installation, or removal of the utility's property. Utilities must provide photo identification to utility
representatives who are authorized to enter customers' premises. Customers have the right to see the
utility-provided identification of electric utility representatives before allowing entry to the customer's
property.
(2) When performing maintenance, repairs, testing, installation, or removal of the utility's property, the
utility must restore the customer's property as close as reasonably practicable to the condition prior to the
utility's action, unless otherwise defined in the utility's tariff or through a separate agreement with the
customer.

General: We have completed a preliminary review of the pre-appllcatlon for the above-
referenced development proposal. The following comments on development and permitting
Issues are based on the pre-application submlttals made to the City of Renton by the applicant
and the codes In effect on the date of review. The applicant is cautioned that information
contained in this summary may be subject to modification and/or concurrence by official
decision-makers (e.g., Hearing Examiner, Community & Economic Development Administrator,
Public Works Administrator, Planning Director, Development Services Director, and City
Council). Review comments may also need to be revised based on site planning and other design
changes required by City staff or made by the applicant. The applicant is encouraged to review
all applicable sections of the Renton Municipal Code. The Development Regulations are
available for purchase for $50.00 plus tax from the Finance Division on the first floor of City Hall
or online at www.rentonwa.gov.
Project Proposal: The subject property (APN 2322305-9070) is City of Renton owned and
located at 15214 149th Ave SE. The project site totals 0.55 acres and is zoned Resource
Conservation (RC). Puget Sound Energy (PSE) is proposing to extend an existing 4-inch gas main
within a stream buffer and connect to an existing Wireless Communication Facility (WCF) east of
1491h Ave SE in unincorporated King County. The proposed main extension will be installed via
directional bore. The subject property is mapped with a Type F stream, Flood Hazard Area, High
Seismic Area, and Wellhead Protection Zone 2.
Zoning Info: The subject property is zoned Resource Conservation (RC). "Utilities, small" are
permitted within the RC Zone.
Significant Tree Retention: If significant trees (greater than 6-inch caliper or 8-caliper inches for
alders and cottonwoods) are proposed to be removed, an arborist report and a tree Inventory
shall be provided with the formal land use application. Tree removal shall be avoided if possible
and replacement will likely be necessary if trees do need to be removed.

landscaping: Any landscaping removed for the boring or ground disturbances shall be restored
immediately following the completion of the project.
Critical Areas: The City's COR mapping database shows the subject property contains a Type F
stream, Flood Hazard Area, High Seismic Area, and Wellhead Protection Zone 2. When an
application is submitted for any building permit or land use review and/or to obtain approval of
a use, development or construction, the location of the critical areas and buffers on the site
shall be indicated on the plans submitted based upon an inventory provided by a qualified
specialist. Typically, this requires the applicant to submit plans and studies related to the critical
areas identified on the subject property. At a minimum, a standard stream study shall be
submitted far review that meets the requirements a/ RMC 4-8-120D19. C..,-'-t.o..\ ~ t:-1"'-i'k"'·· 1.-~ .,k.,
Environmental Review: WAC197-11-800(23)(d)Utllltles. All natural gas distribution (as opposed
to transmission) lines and necessary appurtenant facilities and hookups are categorically exempt
from State Environmental Policy Act (SEPA) review. Further, the City Environmental Review
Procedures (RMC 4-4-0703b) does not include the natural gas distribution lines exemption in the
list of inapplicable exemptions. The proposal does not require SEPA review.
Permit Requirements: The proposal would require a Certificate of Exemption from Critical Areas
Regulations as the scope of work meets new utilities exemption set forth In RMC 4-3-050C3ell.
The exemption Is qualified by requiring new utility construction provide no alteration or
additional fill materials other than the minimum alteration and/or fill needed to restore those
facilities. The critical area and required buffer impacts shall be minimized and disturbed areas
shall be restored during and immediately after the use of construction equipment. The review
period for a Certificate of Exemption Is 2-3 weeks and there Is no fee for the review.
Next Steps: When the formal application materials are complete, the applicant Is strongly
encouraged to have one copy of the application materials pre-screened at the 6th floor front

