CONSTRUCTION PHASE
Theft from construction sites is one of the most commonly reported crimes in the City. To
protect materials and equipment it is recommended that all materials and tools be locked up
when not in use. The site should have security lighting, and any construction trailer or
storage area should be completely fenced·in with portable chain-link fencing. The fence will
provide both a physical and psychological barrier to any prospective criminal and will
demonstrate that the area is private property. Construction trailers should be kept locked
when not in use, and should be fitted with heavy-duty deadbolts with a minimum 1-1/2" throw
when bolted. Glass windows in construction trailers should be shatter-resistant. Toolboxes
and storage containers should be secured with heavy-duty padlocks and kept locked when
not in use.
"No Trespassing" signs should be posted on the property during the construction phase.
These signs allow officers, upon contact, to provide a verbal warning to trespassers that
should they be contacted on the property again, they could be cited and/or arrested.
COMPLETED COMPLEX
All exterior doors should be made of solid metal or metal over wood, with heavy-duty
dead bolt locks, latch guards or pry-resistant cylinders around the locks, and peepholes. If
glass doors are used, they should be fitted with the hardware described above and
additionally be fitted with a layer of security film. Security film can increase the strength of
the glass by up to 300%, greatly reducing the likelihood of breaking glass to gain entry.
Access to the back of the buildings should be limited, preferably with security fencing, as
these areas could be vulnerable to crime due to the lack of natural surveillance by business
customers or tenants.
It is recommended that the commercial areas be monitored with recorded security alarm
systems installed. It's not uncommon for businesses to experience theft and/or vandalism
during the hours of darkness. An auxiliary security service could be used to patrol the
property during those times. It is important to direct all foot traffic into the main entrance of
the buildings. Any alternative employee entrances should have coded access to prevent
trespassing.

Public payphones tend tu attract drug traffic and having olllY the ability to call out on
payphones severely hinders this type of activity.
All areas of this project need to have adequate lighting. This will assist in the deterrent of
theft from motor vehicle (one of the most common crimes in Renton) as well as provide safe
pedestrian travel for customers utilizing the businesses.
The structureshould have building numbers clearly posted with numbers at least 6" in height
and of a color contrasting with the building. This will assist emergency personnel in locating
the correct location for response.
Landscaping should be installed with the objective of allowing visibility -not too dense and
not too high. Too much landscaping will make customers and employees feel isolated and
will provide criminals with concealment to commit crimes such as burglary and malicious
mischief (property destruction).
It important to have appropriate lighting and signage. "No Trespassing" signs should be
posted in conspicuous locations throughout the property, including entrances to the property
and parking areas.
I highly recommend that the developer have a Renton Police Crime Prevention
Representative conduct a security survey of the premises once construction is complete.

This letter is sent in response to your March 31 SI request (attached) for a modification from
section 4-4-080.J5 of the City's parking regulations.
Summary of Request
The applicant is proposing the construction of a new Columbia Bank branch on a 42,019 square
foot site. The site is located on the south side ofSW 7th Street, between Lind Ave SW and
Hardie Ave SW. The proposed 2-story building would be approximately 8,600 square feet in
size. The applicant is proposing to locate three cllstomer drive-through lanes on the n01thwest
elevation. Queuing should allow for a minimum of five vehicles per window to provide
adequate space to handle peak business demands. The proposal would require a tolal or 15
stacking spaces. The applicant is proposing a total of 14 stacking spaces. In order to obtain land
use approval and a building permit for the proposed building, the applicant is required to obtain a
parking modification to reduce the minimum stacking spaces from the five required for each
lane.
Section 4-4-080.F.1O.d allows the Administrator to grant modifications from the parking
standards for individual cases, provided the modification meets the following criteria (pursuant
to RMC 4-9-250.0.2):
a. Will meet the objectives and saCcly, function, appearance. environmental
protection and maintainability intended by the Code requirements, based upon
sound engineering judgment; and
b. Will not be injurious to other property(ies) in the vicinity; and
c. Conform to the intent and purpose of the Code; and
d. Can be shown to be justified and required for the use and situation intended; and
e. Will not create adverse impacts to other property(ies) in the vicinity.

Background
The applicant, Columbia Bank, has requested a modification from section 4-4-080.F of the City's
Parking Regulations in order reduce the minimum stacking space requirement. The proposed
building would be sited in such a way that the three drive through lanes, located on the northwest
elevation, would only allow for 14 stacking spaces. The code applies in this instance because the
proposed building requiresl5 stacking spaces for three drive-thrOllgh lanes. Because the
proposed stacking spaces are less than the minimum required, Mr. Isaksen has requested a
parking modification on behalf of Columbia Bank.
Analysis
a) Will meet the objectives and safety, function, appearance, environmental protection
and maintainability intended by the Code requirements, based upon sound
engineering judgment.
If approved, the number of stacking spaces would be a reduction from 15 to 14 spaces.
The applicant contends that the inclusion of the third lane provides less individual lane
stacking and eliminates the potential of backing into the driveway, thus creating a safer
environment for pedestrians walking into the facility.
The requested modification conforms to the intent and purpose of the parking regulations
by providing adequate stacking space Cor the amount necessary for the Columbia Bank
building. The proposed stacking space conforms to the interest and purpose of the
parking regulations by providing adequate space to handle peak business demands for
customer drive-trough activities of Columbia Bank. The reduction of stacking space less
than what is allowed should have no negative impact relative (0 the environment. The
proposal would reduce the amount of impervious surface and allow for more landscaping
and aesthetic appeal.
b) Will not be injurious to other property(ies) in the Vicinity.
The proposed stacking spaces would provide adequate space to handle peak business
demands for customer drive-trough activities. It is not anticipated that the approval of a
modification to permit 14 stacking spaces would be injurious to other properties in the
vicinity.
c) Conform to the intent and purpose of the Code.

d) Can be shown to be justified and reqnired for the use and situation intended.
The stacking space standards (4-4-080.F) require a minimum of five vehicles per drivc-
through window. Based upon the customer volumes the applicant anticipates the
reduction of the minimum stacking space requirement is considered to be reasonable.
e) Will not create adverse impacts to other property(ies) in the vicinity.
As stated under criterion "a" & "b". the proposed parking should not create adverse
impacts to other properties ill the Y,cinity of the banking branch.

The parking modification for Columbia Bank is hereby approved.

