenue NE was built in 1965 and initially used as a nursing home. After Renton
City Ordinance No. 5125 was passed in 2005 and holistic health care centers were allowed exist in the Residential Multi-
Family (RM-F) zone, the building was converted to a multi-tenant holistic health center. The proposed Hwazan Buddhist
Foundation would join the existing use, the Healing Arts Center. The proposed project was designated as an
"unclassified use" as it is not specifically listed in Renton's Municipal Code. On February 19th, 2007, the Development
Services Director issued a determination that the project proposal was classified as a "retreat center" and subject to an
Administrative Conditional Use Permit.
The Hwazan Buddhist Foundation is a non-profit organization with branch locations in Dallas, Texas and Taipei, Taiwan.
The organization offers meditation classes and practice, which would be offered to both local residents and visitors.
Short-term boarding would be available for visitors from out-of-town. The applicant anticipates that approximately 10-15
people will use the meditation facilities at any given time, and the impacts to traffic and parking would be minimal. The
project would convert approximately 80 percent of the building into space used as a retreat center. The Healing Arts
Center would retain its existing medical practice and commercial retail area, occupying approximately 20% of the
building space. It is anticipated that there would be a high level of interaction and between the two organizations by both
staff and patients/customers.
The existing building is 26,680 square feet, situated on a 65,613 square foot (1.51 acre) parcel. Two other structures, a
small building and a garage, exist as part of the facility, but they are on a separate lot, and are not part of this project
proposal. The existing building height is approximately 22 feet (two stories), and there are 44 surface parking stalls
onsite. Access is via an existing driveway from Edmonds Avenue NE.

Land uses surrounding the subject site include: North: zoned RM-F, with an existing single family home; South: zoned
RM-F, with an existing single family home; East: zoned RM-F, with an existing single family home; and West: the
intersection of Sunset Boulevard and Edmonds Avenue NE, the property across the intersection is zoned Commercial
Neighborhood (CN), with existing retail business.
D. Consistency with Conditional Use Criteria:
Section 4-9-030G lists decision criteria that the decision-maker is asked to consider, along with all other relevant
information, in making a decision on a conditional use permit application. These include the following:
1. Comprehensive Plan: The proposed use shall be compatible with the general purpose, goals, objectives and
standards of the Comprehensive Plan, the zoning regulations and any other plan, program, map or ordinance of
the City of Renton.
a. Comprehensive Plan:
Renton's Comprehensive Plan designates the site as Center Village. Comprehensive Plan objectives for the
proposed use are twofold. I) LU-MM: Encourage a wide range and combination of uses, developed at sufficient
intensity to maximize efficient use of land, support transit use, and create a viable district, and; 2) LU-CCC:
Develop Center Villages, characterized by intense urban development supported by site planning and
infrastructure that provide a pedestrian scale environment. The following specific Comprehensive Plan policies
are applicable to this proposed project:
Policy LU-201: Include uses that are compatible with each other within mixed-use developments; for example.
office and certain retail uses with residential, office, and retail.
The proposed project would cluster two uses, medical institution and retreat center, into one existing building.
Although the proposed project is complimentary to the Healing Arts Center (designated as a medical
institution), it is not considered an accessory use because it is a fundamentally different concept. The result
would be a unique combination of uses to form a holistic center focused on providing comprehensive
healthcare and healing to the mind and body.
Policy LU-321: Encourage mixed-use structures and projects.
These two uses compliment each other extremely well. In its capacity as a medical institution and a retreat
center for meditation, the essence of Healing Arts Center is to provide a quiet, tranquil mixed-use development,
focused on comprehensive healthcare and healing. In this capacity, it would cause little impact on the abutting
residential properties, and would provide the opportunity to further develop a unique healthcare center.
Policy LU-325: Encourage shared parking to use urban land efficiently.
The current building site has 44 existing surface parking spaces, and the capacity to provide four additional
stalls along the northeast side of an existing fire lane ( along the southeast edge of the parking lot, the lane is
wider than required by the Fire Department, and the applicant has permission from the Fire Department to use
the space for parking). Merging the Hwazan Buddhist Foundation with the Healing Arts Center would allow
for the shared use of many resources, including parking, and would eliminate the need to create more
impervious surface in a new development.