1.0 Introduction
As part of the Gas Main Extension at Madsen Creek Project (Project), Puget So und Energy
(PS E) plans to ext end an existing 4-inch natural gas main along 149 th Avenue SE and install a
service line to an exist in g Ve rizon W irel ess Communication fac ility in Renton , Was hington
(Figure 1 ). The purpose of this project is to provide the natural gas se rvi ce to th e Verizo n facility.
The pro posed gas main will b e in sta ll ed via horizontal directional d rill (HOD). This memorandum
has bee n prepared to meet requirements for th e stream stud y per Renton Municipal Code
(RMC) 4 -8-120019 but does not address King County code requirements. It documents th e
existing conditions of Madsen C reek in the project v icin ity a nd evaluates potential i mpact s t o the
stream and it s buffer resulting from the proposed proj ect. No formal wetland de li neations we re
cond uct ed as part of th e stu dy.
2 .0 Project Description
2.1 Project Location
The project alignment beg ins at the northwest corne r of the in tersection of Maple Va ll ey
Highway and 149th Avenue SE in Ren ton, Washington (Townsh ip 23 North , Ra ng e 5 East,
Section 23). The project crosses the Cedar R iv er T rail to the north and travels east for
approximately 110 feet to the edge of 149th Avenue SE (Figure 1 ). The project a lignment then
crosses a cu lve rted segmen t of Madsen Creek and con tinu es north along t he west sid e of 149 t h
Avenue SE extending into the unin corpora ted areas of Ki ng County (Fig ure 1). Th e land use in
the project area is residentia l low density on east of 149th Ave nu e SE, and the Ro n Reg is Pa rk
is locat ed west of 149th Ave nue SE (City of Renton 2015).
2.2 Project Elements
The proposed project cons ists of inst all ation of a 4-inch natural gas main lin e at the northwest
co rner of the intersection of Maple Va ll ey Hig hway and 149th Avenue NE a nd a 1-1/4-inch
m edium den sity polyethylene gas service lin e from th e mainline to an existin g Verizon W ireless
Co mmunication Faci li ty at 15214 149th Avenue SE . Installation of the main li ne will be
accomp li sh ed via HO D a nd pa ss und e r a culverted seg ment of Madsen C reek.
Four bore pits w ill be excavated to in stall th e gas m ain . Bore Pit 1 will be located on north sid e
of the Ceda r Riv er Trai l (F igure 2). The pi t , a pproxim ately 3 feet wide and 5 feet long, wi ll b e
partially in the asphalt trai l a nd grav el s houlder. Bore Pit 2 will be approximat ely 5 feet w ide and
5 feet long and will be entirely loca ted i n th e grave l shou ld er on the north side of the Cedar

River Trail. Bore pits 3 and 4 will be located on either side of the culvert crossing of Madsen
Creek, adjacent to 149th A venue S E. Bore Pit 3 will be approximately 5 feet wide and 5 f eet
long and is located in the mul ched area on the south side of Madsen Creek. Bore Pit 4 will be
on the grass lawn area on the north side of Madsen Creek , and its proposed dimension is
approximately 5 feet wide and 10 feet long. See Figure 2 and photos 1-4 for the location of bore
pits .

