This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 04.20.2024, at approximately 1733 hours, I was dispatched to a single vehicle (motorcycle), obvious injury, blocking collision in the intersection of Main Ave S. and Houser Way S (930 Houser Way S.)., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #204, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 302. At the time of this incident, it was raining steadily, the roadways were wet with standing water, it was daytime, streetlights were not illuminated, and it was approximately 53 degrees. Prior to my arrival, dispatch updated the notes in the call with the following: `CONS,ADULT MALE, NOT ABLE TO GET UP **MEDIC** HAS PAIN IN RIGHT SHOULDER.' `MOTA, JOHN/PSRBY Phone: 206/518-8025 LocDesc: <1000/ 936> RPCon?: O Comment: 1 MVA.... MC FELL OFF OF BIKE.... POSS CAUSED BY RAILROAD TRACKS.... NO CONTACT MADE.... LINK FURTHER RP IS GOA FROM LOC.' I arrived on scene at approximately 1737 hours and Renton Fire Authority was already onscene, medically evaluating the rider of Unit 01. Unit 01 was identified as a black in color Harley Davidson RA1250 Motorcycle bearing WA/1 K8101. Unit 01 had moderate damage to the right-side body of the vehicle and the front tire. Dispatch was updated and Bankers towing was notified. Unit 01's driver was identified by his WADL photo as LOWE, Robert Joy (DOB: 09,19.1976). LOWE matched the photo on his DOL return and he stated he was riding southbound on Main Ave S., and took a right onto Houser Way S., heading westbound. Houser Way S. is a one-way roadway and has an integrated railroad track running through it. LOWE's motorcycle front tire slid into the railroad track groove, twisting his MC and partially ejecting him. LOWE sustained pain and injury to the right shoulder, possibly broken collarbone, arm or shoulder blade, and pain to his right leg. A WACIC/NCIC/DOL query on LOWE was clear and valid and he had a valid Motorcycle endorsement. Lowe had a handgun on his Motorcycle at the time of this collision and Officer Carstensen took custody of the firearm and placed it into safekeeping. Lowe was transported to Valley Medical Center with obvious injuries. This collision was caused by environmental and roadway factors and not rider negligence, no citations were issued.
