meeting of the Renton City Council to order.

PUBLIC MEETING This being the date set and proper notices having been posted and published in
Annexation: Warnes, 148th accordance with local and State laws,Mayor Tanner opened the public meeting
Ave SE&SE 116th St to consider the 10°Io Notice of Intent Petition to Annex for the Warnes
Annexation; approximately 20 acres located west of 148th Ave. SE,north of SE
Llit� O!- i b0 116th St. and south of SE 114th St. (if extended).
Don Erickson, Senior Planner,described the proposed annexation area,pointing
out that it abuts the Urban Growth Boundary and contains 19 parcels and 17
single-family homes. He noted the presence of an erosion hazard area in the
middle portion of the subject site. Detailing the public services,Mr. Erickson
stated that the area is within the Water District 90 service area, within the
Issaquah School District, within Fire District No. 10 and Renton is the
designated sewer service provider. He also pointed out the shortfall of
improved recreational facilities and the substandard condition of SE 116th St.
Reporting that existing King County zoning is R-4,Mr. Erickson indicated that
Renton's Comprehensive Plan designates this area Residential Rural for which
potential zoning includes RC(Resource Conservation), R-1 (Residential Single
Family; one dwelling unit per acre)and R-5 (Residential Single Family; five
dwelling units per acre). Recommended zoning for this area is R-5, which is
the closest match to King County's R-4 zone. Mr. Erickson stated that both
zones would allow approximately 80 to 90 units; however, under King County
zoning if incentives were applied, 120 units could potentially be allowed. In
conclusion,Mr. Erickson said that the proposal is consistent with City policies
and King County Boundary Review Board objectives for annexation.
Responding to Councilman Parker's inquiry,Mr. Erickson confirmed that with
incentives, King County zoning would allow up to 120 units on the subject site.
He noted that King County zoning also allows attached multi-family units
which are not allowed under Renton zoning.

A petition, signed by 13 people asking that they be excluded from the
annexation area was entered into the record.
Public comment was invited.
Tom O'Hara, 11441 148th Ave. SE, Renton, 98059, stated that he lives within
the boundaries of the proposed annexation area, and that he was the drafter of
the petition for those wishing to be excluded from the annexation. Explaining
that the petitioners represent 81% of the assessed value of the properties in
question,Mr. O'Hara reviewed the assessed value of the parcels owned by those
wishing to be excluded. He noted that the total assessed property valuation for
all those that oppose the annexation is$3,059,000 and the total assessed value
for all properties is $3,768,000.
In light of the opposition to the proposed annexation,Mayor Tanner announced
that the administration is withdrawing its recommendation that the City accept
the 10°Io Notice of Intent to Annex Petition.

Mark Avakian, 11465 146th Ave. SE,Renton, 98059, stated his opposition to
the annexation.
Susan Warnes, 14620 SE 116th St.,Renton, 98059,proponent of the
annexation,detailed the reasons why it would be beneficial to annex to the City
of Renton. Stating that she would prefer to see the area developed with
improvements and with fewer dwelling units per acre,Ms. Warnes expressed
her desire that the City conduct a meeting to provide citizens with more
information.
Councilmembers Corman and Keolker-Wheeler encouraged citizens to educate
themselves about the Urban Growth Boundary and the Growth Management
Act. Mayor Tanner indicated that if citizens are interested in learning more
about these issues, they can contact the City and arrange for a meeting.

ADMINI5TRATIVE Chief Administrative Officer Jay Covington reviewed a written administrative
REPORT report summarizing the City's recent progress towards goals and work
programs adopted as part of its business plan for 2002 and beyond. Items noted
included:
� The Community Center will host its annual winter racquetball tournament
on Saturday,February 9th, for players age 16 and up.
� Utility customers have the option of paying utility bills by having funds
electronically transferred from their checking or savings account. As of
this date, 369 customers have signed up for this payment option.
� The City of Renton is one of 25 municipalities that participated in the
establishment of Regional Road Maintenance Endangered Species Act Best
Management Practices and the guidelines have been published in the
Federal Register. This represents a Notice of Intent to qualify this program
under Limit 10 of the NMFS 4(d)rule and initiated a 30-day federal
comment period for the program.

Development Services: Development Services Division recommended Council acceptance of a deed of
Medzegian Short Plat, ROW dedication for additional right-of-way at the corner of Kennewick Ave. NE and
Dedication at Kennewick Ave. NE 14th St. for public road use to fulfill the requirement of the Medzegian
NE/NE 14th St(SHP-Ol-147) Short Plat(SHP-Ol-147). Council concur.