3.0 Stream Assessment Methods
The project study area is defined as 100 feet upstream and downstream from the proposed
stream crossing location a nd 100 feet around the bore pit locations in Renton. Streams outside
of the study area were not forma ll y delin eated , but assessed based on characteristics visib le
from public rights of way or avai lable information in existing documents and studies , maps
and/or aerial photographs.
3.1 Document Review

These docum ents provide reference information on the soils, streams, land use , and aquatic
and terrestrial habitat in the study area.
3.2 Field Investigation
Field investigat io ns for the project were conducted by HOR biologists on November 28, 2016.
Streams
T o determine the ordinary high water mark (O HWM) of freshwater streams in th e project area,
HOR biologists utilized Ecology's (Olse n a nd Stockdale 2010) guidance for OHWM
iden tification , which is based on the Shoreline Management Act (RCW 90 .58 .030(2)(b) and
Washington Adm inistrative Code (WAC 173-22-030(11 )). Ecology defines the "o rdinary high
water mark" as:
"on all lakes, streams, and tidal water is that mark that will be found by examining the bed
and banks and ascertaining where the presence and action of waters are so common and
usual, and so long continued in all ordinary years, as to mark upon the soil a character
distinct from that of the abutting upland, in respect to vegetation as that condition exists on
June 1, 1971 , as it may naturally change thereafter, or as it may change thereafter in
accordance with permits issued by a local government or the department: PRO VOIDED , that
in any area where the ordinary high water mark cannot be found, the ordinary high water
mark adjoining saltwater shall be the line of mean higher high tide and the ordinary high
water mark adjoining fresh water shall be the line of mean high water."
HOR biologists looked for physica l in d icators including , but not limited to, a natural scour line
impressed on the bank, d ist ribution of upland and water tolerant vegetation, and bed and banks.

Th e locati ons o f O HWM for ide ntifi e d streams within the study area were su rveyed u sing the
Trimble GE0-7X G PS device . Th e resulting data we re incorp orated into Figure 2 .
The C ity of Renton classifies streams based on the state o f Was hington's Water Typing Syste m
est ablished in WAC 222-160-030. Streams are regula ted by th e C ity o f Re nton per the critical
areas regul ations (RMC 4-3-050 ).

Type S, F, or Np Waters.

The City of Renton measures stream buffers according to the following guidance (RMC 4 -3-
050 .F. 7 .c.ii):
Buffer: The boundary of a buffer shall extend beyond the boundaries of the stream or lake
to the width applicable to the stream/lake class as noted in subsection G2 of this Section,
Critical Area Buffers and Structure Setbacks from Buffers Where streams enter or exit
pipes, the buffer in this subsection shall be measured perpendicular to the OHWM from the
end of the pipe along the open channel section of the stream.
4.0 Findings
4.1 Streams

The study area is located in the Madsen Creek subbasin within Washington Water Resource
Inve ntory Areas (WRIA) #8 (Ceda r/ Sammamish). HOR biologists delineated the OHWM of
Madsen Creek within the study area. Table 3 (below) summarizes the stream, type and buffer
width .

Madsen Creek is located in the City of Renton and in unincorporated King County. The
headwaters of Madsen Creek originate in a residential neighborhood on the south side of the
Cedar River Va lley, just north of Lake Youngs, approximately 2 miles southeast of the project
area. Several small tributaries converge with the main stem channel before descending north
down the valley slope toward the Cedar River. South of Maple Valley Road, Madsen C reek
flows westerly along the highway for approximately 650 feet and crosses the highway through a
box cu lvert (King County 2003).
North of Maple Valley Road , Madsen Cree k flows west for approximate ly 110 feet west along
the Cedar River Trail before crossing 149th Avenue SE in a concrete box culvert. The culvert
was submerged and was not visible during the site visit. On the upstream portion of the culvert
crossi ng , the bankfull width was measured at approximately 9 feet with a water depth of
18 inches . The left bank height was measured at 10 inches above surface water, and the right

