For more information please visit rentonwa.gov/planningcommission Page 2 of 6 HB 1110 “MIDDLE HOUSING” COMPLIANCE CITY OF RENTON PUBLIC PARTICIPATION PLAN INTRODUCTION The City of Renton is updating its zoning and development regulations in accordance with Engrossed Second Substitute House Bill 1110 (HB 1110). In March 2023, the Washington State Department of Commerce released a statewide housing needs study stating that, by 2044, Washington will need more than 1 million additional units to accommodate projected population growth. To address the anticipated lack of housing choices and affordability, the Washington State Legislature passed HB 1110, in April 2023, to promote the development of “middle housing." HB 1110 defines “middle housing” as “buildings that are compatible in scale, form, and character with single-family houses and contain two or more attached, stacked, or clustered homes including duplexes, triplexes, fourplexes, fiveplexes, sixplexes, townhouses, stacked flats, courtyard apartments, and cottage housing.” The new legislation will require cities to allow middle housing on all lots zones predominantly for residential use, integrating housing typologies in residential zones where currently not allowed. Tier 1 cities (cities with a population greater than 75,000), including the City of Renton, must: - Allow up to four housing units on all residentially-zoned lots - Allow up to six housing units on all residentially zoned lots within a ¼ mile walking distance of a “major transit stop” - Allow up to six housing units on all residentially zoned lots that provide at least two affordable housing units. The Department of Commerce awarded the City of Renton with a $50,000 grant to help implement HB 1110. Grant funds will be used to develop a draft ordinance and support public participation and engagement. PROJECT OVERVIEW HB 1110 will result in significant changes to the city’s development regulations and over time, the built environment. Supported by MAKERS Architecture and Urban Design, city staff will prepare a middle housing ordinance with a process that includes public and stakeholder engagement to inform the draft ordinance and help communicate the implications of HB 1110. STAKEHOLDERS A variety of individuals, property owners and renters, housing developers, and community organizations may have an interest in understanding HB 1110, the development of the draft ordinance, and amendments to Renton Municipal Code. Interested parties not listed here are encouraged to participate and comment. ENGAGEMENT METHODS Public engagement includes the general public and community stakeholders for engagement, information sharing, and requesting feedback/co-creation of the draft ordinance. Stakeholders will be invited to participate through email, mail, phone calls, surveys, virtual meetings, and in-person. Outreach will include informational materials and posters in public places such as libraries, shopping districts, community spaces, City Hall lobby, public plazas, and at community events. Project kick-off information will be circulated in the Mayors This Week in Renton - a weekly City newsletter received by most households, social media, and through the Neighborhood Program. A dedicated project webpage will be developed to keep the public apprised of the project process and host all draft and final documents associated with the development of the city’s middle housing ordinance. MAKERS Architecture and Urban Design and city staff will develop content and materials for the website. City staff will manage the website content, including posting and maintaining up-to-date information. MATERIALS NEEDED - Informational materials explaining HB 1110 mandates and opportunities for jurisdictional discretion for local ordinance, explanation of the 9 middle housing typologies (supported by 3D models, graphics, brief descriptions, and perhaps local/regional examples), conceptual modeling on existing lots matching characteristics of Renton’s residential neighborhoods. - Depending on audience/vehicle, information may need to be repurposed for handouts, posterboards, and presentation decks.