Policy LU-327: Encourage uses in Center Villages that serve a sub-regional or citywide market as well as the
surrounding neighborhoods.
A joint holistic medical institution and retreat center would create a unique health and spiritual care facility that
would serve the greater Renton area and King County. There is opportunity for retail activity, alternative
medical practice, classrooms, and an overnight retreat center to co-exist within one building. Citizens of
Renton would directly benefit from the combined uses found at the Center, some of which (classes) are
available at no cost. This unique holistic center would offer a new vision for healing/health that currently does
not exist within the area.
Policy LU-332: Provide community scale (Jf]/ce and service uses.
Even though the development would draw practitioners and clients locally, regionally, nationally and
internationally, the nature of the proposed project would still exist at a community scale because of the limited
number of people that would use the facility at any given time. The existing building has been in use by the
community since 1965, with only a slight change of use over the years. Given the small-scale nature of the
Hwazan Buddhist Foundation, there won't be a massive influx of people, but rather steady stream of small
groups, intent on using the center for the purpose of engaging in holistic healing. The very nature of this
proposed use -for purpose of meditation -is small scale, quiet and peaceful and there will be no large
development impacts to the immediate neighborhood.
b. Zoning Code:
The project site is zoned RM-F. The RM zone was established to implement the multi-family policies of the
Land Use Element of the Comprehensive Plan. The RM Zone provides suitable environments for multi-family
dwellings. It is further intended to conditionally allow uses that are compatible with and support a multi-family
environment. The RM-F suffix allows for the development of both infill parcels in existing multi-family districts
with compatible projects and other multi-family development. It is intended to implement the Multi-Family or
Center Village Land Use Comprehensive Plan designation. Density ranges from ten (10) to twenty (20) du/acre.
On the project site there is an existing building, with only tenant improvements proposed. Conformance with
development regulations is limited to parking, as no exterior modifications to the existing structures are
proposed. Approximately 80% of the building will be used as a retreat center and 20% as a medical institution.
There are 44 parking spots available. Per Renton Municipal Code the parking requirements for a medical
institution and a retreat center are as follows:

2. Community Need: There shall be a community need for the proposed use at the proposed location. In the
determination of community need [the decision-maker] shall consider the following factors, among all other
relevant information:
a. The proposed location shall not result in either the detrimental over concentration of a particular use with the
City or within the immediate are of the proposed use.
The proposed project is considered a complimentary to the existing holistic health center, and will not result in
an over concentration of use. There are no other existing retreat centers within the immediate vicinity, and the
facility itself is unique to the Renton area.
b. That the proposed location is suited for the proposed use.
The proposed location is ideal for the Hwazan Buddhist Foundation. The existing structure can accommodate
the number ofHwazan's expected visitors, and the proposed project is mutually compatible with the existing
use. Existing surface parking can adequately serve the anticipated visitors. Logically, a holistic healing center
would benefit from another alternative form of healing located in such close proximity. A great deal of
interaction and interdependence between these two organizations is expected.
3. Effect on Adjacent Properties: The proposed use at the proposed location shall not resulting substantial or
undue adverse effects on adjacent properly. The following site requirements shall be required: (Or. 3599, 1-11-
1982)
a. Lot Coverage: Lot coverage in residential districts (SF and MF) shall not exceed fifty percent (50%) of the lot
coverage of the zone in which the proposed use is to be located. Lot coverage in all other zones shall conform
to the requirements of the zone in which the proposed use is to be located. (Ord. 4404, 6-7-1993)
There are no proposed exterior changes to the building. The total size of the building is 26,680 sq. ft., which
includes the basement, first and the second floors.
b. Yards: Yards shall conform to the requirements of the zone in which the proposed use is to be located.
Additions to the structure shall not be allowed in any required yard.
There are no proposed exterior changes that would impact any yard.
c. Height: Building and structure heights shall conform to the requirements of the zone in which the proposed
use is to be located. Spires, bell towers, public utility antennas or similar structures may exceed the height
requirement upon approval of a variance. Building heights should be related to surrounding uses in order to
allow optimal sunlight and ventilation, and minimal obstruction of views from adjacent structures.
No changes are proposed. The existing building is two stories and approximately 22 feet high.
4. Compatibility: The proposed use shall be compatible with the residential scale and character of the
neighborhood. (Ord. 3599, 1-11-1982)
In its capacity as a medical institution and a retreat center for meditation, the Healing Arts Center would provide
a quiet, tranquil mixed-use development. It would cause little impact on the abutting residential properties, while
providing retail, medical and retreat center functions to the public.
5. Parking: Parking under the building structure should be encouraged. Lot coverage may be increased to as much
as seventy five percent (7 5%) of the lot coverage requirement of the zone in which the proposed use is located if
all parking is provided underground or within the structure. (Ord. 3903, 4-22-1985)
Surface parking for 44 vehicles currently exists. There is adequate parking space available for both the Hwazan
Foundation and the Healing Arts Center staff, patients and visitors.