In response to the "determination of non significance -mitigated" comments dated March 10, 2008, I
wanted to address decision Item G.1 regarding stacking spaces.
As stated in RMC4-4-080F item # 10, the number of required parking spaces table states under "Drive
through services" The drive-through facility shall be so located that sufficient on-site vehicle stacking
space is provided for the handling of motor vehicles using such facility during peak business hours.
Typically 5 stacking spaces per window are required unless otherwise determined by the Development
Services Director. Stacking spaces cannot obstruct required parking spaces or ingress/egress within the
site or extend into the public right-ol-way."
Per section "A" of the parking regulations. it is understood that the purpose of the regulations is to
promote the safety, general welfare and aesthetics of the city
The proposed bank building intends to provide a safe, aesthetically pleasing drive-up for use by their
customers.
Although the submitted site plan shows ten vehicles. the site plan actually allows for fourteen (14) 20'
stacking spaces.
Based on drive-up use at other existing branches. two lanes would provide sufficient stacking (per city of
Renton requirements) during peak hour demand. Existing branches have 6-8 vehicles within three drive-
up lanes during peak hours. Although two lanes would meet the city of Renton regulations, the bank
insisted on a third drive-up lane to ensure that their customers would not have to wait behind more than
one (or two per peak hour demand) vehicles. Furthermore, the inclusion of the third lane provides less

ADVISORY NOTES:
Planning:
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division. The Development Services Division reserves
the right to rescind the approved extended haul hours at'any time if complaints are received.
2. Within thirty (30) days of camp Jet ion of grading work, the applicant shall hydroseedor plant an appropriate
ground cover over any portion of the site that is graded or cleared of vegetation and where 'no further
construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, Or
plastic covering as specified in the current King CountySurface Water Management Design Manual as
adopted by.the City of Renton may be proposed between the dates of November 1st and March 31st of
e(lch year. The Development Services Division's approval of this work. is reqlJiredprior to final inspection'
and approval of the permit.
3 .. Commercial, multi-family, new single-family and other nonresidential construction activities shall be
restricted to the hours between seven o'clock (7:00) a.m. and eight o'ciock (8:00)p.m., Monday through
Fric:tay. Work on Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight
o'clock (8:00) p.m. No work shall be permitted on Sundays. .
4. All landscaping shall be irrigated by an approved irrigation system prior to final occupancy permits.
Water:
1. Water System Development Charges will be based on the size of new water meter(s). See Fee Sheet. This
fee is payable at the time the utility construction permit is issued. Credit will be given for any existing water
meters.
2. Preliminary fire flow requirement is 2,750 gpm. All new construction must have fire hydrants capable of
delivering a minimum of 1,000 gpm. Three hydrants will be required to serve this site. One hydrant is
required within 150 feet of the building and two additional hydrants are required to be within 300 feetof the
nearest corners of the building.

II PART ONE: PROJECT DESCRIPTION I BACKGROUND
The proposed project, a Columbia Bank building, would be sited on a vacant commercial pad on the southwest
portion of an existing site. The property fronts SE 7'h Street. The site is currently developed with two restaurants,
Billy McHales and Jimmy Mac's, to the east of the proposed project's commercial pad. Wal-Mart is on the
property abutting to the south. Lind Plaza, a warehouse and office space, is located on the property abutting to
the west. The Renton School District Administration building is located across SE 7'h Street to the north.
The property is zoned Commercial Arterial (CA) and within the Employment Area Valley Comprehensive Plan
designation. Banking facilities and drive in! drive through retail are allowed uses in the CA zone. The
surrounding zoning designations include Commercial Arterial (CA) and Medium Industrial (1M).
The site was previously prepared as a commercial pad as part of the Bonnell Property Proposed Retail project.
The proposed project area is predominately gravel surfaced with areas of existing concrete curb and sidewalks
along SE 7'h Street.
The proposed two story building would be located in the center of the commercial building pad west of the
existing structures on site at a 45 degree angle. The proposed structure would be located at the existing grade,
therefore no significant grade changes would be required. Some excavation of existing soil would be necessary
at the building location. The volume of the cut would be approximately 330 cubic yards and the fill would be
existing gravel.
A total of 37, including 2 accessible, parking spaces are proposed on site within surface parking areas located
along the west and east sides of the building. The amount of impervious area, currently used for surface parking,
would be reduced with this project from 38,000 square feet to 30,680 square feet. New landscaping is proposed
around the perimeter of the commercial pad and within the surface parking lots.
Access would be gained from two existing curb cuts along SW 7'h Street east and west of the commercial pad. A
pedestrian walkway would connect the main building entrance to the existing public sidewalk on the south side
of SW 7'h Street and to an internal pedestrian system that located on the abutting property to the south, Wal-Mart.
The proposed building, approximately 8,600 gross square feet in area with 5,600 square feet on the ground floor,
would serve as the Renton Branch of Columbia State Bank. The building is proposed to front an internal road to
the cast. The height to the top of the roof on the northeast elevation would be 34 feet and 3 inches in height at
the tallest point and the exterior will be comprised mostly of stucco, brick, glass and metal materials.
Proposed trash and recycling containers would be within screened enclosures located along SW 7th Street on the
northwest comer of the site. All landscaped areas would be irrigated with an underground, automated irrigation
system.
The site has no existing landscaping or vegetation. The proposed landscape plan includes a 10 foot landscape
strip along SW 7th Street and landscaping within surface parking areas.
There are no known critical areas on or near the site.
II PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts li'Oln the rroposal, staff recommends that the Responsible Officials:
Issue a DNS-M with a 14-day Appeal Period.
B. Mitigation Measures
1. The applicant shall be required to provide Temporary Erosion and Sediment Control Plan (TESCP)
designed pursuant to the Department of Ecology's Erosion and Sediment Control Requirements
outlined in Volume II of the most recent Department of Ecology Storrnwater Management Manual.

applicant shall submit an archaeological resource survey of the site. This survey shall conform to the

and must be conducted under the on-site supervision ofa state-approved archaeologist. Work shall
recommence when approval is reccivcdlrom the Office of Archaeology and Historic Preservation.
3. The applicant shall pay a transportation impact fee of$75.00 for each new weekday trip attributable
to the project (estimated to be $42,973.50.) The fee would be required to be paid prior to the
issuance of building permits.
4. The applicant shall pay a Fire Mitigation Fee, prior to issuance of the building permit. The fee, at
$0.52 per net square foot of new building area, has been estimated to be $4,472.00.
C. Environmental Impacts
The Proposal was circulated and reviewed hv v{{rioas City Departments and Divisions to determine whether
the applicant has adequately identified {{nd addressed environmental impacts anticipated to occur in
conjunction with the proposed development. Stat/reviewers have identified that the proposal is likely to
have the following probable impacts:
1. Earth
Impacts: The site is nearly level with slopes of I percent or less. Compact fill, gravel asphalt, are within the
top 24 inches of grade. Mixed and sandy silt tIll is below the gravel asphalt up to approximately 40 inches.
There is no evidence of instability. The applicant proposes to excavate approximately 330 cubic yards and
the fill would be existing gravel. Following development impervious surface coverage will be approximately
75%.
Mitigation Measures: No mitigation r~commcndcd.