bank height was measured at one in c h. The stream substrate predominantly co nsisted of fine
silts. The area is mapped as Newberg silt loam , which tend to be well drained soils (USDA
NRCS 2016). Vegetation on the stream bank is dominated by Himalayan blackberry (Rubus
armeniacus), red osier dogwood (Camus sericea), snowberry (Symphoricarpos a/bus), giant
horsetail (Equisetum giganteum), scouring rush (Equisetum hyemale) and nootka rose (Rosa
nutkana). Reed canarygrass (Pha/aris arundinacea) was observed more dominant near 149th
Avenue SE but thinned out upstream where thimbleberry (Rubus parviflorus) became more
dominant. Trees observed include red alder (A/nus rubra), black cottonwood (Popu/us
ba/samifera), Sitka willow (Sa/ix sitchensis) and Pacific willow (Salix lasiandra). See photos 5 , 9,
and 10 for vegetation .
At the culvert crossing, a man-made drainage ditch (D itch 1) was identified along the east side
of 149th Avenue NE. HOR biologists observed that the majority of the stream flow being
diverted to this ditch at the time of field investigation. Ditch 1 is approximately 4 feet wide with
constructed banks 2 feet in height (Photo 8). The water level was observed at approximately
5 inches. The channel substrate consisted of fine silts, sands and small 0.5-inch cobbles. The
ditch was mostly unvegetated with some sparse grasses , blackberry and soft rush (Juncus
effusus). Ditch 1 runs north along 149th Ave nue NE for 850 feet and discharges into the Cedar
River at River Mile (RM) 5 (Kerwin 2001).
Downstream of the culvert crossing on the west side of 149th Avenue SE , not mu c h flow was
observed in the stream channel. The bankfull width of the channel was observed at
approximately 11 feet with a water depth of 19 inches. The bank height was observed at
4 inches above water surface on both the left and right banks . The substrate was predominantly
fine silts. Vegetation is dominated by Himalayan blackberry and alder trees . Some reed
canarygrass and one big leaf maple (Acer macrophyllum ) tree was observed along the stream.
Approximately 130 feet from the culvert crossing , a patch of Japanese knotweed (Po/ygonum
cuspidatum), a few scattered birch trees (Betula papyrifera), and snowberry were also
observed . Madsen Creek flows west for approximately 370 feet from the culvert crossing and
then flows north for approximately 1,300 feet before entering the Cedar River.
4.2 Ecological Functions
Riparian areas are the zones where aquatic and terrestrial ecosystems interact (May 2000).
Riparian vegetation along Madsen Creek provides shade , bank stability control, woody debris
recruitment , organic nutrient input, sedimenUnutrient filtering, and food supply for terrestrial
species and birds .
Terrestrial species that likely utilize the study area include small mammalian species such as
raccoons, opossums , squirrels, skunks , moles, voles, and rats . Deer, mink, and coyotes may
also use the study area for foraging. Birds commonly found in the study area include songbirds,
hawks, owls , bald eagles, ospreys (King County 2003). Birds observed at Madsen Creek during
the field visit included spotted towhee (Pipilo maculatus), song sparrows (Me/ospiza me/odia),
black-c apped chickadee (Poecile atricapillus), and American robins ( Turd us migratorius).
Outside of the study area, a perched bald eagle (Haliaeetus leucocephalus) and a soaring
Coo per's hawk (Accipiter cooperii) were also observed along the Ceda r River near the cul-de-
sac at the northern end of 149th Avenue SE , approximately 800 feet from the project area .

