COMMITTEE REVIEW: The review was conducted at 9 : 00 a.m. on May 25, 1989, in the third floor conference room of the Renton Municipal Building. The Committee review was conducted after receiving written comments from all divisions of the Public Works Department, all divisions of the Community Development Department, and the Fire, Police, and Parks Departments. FINDINGS, CONCLUSIONS, AND DECISION Having reviewed the written record in the matter, the Site Plan Review Committee now makes and enters the following: Findings: 1. The applicant, Olympic Door and Millwork, has requested site plan approval to allow construction and "operation of a warehouse/office facility (36, 000 square feet/3 , 200 square feet) . Warehouse will be used to store wood products (e.g. doors, trim, sash, etc. ) . 2. The applicant's file containing the application, the State Environmental Policy Act (SEPA) documentation, the comments from various City departments, the public notices requesting citizen comment;y.4nd other pertinent documents was entered as Exhibit No. 1. 3 . Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43 . 21C, 1971 as amended) , a Declaration of Non- Significance-Mitigated was issued for the subject proposal on March 29, 1989, with the following conditions: Site Plan Review Committee Report and Decision ` May 30, 1989 Page 2 a. That the applicant ensure that the project is designed in such a way that all on-site exterior lighting is contained on-site. Note: Illumination sources shall be shielded so as not to be visible off-site. b. That the applicant provide a landscaping plan which is designed: 1) to provide an aesthetically pleasing visual barrier between the building and the perimeter of the site; 2) to mitigate light and glare; and 3) to enhance erosion control in the event of flooding of the property. c. That the applicant redesign ingress/egress routes to the project, (subject to approval by the Traffic Engineering Division) , in order to increase efficiency of on-site operations and reduce safety impacts as traffic enters and leaves the East Valley Highway corridor. Specific recommendations include: 1) on the East Valley Highway, the first driveway south of S.W. 27 Street is to be deleted because the driveway is too close to potential signalized intersection and one street light exists in the proposed location and 2) a sidewalk proposal is needed in conjunction with land use (site plan approval) and construction permit review. e. That in order to mitigate storm water runoff impacts the applicant be required to either: 1) develop a plan for placement of the structure at a location on the site and at an elevation which would ensure protection of it and emergency fire fighting and parking during a 100 year flood, based upon the existing flood plain (Note: Existing 100 year flood plain may change from current FEMA levels depending on drainage alternatives now being evaluated) or submit a letter to the City acknowledging potential flooding risks to said property and holding the City harmless for any flood damage to the property; 2) develop compensating flood storage for any loss of existing flood storage capacity due to any filling of the site below the existing 100 year flood level - (Note: The site is not defined as being included in the most recent 100 year flood plain established by FEMA) ; 3) develop a plan to ensure protection of water quality through use of oil/water separators and biofiltration; and 4) develop a landscaping plan designed to enhance erosion/flood control management (e.g. berms, plantings which cover and protect soil, etc. ) . That the applicant be required to develop a plan in conjunction with the currently proposed building, or building modifications to ensure that materials now (or in the future) stored on-site shall not be allowed to contaminate the adjacent wetlands (e.g. due to accidental spill or flooding) . Note: No contamination is anticipated from wood products slated to be stored on-site in conjunction with this development. Containment, however, is necessary for protection in conjunction with future possible hazardous materials that might be stored by subsequent occupants during the life of the warehouse. g. That the applicant be required to submit the following plans to mitigate construction-related impacts: 1) an erosion control plan; 2) a plan for wheel-washing of construction trucks prior to their leaving the site to protect adjacent roadways from dust and debris; 3) a plan for periodic watering down of the construction site to control dust; and 4) a plan for approved haul routes and hours of operation. These plans are subject to approval by the Public Works Department, and, as appropriate, by the Police Department. h. That the applicant be required to provide a $2, 000. 00 bond for street clean-up. 4 . Plans for the proposal have been reviewed by all City departments affected by the impact of this proposal. 5. The subject proposal is consistent with the Comprehensive Plan designation of Manufacturing Park/Multiple Option. 6. The site plan, as presented, provides sufficient parking to comply with the Parking and Loading Ordinance of the City of Renton. 7. The subject site was annexed into the City in 1959 by the adoption of Ordinance No. 1745, as amended by Ordinances 1764 and 1928, "Modification of Boundaries" . The site was zoned Manufacturing Park (M-P) in January, 1987. 8. Land uses surrounding the subject site include vacant land, manufacturing uses, warehousing, wholesale services, and similar activities. 