2. Air
Impacts: There would be temporary negative impa~ts to air quality caused by dust and equipment exhaust
during site and building construction. Following construction, exhaust from automobiles would be expected.
Such emissions are controlled by state and federal regulations.
Mitigation Measures: No further mitigation recommended.

3. Water
a. Storm Water
Impacts: The project site is located within the Black River sub-basin of the Duwamish-Green River
Drainage Basin. The applicant submitted a '"Technical Information Report," by AHBL, Inc. (dated
November 2007) as part of the application materials. The proposed project would result in removal
of 38,000 square foot gravel commercial pad. It would be replaced with a new structure, surface
parking stalls, walkways, and new landscaped areas. According to the Drainage Report, there would
be no increase in impervious area.
Existing stormwater runoff from the site Ilows towards multiple existing catch basins where it is
collected and discharged to the existing stonnwater conveyance system. The majority of the project
site is direct discharged to the public conveyance system located in SW 7th Street. A portion of the
existing runoff is conveyed to an existing bioswale west of the project site. The bioswale provides
treatment prior to the runoff being discharged to the existing storm system in SW 7th Street.

Because the project would increase the impervious surface by more than 5,000 square feet subject to
vehicular traffic, modifications are needed to comply with the 1990 King County Snrface Water
Design Mannal for water quality and detention. Water quality is proposed to be provided through the
combination of proposed storm filters and the existing bioswale west of the project site. Catch basins
will also be added.
Staff recommends that a temporary erosion control plan be submitted that complies with the
Department of Ecology's Erosion and Sediment Control Requirements as outline in Volume II of the
most recent edition ofthe Stormwater Management Manual. The plan must be approved by the
Development Services Division prior to issuance of the building permit.
Mitigation Measures: The applicant shall be required to provide Temporary Erosion and Sediment
Control Plan (TESCP) designed pursuant to the Department of Ecology's Erosion and Sediment
Control Requirements outlined in Volume II of the most recent Department of Ecology Stormwater

4. Historic and Cultural Preservation
Impacts: It is possible that archaeological m1ifacts or a historic site could be encountered during project
construction. This is due to the site's proximity to former archaeological discoveries. Should evidence ofa
historic site be found during site development, work shall immediately cease and the Washington State of
Archaeology and Historic Preservation shall be contacted at (360) 586-3065. A survey shall be submitted
that conforms to the requirements and standards o[the Washington State Office of Archaeology and Historic
Preservation and must be conducted under the on-site supervision of a state-approved archaeologist.
[n the event that cultural artifacts are found, work cannot recommence until approval is received from the
Office of Archaeology and Historic Preservation.
Mitigation Measures: Should evidence of a historic site be found during site development, work shall be

Impacts: The project would be accessed, by means of existing curb cuts, from SW 7th Street, designated a
Minor Arterial on the City of Renton A11erials Map.
No street improvements would be required for this project.
Transportation impact fees would be assessed for the project at the rate of $75.00 per each new weekday trip
(estimated at 572.98 trips; International Transportation Engineer -Drive-In Bank Use, estimated to be
572.98 trips for every 1,000 square feet of building area). The estimated Transportation Impact fee would be
42,973.50
Mitigation Measures: The applicant shall pay a transportation impact fee of$75.00 for each new trip,
estimated to be $42,973.50. The fee would be required to be paid prior to the issuance of building permits.

2. Conformance with existing land 1I.\'e regulations;
The subject site is zoned Commercial Arterial (CA). The purpose of the CA zone is to evolve from
"strip commercial" linear business districts to business areas characterized by enhanced site
planning, incorporating efficient parking lot design, coordinated access, amenities and boulevard
treatment. The CA zone provides a for a wide variety of indoor and outdoor retail sales and services.
A banking facility with drive-in!drive-trough as an accessory service to the bariking facility is an
outright permitted use within the CA zone.
Lot Coverage -The CA zoning designmion allows a maximum building coverage of 65 percent of
the site area. The proposed building footprint of 5,600 square feet on the 42,019 square foot
commercial building pad results in a building lot coverage of 13.3 percent. The proposed barik
complies with the development standard for lot coverage.
Setbacks -The CA zoning designation would require a minimum front yard setback of 10 feet which
may be reduced to zero feet trough the site plan development review process. No other side or rear
setbacks are required. The proposed building would be setback from the front property line
approximately 26 feet. A 16 foot and 9 inch rear yard setback is proposed from the south property
line and a 110 foot side yard setback is proposed from the west property line. As proposed, the
project complies with the required CA zoning setbacks prescribed by City Code.
Landscaping -The CA zone requires a I O-foot landscape strip along the street frontage, except
where reduced through the site plan development review process. A conceptual landscaping plan
was submitted as part of the application materials. The landscape plan proposes a 10 foot landscape
strip along SW 7th Street. The landscape plan also proposes a tree planting plan, the proposed tree
species largely consist of Sweetgum, Weeping Alaska Cedar, Flowering Pear, and Thundercould
Plum.

