The original Lund Short Plat was developed in King County in 2007 and required the installation of street and pedestrian improvements, including vertical curbs, sidewalks, residential access curb-cuts. drainage, and ADA compliant pedestrian accesses at the intersections of 114 1 h and 162"d, and 114'11 and 164th, etc. All of these improvements were installed at a substantial cost to the developer per King County requirements only 8-years ago along the entire I 14th Avenue SE frontage and along the abutting right-of-ways of SE 162"d Street and SE 164'11 Street. Please see the photos in Attachment A. The current application (Lund Short Plat If) proposes the division of one lot into two. In review of neighborhood development patterns and the 2007 street and pedestrian improvements currently abutting the project, we believe the existing infrastructure to be adequate and a big improvement over previous conditions. Given the existing circumstances and development patterns, the costs of requiring this simple two (2) lot short plat to redevelop already adequate eight-year old street and pedestrian infrastructure would be excessively disproportionate to the need and probable US<=. Requiring Complete Street Standards would also create an awkward and inconsistent infrastructure pattern that will not likely change for the remaining lots of the original Lund Short Plat, as those lots are currently being developed with new single family residences. Retrofitting this small project with ··complete streets principles" would not be a benefit the neighborhood in the long-term. Simply put, the existing street and pedestrian facilities will adequately serve the neighborhood and are already a tremendous improvement in this particular location. Requiring the demolition and redevelopment of fonctional eight-year old infrastructure is unnecessary and inappropriate for this simple two (2) lot residential short plat.
