This letter is written on behalf of the Environmental Review Committee (ERC) and is to inform you that
they have completed their review of the environmental impacts of the above-referenced project. The
Committee, on June 13, 2006, decided that your project will be issued a Determination of Non-
Significance.
The City of Renton ERC has determined that it does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c).
This decision was made by the ERC under the authority of Section 4-6-6, Renton Municipal Code, after
review of a completed environmental checklist and other information, on file with the lead agency. This
information is available to the public on request.
Appeals of the environmental determination must be filed In writing on or before 5:00 PM on July
3, 2006. Appeals must be filed in writing together with the required $75.00 application fee with: Hearing

The applicants for the Hudson Annexation have requested that the City prezone
the subject 14.6-acre site in advance of annexation, pursuant to RCW
35A 14.330, so that zoning will be in place at the time the subject site comes into
the City. The property will be prezoned Renton R-8 and R-10 (as shown below)
from King County R-9, R-12, and R-18.
This site is located near the intersection of Benson Road South and 1 oe1t1 Ave SE

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
tt,at significant environmental impacts are unlikely to result from the proposed non-project action. Therefore, as permitted
under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are Integrated into a single comment period. There will
be no comment period following the issuance of the Threshold Determination of NonaSignifieance (DNS). A 14..cJay appeal

designation. The proposed prezone is consistent with these land use
designations, as well as relevant land use policies adopted in November 2004.

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the

This non-project action includes pre-zoning approximately 14.6 acres to R-8 and R-10 in Renton's
Potential Annexation Area currently being considered for annexation using the 60% Direct Petition
method. Under RCW 43.21.C.222 annexations are specifically exempted from SEPA. RCW
35.A.14.330-340 provides for rezoning potential annexation areas.

HUDSON ANNEXATION PREZONE PROJECT NARRATIVE AND PROPOSAL
SUMMARY
The applicants for the proposed Hudson Annexation have requested that the City prezone the
subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at
the time the subject site comes into the City. The site is located near the intersection of Benson
Road South and I 08th Ave SE west of Benson Rd S and south of SE 168th St. Annexation is
considered exempt from SEPA. However, the prezoning of the subject 14.6-acre area does
require SEPA review.
The City is proposing to prezone the proposed annexation area R-8 and R-10. This corresponds
with the Residential Single Family and Residential Medium-Density designations in Renton's
Comprehensive Plan. The proposed prezone is considered a non-project action under SEP A.
Surrounding zoning to the north is Renton R-8, eight units per net acre, to the north, south, west,
and east is King County R-8, eight units per gross acre, and King County R-18, 18 units per
gross acre to the South.
Currently, 19 single-family homes and 153 multi family dwelling units exist in this area. At full
build out it is estimated there will be 200 dwelling units. Since this prezone is a non-project
proposal, development of additional housing units will be subject to additional project specific
review at the time of development.
Hudson Annexation Prezone Justification
The area proposed for prezoning has already been designated for Residential Single Family and
Residential Medium Density Land Use in the Renton Comprehensive Plan. King County's
Comprehensive Plan has designated the area for urban development at a density of 4-12 dwelling
units per gross acre. R-8 and R-10 zoning of this property would be consistent with both
Comprehensive Plans.

BUILDING PLAN CHECK Fee: Payable at the time of building permit application submittal. In
addition to the above building permit fee, a plan check fee equal to 65% of the Building Permit Fee, will
be charged on all building permits.
State of Washington Building Code Fees: $4.50 per permit for single family and commercial permits

EXTRA FEES: Whenever any application is to be handled under the terms of any portion of the City's
land use codes, adopted codes, or the Uniform Building Code, and that application is so large,

fee can be charged which is equivalent to lmJcextra costs incurred by the City of Renton. Such ·
shall be charged only to the extent incurred beyond that normally incurred for processing an