Fire: Records Management Fire Department recommended approval of a contract with Public Safety
Evaluation Contract, Public Consultants, Inc. in the amount of$65,000 to evaluate the records management
Safety Consultants Inc needs of the department and to develop a request for proposal for the
installation of a system. Refer to Public Safety Committee.
Human Resources: Healthcare Human Resources and Risk Management Department recommended approval
Plan Modifications of modifications to the City's healthcare plan effective 1/O1/2002 and submitted
Healthcare Benefits Task Force recommendations. Refer to Finance
Committee.
Utility: Maplewood Water Utility Systems Division recommended approval of a consultant contract with
Treatment Improvements Economic and Engineering Services, Inc. in the amount of$927,989 for the
Design,Economic and design of the Maplewood water treatment improvements. Council concur.
Engineering Services
Public Works: Cedar River Utility Systems Division recommended approval of a consultant agreement with
Section 205 Flood Damage Golder Associates, Inc. in the amount of$115,277 to implement the 2002
Contro12002 Monitoring Plan, Monitoring Plan for the Cedar River Section 205 Flood Damage Reduction
Golder Associates Project. Council concur.

OLD BUSINESS Council President Nelson presented a Certificate of Appreciation to Dan
Council: Certificate of Clawson in recognition of his outstanding service to the City and the Renton
Appreciation to Dan Clawson, community as President of the City Council during 2001.

Executive: City Website Councilman Clawson reported that the City's website provides information
Listing re Appliance Disposal regarding the recycling and disposal of appliances such as refrigerators. He
explained that there are several ways to access the information on the website
using the search option and the site index.
Finance Committee Finance Committee Chair Parker presented a report recommending approval of
Finance: Vouchers Claim Vouchers 200222-200572 and one wire transfer totaling$1,582,278.65;
and approval of Payroll Voucher 35988, totaling $401.93. MOVED BY
PARKER, SECONDED BY PERSSON, COUNCII.CONCUR IN THE
COMMITTEE REPORT. CARRIED.
Community Services: 200 Mill Finance Committee Chair Parker presented a report concurring with the
Building Elevator Repair, administration request to award a sole source contract to Thyssen Krupp
Thyssen Krupp Elevators Inc Elevator, Inc. to repair and upgrade the damaged elevator at the 200 Mill
Building. The Committee recommended that the Council authorize the Mayor
and City Clerk to execute the contract with Thyssen Krupp Elevator,Inc. in the
amount of$83,619.26. This sum includes an additional$16,014.21 worth of

WARNES ANNEXATION—10% NOTICE OF INTENT
PROJECT NARRATIVE
The City is in receipt of a Notice of Intent petition to request annexation of about 20.4 acres
on the north side of SE 116`h Street between Jericho Ave NE, if extended, on the west and
148`h Avenue SE on the east. The area is contiguous with the city limits along its western
edge and a portion of its northern edge. The annexation method is direct petition. The
majority of the area to the immediate west was annexed in December 1999. The portion to
the southwest (Lee Annexation) was only recently annexed into the City.
The subject area includes 18 single-family homes on 17 parcels ranging in size from .27 acres
to 2.14 acres. The topography is relatively flat except for a minor swale running through the
middle of the western half of tr►e site. This swale area is shown as a high erosion hazard on
the City's Sensitive Areas maps.
The area is designated Residential Rural on the Comprehensive Plan Land Use Map. Typical
zoning under this designation is RC,R-1 and R-5. Because the site is within one half-mile of
the Urban Growth Boundary it is likely to predominantly have R-5 zoning with possibly some
R-1 zoning in environmentally constrained areas. Zoning will be addressed at a later point in
the process, after the proponents have submitted a 60% Petition to Annex.
Assuming R-5 zoning, the site could accommodate about 62 additional single-family homes.
The actual number will depend on the amount of the site that is developable at this density.
This area is within Water District 90's water service area and Renton's sanitary sewer service
area. Renton currently serves the area under contract with Fire District No. 25. The area is
also within the Issaquah School District boundary.
Upon receipt of comments from staff, a public meeting will be scheduled before the City
Council to allow public comment on the proposed annexation. Additional lands may be
added to the annexation proposal if interest is expressed prior to or during the public meeting.
If Council amends the annexation boundaries, staff comments on the modified proposal would
be requested at the 60% Petition to Annex phase.

PROCEDURE FOR OBTAINING INFORMATION ON
ADJACENT PROPERTIES
The City of Renton requires property owners to let their neighbors know of most
proposed land use changes. Typical land use proposals requiring notification include
variances,platting and site plan approval. The city requires written notice before holding
a hearing on the proposed change.
The King County Department of Assessments will help property owners in this process.
Their Public Information section is on the 7th floor on the King County Administration
Building, 500 Fourth Avenue, Seattle. They have staff,computer terminals,maps, and
other materials needed to identify all affected parcels.
1. Identify your subject property and obtain its quarter-section-township-range map
coordinates. Use the Kroll books,or the self-service terminals,or ask the
County's public information staff for assistance. The terminals and staff are
located on the 7th floor of the King County Administration Building.
2. Get a copy of the appropriate quarter section map from the County public
information staff,plus a scaled template of the required radius. The County can
make photocopies if needed of portions of these maps. Map copies may be made
on the 7th floor.
3. Locate your subject property on the map,then use the template to identify all
adjacent pazcels within the required distance. (Adjacent maps may be necessary
in case of overlaps.) Determine the Assessor's account number of the parcels
from the information included on the map. Public Information staff can assist you
in determining the account numbers.
4. You may use the self-service terminals to look up information on individual
accounts. The T�Information screen includes the t�payer/owner mailing
address. The Property Characteristics screen and the index browse screens
contain the property street-addresses in case you need to contact
tenants/occupants where different from the taxpayer. Printouts may be made of
any of these screen displays at 15 cents each.
_ 5. To Obtain Computerized Address Labels and/or Printouts: Obtain a Batch
Request Sheet and Source Sheet(s) from public information staff. Fill out the
request sheet and list the parceUaccount numbers on the source sheet(s).
5.1 Examples are contained in the handbook referred to in Step 3. Return the
sheets to County staff who will check them and assign a batch request
number.
5.2 Sign an agreement limiting allowable uses of the information to be
obtained(see example in handbook). One signed agreement will serve for
the entire year.

