Engineering Plan Review Comments:
1. The applicant was required to pay the fce in lieu of frontage improvements
($10,879.00). However, the project contact has contacted the City on 8/21/2013 asking
if they can submit a waiver request for it. Have to wait forthe outcome of the request.
2. The applicant was required to pay the traffic mitigation fee prior to final plat. However,
Planner's comment on the final plat mentions that impact fee will be paid at time of
building permit.
3. The applicant was advised to provide separate side sewers to the 2 lots before
recording of the short plat - 2 separate side sewers permits were issued and finaled.
4. The applicant was advised to provide separate water service to each lot prior to
recording of the short plat -a water service permit was issued by the City. The City
crew will be able to install the water service only by mid-September.

Dear Mr. Hanson:
This letter is a revision of the fee-in-lieu calculation sent with the September 23, 2013
letter. As noted in our conversation this morning, the city previously approved a
fee-in-lieu of street improvements for this short plat September 5,2008. The previous
fee calculation remains in effect for this short plat application.
On September 20, 2013, the Development Services Director denied your request for
waiver of frontage improvements fronting the Stewart Short Plat site along N E 28'"
Street. After further review of your request and the vicinity of the short plat, the city
will allow you to pay a fee-in-lieu of installation ofthe 126.5 lineal feet of curb, gutter
and sidewalk. The fee-in-lieu is summarized below and must be received by the city

Dear Mr. Stewart:
This letter is sent in response to your request for an extension of the above referenced
project.
Section 4-7-070M of the Renton Municipal Code, relating to short plats, authorizes the
City to approve a single one-year extension of the usual two-year expiration. Ordinance
No. 5452 (RMC 4-1-080F) grants the Planning Director the authority to approve an
additional two-year extension beyond the standard extensions possible under the Code
for any land use or subdivision project that was valid on or after April 1, 2009.
We understand that you are still working to complete this project and will require
additional time. Therefore, your request for the standard one-year extension and the
additional two-year extension under Ordinance No. 5452 is hereby granted. You now
have until October 13, 2013 to record this project.
You should be aware this is a one-time only extension and if the project is not recorded
by the new expiration date it will become null and void and you will need to resubmit all
application materials. I hope this extension meets your needs and that your project can

Short Plat approval. No appeals were filed. This decision is final and you may proceed with the
next step of the short plat process. The enclosed handout, titled "Short Plat Recording," provides
detailed infonnation for this process.
The advisory notes and conditions listed in the City of Renton Report & Decision dated October
13, 2008 must be satisfied before the short plat can be recorded including the changes to
Conditions #2 and #3 made on November 24,2008.
Condition #2 was changed to: "The applicant shall obtain a demolition permit and complete final
inspection of the demolition for the detached garage on Lot 1 and remove the structure prior to

Dear Ion:
I have reviewed the short plat approval for the Stewart Short Plat and have concerns
about conditions number 5 and 6. Condition number 5 is a Traffic Mitigation Fee for each
new trip. There are now two dwelling units on the property so no new trips will be
generated since only two dwelling units will be allowed in the new short plat, therefore
no fee will be charged.
Condition number 6 is a Fire Mitigation fee. The fee is based on new dwelling units. As
stated above there will be no increase in the number of dwelling units, therefore no fee
due.
Please verify that my understanding is correct. If it is we will not need to ask for a
reconsideration. If we do need to ask for a reconsideration please consider this letter to do
so.

Bob Mac Onie and I have reviewed the above referenced short plat submittal and have the
following comments:
Comments for the Applicant regarding the preliminary short plat submittal:

Information needed for final short plat approval includes the following:
Note the City of Renton land use action number and land record number, LUA-08-SHPL and
LND-20-0527, respectively, on the drawing sheets, The type size used for the land record
number should be smaller than that used for the land use action number.
Surveyors no longer have to note their stamp expiration date on subdivision submittals (as of July
2008),
Note what was found when visiting the existing monuments and the date of said visit.
Other surveys show as excess of measure along the north line of the NE 14 of the NE 14 of Section
5 and have prorated accordingly, See Short Plat in Volume 138 at page 46, WAC requires that
survey documents with different corner positions be referenced (short plat in vol. 138 on page 46),
The surveyor may want to adjust dimensions to account for said excess in measurement along
said north line,
Provide short plat and lot closure calculations,
Sheet I of the submittal is identified as "Sheet I of I", It should read as "Sheet I of 2",