6. Traffic: Traffic and circulation patterns of vehicles and pedestrians relating to the proposed use and
surrounding area shall be reviews for potential effects on, and to ensure safe movement in, the surrounding area.
Both pedestrians and cars access the Healing Arts Building via a shared winding driveway from Edmonds
Avenue NE. There is no sidewalk or trail up to the building that is dedicated for pedestrian use. There is a
secondary fire access point on the southeast side of the lot. Due to the limited number of visitors at any given
time, there are no major impacts to traffic patterns.
Staff would recommend as a condition of approval that the applicant provide a clear pedestrian connection from
the parking lot to the front door. This can be in the form of a covered walkway, surface delineation (i.e., stripes
on the pavement), or a sidewalk. The applicant should submit a brief pedestrian walkway plan to the
Development Services project manager prior to the issuance of any building permits (interior).
7. Noise, Glare: Potential noise, light and glare impac/s shall be evaluated based on the location of the proposed
use on the lot and the location of on-site parking areas, outdoor recreation areas and refuse storage areas. (Ord.
1-11-1982)
Onsite lighting consists of building and sign illumination. Because no additional or replacement of light fixtures
are proposed, there will be no new noise or glare impacts. No long term noise or glare impacts would result from
the addition of meditation classes and short-term boarding.
8. Landscaping: Landscaping shall be provided in all areas not occupied by buildings or paving. The Hearing
Examiner may require additional landscaping to buffer adjacent properties from potentially adverse effects of
the proposed use. (Ord. 3599, 1-11-1982)
Landscaping exists onsite in the form of rhododendrons, shrubs and some conifers. As a condition of approval
staff would recommend increasing the landscaping around the property lines that abut residential lots, in order to
provide additional screening for the current single-family homes abutting the subject site to the East and South.
Staff recommends that the applicant submit a landscaping plan to the Development Services project manager
indicating an increased landscape screen along any shared property line with a residential lot. The screen should
consist of trees, shrubs and groundcover, and should be a minimum of 5 feet in width. The landscape plan would
need to be approved by City staff prior to the issuance of any building permits (interior).
9. Accessory Uses: Accessory uses to conditional uses such as day schools, auditoriums used for social and sport
activities, health centers, convents, preschool ji,cilities, convalescent homes and others of a similar nature shall
be considered to be separate uses and shall be subject to the provisions of the use district in which they are
located.
Although the proposed project is complimentary to the existing Healing Arts Center (designated as a medical
institution), it is not considered an accessory use because it is a fundamentally different concept. It is worth
noting that although the Hwazan Buddhist Foundation is a non-profit organization, that label is an indication of
the organization's tax status rather than a provision for determining land use.
I 0. Conversion: No existing building or structure shall be converted to a conditional use unless such building or
structure complies or is brought into compliance, with the provisions of this Chapter (Chapter 9-Procedures).
The structure is required to comply with all applicable building and fire codes.
11. Public Improvements: The proposed use and location shall be adequately served by and not impose an undue
burden on any public improvements, facilities, utilities and services. Approval of a conditional use permit may
be conditioned upon the provision and/or guaraJ//ee by the applicant of necessary public improvements,
facilities, utilities and/or services. (Ord 3599, I-I I-1982)

service this site.
E. Findings
I. Request: The Applicant, the Hwazan Buddhist Foundation, has requested approval for an Administrative
Conditional Use permit (File No. LUA 07-024) to operate a retreat center the property at 1100 Edmonds Avenue
NE.
2. Existing Zoning: The site is zone RM-F. Land uses surrounding the subject site include: North: zoned RM-F,
with an existing single family home; South: zoned RM-F, with an existing single family home; East: zoned RM-
F, with an existing single family home; and West: the intersection of Sunset Boulevard and Edmonds Avenue
NE, the property across the intersection is zoned Commercial Neighborhood (CN), with existing retail business.
3. Existing Use: The Healing Arts Center would continue to operate in approximately 20% of the building. The
Hwazan Buddhist Foundation would occupy approximately 80% of the building.
4. Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan elements for Center
Village and the RM-F zone. The proposed project will create a combination of uses developed at sufficient
intensity to maximize efficient use of land.
5. Administrative Conditional Use Permit Review: The applicant's administrative conditional use permit
application complies with the requirements for both the Comprehensive Plan and the requirements for the RM-F
zone
E. Conclusions
1. The subject proposal complies with the polices of the Comprehensive Plan element and the City's zoning
requirements, provided that all conditions of approval are complied with.
2. The site is suitable for the proposed Retreat Center use by the Hwazan Buddhist Foundation.
G. Decision
The Administrative Conditional Use Permit for the Hwaza11 Buddhist Healing Arts Center, File No. LUA 07-024, CU-
A, is approved subject to the following co11ditions:
1. The applicant shall submit a landscaping plan to the Development Services project manager indicating an
increased landscape screen along any shared property line with a residential lot. The landscaping would need to
be approved by City staff prior to the issuance of any building permits (interior).
2. The applicant shall provide a clear pedestrian connection from the parking lot to the front door. This can be in
the form of a covered walkway, surface delineation (i.e., stripes on the pavement), or a sidewalk. The pedestrian
walkway plan would need to be approved by City staff prior to the issuance of any building permits (interior).

Land Use Action Appeals
The administrative land use decision will become final if the decision is not appealed within 14 days of the date of
approval. An appeal of the decision must be filed within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-
680). Title N, Section 4-8-11.B, governs appeals to the Hearing Examiner, and requires that such appeals be filed
directly with the Hearing Examiner. Appeals must be made in writing on or before 5:00 PM on April 23'•, 2007. A
$75.00 fee and other specific requirements must accompany any appeal.
THE APPEARANCE OF FAIRNESS DOCTRINE provides that no ex parte (private one-on-one) communications

