The City of Renton has approved the above referenced lot line adjustment and has
forwarded the final mylars to King County for recording.
Please note the recording of the lot line adjustment map alone does not transfer
ownership of property. If necessary, prepare and record a deed transferring ownership
of the portion of land depicted in the lot line adjustment map. We recommend that the
legal description for this document be prepared by a surveyor. It is the applicant's
responsibility to ensure this document is properly prepared and recorded with the
County.

SUBJECT: Principles of Acceptability of a Lot line Adjustment
Section 4-7-0608, lists 3 principles of acceptability that the Administrator or designee
considers, along with all other relevant information, when making o decision an a Lot
Line Adjustment application. Check the appropriate box and give analysis, if necessary:
[8J Correcting: Adjust lot lines including the elimination of a common lot line in
order to correct property line or setback encroachments;
Staff Analysis: The minimum lot size in the R-1 zone is one acre. Original lot A
consists of 29,469 sf (0.67 ac), original lot B consists of 65,843 sf (1.51 ac), and
original Lot C consists of 30,204sf (0.69 ac). New Lot A is 44,581 sf (1.02 ac), new
Lot Bis 43,570 sf (1.00 ac), and new Lot C is 37,365 sf (0.85 ac). Originally, two of
the lots were under the minimum required lot size. As a result of the lot line
adjustment, two of the lots will be one acre or more in size and the third lot will
be 7,161 sf larger than it was originally.
[8J Improving: Create better lot design, or improve access;
Staff Analysis: The lot line adjustment will not improve lot design; however, the
lot design is not made worse. Because two of the new lots will be one acre or
more in size, improvement will be accomplished. Access remains the same.

~ Conforming: Conform to applicable zoning: see chapter 4-2 RMC, subdivision
and other code requirements pertaining to lot design, building location and
development standards.
Staff Analysis: The lot line adjustment conforms to applicable zoning, subdivision
and other code requirements pertaining to lot design. While new Lot C would be
less than one acre, the other two new lots will be one acre or more in size. All
three lots are currently vacant; appropriate building location and conformance
to development standards will be verified through the building permit process.

Dear Mr. Allen:
The City of Renton has finished reviewing your proposed lot line adjustment and is now
. ready to send the final version for recording. Please submit two sets of original signed
mylars and a check for $15.81 made out to Champion Couriers to my attention at the
.sixth floor counter of City Hall.
Please verify that the mylars have been signed by all owners ·of record and have been
notarized with an ink stamp (not embossed). The ink stamp must be legible so.that
King County will promptly record the lot line adjustment.
This decision to approve the proposed lot line adjustment is subject to ·a fourteen (14)
day appeal period from the date of this letter. Any appeals of the administriltive
decision must be filed with the City of Renton Hearing Examiner by 5:00 pm, February·
18, 2014. Appeals must be filed in writing together with the required fee with: Hearing
Examiner, City of Renton, 1055 South Grady Way, Renton, .WA 98057. Appeals to the
Examiner are governed by RMC 4-8-110 and information on the appeal process may be
obtained from the City Clerk's Office, (425) 430-6510.

Dear Mr. Allen:
The City of Renton has completed a review of the materials you submitted on December
13, 2013 for your proposed lot line adjustment. The following changes will be necessary
in orderfor the City to approve your proposal:
L Although the subdivision shows ties to the City of Renton work, there is a
discrepancy between the bearings between the SE corner of Section 3 (CR
Mon_# 1845) and the corner to the north and to the NE corner of Section 3 (CR
Mon# 2097) and the bearing shown between the quarter corner and the NE
corner. Bearings from the section corners do ncit meet at the quarter corner.·
Further, the bearing between the section corners reads 480 seconds which is
assumed to be 48 se·conds.
2. Provide a "physical description" of the monuments found pursuant to WAC
332-130-050 (1) (f) (iv).
3. The subdivision monuments ("TO BE SET") that do not mark the end points of
the adjusted boundaries and there are boundaries that are not shown as
monumented.
4. Provide bearings and distances for the boundary of the NGPA easement.
5: There are two "0.42" proximal to the SE corner of the original Parcel B, one of
which appears to be redundant.
6. Provide sufficient information to determine how the boundary was
established.

