When an alternative is employed that requires a modification, the staff evaluation is written on the lines below. The decision to approve or deny the requested modification can be found at the conclusion of this form. Hines Jr. Signature Custom Homes 10407 81h Street East Edgewood, WA 98372 ZONING DESIGNATION: R-8 PROJECT LOCATION: 1224 Monterey Ave NE SUMMARY OF REQUEST: The applicant is requesting approval of a modification of the Residential Design Standards (RMC 4-2-115) on a proposed single family home. The proposed project site is located in the Residential -8 dwelling units per acre (R-8) zone. 1. Roof Choose one: D Hip or gabled with at least 6:12 pitch; or D Shed roof; or D Alternative that meets guidelines (Explain) And if more than nine (9) lots choose one: D A variety of roof forms are used; or ~ Alternative that meets guidelines (Explain) The applicant proposes a flat/shed/gable roof with a roof-top deck. The applicant requests a non-conforming roof to properly execute the northwest contemporary design style and maintain neighborhood consistency. The applicant references three other homes in the area that feature non- conforming roofs that have been permitted or built within the last year. Eaves Choose one: D All eaves project minimum of 12" and have horizontal fascia with a minimum of 5" (Fascia-gutter is acceptable); or [g] Alternative that meets guidelines (Explain) The applicant proposes a flat/shed/gable roof with a roof-top deck. Therefore, the eaves are present in some areas and missing in others to reflect the contemporary design. Where the roof terminates flush with the exterior, there will be no eaves. 3. Architectural Detailing Choose one: D Trim (minimum of 3 -1/2") around all windows and doors; or D Shutters on windows and trim (minimum 3 -1/2") around doors; or [g] Alternative that meets guidelines (Explain) The applicant is proposing a window trim of less than the standard of 3-1/2". The applicant explains that "Motion Space Architecture made a significant effort to vary the exterior materials with a blend of high end finishes: stone, natural wood, stucco, and fiber cement." The applicant states that, "These elements along with the above average glazing, exterior modulation, and varying roof forms create a unique home that will be a great fit in the lower Kennydale community." The applicant and staff agree that these features eliminate the need for additional architectural detailing and meets the intents ofthe guidelines. RMC 4-9-2500.2 Criteria for Modification of the Standards. The requested modification must also meet the following criteria: 1. Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment; and 2. Will not be injurious to other property(ies) in the vicinity; and 3. Conform to the intent and purpose of the Code; and 4. Can be shown to be justified and required for the use and situation intended; and 5. Will not create adverse impacts to other property(ies) in the vicinity. DECISION The proposal satisfies 5 of the 5 criteria listed in RMC 4-9-25002 for approval of modifications. City of Renton Planning and Development Design Review 1055 South Grady Way Renton, WA 98057 Re: 1224 Monterey Ave NE To whom it may concern: EXHIBIT 1 Signature Custom Homes is proposing to build a contemporary design custom home at 1224 Monterey Avenue Northeast Renton. The new nine lot subdivision [Monterey Heights] currently has at least 3 of the 7 homes, 1215, 1200, 1212 Monterey Avenue Northeast, with design modification approvals for roof pitch and front elevation detail. These homes are recently completed or currently under construction. To properly execute the Northwest contemporary design style consistent with the above mentioned homes, we are requesting roof design modification (below 6/12 pitch), window and door trim modification less than 4" or no trim, and last where the roof terminates flush with the exterior there are no eaves. The design requests for modification are all consistent with the three current builds in the subdivision. The architecture firm on this project, Motion Space Architecture, made a significant effort to vary the exterior materials with a blend of high end finishes: stone, natural wood, and fiber cement. These elements along with the above average glazing, exterior modulation, and varying roof forms create a unique home that will be a great fit in the Renton community. In conclusion, it is Signature's position that this home be approved for construction based on the reasons previously mentioned, as well as Signature continued and documented efforts to build high quality homes with varying architecture in the City of Renton.