I have received your letters dated February 2°d and February 16'\ in which you provide
additional information regarding the proposed Hwazan Buddhist Foundation Center. I
understand the Hwazan Buddhist Foundation Center would share a building, located at 1100-
1110 Edmonds A venue NE, with the Healing Arts Center. The building would function as a
holistic center to promote healing and meditation. The Hwazan Buddhist Foundation Center
would offer spiritual healing, education, and short-term boarding for out-of-town visitors.
The proposed location at 1100-1110 Edmonds A venue NE is zoned Residential -Multi-Family
(RM-F). Per Renton Municipal Code (RMC) 4-2-020.1, the purpose of the RM-F Zone is to
provide suitable environments for multi-family dwellings. It is further intended to conditionally
allow uses that are compatible with and support a multi-family environment. The RM-F suffix
allows for the development of both infill parcels in existing multi-family districts with
compatible projects and other multi-family development. It is intended to implement the Multi-
Family or Center Village Land Use Comprehensive Plan designation. Interpretation of uses and
project review in this suffix shall be based on the purpose statement objectives and policy
direction established in the Residential Multi-Family land use designation, Objectives LU-JJ
through LU-LL, Policies LU-182 through LU-192, or the Center Village Land Use designation,
Objectives LU-CCC, Policies LU-317 through LU-332.
The Hwazan Buddhist Foundation Center is considered to be "Unchssified" as the use is not
specifically listed as a use in the City of Renton Municipal Cci11e. iheterore, a determination is
needed as to whether the use is consistent or not with the permitted, conditional, or accessory
uses in the district.
The Healing Arts Center currently occupying the building is considered to be a Holistic Health
Center, which falls under the definition of a Medical Institution. These uses are allowed in the
RM-F Zone subject to the approval of a Hearing Examiner Conditional Use Permit. The

The Purpose Statement, Objectives and Policies of the City's Comprehensive Plan states that a
range of multi-family living environments should be provided, and provides policy direction for
the design of new residential developments. Policy LU-332 states that community scale office
and service uses should be provided. There is no policy direction specific to this type of ·
proposal in a multi-family district.
Therefore, we have determined that the use is simil~ to a Retreat Center~ which is not a

This definition does not include retirement residences, adult family homes, group homes II,
medical institutions, and/or secure community transition :facilities.

I have reviewed the application material submitted on this project located in the vicinity of
Edmonds Ave NE and NE Sunset Blvd located in Section 9, Twp. 23N, Rng. 5 E and have the
following comments.
Existing Conditions
Water·· This site is served by the City of Renton water. It is located in 435 Water Pressure Zone.
The static pressure is approximately 60 psi at the street level. There is an existing 16" water main
in Edmonds Ave NE.
Sanitary Sewer·· There is an existing 8" sanitary sewer main located in Edmonds Ave NE.
Storm -There are storm drainage facilities in Sunset Blvd. There are storm drainage facilities in
Edmonds Ave NE.
This site is located in the Aqua Protection Zone 2
CODE REQUIREMENTS
Water:
• Domestic meters that exceed 80 psi are required to install a pressure reducing device.
• Per the City of Renton Fire Marshal the project must meet Building code for the proposed
use.
• Any new construction must have one fire hydrant capable of delivering a minimum of 1,000
GPM and shall be located within 150 feet of the structure and additional hydrants (also
capable of delivering a minimum of 1,000 GPM) within 300 feet of the structure. This
distance is measured along the travel route.
• Water System Development Charges of $0.273 per square foot gross area (but not less than
$1956) may be required if not previously paid. The Development Charges are collected as
part of the construction permit. Please note that any parcel that currently has water and or
sewer service is eligible for a prorated system development charge. Your project will be
reviewed to determine how much redevelopment credit applies.
Sanitary Sewer:
• A sanitary sewer main extension will not be required by this project.
• Any use in the building (such as a kitchen or cafeteria) subject to oils or grease shall require
the installation of a grease trap as determined at the time of plan review.
• The project needs to show how and where it is served with sanitary sewer.

Seattle Healing Arts Preap
• System Development Charges (SDC) are $0.142 (but not less than $1017). If there is no
increase in fire flow and if the project does not show an increase in the water meter size then
this fee will not triggered.
Storm Drainage
• The Surface Water SDC fees of $0.265 (but not less than $759) per square foot of new
impervious area may be required if not previously paid. The fee is not triggered if there is no
new impervious area added.
Street Improvements:
• Street improvements are not required to be installed for this project.
General:
• •All required utility; drainage and street improvements will require separate plan submittals
prepared according to City of Renton drafting standards by a licensed Civil Engineer.
• All plans shall be tied to a minimum of two of the City of Renton Horizontal and Vertical
Control Network.
• Permit application must include an itemized cost estimate for these improvements. The fee
for review and inspection of these improvements is 5% of the first $100,000 of the estimated
construction costs; 4% of anything over $100,000 but less than $200,000, and 3% of anything
over $200,000. Half of the fee must be paid upon application for building and construction
permits, and the remainder when the permits are issued. There may be additional fees for
water service related expenses. See Drafting Standards.

