Boeing COW Project Description Verizon proposes to place a Cell on Wheels (COW) at the Boeing 737 Plant in Renton as a Temporary Use Permit. The TUP is needed for up to 6 months while Verizon works with Boeing on development of an In- building system in order to provide adequate service to the Boeing campus. The COW is a self-contained cell site w·1th a mast for antennas and equipment on a mobile trailer. The COW is caged for security and the area of the COW is approximately 10' x 25' is size. Verizon will place the COW at the NW corner of the Medical Center building (see plans). The COW mast will be used for two panel antennas at a tip height of 40' and one microwave dish (Mw) at approximately 17', all on the COW and at heights proposed in order for the cell and Mw technology to operate effectively. The proposed Mw dish is needed for backhaul of the COW signals to a permanent Verizon site nearby. The panel antennas are the minimum number and size needed to address the coverage and capacity issues at Boeing's Renton Plant, in order to address the immediate need for adequate service on site, while a long term solution is pursued by Verizon and Boeing. There is no ground disturbance associated with this proposal. The COW will occupy 2 parking spaces (please see plans). As a result, there is no increase in impervious surfaces and no change to traffic or other patterns at the site, required for the proposed temporary use. Verizon will immediate remove the COW as soon as a permanent system is in place. Power to the COW to be supplied by Boeing. Cost to deploy the COW is approximately$ 18,000. There is a potential that if the COW does not operate effectively as proposed, that Verizon could place temporary antennas on the corner of the adjacent Medical Center building and leave the Mw dish only on the COW mast. The Eastside Rail Corridor Lakefront Segment is an important connection to the existing Cedar River Trail and the future Lake to Sound Trail; the City appreciates being in vo lved in facilitating the se connections. This letter i s a summary to our conversation regarding the selection of a preferred alternative, Gene Coulon Memorial Beach Park and parking. The City supports the on-railbed alternative and understand s the need for small sections to be shifted slightly eastward to allow space for buffering the trail from nearby re sidences, while providing space for the full trail profile. Using the existing railbed will provide significant cost efficiencies. As discussed, Gene Coulon Memorial Beach Park is a very highly utilized city facility with over 1.5 million visitors annually. While the park was designed to serve the Renton community, it serves the area regionally by default; during peak season, park capacity is exceeded. The park offers a wide range of active and passive recreational opportunities and is limited to pedestrian use only due to public safety and user experience. Pets are not allowed. Staff has communicated throughout the ERC master planning and EIS process the importance of locating the future ERC trail (for bicycle u se) outside of Coulon Park and we continue to support that approach. The TUP is needed for up to 6 months while Verizon works with Boeing on development of an In- building system in order to provide adequate service to the Boeing campus. The COW is a self-contained cell site with a mast for antennas and equipment on a mobile trailer. The COW is caged for security and the area of the COW is approximately 10' x 25' is size. Verizon will place the COW at the NW corner of the Medical Center building (see plans). The COW mast will be used for two panel antennas at a tip height of 40' and one microwave dish (Mw) at approximately 17', all on the COW and at heights proposed in order for the cell and Mw technology to operate effectively. The proposed Mw dish is needed for backhaul of the COW signals to a permanent Verizon site nearby. The panel antennas are the minimum number and size needed to address the coverage and capacity issues at Boeing's Renton Plant, in order to address the immediate need for adequate service on site, while a long term solution is pursued by Verizon and Boeing. There is no ground disturbance associated with this proposal. The COW will occupy 2 parking spaces (please see plans). As a result, there is no increase in impervious surfaces and no change to traffic or other patterns at the site, required for the proposed temporary use. Verizon will immediate remove the COW as soon as a permanent system is in place. Power to the COW to be supplied by Boeing. Cost to deploy the COW is approximately$ 18,000. There is a potential that if the COW does not operate effectively as proposed, that Verizon could place temporary antennas on the corner of the adjacent Medical Center building and leave the Mw dish only on the COW mast. The City supports the on-railbed alternative and understands the need for small sections to be shifted slightly eastward to allow space for buffering the trail from nearby residences, while providing space for the full trail profile. Using the existing rail bed will provide significant cost efficiencies. As discussed, Gene Coulon Memorial Beach Park is a very highly utilized city facility with over 1.5 million visitors annually.
