Renton Municipal Code, Section 4-2-115 states that, "Additions and/or expansions to detached or attached dwellings that are valued at fifty thousand dollars ($50,000.00) or more, or at fifty percent {50%) or greater of the most recent assessment or appraisal shall require that the entire dwelling or structure comply with the standards of the Residential Design subsection." The existing house is on a corner lot and does not comply with the Residential Design Standard that requires twenty-five percent window and door coverage on all street-facing facades. The applicant is requesting a modification from this design standard to have less than the required twenty-five percent window and door coverage on one street facing fapde. Please list the code section you are requesting a modification from and the "Standards" for that specific code. Write the points of justification and reasoning to grant the modification. Code Section: 4-2-115E.3. "Windows and Doors" Justification: There is significant road noise coming from Standard: Coal Creek Parkway; adding these windows would make the Windows and doors shall constitute twenty-five inside of the house louder. Most of the houses on NE 24'h ST percent (25%) of all facades facing street frontage or have very few windows and, on Coal Creek Parkway, have public spaces. little to no windows. The house is currently being operated as an Adult Care Home, and the majority of the walls overlooking Coal Creek Parkway are bedroom walls with windows facing the front of the house and the rear of the house. The residents would be very uncomfortable with having construction in their rooms. This portion of the house {east fa~ade) already exists; we are not proposing any work to this portion of the house. The proposed addition is on the southwest corner of the home . . In addition to this form, the following attachments are required: • Site plan and elevations (8.Sxll size) • Built example photos (if available) RMC 4-9-250D.2 Criteria for Modification of the Standards. The requested modification must also meet the following criteria: 1. Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment; and 2. Will not be injurious to other property(ies) in the vicinity; and 3. Conform to the intent and purpose of the Code; and 4. Can be shown to be justified and required for the use and situation intended; and 5. Will not create adverse impacts to other property(ies) in the vicinity.