Dear Dr. Hsieh:
I have received your letters dated February 2°" and February 16'", in which you provide
additional information regarding the proposed Hwazan Buddhist Foundation Center. I
understand the Hwazan Buddhist Foundation Center would share a building, located at 1100-
1110 Edmonds Avenue NE, with the Healing Arts Center. The building would functron as a
holisnc center to promote healing and meditation The Hwazan Buddhist Foundation Center
would offer spiritual healing, education, and short-term boarding for out-of-town visitors.
The proposed location at J I00-1110 Edmonds Avenue NE is zoned Residential -Multi-Family
(RM-F). Per Renton Municipal Code (RMC) 4-2-020.t the purpose of the RM-F Zone is to
provide suitable environments for multi-family dwellings. It is further intended to conditionally
allow uses that are compatible wi1h and support R multi-family environment. The RM-F suffix
allows for the development of both infill parcel$ in exisling multi-family districts with
compatible projects and other multi-family development. It is intended to implemenl the Multi-
Family or Center Village Land Use Comprehensive Plan designation. Interpretation of uses and
project review in th,s suffix shall be based on the purpose stateme11t objectives and policy
direction established m the Residential Multi-Family land use designation, Objectives LU-JJ
through LU-LL, Policies LU-182 through LU-192, or the Center Village Land Use designation,
Ob1ectivcs LU-CCC, Policies LU-317 through LU-332.
The Hwazan Buddlust Foundation Center is considered to be "Unclassified" as the use is not
~pcc1fically listed as a use in rhe City of Renton Municipal Code. Therefore, a detennination is
needed as to whether the use is consistent or not with the pennitted, condicional, or accessory
uses in the district.
The Healing Art~ Center cuffently occupying the building is considered 10 be a Holistic Health
Center, which falls under the definition of a Medical Institution. These uses ure ullowed io the
RM-F Zone ,;ubject to the approval of a Hearing Examiner Conditional Use Permit. The
proposed Hwazan Buddhist Foundation Center is not considered to be eicher a Holistic Health
Center or a Medical Institution. It is _most similar to a "Religious Institution" in that people
would gather 10 [earn and pracrice the teachings ot Buddhism. Religious institutions may be
pernuttcd ,n the RM-F Zone, subject to the approval of a Hearing Examiner Conditional Use
Permit. The Hwazan Center is also similar to a Retreat Center that offers overnight
accommodations for participants. Retreat Centers arc not a classified use in the Renton
Municipal Code.

The following comments on development and permitting issues are based on the
pre-application snbmittals made to the City of Renton by the applicant. The
applicant is cautioned that information contained in this summary may be subject
to modification and/or concurrence by official decision makers ( e.g. Hearing
Examiner, Boards of Adjustment, Board of Public Works and City Council).
Review comments may also need to be revised based on site planning and other
design changes required by the City or made by the applicant.
I have reviewed the preapplication matenal submitted on this proJect located m the v1c1mty of
Edmonds Ave NE and NE Sunset Blvd located in Section 9, Twp. 23N, Rng. 5 E and have the
following comments.
Water:
• This site is served by the City of Renton water. It is located in 435 Water Pressure Zone.
The static pressure is approximately 60 psi at the street level. Domestic meters that exceed
80 psi are required to install a pressure reducing device.
• There is an existing 16" water main in Edmonds Ave NE.
• Per the City of Renton Fire Marshal the project must meet Building code fore the proposed
use.
• Any new construction must have one fire hydrant capable of delivering a minimum of 1,000
GPM and shall be located within 150 feet of the structure and additional hydrants (also
capable of delivering a minimum of 1,000 GPM) within 300 feet of the structure. This
distance is measured along the travel route.
• There is an existing 4'" domestic meter and a 6" fire sprinkler system serving the existing
building.
• Water System Development Charges of $0.273 per square foot gross area (but not less than
$1956) may be required if not previously paid. The Development Charges are collected as
part of the construction permit. Please note that any parcel that currently has water and or
sewer service is eligible for a prorated system development charge. Your project will be
reviewed to dctermme how much redevelopment credit applies.
• This site is located in the Aqua Protection Zone 2.
Sanitary Sewer:
• There is an existing 8" sanitary sewer main located in Edmonds Ave NE.
• A sanitary sewer main extension will not be required by this project.

General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and permitting
issues are based on the pre-application submittals made to the City of Renton by the
applicant and the codes in effect on the date of review. The applicant is cautioned that
information contained in this summary may be subject to modification and/or concurrence by
official decision-makers ( e.g., Hearing Examiner, Zoning Administrator, and City Council).
Review comments may also need to be revised based on site planning and other design changes
required by City staff or made by the applicant. The applicant is encouraged to review all
applicable sections of the Renton Municipal Code. The Development Regulations are available
for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall or via
the City's website: www.ci.renton.wa.us or ww\v.rentonwa.gov _
Project Proposal: The proposed project is located within the Residential Multi-Family (RM-F)
zoning designation at the northwest comer of the intersection of Harrington Avenue NE and NE
9'' Street, and is addressed as 1100/1110 Edmonds Avenue NE. An existing structure and surface
parking lots occupy the site. The building was previously used as a nursing/convalescent facility,
and in 2005 was converted to the Seattle Healing Arts Center, a holistic health center.
According to the applicant, the Hwazan Buddhist Foundation Center intends to occupy a portion
of the building, with the remainder continuing use as the Seattle Healing Arts Center. The
Hwazan Buddhist Foundation Center is a non-profit organization providing classes on Buddhist
education and philosophy, distribute books on Buddhism, and provide a place for meditation and
healing of the -spirit. The Hwazan Center would serve the local community and the greater
region. Short-term boarding for visitors would be offered. Several rooms would be used as
educational classrooms and the existing activity room would be expanded.
This use is considered to be "Unclassified" as it is not specifically listed as a use in the City's
Renton Municipal Code. Therefore, a detem1ination would need to be made by the Development
Services Director which zones the use would be allowed in. The Development Services Director
needs to determine whether the use is consistent or not with the permitted, conditional or
accessory uses in the district. If a party does not agree with the determination of the Director, an
appeal may be filed with the Hearing Examiner pursuant to RMC 4-8-110.
The following criteria are used to determine whether or not the use is permitted, conditionally
permitted, or accessory; findings must be made that the use is:

