EE05508 CASE# 23-11010 OF COLLISION 09/25/23 17:03 OF CbLLI510N NARRATIVE 23-11010 On 09/25/2023 at approximately 1705 hours, I was dispatched to an injury and blocking vehicle collision at the intersection of Hardie Ave SW and SW Sunset Blvd, within the City Limits of Renton, County of King, State of Washington. Dispatch advised that the collision involved two vehicles that were in the intersection. Officer R. Gorajewski arrived on scene prior to me and requested the Renton Regional Fire Authority (RRFA) respond for a complaint of injury. Upon arrival, I confirmed there was airbag deployment and a complaint of injury from the driver of Unit#2. RRFA responded and evaluated all involved parties. RRFA later transported the driver of Unit#2 to Valley Medical Center (VMC) for further evaluation regarding complaints of upper body pain. The driver of Unit#1 said he was the sole occupant of his vehicle, and that prior to the collision he was traveling southbound on Hardie Ave SW approaching the intersection of SW Sunset Blvd. The driver of Unit#1 stated he was intending to make an eastbound (left) turn from the southbound lanes of Hardie Ave SW with the intent to proceed east onto SW Sunset Blvd. The driver of Unit#1 said he saw the traffic signal was green, and stated he saw Unit#2 approaching the same intersection but from the opposite direction. The driver of Unit#1 believed he had enough time and distance to complete his turn and proceeded out into the intersection to make the left turn. While making the turn, both Unit#1 and Unit#2 collided in the intersection causing moderate damage to the front passenger side of Unit#1. The driver of Unit#2 stated that she was the sole occupant of her vehicle, and that prior to the collision she was traveling northbound on Hardie Ave SW approaching the intersection of SW Sunset Blvd in lane 2 of 3. The Driver of Unit#2 stated that she was approaching the intersection with the intent to continue northbound. The driver of Unit#2 stated that once she reached the intersection, which she alleged was a solid green light, when Unit#1 turned out into the intersection and in front of Unit#2's direction of travel. Unit#2 was unable to avoid the collision and collided with the front passenger quarter panel of Unit#1 causing significant damage to the front of Unit#2. Based on the above statements, I determined that the driver of Unit#1 (Saelee) did not grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. The driver of Unit#1 was turning left and traversing across traffic and must not do so until it is clear of hazard/traffic. The driver of Unit#1 (Saelee) violated RCW 46.61.185.1 by being the driver of a vehicle intending to turn to the left within an intersection and shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. I cited Saelee in-person for not granting the right of way during a left turn causing a collision. I also cited Saelee in-person for Operating a Motor Vehicle without Insurance as Saelee was unable to produce proof of motor vehicle insurance at the time of request. Unit#1 was able to be driven away without further incident. Unit#2 had to be impounded due to extensive damage. An exchange of information and case number were provided to all involved parties.