Acco rding t o the Priority Habit at s and Species (PHS) list , no terrestrial priority habitat species
were mapped in th e project a rea (WDFW 2016a).
Acco rding t o the WDFW Sa lmon Scape and PHS (2016a and 2016b), Madsen Creek ha s
docu m en t ed occ u rre nces of fall Chinook (Oncorhynchus tshawytscha}, co ho (0. kisutch), winter
stee lh ead (0. mykiss), sockeye (0. nerka) and re sident coastal cutthroat (0. clark1). Breeding
habitat for coho , winter stee lh ead and sockeye is documented in Madsen C ree k. Chinook and
steel head are f ede ra ll y threatened species.
5 .0 Project Impacts
5.1 Stream Impact s
No permanent o r temporary impacts to Madsen Creek will occur as a result of thi s project. No
in-water work is associated with the propo sed project and no trees or riparian vege tation will be
removed as a re s ul t of this project .
5.2 Stream Buffer Im pacts
Madse n Creek is a Type F stream and therefore has a required buffer width of 115 f eet (RM C4-
3-050 .G.2). Pe r C it y of Renton code req uirements, the stream buffer is meas ured perpendicular
to the OHWM from the end of th e cu lvert along an ope n c hanne l section of a stream (RM C 4 -3-
050.F. 7.c .ii). Bore pit s 1 and 2 are located within the stream buffer of Madse n Creek , and Bore
pits 3 and 4 are located outs ide of the stream buffer us ing thi s definition (see Figure 2 , Sit e
Map).
The proposed locatio n of Bo re Pit 1 is partly within a paved and a grave l area (Photo 1 ). The
bore pit will disturb approxi mately 3 by 5 fe et of as phalt and gravel. Bo re Pit 2 is located in a
grave l shoulder north of Bore Pit 1 adjacent to the Cedar River Trail. T he bore pit wi ll di sturb
approx im at e ly 5 by 5 feet of gravel. No vegetation clea ri ng or tre e removal is re quired t o insta ll
Bore pits 1 and 2 . As a result , this project is not expected to have any stream buffer impacts to
Madsen Creek.
6.0 Mitigation
The p ropos e d project avoids impa cts to Madsen C re ek and its buffers as th e project w ill not
requi re in -water work or remove any woody vegetation in th e stream buffe r within the City of
Renton. Bore pit 4 , lo cated in the Ceda r Ri ve r flo od plain would require minor temporary
distu rban ce to lawn grass; however, any disturbed area wo ul d b e rest ored t o preconstruction
co n dition . Ove rall the proposed activity is not expected to alter or degrade the ecological
functions in the project area ; therefore , no mitigation is required for thi s project..

