SUBJECT: REQUEST FOR SIGNED PLAN SETS AND NOTICE OF LOT LINE
ADJUSTMENT APPROVAL

Dear Ms. Swift:
The City of Renton has finished reviewing your proposed lot line adjustment and is now
ready to send the final version for recording. Please submit five sets of original signed
lot line adjustment plan sets and a check for $36.04 made out to Postal Express to my
attention at the sixth floor counter of City Hall.
Please verify that the plan sets have been signed by all owners of record and have been
notarized with an ink stamp (not embossed). The ink stamp must be legible so that
King County will promptly record the lot line adjustment.
This decision to approve the proposed lot line adjustment is subject to a fourteen (14)
day appeal period from the date of this letter. Any appeals of the administrative
decision must be filed with the City of Renton Hearing Examiner by 5:00 pm, December
1, 2016. Appeals must be filed in writing together with the required fee with: Hearing
Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. Appeals to the
Examiner are governed by RMC 4-8-110 and information on the appeal process may be
obtained from the City Clerk's Office, (425) 430-6510.

Utility and Transportation Comments for DOM Construction LLA
304, 308, and 312 Powell Ave SW
LUA 16-000688
I have reviewed the application for the DOM Construction LLA at 304, 308, and 312 Powell Ave SW
(214370-0786, 0785, and 0776) and have the following comments:
EXISTING CONDITIONS
The site is approximately 0.43 acres in size and is rectangular in shape. There are three existing
residential houses, one on each of the existing lots.
Water Water service is provided by City of Renton. The site is in the Earlington service area in the 370
hydraulic pressure zone. There is an existing 8-inch City water main located in Powell Avenue
SW and SW 3rd Place (see Water plan no. W-3082). The approximate static water pressure is
74 psi at the elevation of 194 feet. The site is located outside of an Aquifer Protection Area.
Each lot has an existing water service and meter. Fire hydrants are located within 300-
feet of the existing lots (approximately 50-feet from north lot along SW 3'" Place and
185-feet from the south lot along Powell Avenue SW).
Sewer Wastewater service is provided by the City of Renton. There is an existing 8-inch PVC gravity
wastewater main located in Powell Avenue SW and SW 3rd Place (see City plan no. 5-3082).
Each lot has an existing sewer service.
Storm There is an existing storm drainage system in SW 3rd Place (see City plan no. R-3082). The
existing property does not contain stormwater facilities. Runoff from the existing site includes
three (3) single family residences where no stormwater infrastructure currently exists on-site.
Runoff from the site sheet flows west and north into the existing gravel roadway shoulders
along Powell Avenue SW and SW 3'' Place, respectively. Runoff then flows either south along
Powell Avenue SW shoulder and into the SW Sunset Boulevard or into the storm drainage
system within SW 3'' Place.

Streets Powell Avenue SW is a Residential Street with an existing right of way (ROW) width of 60-feet
as measured using the King County Assessor's Map. The existing traveled way width is
approximately 25 feet with a gravel shoulder. Each lot has an existing fence that is located in
the City of Renton right of way.
CODE REQUIREMENTS
WATER
1. The existing water meters will provide service to the existing homes and do not need to be
relocated as they will be in the proposed lots.
2. No additional hydrants are needed as the existing hydrants are within 300-feet of the proposed
lots.
SEWER
1. The existing side sewers will provide service to the existing homes and do not need to be
relocated as they will be in the proposed lots.
2. If demolition of an existing house is proposed, the existing side sewer will be required to be cut
and capped during demolition of the property. New side sewers shall be installed to serve each
individual property and a system development charge will be imposed.
SURFACE WATER
1. Based on the City of Renton's flow control map, the site falls within the
Flow Control Duration Standard area matching Existing Site Conditions and is within the Black
River Drainage Basin. Based on the information provided no additional impervious area will be
added therefore a storm drainage analysis is not required.
TRANSPORTATION
1. Residential fences shall be located outside of the right of way. Staff recommends a condition of
approval that requires the relocation of the existing fences from their current location within
Powell Avenue SW and SW 3'' Place to the existing right of way line.
2. Both Powell Avenue SW and SW 3'' Place The project does not have a valuation more than
$50,000 therefore right of way improvements are not required.

We are pleased to submit this request for a Lot Line Adjustment of three existing parcels
located at 304,308 and 312 Powell Ave SW, Renton, Washington 98055. The King County
parcel numbers of the existing parcels are 214370-0785, 214370-0786 & 214370-0776. The site
contains approximately 18,600 square feet or 0.4270 acres of Residential zoned property.
Three residential buildings are located on-site.
The proposed Lot Line Adjustment (LLA) is intended to change the property lines to that of the
existing fence locations. The existing and proposed lot areas are:
Parcel A (214370-0786)
• Existing: 6,600 SF
• Proposed: 6,150 SF
Parcel B (214370-0785)
• Existing: 6,000 SF
• Proposed: 5,618 SF
Parcel C (214370-0776)

The resulting lots would meet the development standards of the Residential zone as set forth in