8. A 15-foot wide private utility easement is required along the north property
line of proposed lot A. There are proposed side sewer force mains located
along this area to serve lots A, B, and C.
Once the changes have been made; please submit three copies of the revised lot line
adjustment to me at the sixth floor counter of City Hall. The revised plans will be routed
for final review and you will be notified when it is appropriate to submit the final mylars.

Applicant proposes to adjust the lot lines for existing parcels (APN 0323059233 [Parcel !J, 0323059106 [Parcel BJ, and 032059322 [Parcel
L]) that total 125,516 square feet.
The applicant proposes the boundary line adjustment in order to create a singular access point, thereby reducing the number of multiple
access driveways and providing building envelopes which allow better placement of future homes.
The properties are zoned R-1.
The property is served by SE 102nd Street and 148th Ave SE.

Recommendations: Note the City of Renton land use action number and land record number, LUA 13-001454 and LND-30-0377,
respectively, on the final submittal. The type size used for the land record number should be smaller than that used for the land
use action number.
Show two ties to the City of Renton Survey Control Network: the geometry will be checked by the city when the ties have been
provided. Make a specific statement to that effect if the intent is to make a tie by reference.
Provide sufficient information to determine how the boundary was established.
Include a statement of equipment and procedures used, per WAC32-130-100.
Note discrepancies between bearings and distances of record and those measured or calculated, if any.
The Jot addresses will be provided by the city as soon as possible. Note said addresses and the street name on the drawing.
On the final submittal, remove all references pertaining to utilities facilities, trees, concrete, gravel, decks and other items not
directly impacting the lot line adjustment. These items are provided only for preliminary approval.
Do note encroachmenls.
If the abutting properties are platted, note the lot numbers and plat name on the drawing, otherwise note them as 'Unplatted.'
Note the research resources on the survey.
Note all easements, covenants and agreements of record on the survey.
The City of Renton "APPROVALS" block is signed by the City of Renton Administrator, Department of Community and Economic
Development.
Include a declaration block on the drawing, titled "OWNERS' DECLARATION".
All vested owner(s) of the subject, at the time of recording, need to sign the final survey submittal.
Note that if there are easements, restrictive covenants or agreements to others {City of Renton, etc.} as part of this subdivision,
they can be recorded concurrently with the lot line adjustment. The survey drawing and the associated document(s) are to be
given to the Project Manager as a package. Reference the associated document(s} on the survey and provide spaces for the
recording numbers thereof.
If there is a new private access /utilities easement, a "NEW PRIVATE EASEMENT FOR INGRESS, EGRESS & UTILITIES
MAINTENANCE AGREEMENT" statement should be noted on the survey drawing defining maintenance responsibilities.
The new easements for ingress, egress, utilities, etc. shown for the benefit of future owners of the proposed lots each need a
note defining the rights associated with the easement at issue. Since these new "proposed" easements shown aren't "granted
and conveyed" until the benefited and/or burdened Jots are conveyed to others add the following language on the face of the
short plat drawing:
DECLARATION OF COVENANT:
The owners of the land embraced within this short plat, in return for the benefit to accrue from this subdivision, by signing
hereon covenant and agree to convey the beneficial interest in the new easement shown on this short plat to any and all future
purchasers of the lots, or of any subdivisions thereof. This covenant shall run with the land as shown on this short plat.
The preceding statement obligates the seller of the lots created to "expressly grant and convey" the lots "together with and/or
subject to" any new private easements delineated on the short plat in the conveying document.