1. In keeping with the purpose and intent of the zone, and consistent with the Renton
Comprehensive Plan policies; and
2. Similar in nature to, and no more intense than, a specifically listed permitted, conditional
or accessory use; and
3. Consistent with subsection C4 of RMC Section 4-2-050, if determined to be permissible
as an accessory use.
Consistency with the Comprehensive Plan: The subject site is located within the Center
Village (CV) Comprehensive Plan Land Use designation. Specific policy analysis will occur
through the Director's Rule regarding the proposed use.
Zoning Requirements: The subject site is mapped as Residential Multi-Family (RM-F).zoning
designation. The use is not classified and would need to be determined via a Director's Rule.
Development Standards: The subject site is currently developed with an existing structure
along with associated parking and utility improvements. The proposed change of use would
require the existing structure to be brought into compliance with all Fire Safety and Building
Occupancy requirements.
Building Standards-The RM-F zone allows a maximum building coverage of35% of the lot
area or 45% of the lot area through the Hearing Examiner review process. The existing structure
may exceed the maximum lot coverage; however, this is an existing condition. Any future
additions would need to be in compliance with the Development Standards.
Setbacks -Setbacks are measured from the property lines to the nearest point of the structure.
The required setbacks in the RM-F zone are as follows: a minimum front yard setback of 20 feet
is required; a minimum side yard along a street setback of 20 feet is required; side yard setbacks
depend on the width of the lot, height of the structure; and proximity to other residential zones;
and a rear yard setback of 15 feet is required. A scaled site plan was not submitted with the pre-
application m~terials, so staff was unable to determine the existing setbacks of the building.
Height -The CV zone allows a maximum building height of 35 feet and 3 stories. The existing
structure complies with this height limit. The building is existing and no additional height is
proposed.
Access/Parking: Access would be from the existing driveways off of Edmonds Avenue NE.
Existing surface parking lots would be used. Depending on the classification of the proposed use
as either educational, religious, congregate care, or a combination thereof, the existing parking
requirement will need to be determined. In addition, the existing and continuing use by the
Healing Arts Center will need to be considered. Cross parking agreements may be required to
serve the uses.
Refuse and Recyclables Standards: 2 sq. ft. per every 1,000 sq. ft. of building gross floor area
shall be provided for recyclables deposit areas and a minimum of 4 sq. ft. per 1,000 sq. ft. of
building gross floor area shall be provided for refuse deposit areas. A minimum of 100 sq. ft. of
refuse and recyclable deposit areas shall be provided. Outdoor refuse and recyclables deposit
areas shall not be located in any required setback or landscape areas, nor shall they be located
within 50 feet of any residentially zoned property. Collection points shall be located in a manner
so that hauling tucks do not obstruct pedestrian or vehicle traffic on-site, or project into any
public right-ofaway. Signs not exceeding 2 sq. ft. shall identify refuse and recyclable areas.
Refuse and recyclable areas shall be screened with a minimum 6-foot high fence. A screening
detail must be ·submitted for approval at the time of formal land use application.

Whenever there are practical difficulties involved in carrying out the provisions of this Section,
modifications may be granted for individual cases in accordance with the procedures and review
criteria in RMC 4-9-2500.
Sensitive Areas: The City's Critical Areas Maps indicate the site contains Protected and
Sensitive Slopes, however a geotechnical report is not required and the project would not be
subject to Environmental (SEPA) Review.
Permit Requirements: The proposal may require approval of a Hearing Examiner Conditional
Use permit. The review process would require a public hearing and would be completed in an
estimated time frame of 10 to 12 weeks once a complete application is accepted and the Notice of
Application is issued. The application fee for the Hearing Examiner Conditional Use would be
$2,000. Detailed information regarding the land use application submittal is provided in the
attached handouts.
Conditional Use Criteria: In order to obtain approval of a conditional use and expansion of the
conditional use, the proposal must satisfy specific criteria. The purpose of a conditional use
permit is to allow certain uses in districts from which they are normally prohibited. The
evaluation of lhe proposed use must be deemed consistent with other existing and potential uses
within the general area of the site. It is the applicant's responsibility to adequately
demonstrate the facts justifying the approval of the conditional use permit based on the
use's compatibility with ALL of the following criteria (RMC section 4-9-030G, attached):
• Comprehensive Plan
• Community Need
• Effect on Adjacent Properties, including lot coverage, yards and height
• Compatibility
• Parking
• Traffic
• Noise, Glare
• Landscaping
• Accessory Uses
• Conversion
• Public Imprnvements
The criteria listed above must be clearly and thoroughly substantiated. The purpose of a
conditional use permit is to allow certain uses in districts from which they are normally
prohibited. Staff examines the existing uses located adjacent to the subject site when evaluating
the conditional use criteria. It is the burden of the applicant to demonstrate that this site is
appropriate for the use proposed. It is important to note that staff is only able to make a
recommendation and that the Hearing Examiner makes the final decision for a conditional use
permit.

