The applicant is requesting a Shoreline Substantial
Development Exemption for the minor maintenance and repair of a boat mooring area with a
roof, similar to a carport, at the single family residential property located at 3616 Lake
Washington Blvd N. There is one existing pier/dock where the roof is located. The roof is
supported by pilings, enclosed on the south facing side, and not enclosed on the other sides
and is similar to a carport, and not a boathouse or garage-like structure with walls. The
subject site is located within Lake Washington, a Shoreline of Statewide Significance, and
within the City of Renton Shoreline Master Program Residential overlay district. The property
is located within the Residential 8 (R-8) zoning designation. Residential homes with piers are
located on the north and south sides of the property. Roofing material will be added to the
existing roof cover. No expansion of the roof is proposed. No structural work is proposed.

In should be noted that the subject project would be exempt from Environmental Review
(SEPA) per WAC 197-11-800.3 Repair, remodeling and maintenance activities. This section
states that "on lands covered by water, only minor repair or replacement of structures may be
exempt (examples include repair or replacement of piling, ramps, floats, or mooring buoys, or
minor repair, alteration, or maintenance of docks)."
An exemption from a Shoreline Management Substantial Development Permit is hereby
granted subject to the following conditions of approval:
1. There shall be no in-water work conducted as a part of this project action.
2. If at any time, as a result of project activities, fish are observed in distress, a fish kill
occurs, or water quality problems develop (including equipment leaks or spills),
operations shall immediately cease and the Washington Department of Fish and Wildlife
(WDFW) and the Washington Department of Ecology (DOE) shall be contacted
immediately. Work shall not resume until further approval is given by the WDFW and
DOE.
The proposed project is hereby granted in accordance with RMC 4-9-190C.3 for the following
reasons:
Pursuant to RMC 4-9-190C.3 the normal maintenance or repair of existing structures or
developments, including damage by accident, fire or elements shall not be considered
substantial developments for the purposes of the Shoreline Master Program.
a. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation
from a lawfully established condition.
b. "Normal repair" means to restore a development to a state comparable to its original
condition, including but not limited to its size, shape, configuration, location and external
appearance, within a reasonable period after decay or partial destruction, except where
repair causes substantial adverse effects to the shoreline resource or environment.

The purpose of this landscape plan is not only to aesthetically enhance the
Clines property, but to also functionally improve the area. With proper soil
amendment, we will be allowing a higher degree of plant survival by improving
water absorption, retention, and drainage. The plants we are proposing will now
root securely into the slope to prevent erosion, and will be thrive because of
healthier, deeper root systems.
On a safety note, the steps leading to the water will be an important feature
to avoid accidents while trying to descend to the lake, while fitting in cohesively
with the natural rustic sur-roundings.
