Quendall Terminal Update
Final Environmental Impact Statement and Mitigation Documents Completed
RENTON: On Monday, August 31, the City of Renton’s Environmental Review Committee issued the
final Environmental Impact Statement (EIS) as well as the mitigation document for the Quendall
Terminal project. This is a major milestone for the city since the issuance of the Draft EIS for the project
in 2009 and the EIS addendum in 2010.
The EIS evaluates potential impacts resulting from a mixed-use development project, including four
alternatives as well as a no action alternative. The preferred alternative provides for 21,600 square
feet of retail space, 9,000 square feet of restaurant and 692 residential units.
Public Review:
A copy of the final EIS may be purchased for $35 and the mitigation document for $7.50 from the City
of Renton’s Finance Division, 1st Floor Renton City Hall. Both documents are also available for review at
the following locations:

Appeal Process:
There is a 20-day appeal period that begins once the final EIS and mitigation document have been
issued. Appeals can challenge the adequacy of these documents and must include:
1) state specific objections of fact and/or law; 2) be submitted in writing by 5:00 p.m. September 24,
2015; and 3) be accompanied by a filing fee of $250.00. Appeals must be addressed to Phil Olbrechts,
Hearing Examiner, City of Renton, Renton City Hall, 1055 S Grady Way, Renton, WA 98055.
The proposed Quendall Terminals project is adjacent to Lake Washington on 21.46 acres of
Commercial/Office/Residential (COR) zoned property. This portion of Quendall has historically been a
contaminated area due to earlier manufacturing of creosote and coal tar at the site. In 2006, the
property was added as a "Superfund" site by the Environmental Protection Agency (EPA) and placed on
the National Priorities List. The EPA has been conducted studies to determine the extent of the
pollution and the best course of action to clean the site.
