All right, title, and interest that may be used and enjoyed without interfering with the easement rights herein conveyed are reserved to the Grantor(s). Except as otherwise - provided herein the construction, installation or maintenance of any structures, whether temporary or permanent, shall be absolutely prohibited within the above described permanent easement area and shall be deemed an unreasonable interference with the COUNTY'S easement rights unless specifically approved in writing by the COUNTY which approval shall not be unreasonably withheld.