Note the plat name and tract numbers of the properties to the east, south and west of the subject
parcel.
The address for new Lot I is 2119 NE 28"' Street. Note the addresses for both lots on Sheet I of

On the final short plat submittal, remove all references to gravel drives, utilities facilities,
mailbox, topog lines, concrete walk, porches and other items not directly impacting the
subdivision, These items are provided only for preliminary short plat approval.
Remove all references to zoning and density.
Remove the owner and contact person information from Sheet 1 of 2.
Because the subject property falls within Zone 2 of the City of Renton Aquifer Protection Area,
the Aquifer Protection Notice needs to be noted on the drawing. See the attachment.
Add "King County" to the approval block for the Department of Assessments.
Revise the title of the declaration block to OWNER"S DECLARATION.
The vertical datum should not be noted on the final short plat submittal.
Neither the title report nor the legal description in this first submittal includes a reference to
DIVISION 4 of C.D. Hillman's Garden of Eden. Add "DIVISION 4" to said legal description
on the short plat submittal and notify the title company of the omission in their title report.
Add the right of way width for NE 28 th Street.
Check all text on Sheet 2 of 2 for conformity with minimum 0.08 inch text height.
Note that if there are easements, restrictive covenants or agreements to others (City of Renton,
etc.) as part of this subdivision, they can be recorded concurrently with the short plat. The short
plat drawing and the associated document(s) are to be given to the Project Manager as a package.
The recording number(s) for the associated document(s) are to be referenced on the short plat

Temporary Use Pennit to keep the detached accessory dwelling unit until the construction of the
proposed single-family residence is complete at which time the detached accessol)' dwelling unit would
bc demolished. An existing detached garage is located on the proposed Lot I and would be scheduled
for demolition (Exhibit 2).
The site is located within the Residential -H (R-~) dwelling unit per acre (dulac res) zoning designation.
Lot I would have an area of 6,474 square feet and Lot 2 would have an area of 8,664 square feel.
Counting two dwelling units on Lot 2 and a future dwelling unit on Lot I. would give the project a
density of 8.63 dwelling units per acre, which exceeds the maximum density requirements. The density

The site is designated Residential Single Family (RSF) on the Comprehcnsive Plan Land Cse Map.
Lands in the RSF designation JlT intended for usc as quality residential detached development
organized iIlto neighborhoods at urban densities. It is intended that larger subdivision, infill
development, and rehabilitation of existing housing be carefully designed to cnham:c (wd improve:

problem, the applicant is proposing to submit Jor a Temporary Use Permit (TUP) to allow the
detached accessory dwelling unit until thc proposed dwelling unit on Lot I is constructed at which
timc the detached accessory dwelling unit would be demolished. If the TUI' is approved then the
density would be 5.76 dulacre once the detached accessory dwelling unit is rcmoved, which would
be within the prescribed range for the R-8 zonc.

15,138 square feet. Lot I would have an arca of 6.474 square feet and Lot 2 would have an area of
8,664 square feet. The project proposes to keep the two existing slllgle-I'"l1ily residences on the
proposed Lot 2. Thc calculated density for Lots I and 2 with three dwclling units (one on Lot I and
two existing on Lot 2) would be S.63 du/acre. The calculated dcnsity fl)r.l11.1t Lot 2 with two existing
dwelling units would be 10.06 du/acre. Due to the two existing dwelling units on Lot 2, the project
would not meet the density relJuirements. To solve this problem, the applicant is proposing to
applying for a Temporary Use Permit to allow the detached accessory dwelling unit to remain on Lot
2 until the proposed dwelling unit on Lot I is constructed at which time the detached accessory
dwelling unit would bc demulished. Without keeping the detached accessory dwelling unit on Lot 2,
the density for the two lots based on two dwelling units would be 5.76 du/acre. which meets the
density requirements for the R-8 zone.
Based on two lots and three dwelling units, the proposed density would not meet R-8 density
requirements without approval of a Temporary Use Pennit to temporarily allow the detached
accessory dwelling unit. Therefore, stafT recommends that a condition of approval that the applicant
shall apply for and suecessflllly obtain Temporary Usc Pennit approval to temporarily keep the
detached accessory dwelling unit on Lot2; or, obtain a demolition permit, demolish the structure, and

