STORMWATER PUMP STATION UPGRADES PROJECT THIS AMENDMENT, dated for reference purposes only as April 1, 2024, is by and between the City of Renton (the "City"), a Washington municipal corporation, and RH2 Engineering, Inc. ("Consultant"), a Washington corporation. The City and the Consultant are referred to collectively in this Amendment as the "Parties." Once fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-20-031, dated January 24, 2020, to provide necessary services for the Rainier Ave. and Oakesdale Ave. Stormwater Pump Station Upgrades Project -Alternatives and Feasibility Evaluation (referred to herein as the "Agreement"); Whereas, the Parties wish to amend the Agreement to add additional scope of work, and to change the time for performance, and to add additional compensation, in order to deliver final design for the Rainier Ave S Pump Station backup generator. NOW THEREFORE, it is mutually agreed upon that CAG-20-031 is amended as follows: 1.Scope of Work: Section 1, Scope of Work, is amended to include additional technical evaluation, private entity consultation, and design and drafting services, as specified in Exhibit A-4, which is attached and incorporated herein. 2.Time of Performance: Section 3, Time of Performance, is amended pursuant to the schedule(s) set forth in Exhibit C-4. All Work shall be performed by no later than July 31, 2026. 3.Compensation: Section 4, Compensation, is amended so that the maximum amount of compensation payable to Consultant is increased by $92,350 from $160,300 to $252,650, plus any applicable state and local sales taxes. The additional compensation shall be paid based upon Work actually performed according to the rate(s) or amounts specified in Exhibit B-4, which is attached and incorporated herein. The Rainier SWPS was constructed in the 1960s. Its electrical equipment is from the original construction and does not meet the current electrical code with regards to the location in a Class 1, Division 2 area. To meet current electrical code, new electrical equipment will need to be relocated to a separate electrical building or under a shelter outside of the classified area. In addition to electrical equipment upgrades, the City requested RH2 evaluate alternatives for equipping the station with a permanent emergency generator. Based on the alternatives evaluation and preliminary design prepared by RH2, the City has chosen to locate the emergency generator for the Rainier SWPS within the Rainier Avenue right-of-way (ROW), just south of the existing pump station. Improvements also will include upgrades to the existing electrical system. This Scope of Work includes the preparation of bid-ready design plans, specifications, and opinion of probable construction cost (OPCC), as well as services during bidding, for the Rainier SWPS. This Scope of Work presumes that the previously developed 60-percent design will be advanced to bid-ready design. This design is contingent upon the City working with Puget Sound Energy to extend a gas main along Rainer Avenue SW to serve the service line to the backup generator. Task 6 -Project Management Objective: Manage the RH2 project team and maintain files and records. Monitor the project scope, budget, and schedule. Approach: 6.1 Provide monthly invoices documenting work performed and budget status. 6.2 Maintain frequent communication with the City to discuss the project's progress. 6.3 Maintain project files and records. Prepare 75-percent technical specifications and OPCC. Submit 75-percent design documents to the City for review. Approach: 7.1 Advance the preliminary design plans to 75 percent. 7.2 Prepare 75-percent technical specifications based on RH2's technical specifications that are tailored for this project. 7.3 Develop a 75-percent OPCC for this project. 7.4 Submit the 75-percent design plans, specifications, and OPCC to the City for review. Attend one (1) virtual review meeting with City staff. Assumptions: •RH2 will rely upon the accuracy and completeness of information, data, and materials generated or produced by the City or others in relation to this Scope of Work. •It is assumed the City will submit the ROW permit for this project. •It is assumed the City will prepare the non-technical specifications. Provided by City: •Review and comment on 75-percent plans, technical specifications, and OPCC. •Attendance at 75-percent design review meeting. RH2 Deliverables: •75-percent review plans, technical specifications, and OPCC in electronic PDF. •Attendance at virtual 75-percent design review meeting. Task 8 -90-Percent Plans, Specifications, and OPCC Objective: Prepare 90-percent design plans, general and technical specifications, and OPCC. Perform internal quality assurance and quality control (QA/QC) review and submit 90-percent design documents to City for review. Approach: 10.1 Prepare bid advertisement and coordinate the timing and placement with the City. The City will submit the advertisement to the appropriate publications and pay any applicable fees. 10.2 Produce PDF and hard copy sets as listed in the deliverables of the plans for RH2 and City use. The City will produce hard copies of the bid-ready specifications for bidding the project. 10.3 Respond to questions from bidders. Revise the plans, technical specifications, or construction contract conditions during the bidding process, as warranted. If requested, prepare addenda. 10.4 Assist the City with the evaluation of the qualifications and references for the apparent low bidder. Prepare recommendation of bid award letter. It is assumed that the City will perform the bid award and construction contract execution tasks and that RH2 will not be involved with the bid opening activities. 10.5 Prepare construction plan sets, specifications, and construction contract documents for the pre-construction meeting. Coordinate with the City to produce hard copies listed in the deliverables, along with a PDF version of the documents. Provided by City: •Bid-ready specifications. One (1) electronic PDF and four (4) hard copies: one (1) set for City use and bidding purposes; and three (3) sets for RH2's file and staff use during bidding. •Management of and payment for the Builders Exchange of Washington online bidding process. •Distribution of bid documents and maintenance of the plan holder's list. •Issuance of addenda, if any, to all plan holders. •Bid opening attendance and tabulation of bids received. •Bid award and construction contract execution. •Construction specifications. One (1) electronic PDF and seven (7) hard copies: four (4) for contractor; two (2) for City; and one (1) for RH2 file and staff use. RH2 Deliverables: •Bid-ready plan sets. One (1) electronic PDF and four (4) 11-inch by 17-inch hard copies: one (1)set for City use and bidding purposes; and three (3) sets for RH2's file and staff use during bidding. •Phone assistance to vendors and bidders during the bidding phase. •Addenda in electronic PDF, if requested.