Within the proposed surface parking lot, 15 square feet of landscaping per parking space would be
required for parking lots with 15-50 parking stalls. Based on the proposal for 37 surface parking
stalls, a minimum of 555 square feet of landscaping would be required within the surface parking
areas. The submitted landscape analysis indicates that a total of 11,340 square feet of landscaping
would be provided. As proposed the landscaping would exceed the minimum requirement.
Underground sprinkler systems arc required to be installed and maintained for all landscaped areas.
The sprinkler system shall provide full water coverage of the planted areas specified on the plan. A
detailed landscape plan and irrigation plan will need to be submitted at the time of building permit
reVIew.
Height -The CA zone allows a maximum building height of 50 feel. The tallest point of the
building would be the roof, which would have a height of 34 feet and 3 inches. The gabled roof
would be standing seam metal.
Parking/Circulation -The parking regulations require a specific number of off-street parking stalls
be provided based on the amount of square footage dedicated to certain uses. The parking ratio for
the proposed bank use is a minimum of 4 spaces to a maximum of 5 spaces per 1,000 square feet.
The proposed facility would include 8,600 square feet of banking space which requires a minimum
of 35 parking spaces and would be pelmitted a maximum of 43 parking spaces. The proposed
parking area would have a total of 37 parking spaces. The bank is proposing to locate three
customer drive through lanes on the northwest side of the building. Queuing should allow for a
minimum of five vehicles per window to provide adequate space to handle peak business demands.
It does not appear that stacking spaces for the drive in/drive thru retail portion of the project meet the
requirements. The lanes appear to have the possibility to obstruct the vehicular circulation pattern
during peak business demands. Where practical difficulties exist, the applicant may request a
modification from these standards. The modification request shall be submitted in writing and
comply with the criteria outlined in RMC 4-9-2500. Statf recommends as a condition of approval
that either the site plan be revised to show five stacking spaces for each drive through lane or the
applicant shall submit written request prior to the issuance of a building permit requesting a
modification allowing for a reduction of the stacking spaces less than the five spaces required for
each drive through lane.
The parking conforms to the minimum requirements for drive aisle and parking stall dimensions and
the provision of ADA accessible parking stalls for surface lots.
Refuse and Recyclable Deposit Areas -The City's refuse and recyclable standards for a retail
development require a minimum of 5 square feet per every 1,000 square feet of building gross floor
area for recyclable deposit areas and a minimum of 10 square feet per 1,000 square feet of building
gross floor area for refuse deposit areas. Based on the proposed gross floor area of 8,600 square feet
for the new building a minimum of 43 square feet of recyclable deposit areas would be required and
a minimum of 86 square feet of refuse deposit areas would be required. The approximate location of
the refuse and recyclable areas were shown on the submitted site plan, and would be located at the
northwest comer of the site along SW 7'10 Street and screened from view of the surrounding
properties. No areas of the refuse and recyclable areas were noted in the submittal materials.
Therefore, staff recommends as a condition of approval that a revised site plan be submitted with the
building permit application including a minimum of 43 square feet of recyclable deposit areas and
86 square feet of refuse deposit areas on the project site.
Signage -Proposed signage was not reviewed as part of the Site Plan Review. Signage will be
reviewed under a separate pem1it.
3. Mitigation of impacts to surrounding properties and uses;
City staff does not anticipate any adverse impact on surrounding properties and uses. The site is
currently developed with two restaurants, Hilly McHales and Jimmy Mac's, to the east of the
proposed project's commercial pad. Lind Plaza, a warehouse and office space, is located on the
property abutting to the west and is zoned Medium industrial (IM). Wal-Mart is on the property

abutting to the south and the Renton School District Administration building is located across SE 7th
Street to the north, both parcels are also zoned Commercial Arterial (CAl. The proposed banking
use is anticipated to be compatible with future surrounding uses as permitted in the CA and 1M
zones.
The building is sited to the northwest comer ofthe lot at a 45 degree angle to provide visibility from
SW 7th Street and Rainier Ave South. The building will meet all required setbacks from property
lines and will provide more than the eode requires for a side and rear setback along the southern and
western property line. The bank's vault along with the customer drive through lanes are located on
the northwest elevation and mainly appears as a blank wall from SW 7'h Street and would have a
negative aesthetic impact on the ncighboring properties to the north.
According to code, parking lot lighting fixtures are to be non-glare and mounted no more than 25
feet above the ground. This is to help minimize the impact onto abutting properties and on-site
buildings.
4. Mitigation of impacts of the propo,ed site plan to the site;
The scale, height and bulk of the proposed building is appropriate for the site, and is anticipated to be
architecturally compatible with the tilture development in the project vicinity. The site is 42,019
square feet and would have a building lot coverage of 13.3 percent of the site. The proposal would
decrease the impervious surface on the site with the addition of landscaping areas.
Parking is proposed along the north. east and west sides of the building within surfaee parking lots.
A pedestrian connection would be provided to connect the main entry of the building to the publie
sidewalk along SW 7th Street.
The building is placed at 45 degree angle on the site therefore the northeast elevation, the most
prominent elevation of the building. would be the most visible to traffic heading west on SW 7th
Street. The walk-in customer entrance would be on the east comer, facing the proposed parking lot
the east. The northeast elevation also exhibits several windows, horizontal and vertical modulation
to break up the scale and bulk of the building. The bank is proposing to locate three customer drive-
through lanes on the northwest elevation. A teller window and covered area with the vacuum air
tubes would also be on the northwcst elevation along with a queue area for vehicles. As proposed,
few windows would be provided on this fa,ade. This elevation would be most visible to traffic
heading east on SW 7'h Street.
The tallest point of the two story building would be the metal panel roof, which would have a height
of 34 feet and 3 inches. Exterior building materials mainly consist of an off white stucco system, and
a brick base favade. The brick hase far;ade is used on the bottom third of the first story to ground the
building. The use of aluminum windows and a metal gabled roof system adds to the architectural
interest of the building.
5. Conservation of area-wide prOper~lj values;
The proposed development is expected to conserve and possibly increase property values in the
vicinity of the site. The development of the site provides improvements to infrastructure,
landscaping, lighting and additional employment opportunities.
6. Safety and efficiency of vehicle {(nd pedestrian circulation;
Primary access to the site is proposed via existing curb cuts along SW 7'" Street. The site
development would include 37 parking stalls within the surface lot, which complies with the parking
requirements for the proposed use. A pedestrian walkway is proposed from the sidewalk, located
along SW 7 'h Street, to the eastem far;ade of the building.
The bank is proposing to locate three customer drive through lanes on the northwest side of the
building. It does not appear that stacking spaces for the drive in/drive thru retail portion of the
project meet the requirements. StatT has recommended as a condition of approval that either the site
plan be revised to show five stacking spaces for each drive through lane or the applicant shall submit

