SUMMARY OF PROPOSAL: The applicants for the proposed Aster Park Annexation have requested that the City prezone
the subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at the time the
subject site comes into the Citv. The City is proposing to prezone the 19.85 acre proposed annexation area R-4. This
corresponds with the Residenlial Low Density designation in Renton's Comprehensive Plan. Whereas the proposed
annexation is considered to be a non-project action under SEPA, the proposed zoning is not.

The Environmental Review Committee (ERC) have completed their review of the
environmental impacts of the above-referenced project. The Committee, on April 9,
2007, decided that your project will be issued a Determination of Non-Significance.
The City of Renton ERC has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement (EIS) is not
required under RCW 43.21C.030(2)(c). This decision was made by the ERC under the
authority of Section 4-6-6, Renton Municipal Code, after review of a completed
environmental checklist and other inf01mation, on file with the lead agency. This
information is available to the public on request.
Appeals of the environmental determination must be filed in writing on or before
5:00 PM on April 30, 2007. Appeals must be filed in writing together with the required
$75.00 application fee with: Hearing Examiner, City of Renton, 1055 South Grady Way,
Renton, WA 98057. Appeals to the Examiner are governed by City of Renton Municipal

The applicant, has requested Environmental Review for the proposed prezoning of
this 19.85-acres annexation site to Renton R-4. Because annexations are SEPA
exempt (RCW 43.21 C.222) this environmental review is only for the rezone. The
proposed rezone is consistent with Renton's Residential Low Density land use
designation, as shown on the City's Comprehensive Plan Land Use Map.
The site is adjacent to City Limits on two sides and is bordered by SE 164th to the
south. It is located in the NW 1/4 of Section 29, Township 23 N, Range 5E. This site
is on the eastern side of the City of Renton. The western boundary of the site (Ilwaco
Avenue, if extended) abuts the eastern boundary of the city of Renton. The eastern
boundary of the stie is formed by 148'" Ave SE. The northern boundary of the site is
formed by NE Sunset Boulevard, and a portion of the northern boundary also abuts
the existing City limits. The southern boundary of the site is generally formed by SE
112'" Place, if extended.

addresses only those impacts that are not adequately addressed under existing development
standards and environmental regulations.
1. Housing
At the current time, there are approximately 41 single family dwelling units and 28 mobile homes on this site. Under
the proposed R-4 zoning, the area could contain a maximum of 62 single family homes. At this time, there is no
proposal to redevelop the area, and the existing number of units is allowed as a legal non-conforming use. If the area
were to fully redevelop, however, it would likely result in the loss of seven housing units.
Proposed Mitigation: none.

ASTER PARK ANNEXATION PREZONE
PROJECT DESCRIPTION: The applicants for the proposed Aster Park Annexation have requested that the
City prezone the subject site in advance of annexation. pursuant to RCW 35A 14.330, so zoning will be in place at the time
the subject site comes into the City. The City is proposing to prezone the 19.85 acre proposed annexation area R-4. This
corresponds with the Residential Low Density designation in Renton's Comprehensive Plan Whereas the proposed
annexation is considered to be a non-project action under SEPA. the proposed zoning is not.
PROJECT LOCATION: This site is on the eastern side of the City of Renton. The western boundary of
the site (Ilwaco Avenue, if extended) abuts the eastern boundary of the City of Renton. The eastern boundary of the site is
formed by 148th Ave SE. The northern boundary of the site is formed by NE Sunset Boulevard, and a portion of the
northern boundary also abuts the existing City limits The southern boundary of the site is generally formed by SE 11zlh
Place, if extended.
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed zoning. Therefore, as permitted under the
RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued.
Comment periods for the project and the proposed DNS are integrated into a single comment period. There wm be no
comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal
period will follow the issuance of the DNS.

Council accepted the proposed Direct Petition to annex at its public hearing on
November 20, 2006 and held the first of two required public hearings on the
proposed prezoning on this same date.
The subject site is located within the Residential Low Density (RLD)
Comprehensive Plan Land Use Map designation. The proposed R-4 prezone is
consistent with this land use designation, as well as relevant land use policies
adopted in November 2004.

This non-project action will be subject to the City's SEPA Ordinance and
Development Regulations and other applicable codes and regulations as
appropriate.
Proposed Mitigation Measures: The analysis of the proposal does not reveal any adverse environmental impacts
requiring mitigation above and beyond existing code prov1s1ons. However, mitigation may be necessary and may be
imposed at the time of a site specific development proposal on the subject annexation site.

ASTER PARK ANNEXATION PREZONE PROJECT NARRATIVE AND PROPOSAL
SUMMARY
The applicants for the proposed Aster Park Annexation have requested that the City prezone the
subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at
the time the subject site comes into the City. The site is located on the eastern side of the city of
Renton. The western boundary of the site (Ilwaco Avenue, if extended) abuts the eastern
boundary of the City of Renton. The eastern boundary of the site is formed by 148th Ave SE.
The northern boundary of the site is formed by NE Sunset Boulevard, and a portion of the
northern boundary also abuts the existing City limits. The southern boundary of the site is
generally formed by SE 112th Place, if extended. Annexation is considered exempt from SEP A.
However, the prezoning of the subject 24.1-acre area does require SEP A review.
The City is proposing to prezone the proposed annexation area R-4. This corresponds with the
Low Density Residential designation in Renton's Comprehensive Plan. The proposed prezone is
considered a non-project action under SEPA. Surrounding zoning to the north and south is King
County R-4, 4 units per gross acre and Renton R-4, 4 units per net acre to the north and west.
Zoning to the east is King County RA-5, residential 1 unit per 5 acres.
Currently, 41 detached single-family homes and 28 mobile home housing units exist in this area.
At full build out under Renton R-4 it is estimated there will be 62 homes. There are no plans for
redevelopment of the area at this time. Over dense development would be considered a legal
non-conforming use. Since this prezone is a non-project proposal, development of new housing
units will be subject to additional project specific review at the time of development.
Aster Park Annexation Prezone Justification
The area proposed for prezoning has already been designated for Low Density Residential in the
Renton Comprehensive Plan. King County's Comprehensive Plan has designated the area for
urban development at a density of 4-12 dwelling units per gross acre on the eastern half of the
area and King County R-48 on the western portion (site of the existing mobile home park). R-4
zoning of this property would be consistent with Renton's Comprehensive Plan. Renton's zoning
uses net developable area to determine project density, not gross developable area. This results in
less intensive development adjacent to sensitive areas.

consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most

This non-project action includes pre-zoning approximately 19.85 acres to R-4 in Renton's
Potential Annexation Area currently being considered for annexation using the 60% Direct Petition
method. Under RCW, 43.21.C.222 annexations are specifically exempted from SEPA. RCW
35.A. 14.330-340 provides for rezoning potential annexation areas.
