PROJECT DESCRIPTION: The applicant has requested to remove Blackberry and
English Ivy from one parcel (parcel number 2923059145) located in the Residential -10 dwelling
units per acre (R-10) zone. The site is 17,376 square foot and vacant, with over fifteen large trees
on the site, including Maple, Cedar, Fir, and Alder trees. The applicant will use a small Kubota
grader to remove the invasive species under the trees, but will leave the trees undisturbed. After
clearing the invasive species, the applicant will Hydroseed the land and plant additional trees,
Leyland Cypress and Flowering Cherry trees, along the south and east fence lines. There will be no
grading on the site.

b. The land clearing and tree removal will not create or contribute to
flooding, erosion, or increased turbidity, siltation or other form of
pollution in a watercourse. [See Decision Criteria for additional
comments.]
c. Will the land clearing and tree removal be conducted to maintain or
provide visual screening and buffering between land uses of differing
intensity and consistent with applicable landscaping and setback
provisions of the Renton Municipal Code?
d. Can the land clearing and tree removal be conducted in a way so as to
expose the smallest practical area of soil to erosion for the least
possible time, consistent with an approved build-out schedule and
including any necessary erosion control measures?
e. Land clearing and tree removal shall be consistent with subsection D2
of this Section, Restrictions for Critical Areas -General, and RMC 4-3·
OSO -Critical Areas Regulations. [See Decision Criteria for additional

f. The retained trees will not create or contribute to hazardous
conditions as the result of blow-down, insect or pest infestation,
disease, or other problems that may be created as a result of
selectively removing trees and other vegetation from the lot(s). [See

g. Will the land clearing and tree removal being conducted maximize the
preservation of any tree(s) in good health that is an outstanding
specimen because of its size, form, shape, age, color, rarity, or other
distinction as a community landmark?

a. The subject site is not located within any identified Erosion, Landslide, or Seismic Hazard
Areas. The proposal would not contribute to hazards associated with strong ground motion
and soil liquefaction.
b. The subject site is not located within an identified Flood Hazard Area. It is not anticipated that
the removal of the subject Blackberry and English Ivy would contribute to flooding, erosion, or
increased turbidity siltation.

d. The subject site is not located within an identified Erosion Hazard Area. The applicant has
proposed to remove Blackberry and English Ivy from the property. After clearing the invasive
species, the applicant will immediately Hydroseed the land and plant additional trees along
the fence line. The clearing would be conducted in a way so as to expose the smallest practical
area of soil to erosion for the least possible time.
e. There are wetlands 539 feet east of the proposed site clearing. See seismic and flood hazards
above in subsections a. and b. respectively.
f. The applicant is proposing to remove Blackberry and English Ivy, which are an invasive
species, therefore, this project would reduce the risk of insect and pest infestation and
disease that could eliminate or harm the existing trees on the subject site. In addition, the
applicant is proposing to plant additional Leyland Cypress and Flowering Cherry trees along
the south and east fence lines, which would increase the variety of trees on the site.

APPEALS: Appeals of permit issuance must be filed in writing with the City of Renton Hearing
Examiner by 5:00 p.m. on July 25, 2014, together with the required fee to the City of Renton Hearing
Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. City of Renton Municipal Code
Section 4-8-110 governs appeals to the Hearing Examiner and additional information regarding the
appeal process may be obtained from the Renton City Clerk's Office, (425) 430-6510.
RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not
readily discoverable prior to the original decision is found or if he finds there was misrepresentation
of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to
amend the original decision, there will be no further extension of the appeal period. Any person
wishing to take further action must file a formal appeal within the 14-day appeal time frame.

EXPIRATION: The Routine Vegetation Management Permit shall be valid for one year from the date of
issuance. An extension may be granted by the Planning Division for a period of one year upon
application by the property owner or manager. Application for such an extension must be made at
least thirty (30) days in advance of the expiration of the original permit and shall include a statement
of justification for the extension.

This is my sisters property that has an overgrowth of Blackberry and English Ivy. She has it in a trust (Bjornstad
Trust) for her children and grandchildren with the stipulation that it and my parcel (of a little over three acres) if sold will be
sold as one. The Ivy is now growing to the canopy of some of the trees and blackberry's cover the remainder. Field brook
Commons (American Classic Homes) are building 180 apartment units to the south and are clearing that adjoining ten
acres. Already I have seen the appearance of rodents and trash being dumped and am afraid there will be more if it is not
maintained. There are over fifteen very large Fir, Cedar and Maple Trees on the property that will not be touched.
I mentioned a small Kobota will be used because Mid Mountain has one at work at the Field brook project and I
assumed this would be what they use to maneuver around all the trees, however they have not confirmed this or given me
a price until I obtain a permit.
With Mid Mountain already on site, having more land to clear and depose of at Fieldbrook it would be worth it to us to
do this at this time ..... the stipulation is they need to do it before they install a rockery along my south (there north) property
line. After the clearing I will Hydro seed the land and plant additional trees along the fence line.
I will be taking pictures of the property, trees and overgrowth today -then will send them to you via e-mail

I am taking over your project from Chris Sorenson. He gave me a brief description of what you are doing, but I wanted to
confirm with you just in case.
It is my understanding that you are using a Kubota Grader to remove the invasive species, blackberry and English ivy,
under some trees on your sister's vacant property. You have several trees on the site: Maple, Cedar, Fir, and Alder, but
you are not removing any trees.