written request prior to the issuance of a building pennit requesting a modification allowing for a
reduction of the stacking spaces less than the five spaces required for each drive through lane.
7. Mitigation of noise, odors and other harmful or unhealthy conditions;
The proposed development is not anticipated to generate any hannful or unhealthy conditions. There
would be noise impacts of increased traffic and activity that are nonnally associated with a retail
development.
8. Availability of public services alldfacilities to accommodate the proposed use;
Utility services would be provided by the City of Renton for water, sanitary sewer, and surface water
control
9. Prevention of neighborhood deterioratioll and blight;
No deterioration or blight is expected to occur as a result of this proposal. As long as developmentsO
standards are maintained, the development would be compatible with the existing neighborhood, and
constitute a substantial investment in the community.
E. FINDINGS, CONCLUSIONS & DECISION
Having reviewed the written record in the matter, the City now enters the following:
I) Request: The Applicant has requested Environmental Review and Administrative Site Plan Approval for
the Columbia Bank building, LUA 08-0 II, SA-A, ECF.
2) Environmental Review: The City's Environmental Review Committee (ERC) has reviewed the
proposal and issued a detenmination of' non-significance-mitigated (DNS-M) and imposed four
mitigation measures on March 10, 2008.
3) Site Plan Review: The applicant's Site Plan Review application complies with the requirements for
infonmation necessary for site plan review. The applicant's plans are entered as Exhibits No. 1-7.
5) Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan goals, objectives
and policies for parks and public facilities.
7) Zoning: The Site Plan as presented. complies with the zoning requirements and development standards
of the Commercial Arterial zone provided all conditions of approval are complied with.
F. CONCLUSIONS
I) The subject proposal complies with the policies and codes of the City of Renton, provided all advisory
notes and conditions of approval arc complied with.
2) The proposal complies with the Comprehensive Plan goals, objectives and policies for commercial
development in the CA Zone, provided all advisory notes and conditions of approval are complied with.
3) The City's Enviromnental Review Committee (ERC) has reviewed the proposal and issued a
dctcnmination of non-significance-mitigated (DNS-M) and imposed four mitigation measures.
G. DECISION:
The site plan for Columbia Bank, Project File No. LUA 08-011, SA-A, ECF is approved subject to the
following conditions:
I. Either the site plan be revised to show live stacking spaces for each drive through lane or the applicant
shall submit written request prior to the issuance of a building permit requesting a modification allowing

2. Prior to building permit approval, the applicant shan submit a revised site plan to the Development
Services project manager depicting the location, size, and screening for refuse and recyclable material
including 43 square feet of recyclable deposit areas and 86 square feet of refuse deposit areas on the
project site.
3. A lighting plan shan be submitted with the building permit application for review and approval by the
Development Services Division project manager.

Planning:
t. RMC section 4-4-030.C.2 limits haul hours between X:JO am to 3:30 pm, Monday through Friday unless otherwise
approved by the Development Services Division. The Development Services Division reserves the right to rescind the
approved extended haul hours at any time if complaints are received.
2. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground
cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will
occur within ninety (90) days. Altemative l11eaSllr~s sllch as lllulch, sodding, or plastic covering as specified in the
current King County Surface \Vater Managelllclll Design Manual as adopted by the City of Renton may be proposed
between the dates of November 1 st and March 31 st or each year. The Development Services Division's approval of
this work is required prior to final inspection and approval of the permit.
3. Commercial, multi-family, new single-family and other nonresidential construction activities shall be restricted to the
hOllrs between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays
shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be
permitted on Sundays.
4. All landscaping shall be irrigated by an appro\'ed irrigation system prior to final occupancy permits.
I. Water System Development Charges will be b",ed on the size of new water meter(s). See Fee Sheet. This fee is payable
at the time the utility construction permit is issu('d. (r('dit will be given for any existing water meters.

I have reviewed the application for Columbia Bank located at 225 -SW 7'" Street and have the following
comments:
EXISTING CONDITIONS
WATER
SEWER
STORM
STREETS
There is an existing 12-inch water main fronting the site in SW 7'h Street and a 12-inch looped
water main on the site. See City drawing W-2236. Available derated fire flow in the area is
approximately 5,500 gpm. Pressure available is approximately 75 psi. The proposed project is
located in the 196 water pressure zone and is outside an Aquifer Protection Zone.
There is a private sewer main on site at the north end of the site.
There are existing storm drainage facilities fronting the site in SW 7'h Street.
There are street improvements in SW 7'h No additional improvements are required.
CODE REOUIREMENTS

I. Traffic mitigation fees are $43,793.00. See attached Mitigation Fee Report. Payment of fees will be
required prior to issuance of building permit.
2. Staff recommends a SEPA condition requiring this project to design and comply with Department of
Ecology's Erosion and Sediment Control Requirements, outlined in Volume II of the latest edition of
Stormwater Management Manual.

Approval
A review of the plans and material as well as on site review of the Columbia Bank project
was conducted and completed. The review was conducted for the Administrative Site
Approval process. The review of the plans and material as well as the on site review
disclosed the following fire comments and concerns that need to be addressed as well as
fire code requirements that shall be met.
Fire review comments, concerns, code requirements and standards are as follows:
1. The Fire Code Conditions noted in the May 24th, 2007 Pre-Application review
meeting are still applicable to this project and shall be met. A copy of those
conditions shall accompany this review.
2. HYDRANTS: It appears that there are 4 Existing Hydrants with in the 300-foot
range to the front and rear of the building. All 4 existing hydrants shall meet
current Renton Fire and Emergency Developmental Standards. Five (5)-inch Storz
fittings are required on all main ports.
3. FIRE DEPARTMENT ACCESS: Roadways are required to within 150 feet of
all portions of the building exterior.
4. FIRE EMERGENCY ACCESS: During construction emergency access shall be
maintained throughout the construction, for fire apparatus access. This access
shall also be maintained and arranged for Aerial Apparatus access as in
accordance with Appendix D, section DI05 of the 2006 International Fire Code.
5. TEMPORARY ADDRESS: During construction a temporary address shall be
posted identifying the location of the project for emergency responders to readily
and easily identify the site when responding to an emergency.
6. PERMANENT ADDRESS: A permanent address shall be posted as to be easily
identifiable from the road access fronting the main entrance to this building.
Addressing shall be in compliance with City of Renton Fire Department
Developmental Standards.

7. FIRE FLOW: Fire flow requirements shall remain the same and were noted for
the most restrictive. However if the 2006 code adoption proposed changes are
approved this could lower the fire flow requirement due to Fire Sprinklers being
required.
8. FIRE SPRINKLERS: Fire sprinklers will be required if the noted fire flow can
not be met or ifthe 2006 proposed 5000 square foot ordinance is approved before
this building is in for permits.
9. FIRE ALARM & SPRINKLER PLANS & PERMITS: A separate set of plans
and permits shall be required if either or both a Fire Alarm and Fire Sprinkler
system is required.
10. FIRE MITIGATION FEES: A Fire Mitigation fee of$.52 per square foot of the
building square footage is to be paid at the time of securing the building permits.