will he required to plant two ornamental trees, a minimum caliper or 1-1/2 inches (deciduous) or 6-

d) Compliance with Subdivision Regulations
Street.: The proposed short plat is anticipated to generate additional traffic on the City's street
system. In order to mitigate transportation impacts, statTrecommends a condition of approval he
pl8ced on the project requiring a Transp0l1ation l\1itigation Fee based on $75.00 per net ncyv average
daily trip attrihuted to the project. One new lot (credit given for the existing residence) is expected to
generate approximately 9.57 nc\V average \veekday trips. The fCc for the proposed short plat is
estimated at 5717.75 ($75.00 x 9.57 trips x I lot ~ $717.75) and is payahle prior to the recording of
the short plat.
All wire utilities shall be installed underground per the City of Renton UnderGrounding Ordinance.
If three or more poles arc required to be moved by the development design, all existing overhead
utilities shall be placed underground. Construction of these ti-anchise utilities must be inspected and
approved by a City of Renton public works inspector prior to recording orthe short p13t.
Blocks: No new blocks will be created as part of the proposed short plat.
Lots: The size. shape, orientation, and arrangemcnt orthe proposcd lots comply with the

erosion control be required to comply with the Department of Ecology's Erosion and Sediment
Control Requirements as outlined in Volume II of the 2001 edition of the Stom1\vater Management
Manual.
Relationship to Existing Uses: The properties surrounding the subject site to the north, south, east,
and west arc developed with single-family homes. The surrounding properties are designated zoned
Residential-8 (R-8) on the City's zoning map. The proposal is consistent with existing
development pattenlS in the area and is consistent with the Comprehensive Plan and Zoning Code,
which encourage residential infill development.

Police and Fire: Police and Fire Prevention staff indicated that sufficient resources exist to furnish

would result in 0.44 additional students (0.44 x 1 new lot ~ 0.44) to the local schools. It is
anticipated that the Renton School District cen eecommodete auy additional students generated by
this proposal at the fll110wing schools: Maplewood Elementary, McKnight Middle School and Hazen
High School.
Storm Water: At the timc of sllOrt plot applieetion, a narrative drainage report was submitted and
found to be acceptable. If it is determined that a report is required due to changes in the suhmittal, a
preliminary drainage plan and drainage repOli maybe required vvith building permit submittaL the
report shall address detention and water quahty requirements as outlined in the 1990 King County
Surbee Water Design Manual. All core ,md al\y special requirements shall be contained in the
report.
The Surface Water System Development charges are required, and based on a rate of 51.0 12.00 per
dwelling unit (estimated total of $2.024.0()). Payment of this fee will be required prior to issuance of
utility construction permit.
A temporary erosion control plan will be required and shall be installed and maintained to the
salist~lction of the representative or the Dcvdopmcnt Services Division for the duratiun of the
project. This includes installing a silt fence along the perimeter of the site that is to be disturbed.
The silt fence shall be in place before cleming and grading is initiated, This \vill he required during

the potential for erosion to occur during project construction, staff recommends as a condition of

requirement of 1,000 GPM within 300 feet of any proposed single-family structure. If the proposed
single-family structures exceed 3,600 square [eet, the minimum fire 110w increases to 1,500 GPM
and requires two hydrants within 300 feet of the stmcture. The engineer is required to show location
of all existing hydrants on plan sheets. Existing and new hydrants will be required to be retrolitted
with Storz "quick disconnect" fittings, ifnot already in place.