PROJECT NARRATIVE
• Project name, size and location of site:
Beck Lot Line Adjustment is located between SE 102"d St., west of
14S'h Ave SE, Tax Parcels 032305-9233, 032305-9106, 032305-9322.
The total area of the site is approximately 125,516 sq. ft. (gross)
• Land use permits required for proposed project:
City of Renton Lot Line Adjustment.
• Zoning description of the site and adjacent properties:
The current zoning of the property is R-1. Property to the north and
west is zoned R-1 (Renton). Property to the south is zoned R-4 (King
County). Property to the east is zoned RA-5 (King County).
Property in all directions is single family residential.
• Current use of the site and any existing improvements:
There is a barn and concrete pad on Tax Parcel 032305-9322. Tax
Parcels 032305-9106, 032305-9233 are vacant.
• Special site features (i.e., wetlands, water bodies, steep slopes):
From delineations on the adjacent Stonegate plat and the Critical
Areas Study prepared for the previous rezone, there is a sensitive area
stream channel and associated wetlands within about 12' northwest of
the northwest corner of tax parcels 032305-9106.
• Statement addressing soil type and drainage conditions:
According to the 1973 King County Soils Map, the site is underlain
with Alderwood, Gravelly Sandy Loam (AgC). City maps show that
there is a "Low to Moderate Liquefaction Susceptibility" at the north
and west portion of the proposed rezone area.
• Proposed use of the property and scope of the proposed development:
I. By creating a singular access point, the lot line adjustment will reduce
multiple access driveways, which improves traffic safety to adjoining
roads.
2. By adjusting the lot lines, the new lot line adjustment will reduce the
impervious surface area in this R-1 zone by 6000 sq. ft. by giving the
home builder a common access point next to the other two lo1R f CE i VE C•

3. The new lot lines will provide uniform shaped lots and sizes
which more closely adhere to the R-1 zone requirements.
4. The new lot lines would provide a common access point that will allow
the building envelopes to be located closer to utilities.

allow better placement of the homes on the lots for more positive
market acceptance and better neighborhood aesthetics.
6. The new lot line adjustment will provide improved future access to
underground utilities because more than likely the major utilities will
be confined to the one common driveway.

On January 11, 2011 I conducted a wetland and stream reconnaissance and
delineation on and adjacent to the subject property utilizing the methodology
outlined in the 1997 Washington State Wetlands Identification and Delineation
Manual. Although no wetlands or streams were identified on the subject property, a
tributary to May Creek and an associated wetland (Wetland A) were identified off-
site to the west within the Open Space Tract F of the Stonegate development. Each
of these critical areas is further described below.
May Creek Tributary
A tributary to May Creek flows from south to north within the open space tract off-site
to the west of the subject property (Figure 1 ). This stream was previously identified
and described by ESA Adolfson in their Stonegate II Lift Station and Pipeline Project
Critical Areas Report dated August 2008. At the time of the January 2011 field
investigation, the riparian corridor of the stream consisted of a strip of trees and
brush that included black cottonwood (Populus trichocarpa), willow (Salix sp.), red
alder (A/nus rubra), Himalayan blackberry (Rubus discolor), and multiflora rose
(Rosa multiflora).
The average stream width in the vicinity of the site appeared to be approximately
five feet with a depth of less than six inches. Sediments within the channel
consisted primarily of fine sandy silts. The portion of the stream where it flows
through Wetland A is highly braided and not well-defined in places. The braided part
of the channel appears to have been created through sediment deposition along a
relatively flat portion of the riparian corridor. Sediment deposition following heavy
precipitation events has likely caused the channel to sheet flow within a meandering
system of small channels within the wetland prior to rejoining the main cha~ CE i \/ [-: [,