5.3 The 7th Floor staff will log your complete request and deliver it to King
County Systems Services,23rd floor of the Key Tower.
5.4 Systems Services prints labels and printouts on Monday, Wednesday, and
Friday nights for requests received by 2:00 p.m. that day. They will notify
you(per your request instructions)on the next working day when the
output is ready for pickup.
5.5 You must pick up the labels or printouts at the Systems Services office
located on the 23rd floor of the Key Tower.
5.6 Payment is required at the time of pickup. Minimum charge is currently
$25.00 plus tax. Address labels are 65 cents each,plus tax;printouts are
60 cents per parcel,plus tax.

PROJECT DESCRIPTION: The subject area includes 18 single-family homes on 17 parcels ranging in size
from .27 acres to 2.14 acres. The topography is ralatively flat except for a minor swale running through the middle of the
western half of the site. The area is designated Residential Rural on the Comprehensive Plan Land Use Map. Typical
zoning under this designation is RC, R-1 and R-5. Zoning will be addressed at a later point in the process, after the
proponents have submitted a 60% Petition to Annex. Assuming R-5 zoning, the site could accommodate about 62
additional single-family homes. The actual number will depend on the amount of the site that is developable at this
density. This area is within Water District 90's water service area and Renton's sanitary sewer service area. Renton
currently serves the area under contract with Fire District No. 25. The area is also within the Issaquah School District
boundary.

PROJECT NARRATIVE
The City is in receipt of a Notice of Intent petition to request annexation of about 20.4 acres
on the north side of SE 116`h Street between Jericho Ave NE, if extended, on the west and
148`h Avenue SE on the east. The area is contiguous with the city limits along its western
edge and a portion of its northern edge. The annexation method is direct petition. The
majority of the area to the immediate west was annexed in December 1999. The portion to
the southwest (Lee Annexation) was only recently annexed into the City.
The subject area includes 18 single-family homes on 17 parcels ranging in size from .27 acres
to 2.14 acres. The topography is relatively flat except for a minor swale running through the
middle of the western half of the site. This swale area is shown as a high erosion hazard on
the City's Sensitive Areas maps.
The area is designated Residential Rural on the Comprehensive Plan Land Use Map. Typical
zoning under this designation is RC, R-1 and R-5. Because the site is within one half-mile of
the Urban Growth Boundary it is likely to predominantly have R-5 zoning with possibly some
R-1 zoning in environmentally constrained areas. Zoning will be addressed at a later point in
the process, after the proponents have submitted a 60% Petition to Annex.
Assuming R-5 zoning, the site could accommodate about 62 additional single-family homes.
The actual number will depend on the amount of the site that is developable at this density.
This area is within Water District 90's water service area and Renton's sanitary sewer service
area. Renton currently serves the area under contract with Fire District No. 25. The area is
also within the Issaquah School District boundary.
Upon receipt of comments from staff, a public meeting will be scheduled before the City
Council to allow public comment on the proposed annexation. Additional lands may be
added to the annexation proposal if interest is expressed prior to or during the public meeting.

be requested at the 60% Petition to Annex phase.

assessed valuation for general taxation, of property which they desire to annex to the City of
Renton.
We hereby advise the City Council of the City of Renton that it is our desire to commence
annexation proceedings under the provisions of RCW 35A.14.120 of all or any part of the area

The territory proposed to be annexed is within King County, Washington, and is contiguous to
the City of Renton. A map (Exhibit 1) and legal description (Exhibit 2) are included as part of
this petition.
The City Council is requested to set a date not later than sixty days after the filing of this request
for a public meeting with the undersigned.
1. At such meeting, the City Council will decide whether the City will accept, reject or
geographically modify the proposed annexation;
2. The City Council will decide whether to require simultaneous adoption of a
proposed zoning regulation, such a proposal having been prepared and filed for the

Attached is a complete submittal package for the above referenced 10°Io Notice of Intent to Annex
Petition. I understand from Rebecca that your division now routing these for us.
It would be very helpful if this can get routed this week since the holidays will begin affecting
hearings dates, etc. Also Mrs. Warnes called yesterday and asked if this could be expedited since
she and her husband are going to be out the country for three weeks beginning mid-January. She
said they would like very much to attend the public meeting, if at all possible.
Anything you can do help expedite the routing of this annexation petition would be much
appreciated.