BMP C103: High Visibility Plastic or Metal Fence +••P,c10,+
Purpose:
Fencing is intended to: (1) restrict clearing to approved limits; (2) prevent disturbance of
sensitive areas, their buffers, and other areas required to be left undisturbed; (3) limit
construction traffic to designated construction entrances or roads; and, (4) protect areas
where marking with survey tape may not provide adequate protection.
Conditions of Use:
To establish clearing limits, plastic or metal fence may be used
• At the boundary of sensitive areas, their buffers, and other areas required to be left
uncleared.
• As necessary to control vehicle access to and on the site.
Design and Installation Specifications:
High visibility plastic fence shall be composed of a high-density polyethylene material
and shall be at least four feet in height. Posts for the fencing shall be steel or wood and
placed every 6 feet on center (maximum} or as needed to ensure rigidity. The fencing
shall be fastened to the post every six inches with a polyethylene tie. On long continuous
lengths of fencing, a tension wire or rope shall be used as a top stringer to prevent
sagging between posts. The fence color shall be high visibility orange. The fence tensile
strength shall be 360 lbs.if!. using the ASTM 04595 testing method.
Metal fences shall be designed and installed according to the manufacturer's
specifications.
Metal fences shall be at least 3 feet high and must be highly visible.
Fences shall not be wired or stapled to trees.
Maintenance Standards:
If the fence has been damaged or visibility reduced, it shall be repaired or replaced
immediately and visibility restored.
BMP C235: Straw Wattles .,.,,,,,,.
Purpose:
Straw wattles are temporary erosion and sediment control barriers consisting of straw that
is wrapped in biodegradable tubular plastic or similar encasing material. They reduce the
velocity and can spread the flow of rill and sheet runoff, and can capture and retain
sediment. Straw wattles are typically 8 to 10 inches in diameter and 25 to 30 feet in
length. The wattles are placed in shallow trenches and staked along the contour of
disturbed or newly constructed slopes. See Figure A for typical construction details.
Conditions of Use:
Disturbed areas that require immediate erosion protection.
Exposed soils during the period c,f short construction delays, or over winter months.
On slopes requiring stabilization until permanent vegetation can be established.
Straw wattles are effective for one to two seasons.
If conditions are appropriate, wattles can be staked to the ground using willow cuttings
for added revegetation.
Rilling can occur beneath wattles if not properly entrenched and water can pass between
wattles if not tightly abutted together.
Design and Installation Specifications:
It is critical that wattles are installed perpendicular to the flow direction and parallel to
the slope contour.
Narrow trenches should be dug across the slope on contour to a depth of 3 to 5 inches on
clay soils and soils with gradual slopes. On loose soils, steep slopes, and areas with high
rainfall, the trenches should be dug to a depth of 5 to 7 inches, or 1 /2 to 2/3 of the
thickness of the wattle.
Start building trenches and installing wattles from the base of the slope and work up.
Excavated material should be spread evenly along the uphill slope and compacted using
hand tamping or other methods.
Construct trenches at contour intervals of 3 to 30 feet apart depending on the steepness of
the slope, soil type, and rainfall. The steeper the slope the closer together the trenches.
Install the wattles snugly into the trenches and abut tightly end to end. Do not overlap the
ends.
Install stakes at each end of the wattle, and at 4-foot centers along entire length of wattle.
If required, install pilot holes for the stakes using a straight bar to drive holes through the
wattle and into the soil.
At a minimum, wooden stakes should be approximately 3/4 x 3/4 x 24 inches. Willow
cuttings or 3/8-inch rebar can also be used for stakes.
Maintenance Standards:
Stakes should be driven through the middle of the wattle, leaving 2 to 3 inches of the
stake protruding above the wattle.
Wattles may require maintenance to ensure they are in contact with soil and thoroughly
entrenched, especially after significant rainfall on steep sandy soils.
Inspect the slope after significant storms and repair any areas where wattles are not
tightly abutted or water has scoured beneath the wattles.
BMP C123: Plastic Covering +••,,c12,+
Purpose:
Plastic covering provides immediate, short-term erosion protection to slopes and
disturbed areas.
Conditions of Use:
Plastic covering may be used on disturbed areas that require cover measures for less than
30 days, except as stated below:
• Plastic is particularly useful for protecting cut and fill slopes and stockpiles.
Note: The relatively rapid breakdown of most polyethylene sheeting makes it unsuitable
for long-term (greater than six months} applications.
• Clear plastic sheeting can be used over newly-seeded areas to create a greenhouse
effect and encourage grass grow1h if the hydroseed was installed too late in the season to
establish 75 percent grass cover, or if the wet season started earlier than normal. Clear
plastic should not be used for this purpose during the summer months because the
resulting high temperatures can kill the grass.
• Due to rapid runoff caused by plastic sheeting, this method shall not be used
upslope of areas that might be adversely impacted by concentrated runoff. Such areas
include steep and/or unstable slopes.
• Whenever plastic is used to protect slopes, water collection measures must be
installed at the base of the slope. These measures include plastic-covered berms,
channels, and pipes used to covey clean rainwater away from bare soil and disturbed
areas. At no time is clean runoff from a plastic covered slope to be mixed with dirty
runoff from a project.
Plastic covering may also be used for:
• Temporary ditch liner;
• Pond liner in temporary sediment pond;
• Liner for bermed temporary fuel storage area if plastic is not reactive to the type
of fuel being stored;
• Emergency slope protection during heavy rains; and,
• Temporary drainpipe ("elephant trunk") used to direct water.
Design and Installation Specifications:
Plastic sheeting shall have a minimum thickness of 6 mils (0.006 inches, or 0.15 mm}.
Plastic slope cover must be installed as follows:
• Run plastic up and down slope, not across slope;
• Plastic may be installed perpendicular to a slope if the slope length is less than 1 o
feet;
• Minimum of 8-inch overlap at seams;
• On long or wide slopes, or slopes subject to wind, all seams should be taped;
• Place plastic into a small (12-inch wide by 6-inch deep) slot trench at the top of
the slope and backfill with soil to keep water from flowing underneath;
• Place sand filled burlap or geotextile bags every 3 to 6 feet along seams and
pound a wooden stake through each to hold them in place;
• Inspect plastic for rips, tears, and open seams regularly and repair immediately.
This prevents high velocity runoff from contacting bare soil which causes extreme
erosion;
• Sandbags may be lowered into place tied to ropes. However, all sandbags must
be staked in place.
• If erosion at the toe of a slope is likely, a gravel berm, riprap, or other suitable
protection shall be installed at the toe of the slope in order to reduce the velocity
of runoff.
Maintenance Standards:
• Torn sheets must be replaced and open seams repaired.
• If the plastic begins to deteriorate due to ultraviolet radiation, it must be
completely removed and replaced.
• When the plastic is no longer needed, it shall be completely removed.

