PROPOSAL: The applicant proposes to install a smolt counter device
on the downstream fish migration facility located at the
Black River Pump Station facility on property owned by
King County at 1110 Monster Road Southwest.

An exemption from a Shoreline Management Substantial Development Permit is hereby granted on the
proposed project described on the attached form for the following reason(s):
Normal maintenance or repair of existing structures or developments, including damage by
accident, fire or elements.
Construction of the normal protective bulkhead common to single-family residences.
Emergency construction necessary to protect property from damage by the elements.
Construction of a barn or similar agricultural structure on wetlands.
Construction or modification of navigational aids such as channel markers and anchor buoys.
Construction on wetlands by an owner, lessee, or contract purchaser of a single-family
residence for his own use or for the use of his family which does not exceed a height of thirty-
five (35) feet above average grade level.
Construction value does not exceed $2,500 and project does not materially interfere with the
water or shorelines of the state.
Construction of a dock designed for pleasure crafts only for the non-commercial use of the
owner of a single-family residence provided the cost does not exceed $2,500.
X Construction is designed to improve fish or wildlife habitat or fish passage, provided the
project is granted a hydraulic project approval by the department of fish and wildlife pursuant
to chapter 75.20 RCW.

'The State Environmental Policy Act (SEPA), Chapter 43.21C, RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. Although the State Environmental Policy Act does specify certain
categorical exemptions, these can, in some cases, be modified by local agencies if there is a likelihood of probable significant
adverse impacts from an otherwise categorically exempt project. Although the SEPA rules do not generally require environmental
documentation when a project is categorically exempt, many smaller projects are, in fact, a part of a larger whole which is not
exempt. Also, under recent guidelines issued by the Washington State Department of Ecology, it is recommended that agencies
reviewing projects show that SEPA was considered. This would be consistent with a 1980 State Court of Appeals decision which
held that agencies should consider likely environmental effects before applying the SEPA categorical exemptions. The City of
Renton has developed this abbreviated checklist to assist in doing this. Please answer each question and attach your answers
on additional pages if you need more space. Do not leave any question blank--if a question does not apply, please note
lthis after the question.