1. There is an existing 12-inch water main fronting the site in SW 7th Street and a 12-inch looped water main
on the site. See City drawing W -2236. Available derated fire flow in the area is approximately 5,500 gpm.
Pressure available is approximately 75 psi.
2. Preliminary fire flow requirement is 2,750 gpm. All new construction must have fire hydrants capable of
delivering a minimum of 1,000 gpm. Three hydrants will be required to serve this site. One hydrant is
required within ISO feet of the buildings and two additional hydrants are required to be within 300 feet of
the nearest corners of the building.
3. There are fire hydrants in the vicinity that may be counted towards the fire protection oftrus project, but are
subject to verification for being within the required distance. Existing hydrants counted as fire protection
will be required to be retrofitted with a qUick disconnect Storz fitting if not already in place.
4. The proposed project is located in the 196 water pressure zone and is outside an Aquifer Protection Zone.
5. Water System Development Charge (SOC) of $0.273 per square foot of gross site area will apply. This is
payable at the time the utility permit is issued.
6. A fire spookIer system may be required by the fire department A separate no-fee utility permit and
separate plans will be required for the installation of the double detector check valve assembly for fire
sprinkler line.
All devices installed shall be per the latest Department of Health "Approved List" of Backflow Prevention
Devices. Location of device shall be shown on the civil plans and shall show note: "Separate plans and
utility permit for DDCV A installation for Fire Sprinkler System will be required". DDCV A
installations outside the building shall be in accordance with the City of Renton Standards.

For DDCV A installations proposed to be installed inside the building, applicant shall submit a copy of the
mechanical plan showing the location and installation of the backflow assembly inside the mechanical
room. Installation shall be in accordance with the City of Renton's requirements. DDCVA shall be installed
immediately after the pipe has passed through the building floor slab. Installation of devices shall be in the
horizontal position only.
SANITARY SEWER
1. There is private sewer main on site at the north end of the site.
2. If finished floor elevation is below 25 feet, a "tideflex" or similar backflow device will be required to be
installed.
3. A Sanitary Sewer System Development Charge (SDC) of $0.142 per square foot of gross site area will be
apply. This is payable at the time the utility permit is issued.
SURF ACE WATER
1. There are existing storm drainage facilities in SW 7 th Street.
2. A preliminary drainage plan and drainage report will be required with the site plan application. The report
shall address detention and water'quality requirements as outlined in the 1990 King County Surface Water
, Manual. All' core and-any special requirements shall be contained in the report. If preliminaryoalculations ' ",
show detention will be reqUired under the 1990 ;King 'County Surface Water Manual, staffwiH recommend· .
a condition that the project comply with the 2005 King County Surface Water Design ManuaHomeet both .
detention (Conservation Flow control -a.k.a. Level 2) and water quality improvements.
3. The Surface Water SDC is assessed based on the total new impervious surface square footage.'asreflected
in the final design. The. chargE! is determined by multiplying the gross square footage by $0.265. This is
payable at the time the utility permit is issued.
4. Separate structural plans will be required to be submitted for review and approval under a building permit if
a wetvault is required. Special inspection from the building department is required.
5. Erosion control needs to comply with the Dept of Ecology's most current Stormwater Manual.
TRANSPORTATION/STREET
1. There are street improvements in SW 7th No additional improvements are required.
2. A traffic mitigation fee of $75 per additional generated daily trip shall be assessed as determined by the
ITE trip generation manual.
3. All wire utilities shall be installed underground per the City of Renton Under Grounding Ordinance. If
three or more poles are required to be moved by the development design, all existing overhead utilities
shall be placed underground.
GENERAL COMMENTS
1. All construction utility permits for utilities, drainage and street improvements will require separate plan
submittals. All utility plans shall conform to the Renton Drafting Standards. Plans shall be prepared by a
licensed Civil Engineer.

2. When the utility plans are complete, please submit three (3) copies of the drawings, two (2) copies of the
drainage report, permit application and an itemized cost of construction estimate and application fee at the
counter on the sixth floor. A fee worksheet is attached for your use, but
prior to preparing a check, it is recommended to call 425-430-7266 for a fee estimate as generated by the
permit system.
3. The fee for review and inspection of these improvements is 5% of the first $100,000 of the estimated
construction costs; 4% of anything over $100,000 but less than $200,000, and 3% of anything over
$200,000. Half the fee must be paid upon application.
4. Any proposed rockeries or retaining walls greater than 4 feet in height will be require a separate building
permit and will require special inspection.
5. Separate permits and fees for water meter (s), side sewer (s), landscape irrigation meters and backflow
devices are required.

General: We have completed a preliminary review of the above-referenced development
proposal. The following comments on development and permitting issues are based on
the pre-application submittals made to the City of Renton by the applicant and the codes
in effect on the date of review. The applicant is cautioned that information contained in this
summary may be subject to modification and/or concurrence by official decision-makers (e.g.,
Hearing Examiner, Zoning Administrator, Development Services Director,
PlanninglBuildinglPublic Works Administrator, and City Council). Review comments may
also need to be revised based on site planning and other design changes required by City staff
or made by the applicant. The applicant is encouraged to review all applicable sections of the
Renton Municipal Code. The Development Regulations are available for purchase for $50.00
plus tax, from the Finance Division on the first floor of City Hall and are available on the City
of Renton website (www.rentonwa.gov).
Project Proposal: The project site, consisting of 42,000 sf of a 245,128 sf tax parcel
(#1923059072), fronts the south side ofSW 7'h Street, approximately 565 feet west of Hardie
Ave SW. The proposal is to develop the parcel with a 2-story banking services building,
including a drive-up window and surface parking for 39 vehicles.
Current Use: The parcel is currently vacant, but used for vehicle parking by an auto dealer
and possibly impounded vehicles. Billy McHale's and Jimmy Mac's Restaurants are on the
same parcel. The portion of the property intended for development abuts the Wal-Mart store
to the south.
Comprehensive Plan Land Use Designation: The property is located within the
Employment Area -Valley Comprehensive Plan land use designation. Applicable
Comprehensive Plan objectives and policies are:
Purpose Statement: The purpose of the Employment Area-Valley designation is to
allow the gradual transition of the Valley from traditional industrial and warehousing
uses to more intensive retail service and office activities. The intent is to allow these new
activities without making industrial uses non-conforming and without restricting the
ability of existing businesses to expand.