STORMWATER POLLUTION PREVENTION PLAN (SWPPP)

BMP C220: Storm Drain Inlet Protection +••P,0220+
Purpose:
To prevent coarse sediment from entering drainage systems prior to permanent
stabilization of the disturbed area.
Conditions of Use:
Where storm drain inlets are to be made operational before permanent stabilization of the
disturbed drainage area. Protection should be provided for all storm drain inlets
downslope and within 500 feet of a disturbed or construction area, unless the runoff that
enters the catch basin will be conveyed to a sediment pond or trap. Inlet protection may
be used anywhere to protect the drainage system. It is likely that the drainage system will
still require cleaning.
Design and Installation Specifications:
Catchbasin filters
Catch basin filters should be designed by the manufacturer for use at construction sites.
The limited sediment storage capacity increases the amount of inspection and
maintenance required, which may be daily for heavy sediment loads. The maintenance
requirements can be reduced by combining a catchbasin filter with another type of inlet
protection. This type of inlet protection provides flow bypass without overflow and
therefore may be a better method for inlets located along active rights-of-way.

High-flow bypass that will not clog under normal use at a construction site.
The catchbasin filter is inserted in the catch basin just below the grating.
Maintenance Standards:
Catch basin filters should be inspected frequently, especially after storm events. If the
insert becomes clogged, it should be cleaned or replaced.
For systems using stone filters: If the stone filter becomes clogged with sediment, the
stones must be pulled away from the inlet and cleaned or replaced. Since cleaning of
gravel at a construction site may be difficult, an alternative approach would be to use the
clogged stone as fill and put fresh stone around the inlet.
Do not wash sediment into storm drains while cleaning. Spread all excavated material
evenly over the surrounding land area or stockpile and stabilize as appropriate.
BMP C152: Sawcutting and Surfacing Pollution Prevention +••,,0102+
Purpose:
Sawcutting and surfacing operations generate slurry and process water that contains fine
particles and high pH (concrete cutting}, both of which can violate the water quality
standards in the receiving water. This BMP is intended to minimize and eliminate ·
process water and slurry from entering waters of the State.
Conditions of Use:
Anytime sawcutting or surfacing operations take place, these management practices shall
be utilized. Sawcutting and surfacing operations include, but are not limited to, the
following:
, Sawing
• Coring
• Grinding
• Roughening
• Hydro-demolition
• Bridge and road surfacing
Design and Installation Specifications:
Slurry and cuttings shall be vacuumed during cutting and surfacing operations.
Slurry and cuttings shall not remain on permanent concrete or asphalt pavement
overnight.
Slurry and cuttings shall not drain to any natural or constructed drainage conveyance.
Collected slurry and cuttings shall be disposed of in a manner that does not violate
groundwater or surface water quality standards.
Process water that is generated during hydro-demolition, surface roughening or
similar operations shall not drain to any natural or constructed drainage
conveyance and shall be disposed of in a manner that does not violate
groundwater or surface water quality standards.

