THIS AMENDMENT, dated for reference purposes only as April 18, 2024, is by and between the
City of Renton (the “City”), a Washington municipal corporation, and Reid Middleton, Inc.
(“Consultant”). The City and the Consultant are referred to collectively in this Amendment as the
“Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date
signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-24-019, dated
February 5, 2024, to provide necessary services for the 800 Building Structural Assessment
(referred to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to change the scope of work, change the
time for performance, and change the compensation in order to perform additional surveys of
the settlement below the building.
NOW THEREFORE, It is mutually agreed upon that CAG-24-019 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit
B, which is attached and incorporated herein.
2. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $15,964 from $9,500 to $25,464,
plus any applicable state and local sales taxes. The additional compensation shall be paid
based upon Work actually performed according to the rate(s) or amounts specified in
Exhibit B, which is attached and incorporated herein.
3.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.

This Amendment modifies Exhibit A, dated January 8, 2024, of the Agreement between Reid
Middleton, Inc. (Reid Middleton) and the City of Renton (the Client). Provisions of the original
Agreement shall apply except as follows:
In a letter report written by Reid Middleton, dated March 8, 2024, it was recommended that further
study be undertaken to identify the current size, quantity and location of voids beneath the existing
ground floor slab. This 2003 report recommended filling the existing voids with grout. It is not clear
whether these voids were ever filled with grout. This further study is intended to provide the City of
Renton with more current information about the state of the voids underneath the slab and to identify
whether the quantity or size of voids has worsened since 2003. The scope of services described in
this Amendment are additional services intended to add to the services already provided.
A. SCOPE OF SERVICES
1. Slab Scanning Services
to scan the ground slab to locate voids beneath it. Scan2Core will also drill into the
slab in select locations to measure the height/depth of voids beneath the slab. The
drilling is anticipated to occur only in areas of the building with no floor finishes to
avoid disturbing (or the need to repair) floor finishes. It is not expected that
Scan2Core will scan/measure the entirety of the ground floor slab. Rather, Scan2Core
will measure in select locations and compare the information to the measurements
taken in 2003. The primary purpose of the scanning is to assess whether grout repair
was ever conducted after 2003 and generally assess how much additional ground
settlement has occurred since 2003 in selected locations. Scan2Core will spend a
maximum of (4) days on site.
2. Underslab Grout Repair Cost Estimate
cost estimating subconsultant ProDims will develop a cost estimate
for the concept-level repair of the ground floor slab by injection of grout into the
voids beneath the slab. The cost estimate will be informed by the GPR scanning
conducted in Section A Item 1 and other available information. The cost estimate will
be developed in Microsoft Excel in the Uniformat Work Breakdown Structure format.

3. Engineering Report and Subconsultant Coordination
Reid Middleton will coordinate with and observe the work of Scan2Core. Reid
Middleton will also be on site with Scan2Core during a portion of their slab scanning
work. Reid Middleton will develop a concept-level repair construction scope of work
for the injection of grout into the voids beneath the slab and convey this information
to the cost estimator. Reid Middleton will write a letter report summarizing the
observations, measurements, and results from the slab scanning and cost estimation
services. Reid Middleton will also make recommendations, as appropriate, based on
the results of the services including an opinion of possible repercussions if no
building repair work is performed.
4. Additional services requested by Renton Municipal Airport, City of Renton or
recommended follow-up work noted in the letter report.
B. COMPENSATION
1. For services described in Section A, Items 1, 2, and 3, Reid Middleton shall be paid
on a time-plus-expense basis in accordance with the provisions of Reid Middleton s
Exhibit A, Schedule of Charges Effective July 1, 2023, or on a basis of such other
mutually satisfactory arrangements as may be negotiated.
Reid Middleton has not utilized all its fee from the original Agreement. It is
anticipated that any unused portion of fee from the original agreement will be
repurposed for the below tasks. The unused fee will not cover the entirety of the
services listed below but is expected to cover a portion of it.
The total budget will be limited to the following:
Engineering

2. Item 2, Underslab Grout Repair Cost Estimate $ 2,259
3. Item 3, Engineering Report and Subconsultant

estimate during the conceptual design formatted in Uniformat in MS Excel.

Schedule to complete the work is noted above for each of the estimates.
Included is:
Develop construction cost estimate based on the drawings, design narratives, reports
and photos for the submittals.
The construction cost estimate is developed in MS Excel and formatted in Uniformat
WBS with Spreadsheet Summary.
Updating the cost estimate based on the team and owner feedback within two weeks of
delivering the estimate.
Team meetings via conference calls/on-line.
Excluded from the estimating work is:
Site visits and on-site meetings.
Major reformatting of the estimates.
Owner soft costs estimate.
Construction schedule, Life Cycle Costs and value engineering studies are also excluded.
Contract Paperwork:
Should this proposal be accepted please address the contract to Duane Mask, President and
forward to Dennis Teschlog; Senior Estimator.
Terms and Conditions:
-Fee Proposed to only the company referenced above and is not transferable to another firm.
-Fees are based upon available information of the scope of work at the time of the proposal.
Should the scope change please contact us to equitably adjust fees.
-This fee proposal is good for 180 days from the date above for acceptance.
-The work in this fee proposal is to be completed within 365 days from the date of acceptance.

package.