The tributary stream was previously determined to be a Class 4 stream according to
the approved 2008 ESA Adolfson Stonegate II Lift Station and Pipeline Project
Critical Areas Report. Class 4 streams in the City of Renton currently require a 35-
foot buffer from the ordinary high water of the channel (RMC IV-3-050.L.5.a.i(c)).
Wetland A
Wetland A is located within the riparian corridor of the tributary stream off-site to the
west of Parcel 032305-9221. The wetland is located within a broad shallow
topographic swale and at the time of the field investigation nearly the entire wetland
contained a shallow sheet flow that was draining from south to north. The wetland is
likely increasing in size over time as a result of sediment deposition that has caused
the defined channel to spread throughout the swale.
Vegetation within the wetland was dominated by black cottonwood, red-osier
dogwood (Camus sericea), and reed canarygrass (Phalaris arundinacea). Soils
within the wetland generally consisted of dark (10YR 2/1) silty loam to a depth of at
least 12 inches.
Wetland A appears to meet the criteria for a Category 3 wetland per RMC 4-3-
050M.1.a since it does not meet the criteria for Category I or 2 wetlands. Category 3
wetlands require a standard 25-foot buffer per RMC 4-3-050M.6.c.
Attachment A contains data sheets prepared for a representative location in both
the wetland and upland. These data sheets document the vegetation, soils, and
hydrology information that aided in the wetland boundary determination.
Uplands
Parcel 032305-9221 consists entirely of a horse pasture that generally slopes gently
down from south to north. Borings taken throughout the parcel revealed high
chroma non-hydric soils and there was no evidence of ponding or prolonged soil
saturation.
Parcel 032305-9106 is also undeveloped and consists of horse pasture mixed with
tree clumps and patches of Himalayan blackberry. Topography on the parcel
generally slopes gently to moderately down from south to north. A berm near the
north property line associated with the NE 241h Street right-of-way appears to block
surface water and route it to the west into the northwest corner of the lot.
Borings taken throughout the parcel revealed high chroma non-hydric soils.
Although approximately one inch of ponding was observed in the far northwestern
corner of the lot, a test plot (TP #3) within the shallow ponding revealed dark yellow
brown (1 OYR 3/4) non-hydric soils. The observed ponding was therefore attributed
to the recent heavy winter precipitation and soil compaction from the horses.

HEREON COVENANT ANO AGREE TO CONVEY THE· BENEFICIAL INTEREST IN THE
NEW EASEMENTS SHOWN ON THIS LOT LINE ADJUSTMENT TO ANY AND ALL
FUTURE PURCHASERS OF THE LOTS, OR OF ANY SUBDIV1SIONS THEREOF. THIS
COVENANT SHALL RUN WITH THE LAND AS SHOWN ON THIS LOT LINE
ADJUSTMENT.
NATIVE GROWTH PROTECTION EASEMENT
THE NATIVE GROWTH PROTECTION EASEMENT (NGPE) IDENTIFIES THE STREAM
BUFFER AREA. THE CREATION OF THE NATIVE GROWTH PROTECTION
EASEMENT (NGPE) CONVEYS TO THE PUBLIC A BENEFICIAL INTEREST IN THE
LAND 'MTHIN THE EASEMENT AREA. THIS INTEREST SHALL BE FOR THE
PURPOSE OF PRESERV1NG NATIVE VEGETATION FOR THE CONTROL OF SURFACE
WATER AND EROSION, MAINTENANCE OF SLOPE STABILITY, V1SUAL AND AURAL
BUFFERING, AND PROTECTION OF PLANT AND ANIMAL HABITAT. THE NATIVE
GROWTH PROTECllON EASEMENT IMPOSES UPON ALL PRESENT ANO FUTURE
OWNERS AND OCCUPIERS OF THE EASEMENT AREA ENFORCEABLE ON BEHALF
OF THE PUBLIC BY THE CITY OF RENTON, TO LEA VE UNDISTURBED ALL TREES
AND OTHER VEGETATION 'MTHIN THE EASEMENT AREA. THE VEGETATION
WITHIN THE NGPE MAY NOT BE CUT, PRUNED, COVERED BY FILL, REMOVED OR
DAMAGED WITHOUT EXPRESS WRITTEN PERMISSION FROM THE CITY OF RENTON.
THE RIGHT OF ENTRY GRANTED HEREIN SHALL APPLY TO THE AGENTS,
REPRESENTATIVES AND EMPLOYEES OF THE OWNERS OR SUBSEQUENT OWNERS
OF THE UNDERLYING PROPERTY.