Objective LU-AAAA: Provide for a mix of employment-based uses, including
commercial, office, and industrial development to support the economic development of
the City of Renton.
Policy LU-444. Develop the Green River Valley ("The Valley") and the Black River
Valley (located between Sunset Blvd and SW Grady Way) areas as places for a range and
variety of commercial, office, and industrial.
Policy LU-446. Multi-story office uses should be located in areas most likely to be
served by future multi-modal transportation opportunities. A greater emphasis on public
amenities is appropriate for this type of use.
Policy LU-447. Developments should be encouraged to achieve greater efficiency in site
utilization and result in benefits to users with techniques including:
I) Shared facilities such as parking and site access, recreation facilities and amenities;
2) An improved ability to serve development with transit by centralizing transit stops;
and
3) An opportunity to provide support services (e.g. copy center, coffee shop or lunch
facilities, express mail services) for nearby development that otherwise might not
exist.
Objective LU-CCCC: Ensure quality development in Employment Area-Valley.
Policy L U-4SS. Street trees and landscaping should be required for new development
within the Valley to provide an attractive streetscape in areas subjected to a transition of
land uses (Refer to the Community Design Element).
Policy LU-456. Vehicular connections between adjacent parking areas are encouraged.
Incentives should be offered to encourage shared parking.
Policy LU-457. Site design for office uses and commercial, and mixed-use
developments should consider ways of improving transit ridership through siting,
locating of pedestrian amenities, walkways, parking, etc.
Policy LU-458. Site plan review should be required for all new projects in the
Employment Area-Valley pursuant to thresholds established in the City's development
regulations.
Policy LU-459. New development, or site redevelopment, should conform to

Summary: Objectives and polices that address commercial infill and residential
subdivlsion development are intended to serve multiple purposes. First, concerns
about new development "fitting in" to established areas of Renton have resulted in an
increased awareness that site design and architecture, when planned to be compatible
with the context of the neighborhood or commercial area, can make the "fit" of the
new project more comfortable.
Second, these objectives and policies provide assistance to project proponents so when
planning new development for Renton, they can be guided in their choices.
Third, city officials, who must make decisions regarding new projects, can use these
objectives and poliCies to guide their review of project proposals.
Elements of new development represented by objectives and policies in this section
include:
A. Site planning
B. Architecture
E. Landscaping
F. Streets, sidewalks, and streetscape .
G. Signs
H. Lighting
A. Site Planning
Summary: Site planning is the art and science of arranging structures, open space,
and non-structural elements on land in a Junctional way so that the purpose of the
development can be met, while keeping those elements in harmony with each other
and with the context of the project.
Policy CD-17: Development should be designed (e.g. site layout, building orientation,
setbacks, landscape areas and open space, parking, and outdoor activity areas) to result
. in a high quality development as a primary goal, rather than to maximize density as a
first consideration.
Policy CD-19: During development, significant trees, either individually or in stands,
should be preserved, replaced, or as a last option, relocated.
Policy CD-21: Development should have buildings oriented toward the street or a
common area rather than toward parking lots.
Policy CD-24: Site design of development should relate, connect, and continue design
quality and site function from parcel to parcel.

Policy CD-26: Streets, sidewalks, and pedestrian or bike paths should be arranged as
an interconnecting network. Dead-end streets and cul-de-sacs should be discouraged.
A grid or "flexible grid" pattern of streets and pathways, with a hierarchy of widths
and corresponding traffic volumes, should be used.
Policy CD-28: Non-residential development should have site plans that provide street
access from a principal arterial, consolidate access points to existing streets, and have
internal vehicular circulation that supports shared access.
Policy CD-30: If transit service is available, parking requirements may be reduced or
shared parking serving multiple developments may be allowed.
Policy CD-32: Neighborhoods should have human-scale features, such as pedestrian
pathways and public spaces (e.g. parks or plazas) that have discernible edges, entries
and borders.
B. Architecture
Summary: It is not the intent of these poiicies to dictate the architectural style of
structures in the City of Renton. The Community Design architectural policies are
intended to encourage design of structures that fit well into the neighborhood, reflect
the physical character of Renton, mitigate potential negative impacts of development,
and function well in meeting the needs of both the building occupant and the
community.
Objective CD-G: Architecture should be distinctive and contribute to the community
aesthetic.
Policy CD-40: Structures should be designed (e.g. building height, orientation,
materials, color and bulk) to mitigate potential adverse impacts, such as glare or
shadows on adjacent less intense land uses and transportation corridors.
Policy CD-41: Rooftops that can be seen from higher elevations, taller buildings, and
public streets, parks, or open space should be designed to hide mechanical equipment
and to incorporate high-quality roofing materials.
Policy CD-42: Design characteristics in larger, new developments or individual
building complexes should contribute to neighborhood and/or district identity.
Objective CD-I: New commercial buildings should be architecturally compatible
with their surroundings in terms of their bulk and scale, exterior materials, and color
when existing development is consistent with the adopted land use vision and Purpose
Statements for each Commercial and Center Designation in the Comprehensive Plan
Land Use Element, Center and Commercial Policies.
Policy CD-43: A variety of architectural design and detailing should be encouraged
and innovative use of building materials and finishes should be promoted.

Policy CD-44: Development should provide appropriate landscaping and .fayade
treatment when located along designated City arterials or adjacent to less mtense
developments in order to mitigate potentially adverse visual or other impacts.
C. Landscaping
Summary: Landscaping IS a key element of the City. It can be used to create
distinctive character for developments. neighborhoods and along city streets; to frame
views; to block unsightly views; or mitigate the scale of large buildings. It can also be
used to reduce traffic noise levels and the effects of pollution.
Policy CD-45: Existing mature vegetation and distinctive trees should be retained and
protected in developments.
Policy CD-50: Trees should be planted along residential streets, in parking lots
requiring landscaping, and in other pervious areas as the opportunity arises. Trees
should be retained whenever possible and maintained using Best Management
Practices as appropriate for each type.
Policy CD-51: Landscaping is encouraged, and may be required, in parking areas to
improve their appearance and to increase drainage control.
Policy CD-52: Landscape and surface water drainage plans should be coordinated to
maximize percolation of surface water and minimize runoff from the site.
Objective CD-K: Site plans for new development projects for all uses, including
residential subdivisions, should include landscape plans.
Policy CD-53: Landscape plans for proposed development projects should include
public entryways, street rights-of-way, stormwater detention ponds, and all common
areas.
Policy CD-55: Maintenance programs should be required for landscaped areas in
development projects, including entryways, street rights-of-way, stormwater
retention/detention ponds, and common areas.
D. Streets, Sidewalks, and Streets cape
Objective CD-L: Promote development of attractive, walkable neighborhoods and
shopping areas by ensuring that streets are safe, convenient, and pleasant for
pedestrians.
Policy CD-57: The design of pedestrian -oriented environments should address safety
as a first priority. Safety measures should include generous separation of cars and
pedestrians, reducing the number of curb cuts and driveways, having numerous, well-marked
street crossings, and providing street and sidewalk lighting.