I, If the new home is greater than 3600 square feet, then the minimum fire flow
increases to 1500 gpm, and additional hydrants would be required,

2. All short plats shall provide a separate water service to each building lot prior to
recording of the short plat.
3. A Water System Development Charge is based on the size of the water meter
needed to service the lot (see Water and Wastewater System Development Fee
Sheet included with the packet).
4. The SOC will be charged per meter size at the rate of $2,236 for a %" meter and is
payable at the time of issuance of a construction penni!.
5. Uniform Plumbing Code requires where static water pressure exceeds 80 psi, a
pressure reducing valve is required "downstream" of a water meter. The owner is
responsible for the installation, operation and maintenance of the PRY at the
owner's cost and expense.
6. Credit is applicable to existing meter.
7. Landscaping irrigation system will require a separate water meter tap, pennit, and
fees for the irrigation meter. An approved back flow device is required to be
installed. Deduct metering is not permitted in the City of Renton.
8. A plumbing pemlit will also be required.
SEWER
I. All short plats shall provide separate side sewer stubs to each building lot prior to
recording of the short plat. 01"0 dual side sewers are allowed. Side sewer shall be
a minimum 2% slope.
1. A Sanitary Sewer System Development Charges (SOC) will be $1,591 based on
the water meter size.
2. There is no Sewer Assessment District associated to this property.
STORM
I. A narrative drainage report was acceptable at the LUC. If it is detennined that a
report is required due to changes in the submittal, a preliminary drainage plan and
drainage report maybe required with the site application, the report shall address
detention and water quality requirements as outlined in the 1990 King County
Surface Water Design Manual. All core and any special requirements shall be
contained in the report.
2. A surface Water System Development Charge (SOC) of$I,012.00 will be
assessed for new construction. If an addition to the existing single-family resident
exceeds 500 square feet, the fee is based on $0.405 times the square foot of the

The Fire Department comments and concerns are as follows:
1. FIRE FLOW: For structures up to 3600 square feet (including garage and
basement areas) a fire flow of 1000 gallons per minute for 2 hours shall be
required. Any structures greater than 3600 square feet shall require a fire flow of
1500 gallons per minute for 2 hours. A water availability certificate shall be
required from your local water purveyor.
2. REQUIRED HYDRANTS: one (I) hydrant shall be required for structures up to
3600 square feet. Currently there is a hydrant located at the comer ofNE 28 th and
Aberdeen Avenue NE. This hydrant is equipped with a 5 inch Storz fitting and is
well within the required 300 feet to the front of the proposed structures.
3. HYDRANT SPACING: Residential Spacing-
A) Hydrants shall be no greater than 300 feet to the front of any structure.
4. FIRE APPARATUS ACCESS:
A) The minimum Fire Apparatus Road Access -shall be no less than 20 feet
wide and on a surface capable of sustaining the weight of a Fire
Apparatus.
8) Fire Lane sign age -Shall be required along one side of the road where the
road width is 20 to 28 feet wide. Sign age shall be placed on the same side
in which the hydrants are located. Signage shall be as in accordance with
section 503 of the 2006 International Fire Code and City of Renton
Ordinance 4-4-80-6 A-G.

We have completed a preliminary review for the above-referenced development proposal.
The following comments are based on the pre-application submittal made to the City of
Renton by the applicant.
WATER
I. There is an 8" water main (W-2964) fronting the property along NE 28 th Street.
2. The modeled fire flow available at the site is over 1000 gpm. Static water
pressure at the site is approximatel y 85 psi. /., , .. ".-'~
3. Uniform Plumbing Code requires where static water pressure(exceeds 80 psi, a .!
pressure reducing valve is required "downstream" of a water'lpeter, ~
responsible for the installation, operation and maintenance of t!le"PRY at the
owner's cost and expense.
4. The proposed project is located within the 435-water pressure zone.
5. All ncw single-family construction must have a fire hydrant capable of delivering
a minimum of 1000 gpm and must be located within 300 feet of the structures.
There are existing fire hydrants in the vicinity that can be counted toward the fire
protection for this project. If a 3-port hydrant exists without a Storz adaptor, it
shall be retrofitted with a quick disconnect Stroz adaptor fitting per city standards.
6. If the new home is greater than 3600 square feet, then the minimum fire flow
increases to 1500 gpm, and additional hydrants may be required.
7. A Water System Development Charge is based on the size of the water meter
needed to service the lot (see Water and Wastewater System Development Fee
Sheet included with the packet).
8. The project site is within zone 2 of the Aquifer Protection Area.