Cleaning waste material and demolition debris shall be handled and disposed of in
a manner that does not cause contamination of water. If the area is swept
with a pick-up sweeper, the material must be hauled out of the area to an
appropriate disposal site.
Maintenance Standards:
Continually monitor operations to determine whether slurry, cuttings, or process water
could enter waters of the state. If inspections show that a violation of water quality
standards could occur, stop operations and immediately implement preventive measures
such as berms, barriers, secondary containment, and vacuum trucks.
The following narrative addresses the 12 SWPPP elements.
1 -PRESERVE VEGETATION/ MARK CLEARING LIMITS
Puget Sound Energy's project limits will be delineated by construction cones when working on impervious
surfaces.
High visibility plastic fence(HVF) or silt fence will be used while working in soft surface areas.
All areas required to be delineated will be marked prior to beginning of any land disturbing activities.
All delineating HVF will be removed once construction in the area is complete.
All construction activities consist of disturbing earth, to accommodate the installation of a ·
PSE Gas Pipe Facility by way of a trench. Absolutely no grading or clearing will be involved.
All work will remain within hard surface roadway or roadway shoulder while with in the Right of Way.
Work limits are determined by the approved Traffic Control Plans submitted with the
King County Right of Way Permit.
Sections of this work may proceed outside of the Right of Way, at which point all work limits will be defined
with HVF. Absolutely no natural vegetation will be impacted during our construction.
There are no Critical areas within our project limits.
Best Management Practices (BMPs) to be used:
• BMP C103: High Visibility Plastic Fence
2 -ESTABLISH CONSTRUCTION ACCESS
Because this work remains in the roadway, and will be phased in lengths of 200' each day, there will not
be the need to establish a specific construction access. Nor will there be the need to implement any BM P's.
In cases where construction will proceed onto a undeveloped plat, the established construction access built
by the General contractor on site will be utilized.
Best Management Practices (BMPs) to be used:
• None
3 -CONTROL FLOW RATES
Construction will not be encountering any channels or swales. No BM P's to control water flows
will be necessary. Please see Element 4 for BM P's related to sediment flow control.

4 -INSTALL SEDIMENT CONTROLS
Accumulated sediment will be removed from the site with the aid of BMPs listed below, at the locations
shown on the SWPPP plan.

The only soil stabilization necessary during our project will be to cover our stock piles.
Plastic covering on top and below the stock pile will be implemented. Straw wattles are sometimes
used around the stock piles if they are on the soft shoulder near the roadway.

6 -PROTECT SLOPES
No slopes will be constructed or impacted during our construction. No BM P's will be necessary.

6. Maintain BMPs until project is complete and site is stabilized, at which time they may be removed.

This project is covered under the small project SWPPP requirements.
Construction Phasing will proceed day by day, limited to approximately 200 linear feet each day. All
BM P's will be implemented at the beginning of the day prior to any construction activities. All BMP's
will be removed at end of day after site is stabilized. Construction Crew will always make an effort to
divert runoff away from exposed areas wherever possible.
This SWPPP is NOT limited by the BM P's illustrated in this drawing. A CESCL will always be available
to advise a more appropriate or additional BM P's when necessary.
All Stock Piles will be held within the project phasing for that day's work.

Any and all chemicals, liquid projects, petroleum projects, and other materials that have the
potential to pose a threat to human health or the environment will be covered, contained and
protected from vandalism. We will keep all such products either in a locked trailer or a locked,
leak proof container. Any heavy equipment/vehicles will only be onsite temporarily. Any spills
will be cleaned immediately. If any restoration requires fertilizers and pesticides, it will be
applied per the manufacturers' label requirements for application rate and procedures. No pH
