The annexation is part of the upper reaches of the Maplewood Creek sub-basin. Some of the lots in the annexation area are candidates for small short plats in the future. These short plats may qualify for exemption from storm water detention. We recommend that any future development be given close consideration with respect to down stream analysis, and we stress that the cumulative effect of several short plats that are exempt can have a negative impact on stream erosion and flooding. New development in the proposed annexation shall be required to provide Level 2 flow control and Basic Water Quality, per the 1998 King County Surface Water Design Manual, or the City standard at the time of (Over) , �. development, if equivalent or more restrictive. A wetland report should be required when development applications are submitted for properties in the annexation area. 1. Are you aware of any problems or deficiencies in existing infrastructure or service provision to the area? There has been a history of drainage complaints along and downstream of the annexation. The drainage facilities along Lyons Ave and NE 2"d Street consist only of open ditches that have overflowed during heavy rainfall. There is a small intermittent stream in the annexation area that crosses 144th Ave SE (Jericho Ave NE) at the southwest corner of the proposed annexation area with wetlands possibly associated with it. City stream buffer standards that are adopted at the time of development should be required when development occurs adjacent to the stream. 2. Does this proposed annexation represent a logical extension of services provided by your department/division? The annexation would represent a logical extension of our storm drain system. It is located down stream of neighborhoods in the City of Renton. 3. Can you provide a dollar figure estimate of the cost to provide service to this area at current development and at buildout (maintaining existing, city-wide levels of service)? Can you identify any other costs, e.g. one-time capital costs, the City would incur as a result of this annexation? The existing drainage features that would add to the maintenance responsibilities of the City of Renton Surface Water Utility are primarily located within the portion of 144t'' Ave SE (Jericho Ave NE) of the right-of-way that is within the proposed annexation area. The existing storm system consists of approximately 488 linear feet of 12" concrete, CMP and CPEP storm pipe, 70 linear feet of 24" concrete storm pipe and 644 linear feet of 36" CPEP storm pipe. In addition, there are five Type 1 catch basins and two Type 2 catch basins that currently exist in the public right-of-way. If the proposed annexation area is estimated to have 1484 linear feet of street length at full build-out, then the estimated amount of storm infrastructure that would be constructed to serve the streets plus the existing storm system is 2871 linear feet of 12 to 36-inch diameter storm pipe, along with twelve Type 1 and ten Type 2 catch basins, depending on the final civil engineering plans. The Surface Water Utility would have to maintain and operate only the storm systems in the public right-of-way. In addition, development projects in the area will be required to construct flow control (detention) systems and water quality treatment facilities in the proposed annexation area. It is assumed, from a Surface Water Utility cost standpoint, that the developer will fund the initial capital cost of these facilities. In addition, future operation and maintenance of the flow control and water quality treatment facilities will be funded by the Homeowner Association(s) as required for developments in accordance with current City policy. If any of these assumption change, then there would be an additional cost impact associated with the proposed annexation that would need to be accounted for as part of the annexation review and approval. Additional administrative costs can also be expected, but not quantifiable. The Surface Water Utility believes that there may be the need for program funding, in the Capital Improvement Program (CIP) fund, to construct improvements in the proposed annexation due to identified problems in the area. It is estimated that S 150,000 of CIP funding would be needed to improve existing storm systems in the proposed annexation area. The most significant would be to improve the culvert crossing of 144th Ave SE in the SW corner of the proposed annexation area to a 36-inch or 48-inch culvert.
