EE71373 CASE# 24-4426 FC LNaoy L isI©ON O 04/23/24 15:44 F cu NARRATIVE 24-4426 Unless otherwise noted, the following took place within the city limits of Renton, County of King, WA. On 04/23/2024 at approximately 1545 hours, I was dispatched to an accident with injuries located at the intersection of Oakesdale Ave SW and SW 27th St. Dispatch advised the accident was a vehicle versus a pedestrian, the pedestrian is injured and the vehicle has fled the scene. While en route, dispatch also advised the suspect vehicle is possibly a red or maroon, 4-door sedan that was last seen traveling northbound on Oakesdale Ave SW. I arrived on scene with Officer Sims and Officer Gorajewski. RRFA was already on scene and tending to the victim, later identified as Brian C. Collier (08/19/1978) and verified via WA DOL. Officer Sims and I assisted RRFA with loading Brian to the backboard and applying a c-collar neck brace to Brian. While tending to Brian, I briefly was able to observe large abrasions to his back, as well as blood from lacerations to his left arm. RRFA continued their assessment of Brian while I interviewed a witness. I observed Brian's bicycle on the sidewalk, and it appeared to be bent out of shape. I observed several pieces of the bicycle scattered in the roadway to include his seat. The witness, identified as Celina Mendoza (09/11/1984), relayed the following: She was sitting at a red light on Oakesdale Ave SW, facing south bound. Traffic going east and west on SW 27th St had a green light. She observed Brian crossing at the crosswalk on his bicycle, on the northside of the intersection, traveling from the westside of the intersection to the eastside. Celina then saw a red Honda sedan make a left turn from the westside on SW 27th St onto northbound Oakesdale Ave SW. She saw the red Honda, who was making the turn quickly, strike Brian on his bicycle while in the middle of the crosswalk. Brian was knocked to the ground and was able to briefly stand up and limped to the grass next to the sidewalk. The red Honda stopped for a moment, the driver stayed in the vehicle, and then fled the scene traveling northbound on Oakesdale Ave SW. Celina said the vehicle should have heavy windshield damage and a large dent to the front bumper. Celina observed the driver of the red Honda through the window and described them as a mid-30s male, with light brown or blonde hair. Celina also sent me a photograph she took of Brian's bicycle before it was moved out of the roadway. Celina's photograph, along with photographs I took will be uploaded to the case file. Speaking with Officer Sims, 1 gathered that Brian sustained large abrasions across his entire back, lacerations to his left arm, and is complaining of neck and back pain. Officer Gorajewski spoke with another witness on scene, who relayed similar circumstances. Officer Gorajewski took photographs of Brian's injuries which will be uploaded to the case file. TriMed arrived on scene and Brian was loaded into the ambulance and transported to Valley Medical Center for further evaluation. Prior to Brian leaving the scene, I provided him with a business card with the case number. I recontacted Brian while at the hospital and completed the Renton Police medical release form. Brian informed me that he did want to press charges if the suspect is identified. Read other involved officers supplemental reports for further details. There is minimal suspect information at this time, however if a suspect is identified, there is probable cause to arrest for felony hit and run as Brian sustained substantial injuries causing him to be transported to the hospital. I certify under penalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Electronically signed by Officer N.
