Renton Sailing Center is requesting a shoreline exemption for the maintenance
and repair of the sailing float and the sailing moorage line within Gene Coulon
Memorial Beach Park (Parcel number 0523059010). The parcel is located
within the Shoreline Jurisdiction of Lake Washington Reach F, designated
Shoreline High Intensity and Urban Conservancy. The proposed project is
located waterward of the ordinary high water mark, within the Aquatic
Shoreline Overlay.
The float measures 60 feet long and 18 feet wide and is constructed of treated
beams and lumber. Currently, the northwest corner of the float is su bmerged
in the water, allowing water to ge t onto the float decking, which promotes
mold growth, slip hazard s, and wood rot . The applicant ha s contracted Marine
Floats Corp of Tacoma to add new floatation and remove any old floatation
that was no longer affective or rotted wood around the new floatation on the
northwest corner of the float. The new floatation will be float drums consisting
of EPS foam and encapsulated by molded re sin. The applicant is proposing to
complete the work prior to this fall. The repair is expected to take one work
day. No chemicals or material debris are expected for this repair work that
could affect water quality.
As a part of this project, the Renton Sailing Center is also proposing to replace

Project Narrative-Sailing Float Flotation Repair
The sail boat float is leased to the Renton Sailing Center and is located on the North end of Gene Coulon
Memorial Beach Park adjacent to the "Canoe Float". It measures 60 ft long and 18 ft wide. The repairs
are intended to allow the float to provide its primary function as the sailing float and are not considered
an upgrade. The basis of our shoreline exemption is "normal maintenance or repair of existing structure
or developments"
The repair that is needed is to the NW corner of the float, whereas this corner is now low in the water
allowing water to get onto the float decking causing mold to grow causing a slip hazard and submerging
float wood into the water promoting rot. See attached Pictures .
We hav e had a Dave Dye of Dave's Dive Service inspect the float and his assessment wa s that new
floatation needed to be added under the float in the NW corner and that the substructure overall was
sound . There could be areas of rotted wood that will be discovered during the repair when the wood is
more exposed. We contracted with Marine Floats Corp of Tacoma to add new floatation and remove
any old floatation that was no longer affective or rotted wood around the new floatation. See the
attached invoice and the detail plan for the repair. The schedule for the repair will need to be
determined after final approval and based on the contractor's schedule. The plan is to complete it prior
to this fall.
The float is constructed of treated beams and lumber. Floatati on is primarily uncovered Styrofoam
blocks that are not showing signs of decomposition or releasing Styrofoam beads into the lake.
Secondary floatation is plastic barrels filled with air. It is believed that the barrels have leaked and filled
with water reducing their floatation and/or they have shifted from their original locations. We expect
that those barrels will be removed . The new floatation will be float drums consisting of EPS foam and
encapsulated by molded resin . See attached specifications and warranty.

Project Narrative-Sailing Moorage Line Repair
The Renton Sailing Center uses a Trot style mooring line that is anchored to the existing pilings. A Trot
system minimizes both boat swing and disturbance of the lake bed in comparison with weighted block,
mushroom anchor or pyramid anchor systems .

The riser chains are wearing and there was a chain failure last winter. During a storm a 24 foot sailboat
broke free and needed to be towed off the beach. The riser chains fail at the top and bottom end of the
chains due to rust and wear. The line needs to be replaced prior to the winter storms.
The existing mooring system is shown in the attachment. There are currently 4 sailboats moored on the
line, a 17 foot, 20 foot, 24 foot and 27 foot sailboat. We will maintain the current system of 5 moorage
buoys, 4 for the boats and one as a backup. The plan is to use the same basic system whereas we secure
the ends of the Trot to the existing pilings (labeled in the drawing as Dl-DS). We will in stall stronger
ground and riser chains to lengthen the time between maintenance . The existing mooring buoys will be
re-used . As an improvement of the system, we will add floatation near the bottom of the risers to keep
the riser chain off the lake bottom and facilitate inspection.

Details of Sailing Float Repair per Marine Floats Corp
Description,~quencing, site access: A crew of two will bring repair material and equipment to the
site in one truck, no boat required. Air bladder equipment will be placed near the corner of the float and
inflated to raise the float enough for installation of up to (4) floatation tubs. There is information about
the tubs attached to this email. Once the float is at a suitable height the crew will determine if any
timber needs replacement. If so they will have (ACZA) pressure treated timber on hand and this will be a
nominal additional charge. This is the only treated timber approved by the Army Corps of Engineers and
WA DFW for use on freshwater or saltwater structures; untreated timber is not allowed. It appears there
is no foam floatation under the corner of the float but if there is it will be trapped in place by the new
floatation tubs. Any loose material will be captured and removed to our construction yard for disposal
processing.
Best Practices: There are no chemicals or material debris expected for this repair work that could
affect water quality.
Disposal: We don't anticipate any disposal material. Any rotted timber or foam floatation will be
captured by hand, placed on a tarp and removed to our construction yard. We have disposal protocols
and permits for this type of material as "demolition & disposal" are a regular part of our marina
renovation business.
Timing: This repair is expected to take one work day.
JARPA: This is considered a structural repair and as such no permits are required.
