Duvall Avenue NE/Coal Creek Parkway SE Reconstruction Project
To Whom It May Concern:
City Council allowed Duvall Avenue NE/Coal Creek Parkway SE to be closed from
Sunset Boulevard to SE 95th Way with their approval of Resolution #3949 on May 19,
2008. The City's contractor closed the roadway to through traffic on June 5, 2008. The
contract between the City and the contractor allows the roadway to be closed 270
working days (Mondays through !· ridays ). This relates to the roadway being re-opened to
the public in early July 2009.
The City's contractor is looking into working on Saturdays during favorable weather
conditions. City code allows contractors to work in residential areas from 9:00 a.m. to
7:00 p.m. (10 hour duration) on Saturdays. The contractor has the option to work these
hours on Saturdays, which arc not considered a working day in regards to the 270 days
allowed for the roadway closure. However, the contractor believes starting work at 8:00
a.m. is more productive and has asked for a variance from the City to allow work to start
an hour earlier. In return, the contractor has agreed to end work at 5:00 p.m. (9 hour
duration) on Saturdays and, under this condition, each Saturday worked will be counted
as a working day for the roadway closure.
Staff does not believe the surrounding residents would bear an undue hardship if this one-
hour early start variance should be granted, nor would the variance be detrimental to the
public welfare or injurious to the residents.
Early start times have been approved for other City of Renton projects if it would allow a
road to be opened to public use at an earlier timeframe than originally planned. Allowing
the contractor to work one hour earlier on Saturdays than code allows, will result in
opening the roadway one day earlier than originally anticipated. The City believes this is
a great trade off and is supporting the variance.

Narrative
The project is located within the City of Renton, Washington, along the Duvall Avenue
NE/Coal Creek Parkway SE roadway. It begins approximately 250 feet north of the
intersection of Duvall Avenue NE and NE Sunset Boulevard (SR 900) and ends south of
SE 95th Way. The entire project area is located within the urban growth boundary (King
County Comprehensive Plan, 2002). The legal geographic description of this area is:
Township 23 North, Range 5 East, Section 3 and Township 24 North, Range 5 East,
Section 34.
Roadway construction involves grading, laying base, paving, striping, and signing. The
new roadway will consist of four l l-foot asphalt lanes and one 12-foot center left-tum
lane, one 5-foot bicycle lane on both sides of the road, 5 to 6 foot-wide sidewalks on both
sides of the road, as well as cement concrete curb and gutters. Soldier pile walls will be
constructed for large cut and fill sections between SE I OO'h Street and SE 95'" Way.
Construction activities will involve the use of bulldozers, excavators, dump trucks, front
loaders, forklifts, concrete trucks, asphalt pavers, and rollers.
A stormwater pond is being constructed on the north end of the project and will discharge
directly to May Creek through an outfall located above the ordinaiy high water mark. On
the south end of the project at NF I 07'" Place, a storm water vault system consisting of a
detention vault and treatment vault will be constructed and will discharge into an existing
manhole along NE Sunset Boulevard (SR 900). The existing stormwater system
eventually discharges to Honey Creek at the northwest comer of Union Avenue NE and
NE Sunset Boulevard.
Within the project area there exist three streams: May Creek, Honey Creek and the
Unnamed Stream P9. There will be no work within the stream or buffers of Stream P9 or
Honey Creek. As discussed above, there will be an outfall constrncted for the stormwater
pond within the May Creek buffer. The City of Renton Public Works Department
requests a certificate of exemption for the outfall that occurs within the buffer of May
Creek, per the Renton Administrative Code 4-3-050 (c) 5 di, and requests a Certificate of
Exemption for work within the I 00-year flood plain of May Creek, per the Renton
Administrative Code 4-3-050 (c) 5 ct iii.
The topography of the project site is generally flat with some hilly areas and steep slopes.
The steep slopes within the project area near 40% slope. The project will not conduct
activities on any slope that is 40% or greater. Most of the area slopes are in the 20%
range. The one slope associated with \1ay Creek outfall is slightly less than 40% slope.
The construction cost of the prnjcct is$ I 0.08 million.