10. The SOC will be charged per meter size at the rate of $2,236 for a %" meter and is
payable at time of issuance of a construction permit.

TRANSPORTA TION
I. City Code requires street improvements, which include: paving, sidewalks, curb
and gutter, storm drainage, street lighting and landscaping along street frontage.
2. Traffic mitigation fees of $75 per additional trip shall be assessed per single
family home at a rate of 9.57 trips. ($75 x 9.57 = $717.75).
3. All wire utilities shall be installed underground per City of Renton Ordinance.
Applicant may submit a request to waive the underground requirement if
documentation can be provided illustrating existing homes in the neighborhood
are currently being provided power by overhead services. If three or more poles
are required to be moved by the development design, all existing overhead
utilities shall be placed underground.
SANITARY SEWER
I. An existing 8-inch sewer main extends across the frontage of the existing street frb~iage.
(Sec S-2964).
2. All short plats shall provide separate side sewer stubs to each building lot prior to recording
of the short plat. No dual side sewers are allowed. Side sewer shall be a minimum 2% slope.
3. A Sanitary Sewer System Development Charges (SOC) will be $1,591 based on the watcr
meter size.
4. There is no Sewer Assessment District associated to this property.
SURFACE WATER
I. A preliminary drainage plan and drainage report will be required with the site
application. The report shall address detention and water quality requirements as
outlined in the 1990 King County Surface Water Design Manual. All core and any
special requirements shall be contained in the report.
2. The Surface Water System Development Charge (SOC) is S I ,012 per new single-
family residence. This is payable at the time the utility construction permit is
isslled.
GE:\fERAL COMMENTS
I. All utility and street improvements will require separate plan submittals prepared
according to City of Renton drafting standards by a licensed Civil Engineer.
2. If fire sprinkler systems are necessary, then a separate fire sprinkler permit will be
required.

GENERAL: We have completed a preliminary review of the pre-application for the above-referenced
development proposal. The following comments on development and permitting issues are based on
the pre-application submittals made to the City of Renton by the applicant and the codes in effect
on the date of review. The applicant is cautioned that information contained in this summary may be
subject to modification and/or concurrence by official decision-makers (e.g .• Hearing Examiner,
Zoning Administrator, Development Services Director, Community & Economic Development
Admmistrator, Public Works Administrator, and City Council). Review comments may also need to be
revised based on site planning and other design changes required by City staff or made by the applicant.
The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The
Development Regulations are available for purchase for $50.00 plus tax, from the Finance Division on the
first no or of City Hall or on the City's website www.rentonwa.gov.
PROJECT PROPOSAL: The applicant is proposing to create two (2) lots from one (I) underlying
parcel on an approximately 0.35-acre site. The proposed two lots would have direct street access via NE
2S'h Street. The project proposes a gross lot size on,920 sq. ft. for Lot 1 and 7,200 sq. ft for Lot 2. The
project's zoning designation is Residcntial-8 (R-S). The applicant wishes to retain two homes on Lot 1
until a home can be built on new Lot 2. They intend to apply for a Temporary Use Permit.
CURRENT USE: The property currently has three existing structures -two existing residences and a
garage.
ZONINGmENSITY REQUIREMENTS: The subject property is located within the R-8 zoning
designation. The density range required in the R-8 zone is a minimum of 4.0 to a maximum of 8.0
dwelling units per acre (dulacre). Based on the applicant's conceptual site plan, the proposed
development would have a density of 5.71 du/acre, thus complying with the R-8 density
requirements
DEVELOPMENT STANDARDS: The project would be subject to Rl'vlC 4-2-1 lOA, "Development
Standards for Residential Zoning Designations" effective at the time of complete application (noted as
"R-S standards" herein). A copy of these standards is included within packet provided to applicant.
Minimum Lot Size, Width and Depth -The minimum lot size that would permitted in the R-8 zone is
4,500 sq. ft. for parcels greater than 1 gross acre and 5,000 sq. ft. for parcels less than 1 acre-gross.
The site is less than one (I) acre-gross; therefore, a lot size of5,000 sq. ft. would be required. A minimum
lot width of 50 feet for interior lots and a minimum lot depth of 65 feet are also required. As proposed,
the lots meet minimum lot size, width and depth.
BlIlldmg Standards --The R-8 zone allows a maximum building coverage of 35% of the lot area or 2,500
square feet, whichever is greater. Building height is restricted to 30 feet and 2-stories. Any detached
accessory structure must be below a height of 15 feet and one-story. The gross floor area must be less
than that of the primary structure. Accessory structures are also included in building lot coverage