Policy CD-58: Aesthetic improvements along street frontages should be provided,
especially for properties abutting major streets and boulevards. Incentives should be
provided for the inclusion of streets cape amenities including: landscapmg, pubhc art,
street furniture, paving, signs, and planting strips in developing and redevelopmg
areas.
Objective CD-M: Develop a system of residential streets, sidewalks, and alleys that
serve both vehicles and pedestrians.
Policy CD-59: A citywide street and sidewalk system should provide linkages within
and between neighborhoods. Such system should not unduly increase pass-through
traffic, but should create a continuous, efficient, interconnected network of roads and
pathways throughout the City.
Policy CD-60: Criteria should be developed to locate pedestrian and bicycle
connections in the City. Criteria should consider:
a) Linking residential areas with employment and commercial areas;
b) Providing access along arterials;
c) Providing access within residential areas;
d) Filling gaps in the existing sidewalk system where appropriate; and
e) Providing access through open spaces and building entries to shorten walking
distances.
Policy CD-62: Landscaped parking strips should be considered for use as a safety
buffer between pedestrians and moving vehicles along arterials and collector streets.
Policy CD-63: Intersections should be designed to minimize pedestrian crossing
distance and increase safety for disabled pedestrians.
Policy CD-64: Evaluate existing intersections of arterial roadways for opportunities to
create focal points, if such focal points do not reduce vehicular or pedestrian safety.
Policy CD-65: To visually improve the streetscape, increase the safety of perimeter
sidewalks, and facilitate off-street parking, construction of alleys providing rear access
to service entries and garages should be encouraged. Alleys are preferred in small-lot
subdivisions to provide higher quality site planning that allows garage access from the
rear and reduces curb cuts and building mass on narrow lots.
Policy CD-66: Sidewalks or walking paths should be provided along residential
streets. Sidewalk width should be ample to safely and comfortably accommodate
pedestrian traffic.
Policy CD-67: Street trees should be used to reinforce visual corridors along major
boulevards and streets.

Policy CD-68: Street trees should be protected. Ifremoval is necessary for municipal
purposes such as infrastructure improvements or maintenance, trees should be replaced
with the same size and type. Upon adoption of citywide standards, street trees should
be upgraded consistent with those standards.
Policy CD-69: Appearance of parking lots should be improved by screening through
appropriate combinations oflandscaping, fencing, and berms.
Policy CD-71: All utility lines should be placed underground.
E. Lighting
Objective CD-O: Lighting systems in public rights-of-way should be provided to
improve safety, aid in direction finding, and provide information for commercial and
other business purposes. Excess lighting beyond what is necessary should be avoided.
Policy CD-SO: All exterior lighting should be focused and directed away from
adjacent properties and wildlife habitat to prevent spillover or glare.
Policy CD-Sl: Lighting should be used as one means to improve the visual
identification ofresidences and businesses.
Policy CD-S2: Lighting fixtures should be attractively designed to complement the
architecture of a development, the site, and adjacent buildings.
Policy CD-S3. Lighting within commercial and public areas should be located and
designed to enhance security and encourage nighttime use by pedestrians.
Zoning: The property is located in the Commercial Arterial (CA) zone. The proposed
commercial use would be permitted and the drive-up window allowed as an Accessory Use to
the on-site financial service (bank)
Commercial Arterial development standards (RMC 4-2-120 "Development Standards for
Commercial Zoning Designations") must be met.
Environmental Review: The proposed project is not exempt from Washington State
Environmental Policy Act (SEPA) review due to the size of the project and number of parking
stalls. The threshold to require environmental review is 4,000 sf or 20 parking stalls.
Therefore, an environmental checklist is a submittal requirement. An environmental
determination will be made by the Renton Environmental Review Committee. This
determination is subject to appeal by either the project proponent, by a citizen of the
community, or another entity having standing for an appeal.
Site Plan Review: Projects that are subject to SEPA review located within the Employment
Area -Valley and Commercial Arterial zone are subject to Site Plan Review. Based on the
project size, the review would be done administratively (no public hearing). The submittal
requirements for Site Plan Review are included with the preapplication memo.

Development Standards: RMC 4·2· 120A, "Development Standards for Commercial Zoning
Designations" apply to new development on the site, A copy of the development standards,
RMC 4·2·110F, can be found in the packet given to the applicant at the pre·application
meeting.
Lot size-The proposed development narrative indicates that the property will be developed
on a leased portion of the tax parcel and not subdivided into individual lots.
Lot coverage -The CA zone allows a maximum building coverage of 65 percent, or 75
percent if parking is provided within a building or within an on·site parking garage: Site data
submitted at the time of application must indicate site coverage by buildings and by . . ImpervIOUS area.
Setbacks -Setbacks are the distance between the building and the property line or any private
access easement.
The front yard setback is required to be a minimum of \0 feet. Parking is not allowed within
the setback area.
The side yard along a street setback is required to be a minimum of 10 feet. This setback may
be reduced to zero through the Site Plan Review process.
There is no minimum rear yard setback.
Building height -The maximum building height is 50 feet. The building is proposed to be 2
stories.
Refuse and Recycling Areas: Refuse and recycling areas must be screened (RMC 4·4·090)
and accessible to waste management vehicles.
Landscaping: The development standards require that all pervious areas be landscaped, All
landscape areas are to include an underground irrigation system. Refer to landscape
regulations (RMC 4·4·070) for further general and specific landscape requirements. The
existing trees fronting SW 7th Street should be utilized in the new landscape plan. The
lower limbs may be pruned to raise the canopy farther above the sidewalk.
Parking lots and parking areas are to be landscaped. See RMC 4·4·080F7 for parking area
landscaping requirements,
A conceptual landscape plan and landscape analysis meeting the requirements in RMC 4·8·
120D, shall be submitted at the time of application for Site Plan Review.
Access: Indirect access would be from SW 7th Street along the west and east side of the
leased, developed portion of the site. Access easements may be required.
Parking: Parking for nomesidential uses is based on the use. See RMC 4·4·080 for general
parking regulations, including dimensions of parking areas, and RMC 4·4·080Fl 0 for number
of spaces required for each use type.
The total parking requirement would be based on the net area of the building. It is not clear
if the proposed plan, with 39 spaces, would meet the parking requirement because the
net square footage of the building is not provided.

The parking requirement for banks is 0.4 spaces per 100 nsf. A stacking space requirement
for the drive-up window is applicable. The stacking requirement is for 5 spaces per window.
The spaces cannot obstruct parking spaces, ingress/egress to the site, or the public right-of-
way. Demonstration of adequate stacking area must be submitted with the site plan.
Permit Requirements:
Site Plan Approval, Environmental Review, and building permits will be required for the
project.
Please contact the main counter of the Development Services Division at (425) 430-7200 for
building permit information including fees.
Fees: Impact fees and fees for building and utility construction permits would be charged.
The following mitigation fees would be required prior to utility construction permit issuance
or building permit issuance:
• A Transportation Mitigation Fee based on $75.00 per each new average
daily trip attributable to the project.
• A fire mitigation fee of $0.52 per sf commercial

fees is also attached for reference.

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