9. The applicant's site plan complies with the requirements for information for site plan review, as delineated in Section 4-738 (Site Plan Review) of the Zoning Ordinance: a. Conformance with the Comprehensive Plan, its elements and policies; The proposed land use, a warehouse and office facility, is consistent with the Manufacturing Park/Multiple Option designation established for this site on the Comprehensive Plan Map. The proposed storage/office facility complies with general Comprehensive Plan Policies for Industrial Development (the most closely related category to the proposed development) and for Urban Design - with the following policies being particularly germane: 01 LC riaii rcevJew committee ' Report and Decision ,- May 30, 1989 Page 4 URBAN DESIGN GOALS III.A. Growth and development should occur in a timely and logical progression of the existing urban area to maximize the use of existing services. INDUSTRIAL GOALS VI.A. To promote the development. . .of industrial facilities. VI.A. 1 Industrial areas should be compatible with adjacent land uses. VI.A. 3 . Industrial areas should be located and designed so that access is convenient to major transportation corridors. VI.A. 6 Compatible design and landscape themes should be encouraged. The proposed development also complies with specific Comprehensive Plan Policies adopted in 1984 for development in the Green River Valley. b. Conformance with existing land use regulations; The subject proposal generally complies with requirements for development in the Manufacturing Park (M-P) Zone (Section 4-730) , with respect to permitted uses, as well as with development standards, including lot coverage, height of the proposed structure, and building setbacks. It also complies generally with the requirements of the Parking and Loading Ordinance (Title 4 , Chapter 22) and the Landscaping Ordinance (Section 4-744) . c. Mitigation of impacts to surrounding properties and uses; The land to the north, east, and west of the proposed site is vacant. A warehouse/office building is located to the south. The applicant's project design and location, together with land use conditions established by staff in conjunction with this development, should minimize the impacts from the proposed facility on the neighboring properties. Measures to limit impacts to the adjacent _ properties and uses include: 1) location of the structure well away from site boundaries; 2) design of the structure with exterior materials (e.g. tilt-up concrete siding, metal roofing) which are attractive and durable; 3) a landscaping plan which provides extensive, substantially sized plantings to serve as a visual buffer between the site and neighboring properties and is designed (e.g. bermed) to provide erosion control; 4) an exterior lighting plan which illuminates the site, while containing light and glare away from abutting properties and rights-of-way; 5) improvements to the storm water drainage system to , Site Plan Review Committee Report and Decision . May 30, 1989 Page 5 protect neighboring properties against flooding and erosion; 6) a secondary containment plan and/or construction revisions to protect neighboring properties from possible contamination from hazardous materials over the life of the project; and 7) a traffic management plan to enhance the safety and efficiency of off-site travel. To ensure mitigation of impacts for the life of the project a restrictive covenant will be recommended, to run with the land, to: 1) require site plan approval/environmental review for any modifications of materials to be stored on site and/or change of land use; and 2) prohibit storage or use of hazardous materials on site. The applicant is also required to submit plans to mitigate construction-related impacts, including: 1) an erosion control plan; 2) a plan for wheel-washing of construction trucks prior to their leaving the site to protect adjacent roadways from dust and debris; 3) a plan for periodic watering down of the construction site to control dust; and 4) a plan for approved haul routes and hours of operation. In addition, the applicant is required to provide a $2 , 000. 00 bond for street clean-up. d. Mitigation of impacts of the proposed site plan to the site; The applicant's project design together with the conditions proposed in conjunction with this land use review mitigate the on-site impacts of the development. Measures mitigating the on-site impacts include the requirements for the applicant to provide: 1) an attractive, safe, functional structure; 2) a construction and landscaping plan that will enhance erosion/flood control management and provide on-site visual relief; 3) a secondary containment plan to protect the site from possible contamination from hazardous materials over the life of the project; and 4) a traffic plan (e.g. for location of driveways and lighting) to enhance the safety and efficiency of ingress/egress and on-site travel. e. Conservation of area-wide property values; The subject proposal is not expected to negatively impact area-wide property values by providing a use which is appropriate to the existing Manufacturing Park zone and consistent with vicinity uses, a structure which is compatible with other structures in the area and landscaping that will enhance the site as well create a visual buffer between the site and surrounding properties adjacent and nearby property values should actually be enhanced since the site is now vacant. . f. Safety and efficiency of vehicle and pedestrian circulation; The subject proposal is expected to add approximately 245 vehicular trips daily to the access routes (East Valley Highway and S.W. 27 Street) . The existing roadways are generally sufficient to meet the traffic needs generated by the existing and proposed industrial. developments, with appropriate mitigation measures. Site Plan Review Committee Report and Decision ; May 30, 1989 Page 6 Traffic mitigation measures have been required in conjunction with environmental review and/or will be required in conjunction with site plan review as follows: 1) that the applicant contribute traffic mitigation fees for off-site traffic related improvements as provided/specified for developments in the Green River Valley TBID and 2) that the applicant redesign ingress/egress routes to the project, subject to approval by the Traffic Engineering Division (e.g. location of driveways and off-site illumination) ; 3) that the applicant provide off-site improvements (e.g. curbs, gutters, sidewalks) and 4) that the applicant dedicate a five (5) foot wide strip of property along the northern perimeter of the parcel for future improvements to S.W. 27th Street (as authorized in the Valley Transportation Plan for the construction of improvements to the S.W. 27 Street interchange with I- 405 and subject to credit against fees required by the TBID) . Some traffic impacts can be anticipated during construction activities as a result of the need to use trucks to bring construction materials to the site and, possibly, to haul excavated soil from the site. Mitigation of these impacts has been required in conjunction with environmental review; specific hauling hours and routes will be established at the time of review of the building plans. g. Provision of adequate light and air; The size and location of the subject proposal is such that it is not anticipated to restrict adequate light and air to the site or to neighboring properties. h.. Mitigation of noise, odors, and other harmful or unhealthy conditions; The proposal is for construction of a warehouse/office facility in a Manufacturing Park zone. It is not anticipated that this use will cause noise, odors, or other harmful or unhealthy conditions. Some noise, dust and debris will be generated during construction activities. These impacts will have some effect on the abutting property to the south which is developed with a warehouse/office and upon abutting rights-of-way. (Other nearby properties are vacant; no residences are located in the neighborhood) . Staff note that noise levels are not anticipated to exceed those permitted by the Noise Ordinance. Dust and debris on-site can be controlled by periodic watering down of the site; tracking of dust and debris off-site can be controlled by wheel-washing of construction vehicles prior to their leaving the site. Bonding for street cleaning also is recommended. Availability of public services and facilities to accommodate the proposed use; The Fire Prevention Bureau and the Police Department have indicated that the proposed facility would not place a significant burden on their respective services. No measures are proposed other than adherence to applicable code provisions such as those for access, signage, fire hydrants, and sprinkler systems. Site Plan Review Committee ' Report and Decision • May 30, 1989 Page 7 The Public Works Department reports that the site is adequately served by the existing water and sewer utilities. The Storm Water Engineering Division reports that the existing valley drainage system is inadequate and only minor storms can be handled without flooding. Under future development conditions, without improvements made to the Green River levees and the P-1 Channel project in place, it is possible that the site would then be in a "revised future" 100 year flood plain (i.e. one which is presumably higher than that which now exists in the Valley) . (Note: The site has not been defined as being one which is included in the most recent 100 year flood plain established by FEMA) . In conjunction with environmental review, mitigation measures have been established to provide flood control, address storm water management and preserve water quality (See Section 3 above) . j . Prevention of neighborhood deterioration and blight. The proposed development is expected to have a generally positive impact on surrounding properties and on the local area since the use is compatible with the zoning designation and existing uses. Conclusions: 1. The subject proposal generally complies with the policies and codes of the City of Renton. 2 . Specific issues raised by various City departments and focused on were: a. Provision of adequate storm water drainage management. (See Section 3 (b) , (e) , and (f) and Section 9 (c) , (d) , and (i) . b. Provision of adequate traffic mitigation measures. (See Section 3 (c) and (d) and Section 9 (c) , (f) , and (i) . 3 . The proposal complies with the Comprehensive Plan designation of Manufacturing Park/Multiple Option. Decision: The site plan for Olympic Door and Millwork, file no. ECF; SA- 008-89 is approved subject to the following conditions: 1. The applicant shall comply with all the conditions listed in the Declaration of Non-Significance-Mitigated issued on March 29, 1989 . 2 . The applicant shall develop the structure, as proposed, with materials (tilt-up concrete siding and aluminum trim) which are attractive and durable, which are appropriate to the use, which provide attractive facades to nearby existing and proposed office and warehouse uses, and which are architecturally compatible with materials used on those neighboring developments. 3 . The applicant shall dedicate a five (5) foot wide section of property abutting the north property line (S .W. 27th Street) for future right-of-way improvements to the S.W. 27 Street interchange with I-405, as authorized in the Valley Transportation Plan. The applicant shall comply with all City of Renton regulations for development including, but not necessarily limited to, utilities, fire, building, construction, road improvements, and zoning codes. 5. A decision was made to defer development of a determination for this project, pending the establishment of a new storm water drainage policy for the Valley. That policy is scheduled for adoption by no later than April 5, 1989. In such a situation, SEPA Rules provide an opportunity for the applicant to request that the City issue a threshold determination immediately. In the event that the applicant makes such a request, it is likely that a Determination of Significance would be issued, requiring the preparation of an Environmental Impact Statement or the provision of new information concerning storm drainage management impacts/mitigation measures that might cause the Environmental Review Committee to issue a revised determination -- a Determination of Non-Significance or a Determination of Non-Significance - Mitigated. The applicant would then have the option of submitting the requested documentation or appealing the initial Determination of Significance to the Hearing Examiner. An alternative option would be the redesign of the project so that it is located above the estimated - or revised - 100 year floodplain (without the PI/P9 channel).
