The project would include the removal of old or rusted wire, and rocks that have fallen out of the rusted gabions will be removed from the streambed and placed back into the existing wire mesh structures. ERCReport City of Renton P/8/PW Department CEDAR RIVER TRAIL GAB/ON REP,,.,n REPORT OF JUNE 20, 2006 E1 mental Review Committee Staff Report LUA-06-055, SME, ECF Page 2 of 4 Project description: The Cedar River is a designated Class 1 waterway in an Urban Environment, a Shoreline of the State, and is regulated by the City of Renton Shoreline Master Program. The applicant has applied for a Certificate of Exemption from Shoreline Substantial Development Permit for normal maintenance and repair per RMC 4-9-190C3. The proposal is for maintenance and repair to the existing gabions 1 along the north and south sides of the Cedar River, stretching a distance of approximately Y, mile. The area of work would be adjacent to the Cedar River Trail path, between the Bronson Way Bridge and Burnett Avenue (near the Senior Center). The repair will take place between July 1 and August 15, when the water level is low and most of the gabions are exposed allowing 50-75% of the work to be done on dry riverbed without impact to salmon or other fish populations. The distance of work to the ordinary high water mark is 1-2 feet. The project would include the removal of old or rusted wire from the gabions. Rocks that have fallen out of the rusted gabions will be removed from the streambed and placed back into the existing wire mesh structures. All repair work will be done by hand; gabion repair does not require the use of any machinery. This proposal requires a Hydraulic Project Approval Permit from the Department of Fish and Wildlife (see attached permit). This project does not impact surrounding soils (sand, gravel and rock). The slope of the site is relatively level, with an approximate 5-6% grade. If necessary, 4x6 quarry spawls2 using approximately 1 yard of fill will be used to augment the gabion fill. Because the repair work is confined to an existing structure that will not be removed, streambank erosion will not be a factor. The applicant proposes that no trees or vegetation be removed, but for access to the repair sites Himalayan blackberry will be cut back to the base. The Cedar River is home to several salmonid populations including Chinook, coho, steelhead and sockeye. Threatened Puget Sound Chinook are in the project area, as are coho and steelhead populations (proposed for listing under the Federal Endangered Species Act). No mitigation measures are proposed because the project will not impact the streambed and will improve salmon habitat by reducing the risk of fish getting caught in the broken wire. The site is designated as a Parks, Recreation, Open Space, and Trails Element in the Comprehensive Plan. B. No mitigation measures are proposed because the project will not impact the streambed and will improve salmon habitat by reducing the risk of fish getting caught in the broken wire. The majority of plant species at the site locations are invasive. Impacts would not cause streambank erosion because the applicant proposes cutting back blackberry bushes rather than removing the entire plant. Hours of construction should be 7:00 AM. to 3:30 P.M., Monday through Friday. No weekend or holiday work will be performed. The hauling of materials away and to the site will have no impact on transportation. All hauling routes will be confined within the trails system. The project takes place within the trail system and only during day light hours. Any mud or debris that gets on the trail will be swept up and be confined to the trail.
