The 32,670 square foot property is within the Residential Multi-Family (RMF) Zone, and the present use is a 38-unit apartment building. The proposed fence would have a maximum height of 6 feet and would extend along the east property line, within the public right-of-way. The purpose of the proposed fence is to enclose the parking lot on the front of the apartment, which will be accessible with an automatic gate (See Exhibit 2). The automatic gate will be installed on the south end with a remote controller operated gate for entrance and loop sensor to automatically open for exit. One pedestrian door will be installed on the north property line near the mail boxes of the building. On the south boundary line, the applicant proposes to install a 6-foot tall chain link fence to replace the existing chain link fence with a color matching the wrought iron fence. The primary purpose of the fence is to provide security to the residents of the apartment in response to several recent apartment and vehicle break-ins. City staff agree that the wrought iron fence is a quality fencing material that is aesthetically pleasing and limits blank walls along the walkway. There is an existing (approximately 5-foot) landscape strip between the proposed fence and parking lot (See Exhibit 4).
