Subject: Request for Minor Site Plan Modification
Dear Neil:
With this letter, the Renton School District requests a minor modification to the approved site plan
for Honeydew Elementary School, located at 800 Union Avenue NE in Renton, on King County
parcel numbers 102305-9007 and 102305-9121.
The modification is requested to accomplish the following:
• Reorganize parking areas and onsite circulation to separate drop-off areas from parking lot
traffic;
• Increase the number of onsite parking stalls;
• Remove two of the existing four portables. These portables may be re -installed at a later
date;
• Construct grass drainage swales in the southern portion of the site to improve water quality;
and
• Make frontage improvements to NE 8th Street.
The 521,686 square foot site is zoned R-8. Existing structures on the site include the main school
building, a covered play shed, and four portable classrooms. With the exception of the two
portables to be removed, all existing structures will remain. While the main school building will
be renovated, no expansion of the existing floor area of the buildings is proposed. The project may
also include construction of a new, peaked roof at a future date, which would extend the building's
roofline past the existing roofline and increase the height of the building. The main school
building is currently 11 feet in height. If the new roof is constructed, the height of the main school
building will increase to 30 feet, which is consistent with the maximum allowedbuilding height of
30 feet in the R-8 zone (Renton Municipal Code 4-2-110A). No alterations to the existing
playfield are proposed. See the attached site plan.

Site plan approval for Honeydew Elementary School was granted under Renton project number
LUA-00-083, SA -A. A modification to the approved site plan was approved March 22, 2004, with
a second modification approved April 8, 2004; both of these modifications related to placement of
the existing four portable classrooms on the site.
The current request for site plan modification will:
• Remove approximately 9,800 square feet of on-site impervious surface. Existing
impervious surfaces cover about 34.2 percent (4.1 acres) of the site. Upon completion of
this project, including the new roof, if,constructed, about 32.2 percent (3.9 acres) of the site
will be covered with impervious surfaces.
• Remove approximately 3,000 square feet of existing vegetation for construction of
reorganized parking areas. The removed vegetation will be replaced by new vegetation in
other areas.
• Include site grading, consisting of approximately 1, 100. cubic yards of cut and
approximately 900 cubic yards of fill. Any import would likely be crushed rock, asphalt or
topsoil material, which would come from recycled material on-site or local suppliers.
• Include construction of grass swales along part of the south side of the westerly and middle
basins to collect runoff from the existing and new asphalt and grass areas. These swales
will provide some water quality treatment. Stormwater leaving the swales will be collected
in new street conveyance systems that will discharge to the City's existing stormwater
conveyance systems.
• Alter vehicle access points on NE 8th Street to include four access points instead of the
existing three access points on this street. This will include converting one existing access
point on NE 8th Street to "exit only" and adding an "entrance only" access. These access
points will provide access to the easternmost parking area on the site.
• Change the configuration of existing on-site parking areas and re -stripe them to increase
the number of on-site parking stalls from 94 standard and 2 handicapped stalls to 108
standard and 6 handicapped stalls. This will include extension of the existing easternmost
parking area northward into the site, to include some of the currently paved area between
the existing covered play shed and the athletic fields.
Vehicle access to the site is from Union Avenue NE and NE 8th Street. There is currently one
existing point of vehicular access to the site on Union Avenue NE and three on NE 8th Street.
Buses using the load/unload area and cars using the parking area west of the main school building
enter the site from NE 8th Street and exit to Union Avenue NE. Cars enter and exit another
parking area located to the south of the main school building via NE 8th Street. See the attached
current and proposed site plans for more details.
If the new roof is constructed, roof runoff from the expanded building roof area will discharge to
the City's stormwater system as described above. Drainage from the eastern portion of the site,
which is mostly grass playfields, will remain as under existing conditions, however a new sidewalk
and retaining walls are proposed within this sub -basin. The new sidewalk will drain to the existing
conveyance system along the street.
The Renton School District acted as lead agency for SEPA review of this proposal, as provided by
the Washington Administrative Code (WAC) 197-11-926. The WAC grants authority to
subdivisions of the state, including school districts, to assume lead agency status for projects
implemented by the district. In accordance with the requirements of State statute,. the Renton
School District has adopted policies and procedures governing the SEPA process for District
projects. The District's SEPA Procedures and Policies document is available upon request.

Based on information in the project file and after consultation with City of Renton staff, the lead
agency determined that the proposal to modernize Honeydew Elementary School would not have
significant environmental impacts. A Determination of Non -Significance (DNS) was issued for
the project on June 5, 2007. The comment period for the DNS ended June 19, 2007 and, after
reviewing the comments received, the School District did not revise the SEPA DNS for the
project.
The existing approved site plan and the modified site plan are enclosed. If you require additional

As SEPA lead agency for the Honeydew Elementary School Modernization project, the Renton School
District issued a Determination of Non -Significance (DNS) on June 5, 2007. Consistent with WAC 197-
11-510, the lead agency provided opportunity for public and agency comment by mailing notice to property
owners within 300 feet of the site, mailing notice to agencies, posting the site, and publishing notice in the
Seattle Times.
As of 4:00 PM on June 19, 2007, the comment period on the threshold determination was complete. No
comments were received that would cause the School District to withdraw or modify the DNS. Therefore,
the threshold determination stands as issued.
Within its adopted SEPA procedures and policies, the Renton School District has elected not to provide for
administrative appeal of SEPA determinations. Any appeal of the MDNS must therefore be a judicial
appeal.
Please let me know if you need additional documentation of the Renton School District's SEPA process for
your records.