calculations. Detached accessory structures (garages. sheds, ctc.) are permitted at a maximum number of
two per lot at 720 square feet each, or one per lot at 1,000 square feet in size. Within the R-8 zoning, one
dwelling unit is the maximum number of dwelling units per lot. The proposal to retain the two existing
home on new Lot 1 would not meet the development standards for one dwelling unit per lot, unless
a Temporary Use Permit was granted,
Setbacks -Setbacks are the minimum required distance between the building footprint and the property
line or private access easement. The required setbacks in the R-8 zone are 15 feet in front for the primary
structure; 20 feet in front for the attached garage; 20 feet in the rear; 5 feet for interior side yards; 15 feet
for side yards along streets (including access easements) for the primary structure; and, 20 feet for side
yards along streets (including access easements) for attached garages. The existing homes on proposed
Lot 1 comply with the front yard setback, The primary residence on Lot 1 wonld not meet the side
yard setback. A Temporary Use Permit would be required,
LANDSCAPING: For short plats abutting non-arterial public streets, the minimum off-site landscaping
is a five (5 ft.) wide irrigated or drought resistant landscape strip provided that if there is additional
undeveloped right-of-way in excess of 5 ft., this also must be landscaped. A 5 ft. minimnm on-site
landscape strip is required within the front yard along the access easement shall be required.
Tree requirements for plats include at least two (2) trees of a City approved species with a minimum
caliper of 1 112 inches per tree must be planted in the front yard or planting strip of every lot prior to
building occupancy.
A Conceptual Landscape Plan prepared by a registered Landscape Architect, a certified
nurseryman or other certified professional would be required as part of a formal land use
application. The plan shall show the minimum 5-foot landscaping strip and two trees within the
front yards or planting strip of each lot.
TREE RETENTION: A tree inventory and a tree retention plan shall be provided with the formal land
usc application. The tree retention plan must show preservation of at least 30% of protected trees [those
with a minimum diameter 6-inches when measured four and a half feet above grade], and indicate how
proposed building footprints will be sited to accommodate preservation of significant trees that will be
retained. If 30% tree retention cannot be achieved, then the replacement ratio is 6: 1 with a minimum 2-
inch caliper trees.
ACCESSIPARKING: As proposed. the two lots would have separate access via NE 28th Street. Each lot
is required to accommodate off street parking for a minimum of two vehicles per lot. The maximum
driveway slopes cannot exceed 15%, provided that driveways exceeding 8% are to provide slotted drains
at the lower end of the driveway. If the grade exceeds 15%, a variance is required.
FENCES: Permitted fence height is 48" in the front yard and side yards along a street, and 72" in the
rear yard and interior side yards. Fences cannot exceed 42" in height in the clear vision area of comer
lots. Please see enclosed handout on fences for specific details. If the applicant intends to include a fence
as part of the landscaping, please submit conceptual fence details along with the landscape plan.
ENVIRONMENTAL REVIEW: Short plats four lots or less that do not have any critical areas as
defined by the City of Renton's Municipal Code (RMC4-3-050) are exempt from the Environmental
Review process. Based on City records, the northwestern portion of the site contains a moderate landslide
hazard area. The site is also located within an "Aquifer Protection Area (Zone 2)". If more than 100
cubic yards of fiB is proposed a Source Statement is required for each source location from which
imported fill will be obtained. However, location within the Aquifer Protection Area does not trigger

