PROPOSAL: Application proposes to remove 21 black cottonwood
trees at the South Wastewater Treatment Plant. The
trees are located along Longacres Drive and are a
potential hazard to pedestrians, vehicles and the
electrical power of the substation for the regional
wastewater facility. The applicant has provided
documentation from a certified arborist that the trees
were unintentionally propagated, and no critical areas or
habitat would be impacted by their removal.
PROJECT LOCATION: 1200 Monster Way SW (Along Longacres Drive)

GENERAL REVIEW. CRITERIA (4-4-130H3):
a. The land clearing and tree cutting will not create or significantly contribute to landslides,
accelerated soil creep, settlement and subsidence or hazards associate with strong ground motion
and soil liquefaction.
The proposal does not appear to contribute significantly to any of the above-mentioned
hazards.
b. The land clearing and tree cutting will not create or significantly contribute to flooding, erosion,
or increased turbidity, siltation or other form of pollution in a watercourse.
The trees that will be removed are not in close proximity to any watercourse or wetland,
and therefore, their removal will not contribute to any flooding, erosion or increased
turbidity.
c. Land clearing and tree cutting will be conducted to maintain or provide visual screening and
buffering between land uses of differing intensity, consistent with applicable landscaping and
setback provisions of the Renton Municipal Code.
The 21 black cottonwood trees provide a screening function along Longacres Drive.
Because they act as a visual buffer along the roadway, staff recommends as a condition of
approval the replanting of trees that are more appropriate for this location.

d. Land clearing and tree cutting shall be conducted so as to expose the smallest practical area of
soil to erosion for the least possible time, consistent with an approved build-out schedule and
including any necessary erosion control measures.
Staff recommends that as a condition of approval, best management practices for tree
removal be employed so as to meet this criterion.
e. Land clearing and tree cutting shall be consistent with subsection D2 of this section, Restrictions
on Critical Areas -General, and RMC 4-3-050, Critical Areas Regulations.
The proposal does not impact any critical areas.
CONDITIONS OF APPROVAL:
I. The applicant shall submit a replanting plan to the Development Services project manager for
review and approval prior to removing and replacing the cottonwoods.
2. The applicant shall employee best management practices for erosion control during the tree
removal process.
This Routine Vegetation Management Permit is hereby approved, subject to the aforementioned
conditions.

Project Name: Hazardous Tree Removal~ Longacres Drive
During the severe windstorms in December 2006, 3 trees were blown over along Longacres
Drive. The trees are located in the City of Renton but are currently managed by the county
wastewater facility. An arborist has written an assessment and has concluded that all 21 trees
that align Longacres Drive should be removed. The assesment states that they are a potential
hazard to pedestrians, vehicles and to the electrical power of the substation for the regional
wastewater facility. Unofficially, it has also been mentioned by another arborist that the tree
roots could potentially tear out the sidewalk if a tree were were to fall.
The trees in question are a row of black cottonwood trees that unintentionally propagated along
Longacres Drive. We believe that there are no critical areas that will be impacted by the tree
removal activity. The downed, damaged and threatening trees will be removed at county
expense pending review of this document by the City of Renton. This information has been
provided to the city as a courtesy to notify our intent in this matter. The arborist's evaluation is
attached.

Introduction
On January 29, 2007 I received the following request from Donna Krell, intern with the
KC Waste Water Division.
There are 2 trees down and one leaning on the southern edge of the Renton Treatment Plant.
The trees are actually on each side of Longacres Way which Js open to the public to drive on.
There is concern that more trees could fall so we would like to get this started as soon as
possible. We need to have a certified arborist assess the situation and make recommendations
in a report. After that we will need to go to the City of Renton for pennitting. We were hoping to
be able to do as much of this in-house if at all possible. If not, is it possible to get
recommendations on another certified arborist and additionally are there any recommendations
on who can cut/trim the trees?
On February 9, 2007 I met atthe site with Mark Sakagami, senior gardener for the KC Waste
Water Division and inspected 21 Black Cottonwoods at the site. The trees are located between
Grady Way on the westbound side of Longacres Drive to the comer of Henry M. Jackson Place.

SUMMARY
A tree risk assessment was performed on 19 Black Cottonwoods on Longacres Drive SW.
The trees are located south of a large electrical Power Station and the King County Waste
Water Treatment plant in Renton. This assessment was requested because two of the
larger trees from the group fell during the Dec 15, 2006 windstorm. A third tree is now
leaning on another which has created a hazard. These trees range from 45' to 100' tall.
My observations on February 9, 2007 were based on visual tree assessments. No
invasive tests such as drilling or coring have been conducted. All observations were
made from the ground.
My findings that support the removal of these 19 trees are as follows:
1. These trees are in close proximity to the Power Station and Treatment Plant.
2. These trees were not planted intentionally where they are but started naturally.
By design they will hecome more hazardous as they grow and will become more
difficult to remove.
3. They grow in a row 12' from a pedestrian sidewalk and 18' from a moderately
used road.
4. They are growing on a 30 to 45 degree slope toward the Power Station.
5. During the December 15th windstorm 2 of the trees on the west end fell down
towards the north. This is towards the Power station and Treatment plant. The
next tree in line fell and is now leaning to the east onto other trees creating a
hazard.
6, Four of the smaller cottonwoods are leaning naturally towards the Power Station
at approximately 5-15 degrees.
7. Black Cottonwoods have been known to drop large scaffold branches during all
times of the year. Many such branches overhang the sidewalk and road.
8. There is a second stand of Cottonwoods located in a planting site on the opposite
side of the road near I 405. Since our normal winds come from the south the
removal of the first stand should not increase vulnerability of the second stand.
9. Smaller more manageable ornamental trees have been planted to the north in the
recent past. These would be more suitable in this location.
