Sidhu Lot Line Adjustment

SUBJECT: Principles of Acceptability of a Lot Line Adjustment
Section 4-7-060B, lists 4 principles of acceptability that the Administrator or designee
considers, along with all other relevant information, when making a decision on a Lot
Line Adjustment application. A lot line adjustment shall be consistent with the following
principles of acceptability:
Check the appropriate box and give analysis, if necessary:
~ Correcting: Adjust lot lines including the elimination of a common lot line in
order to correct property line or setback encroachments;
Staff Analysis: The applicant is requesting a Lot Line Adjustment to adjust the lots
lines between 223 S 19th St (parcel no. 7222000512, Parcel "A") and the vacant
parcel to the west (parcel no. 7222000511, Parcel "B"). Together the parcels
total 28,500 square feet. The applicant is seeking to move the common property
line to the east a total of 5.87 feet. Both lots comply with the development
standards of the Residential-6 (R-6) zone. The existing single family home would
retained and the existing home would maintain the combined 15-foot side yard
setback required by the R-6 zone. The applicant proposes to adjust the lot line in
order to potentially avoid some or all of the following mitigation when applying
for a single family building permit on Parcel B: drilled pier foundations, over
excavating of the existing fill material, geotechnical monitoring services, and
annual reconnaissance-level geologic hazard and risk evaluation of the steep
slopes and existing fill deposits onsite.
~ Improving: Create better lot design, or improve access;
Staff Analysis: The proposed lot line adjustment improves access to parcel no.
7222000511 from existing improvements made to S 19th St and includes a larger
potential building pad for the future single family home on native soils within
Parcel B.

[g] Approval Criteria:
a. An additional lot, parcel or tract shall not be created; and

b. The subject lots, parcels or tracts are within the same zoning district; and
c. The proposed adjustments shall not cause the lots, parcels or tracts to
increase the nonconformity with respect to applicable zoning (see RMC 4-2),
subdivision and other code requirements pertaining to lot design, building
location, and development standards; and
d. The adjusted lot line(s) is shared by the subject lots.
Staff Analysis: No additional lots or tracts were created as part of this lot line
adjustment. The adjusted lot lines are shared by the subject lots. Both lots
are located within same zoning designation and both lots conform to the R-6
development standards of the R-6 zone.
[g] Non-Evasive: Lot line adjustments shall not serve to eliminate or circumvent any
state or local requirements, including but not limited to frontage improvements,
payment of fee-in-lieu, payment of latecomer fees or the installation of required
infrastructure.
a. Assessment of fees, right-of-way dedication and frontage improvements for
the entire length of the property line(s) bordering rights-of-way may be
required as a condition of approval for a lot line adjustment.
b. Lots, parcels or tracts that are increased in area by lot line adjustments shall
not be permitted to be subdivided for five (5) years following the date upon
which the lot line adjustment is recorded or three (3) years following the
approval of a lot line adjustment, whichever is longer, unless the following is
met:
i. The subdivision application includes all lots, parcels and tracts involved in
the lot line adjustment in the overall subdivision; or
ii. All required infrastructure, including but not limited to frontage
improvements, required infrastructure and utility lines are constructed
along the frontage of all lots included in the lot line adjustment.
Staff Analysis: The applicant is requesting a Lot Line Adjustment to adjust the
lots lines between 223 S 19th St (parcel no. 7222000512, Parcel "A") a 11,250
square foot lot and the vacant parcel to the west (parcel no. 7222000511, Parcel
"B") a 17,250 square foot lot. The proposed lot line adjustment would result in a
reconfiguration of the existing lots that would add 880 square feet to Parcel B.
The revised lot sizes would be 10,370 square feet for Parcel A and 17,250 square
feet for Parcel B. 223 S 19th St would retain the existing single family home and
both lots would still comply with the minimum lot size of the R-6 zone. Access to
both lots would be retained. This decision to approve the proposed lot line
adjustment did not include frontage improvements or right-of-way dedication. A
fee in-lieu was paid by the applicant in place of constructing street frontage
improvement.

Dear Ms. Tyler:
The City of Renton has approved the above referenced lot line adjustment and has
forwarded the final signed plans to King County for recording.
Please note the recording of the lot line adjustment map alone does not transfer
ownership of property. If necessary, prepare and record a deed transferring ownership
of the portion of land depicted in the lot line adjustment map. We recommend that the
legal description for this document be prepared by a surveyor. It is the applicant's
responsibility to ensure this document is properly prepared and recorded with the
County.

The City of Renton has completed the initial review of your proposed lot line adjustment
at 223 S 19th St (parcel nos. 7222000512 and 7222000511). The following changes will
be necessary in order for the City to approve your proposal:
1. Note the City of Renton land use action number and land record number, LUA17-
000085 and LND30-0400, respectively, on the final submittal. The type size used
for the land record number should be smaller than that used for the land use
action number.
2. Submit a Title Report for both properties.
3. Show all easements of record on the survey.
4. Remove zoning information on Sheet 1.
5. Add the proposed Lot information from Sheet 3 onto Sheet 2 and delete Sheet 3.
6. Add the existing buildings from Sheet 4 to Sheet 2.
7. Delete Sheet 4, as unnecessary for LLA for recording.
8. The tax parcel numbers identified on Sheet 1 for the existing and new legal
descriptions are incorrect.
9. Add side yard setback information from the existing structure on Lot 1 to the
final property lines.
10. The minimum side yard setback in the Residential-6 (R-6) zone is a combined 15
ft. with not less than 5 ft. on either side. The Together the proposed combined
side yard setbacks must add up to a minimum 15 ft.

Once the changes, as noted in the attached memo, have been made; please submit a
PDF version of the revised lot line adjustment to me. The revised plans will be routed for
final review and you will be notified when it is appropriate to submit the final signed

The Planning Division of the City of Renton has determined that the subject application is
incomplete according to submittal requirements and, the following items will need to be
submitted by June 9, 2017, in order to continue processing your application:
• Utilities Plan, Generalized (including frontage improvements): Please provide 5 copies
of a plan drawn on 22" x 34" plan sheets using a graphic scale of l" = 40' (or other size
or scale approved by the Planning Division) clearly showing all existing and proposed
public or private improvements.
• Calculations: Please provide 3 copies of complete field calculations and computations
noted for the plat and details (if any) of all distances, angles, and calculations together
with information on the error of closure. The error of closure on any traverse shall not
exceed 1' in 10,000'.Digital Copies.
• Digital Copy: Please provide a digital copy of each of the submittal items; this can be
submitted either on a CD, a USB portable (flash/hard) drive, other device or pathway as
approved by your assigned project manager.

Section 1 -Project Overview
The Sidhu Lot Line Adjustment consists of two existing parcels (#722200-0511 and 722200-0512). The
proposed lot line adjustment is to relocate the lot line separating the two parcels 7.43 feet to the east. The
house on Parcel A will remain. The site is considered rolling with relatively gentle slopes (less than 15%) for
the majority of the parcel. There are two areas on the site where the slopes exceed 40% The parcel is zoned
R6 (6du/ac) and is located in the SE Quarter of Section 19, Township 23 N, Range 5 E, W.M. King County,
Washington. The project site is shown in the vicinity map below.

incomplete according to submittal requirements and, the following items will need to be
submitted by June 9, 2017, in order to continue processing your application:
• Utilities Plan, Generalized (including frontage improvements): Please provide 5 copies
of a plan drawn on 22" x 34" plan sheets using a graphic scale of 1" = 40' (or other size
or scale approved by the Planning Division) clearly showing all existing and proposed