Environmental Review. If any critical areas are found on site, Environmental Review will be
required.
TEMPORARY CSE PERMIT: A Temporary Use Pennit would be required to keep the existing two
houses on the new Lot 1, while a new rcsidence IS constructed on the new Lot 2, after which the two
existmg house would then be removed.
PERMIT REQnREMENTS: Short plats of four or less lots are processed administratively within an
cstimated time frame of 6-8 weeks for preliminary approval. The application fee is $1,000. The applicant
will be required to install a public information sign on the property made and installed to specific
standards. Detailed infonnation regarding the land use application submittal is provided in the attached
handouts.
Once preliminary short plat approval is received, the applicant must complete the required improvements
and satisfy any conditions of the preliminary approval before the plat can be recorded. The newly created
lot may be sold only after the short plat has been recorded.
In addition, a Temporary Use Pennit would be required in order to keep the existing house on-site. The
fee would be an additional $50 ifthe application were made at the same time.
FEES: In addition to the applicable building and construction pennit fees; the following mitigation fees
would be required prior to the recording of the plat Credit for the existing residence may be given.
A Transportation Mitigation Fcc based on $75.00 per each new average daily trip
attributable to the project;
A Fire Mitigation Fee based on $488.00 per new single-family lot

This letter outlines the application for the Stewart Short Plat at 2125 & 2129 NE 28 th ST.
Renton W A. The proposal is to subdivide a .35 acre parcel into 2 residential lots.
The current zoning of the site and surrounding area is R-8. A 5 foot landscape strip will
be provided along NE 28 th ST. with two trees in the front yard of each lot. (See
Landscape plan) There are no existing trees to be saved. The balance of the pervious area
on each lot will be landscaped as part of the building construction.
The property fronts on NW 28 th ST. Access for lots I and 2 will be off ofNE 28 th ST.
There are no curbs, gutters and sidewalks on NE 28 th ST abutting this parccl. We are
applying for a fee in lie of for the installation of street improvements. An 8" water main
is located in NE 28 th ST. Fire hydrants are located NE 28 th ST within 300 feet of the lots
I and 2. A new water service will need to be installed for lot 2. An 8" sewer main is
located in NE 28th ST. and will to serve the plat. Storm water from the driveway paving
and roofs of the new houses will be infiltrated on site. (Sec drainage plan) A small
amount of materials will be moved on site during installation of the water meter, and side
sewer main construction.
The existing parcel is 15,180 square feet in size. One additional lot will be created. The
lots will be more than the minimum of 5000 square feet. The proposed density is 5.7 units
per acre. (See density worksheet).

Stewart Short Plat Drainage Narrative

The subject property is located at 2125 & 2129 NE 28 th ST, Renton W A. The lot is
presently landscaped and contains two single family residences. The lot is 15,138 square
feet in size. The lot is nearly flat.
The soils in the general area are Indianola loamy fine sand, rolling. Surface drainage is
will developed and rapid and internal drainage is free to excessive per the King County
Soils Conservation report excerpt attached. No utility or street construction will be
needed other than the installation of a water meter and side sewers.
Existing conditions: The site contains two residences of 1174 square feet, a garage of
440 square feet and a driveway and parking area of approximately 2790 square feet. One
existing residence will remain. Surface water from the impervious surfaces presently
infiltrates into the soil.
Proposed conditions: Storm water from all new impervious surfaces and house roofs will
be infiltrated into the soil on site. Attached is a sample of an infiltration trench that could
be used for the roof run-off from the new houses. The house sizes will be less than 1600
square feet per floor. The new impervious surfaces will be approximately 400 square feet.
The driveways will be sloped to one side or the storm water will be collected and piped to
an infiltration trench. The storm water will be infiltrated into the soil. No storm water
drainage is anticipated to leave the site. The on site drainage facilities will be constructed
with the individual house construction.