Healing Arts Center -Project Narrative
The Healing Arts Center is located at 1100 Edmonds Avenue NE at the Sunset Blvd.
interchange in Renton. The property is elevated from the intersection and is situated on
1.51 acres.
The property was initially a nursing home built in 1964. There is also a single-family
home on the property. On February 28, 2005, Renton City Ordinance #5125 was passed
which allowed a holistic health center to exist on the RMF-zoned property. The building
was converted to a multi-tenant holistic health center in 2005.
In addition to maintaining current holistic health tenants in the building, we are seeking
to compliment their practices though a holistic approach that offers healing capabilities
for the mind and spirit. The Hwazan Buddhist Foundation is a non-profit organization
that will provide holistic services including meditation and healing services for the mind
and spirit. Pursuant to a pre-application hearing, the City of Renton determined the use
to be "Unclassified" but similar to a Retreat Center which is not a classified use.
The Hwazan Buddhist Foundation has branch locations in Dallas, Texas and Taipei
Taiwan, as well as affiliated institutions on five continents. We would like to be
accessible not only to people of Renton and the greater Seattle area, but also to those
outside of the immediate area. We would like to offer free short-term boarding for
visitors from out of town who are seeking spiritual healing provided by the practitioners
at the Healing Arts Center. In addition, the Hwazan Buddhist Foundation is affiliated
with Hwazan Satellite TV Station with audiences in North, Central and South America,
Europe, Asia and South Africa. To have the Hwazan Buddhist Foundation here in
Renton will contribute to Renton as a world-class city known throughout the region and
world.
The site is accessible from Edmonds Avenue via a driveway that goes up a small hill to
the building. The hill is secured by a well-constructed rock wall. The site can also be
accessed from Sunset Blvd. by taking an alternative driveway. The subsurface soils are
mapped as Glacial Till (Qvt), consisting of a very dense mixture of sand, silt and gravel.
There will be no development, exterior construction, excavation, off-site improvements,
tree removal or construction related shacks or equipment on the property. There may be
one or two interior walls removed to create a meeting room. Additionally, the site is not
located within 200-feet of Black river, Cedar River, Springbrook Creek, May Creek or
Lake Washington.

summarize the background for the building, it was initially a nursing home built in
1964. On February 28, 2005, Renton City Ordinance #5125 was passed which
allowed a holistic health care center to exist on the RMF-zoned property. The holistic
health care center was defined as "a combination of activities intended for
improvement or maintenance of health including out-patient and/or in-patient care
and supporting accessory activities including space for medical practitioners, retail
sales, educational classrooms and meeting spaces." The building was converted to a
multi-tenant holistic health center in 2005. We would like to continue to keep part of
the building as the Healing Arts Center.
The additional center we would like to include is the Hwazan Buddhist Foundation
Center, a non-profit organization. There are many different branches of Buddhism and
for the Hwazan Buddhist Foundation, we view Buddhism not as a religion, but as a
philosophy of life applying values of compassion, mutual respect for humankind, and
achieving peace of mind in our daily lives. Buddhas are not worshipped but rather
each Buddha represents a distinct quality of humankind, such as compassion, wisdom,
open-mindedness, respect for elders. We respect the Buddhas as role models and
incorporate the qualities they embody in our lives. As we meditate and reflect on the
values that the Buddhas represent, we can achieve peace of mind and spiritual
healing.
The Healing Arts Center and the Hwazan Buddhist Foundation Center are both rooted
in providing healing, to the mind and body. and to the soul and spirit, respectively.

current owner of the Healing Arts Center, she said that one of her original goals was
to incorporate meditation into the Healing Arts Center as a form of healing. Through
the Hwazan Buddhist Foundation, we will offer meditation to become a truly holistic
center. As a family medicine physician, I have seen first-hand that a healthy body is
closely tied to healthy mind and spirit. The holistic approach to patients is
significantly more effective at achieving health than an approach that focuses only on
the physical body.

accessible not only to people of Renton and the greater Seattle area, but also to those
outside of the immediate areas. We would like to offer free short-term boarding for
occasional visitors from out of town who arc seeking spiritual healing by learning
more about Buddhism, as well as benefiting from the healing provided by the
practitioners at the Healing Arts Center. ln addition, the Hwazan Buddhist Foundation
is affiliated with Hwazan Satellite TV Station with audiences in North America,
Central America, South America, Europe, Asia, and Africa. To have the Hwazan
Buddhist Foundation here in Renton will contribute to Renton as a world-class city
known throughout the region and the world.
Both the Healing Arts Center and the Hwazan Buddhist Foundation Center are
excited about this fortuitous opportunity to synergize the two centers rooted in
healing, to become a truly holistic center. I hope you will see the incorporation of the
Hwazan Buddhist Foundation as an extension of a holistic center, by completing it
with spiritual healing through meditation. We know that a strong healing center for

Healing Arts Center -Conditional Use Permit Justification
A. Comprehensive Plan
The Hwazan Buddhist Foundation is an extension of the holistic providers in the
Healing Arts Center. Both are rooted in providing healing to the mind and body, and
to the soul and spirit. The synergy of the two centers will truly create a holistic center
compatible with the purpose and goals of the Holistic Health Care Center definition
adopted by the City in Ordinance No. 5125.

B. Community Need
As a mind and spirit component of holistic health, the Hwazan teachings are grounded
in moral education and the importance of family. The emphasis on creating a personal
healthy atmosphere between mind, body and spirit adds to a positive community
environment and is a resource for residents in the neighborhood. To the best of our
knowledge, there are no Buddhist holistic centers in Renton and certainly none
combined with other alternative medical practitioners.
The Healing Arts Center is a perfect location to incorporate the Hwazan Buddhist
Foundation with the current holistic practitioners. The Edmonds Ave./Sunset site is
easy to find and close to the freeway. Also, the site is elevated so traffic noise is
minimized which is important for meditation.
The Center will be a positive asset for the City of Renton. It will be marketed regionally
and internationally through our Hwazan Satellite TV station based in Taiwan and
reaching an audience spread over 5 continents. The exposure of the Center will be a
positive reflection on the City of Renton.
C. Effect on Adjacent Properties
The Hwazan Buddhist Foundation will provide healing and meditation services that are
designed to be quiet and reflective. Short-term overnight accommodations will be
provided to the occasional out-of town visitor to the Center. The additional traffic
generated to the site will be minimal and should not be noticeable given the building's
size. The current available parking to the site is suitable.
There will not be any construction to the building's exterior nor any additional
structures added to the site. The property will be well maintained and manicured.
There will be no additional noise to neighbors generated from Hwazan' s presence.

Project Description
Based on the site sketch provided to us, a 60 by 80 foot parking lot addition is planned
at the northwest side of the existing site.

Site Description
We visited the site on April 27, 2006 and observed that the proposed parking lot area
consisted of a lawn area at the north side of the main building. At the east side of the
proposed parking lot is a small single story wood frame building. At the west side of the
proposed parking lot is an 8 foot tall rockery wall that rises above the a~ss driveway.
The rockery wall appears to be well constructed with hard durable rocks and noi9sians of e,,-1c movement. A crushed rock zone is present behind the rockery wall. ~('°"''9s

Based on a review of the geologic map for the area, the subsurface soils are mapped as
Glacial Till (Qvt), consisting of a very dense mixture of sand, silt and gravel. We hand
excavated a test pit approximately 2 feet in depth to verify that glacial till soils were
present below the site.
Conclusions and Recommendations
Based on our site visits and test pit verification of the site soils we have the following
conclusions and recommendations regarding the parking lot addition:
Slope Stability -The Glacial Till (Qvt) soils underlying the site are very stable and we do
not anticipate slope stability issues on the native soils. Man made fills and retaining
walls placed above the existing rockery walls need to be placed as recommended in this
report.
Steep Slope Setback -GEO Group Northwest, Inc. recommends that the proposed
retaining wall and structural fills for the proposed parking lot be setback a minimum of
10 feet from the face of the existing rockery wall at the west side of the proposed
parking lot. '
Structural Fill Requirements -Structural fills placed for the proposed parking lot will
have to be compacted to a minimum of 90 percent of.Modified Proctor (ASTM 1557-91 ).
The top 12 inches of the subgrade will need to be compacted to a minimum of 95
percent of Modified Proctor.
Retaining Wall Desjgn Parameters ~ Proposed retaining walls at the east and west sides
6f the parking lot are planned to be approximately 4 feet in height. These walls can be
constructed with modular cement block or cast-in-place concrete retaining walls. The
following design parameters apply:
1. Modular Cement Block Walls:
Unit Weight of Soil: 130 pcf
Friction Angle of Soil: 30 degrees
Surcharge: 100 psf
Geogrid Reinforcement: One layer of 4 foot long geogrid (Tensar UX 1400 or
equivalent) 2 feet above the base of the wall.

Drainage -A civil engineer should be retained to design storm drainage for the parking
lot. Drainage for the retaining walls should be provided by incorporating free draining
sand or crushed rock for the backfill for the walls, in addition to placing a filter fabric
protected drain pipe at the base of the backfill zone
Construction Monitoring -GEO Group Northwest, Inc. should be retained to monitor
grading activities at the site and provide compaction testing of structural fills.
