Re+ Circular Economy Grant
The Re+ Circular Economy Grant supports projects that create a more circular economy where waste is minimized,
materials are kept in use longer, and natural systems are regenerated. A total of approximately $2.2 million in grant
funding is available for the 2024-25 grant cycle.
The application period is April 10-May 29, 2024.
Submissions are due by 3 p.m. PDT on May 29, 2024.
Focus areas
The success of Re+ relies on both upstream prevention and downstream recycling actions, while also reducing
inequities that persist in King County. Recognizing the
need for a whole system approach, the Re+ Circular Economy Grant has two focus areas
• Prevention and Reuse: This includes projects that reduce materials used or purchased, create infrastructure to use
reusable products, increase food rescue, and promote sharing or donating items.
• Recycling: This includes projects that create or expand markets for recycled material (including organics) currently
produced in the King County solid waste system Grants could also support projects that improve the quality,
Increase the quantity, or increase the availability of recycling in residential or business communities.
Priority materials
Projects that address the following materials will be awarded higher points in the evaluation process
• Plastic
• Paper
Organics (includes food waste, yard waste, and wood)
SWD prioritizes these materials because they represent over 65% of the materials of value sent to Cedar Hills Regional
Landfill. Applications focusing on other materials will likely need to demonstrate significant benefits to be awarded
grant funding
Information Session
An online grant information session will be held on Wednesday, April 17 from 12:30-2 p.m. PDT at the Zoom link below
Prospective applicants are encouraged to attend, but attendance is not mandatory. The meeting will be recorded and

O Scaling (implementing an idea, product, or service)
0 Early growth (increasing market share or customer base)
Initiative Summary*
Summarize your initiative in 2-4 sentences.
SMART Disposal will a) decrease the greenhouse gases released from King County landfill by diverting food
waste, b) raise potential revenue from increased recycling (including hard plastics, paper, cardboard)
composting c) decrease the cost of landfill by diverting organics and recycling into their proper streams. SMART
Disposal targets choices made when a family inaccurately intermingles materials of value with the garbage sent
to landfill, by a) weighing each container emptied by the hauler for each single-family home b) providing
residents data specific to their address, including a landfill -diversion rate per pick up and a trend line over time.

Project Details*
Describe the proposed project for this funding. Include details such as project scope, activities to be funded by this
grant, beneficiaries of this project, and location Please note projects should be no more than 14 months in duration,
ending on December 31, 2025.
The SMART Disposal project would identify one pick-up route in and retrofit the three
trucks serving that route with weight -scale Loadman systems, by Creative Microsystems, based in Renton, WA.
At each single-family residence on that route, the content weight of each curbside cart -- compostables,
recycling, and trash -- is measured by weighing the cart before and after emptying. These residence -specific,
content -weight data are recorded on the cloud using Loadman's Spotlight software (already in use) and can be
made available to individual residents. In Phase 1, SMART Disposal will use these data to establish 16 week
baselines for each address and for the entire route. In Phase 2, SMART Disposal will begin providing feedback
to each address using postcards to show them both their refuse -weight data and a comparison of their diversion
rate to the route average. The project will measure changes against baseline in the weight of the trash as a
percentage of total solid waste, anticipating that this feedback will be accompanied by increased diversion. In
Phase 3, in addition to the continued mailings of postcards to all single-family residences on the route, the
1,000 addresses with the worst diversion rates will receive a letter a) educating them regarding the positive
impact of improved sorting, b) providing suggestions for successful sorting, and c) offering free indoor
containers for recycling and food scraps. Weight data will be analyzed to see if this increased intervention
results in improved diversion rates in this subset of residents. The beneficiaries of this project include a)
residents living near the Cedar Hills Regional Landfill, b) taxpayers in the county who will otherwise be required
to fund increased landfill acreage, and c) the global community in need of reduced greenhouse gases.

Broader Project Scope*
Is the proposed project part of a larger scope or initiative? If so, please describe how your proposed project fits into the
larger initiative or write "not applicable."
Other utilities, such as those that provide electrical power, natural gas, and potable water, meter the stream of
resources into residences and businesses. We believe that refuse management should also be recognized as a
utility and that the refuse streams created at each site should be metered. Upon showing that solid waste can be
weighed at the curbside and that the acquired data can be used to improve diversion rates, Greenweigh will promote
the SMART Disposal project to all of King County's municipalities.

Circular Economy Alignment*
What gaps does this project fill in King County's circular economy? How will your project reduce waste, keep materials
in use longer, and/or regenerate natural systems while developing equitable economies?
By reducing the trash disposal pounds as single family residents divert more to recycling and food scraps
composting, this will directly reduce waste sent to the landfill.

Diversion or waste prevention impact*
Describe how this initiative will divert material or prevent waste from going to Cedar Hills Regional Landfill. Please
include when this project will start diverting material and how long diversion will continue.
By providing single family households with direct diversion feedback, that is the pounds they are sending to the
landfill, the pounds they are sending to recycling, the pounds they are sending to be composted, residents will begin
to see their own diversion impact. Next, with providing comparative information (like PSE does today for energy),
residents will begin to see how their behavior compares to neighbors in their area. Lastly, they will receive
educational tips on each postcard they receive which will provide a way for them to improve the way they recycle
and food scraps / compost.

Diversion or waste prevention weight estimate (Grant Period)
If known, what is the estimated waste diversion or prevention potential, in pounds, from Cedar Hills Regional Landfill
during this grant period (ends December 31, 2025)?
This is unclear until we see which city participates in the pilot (large city or smaller city).
Diversion or waste prevention tonnage estimate (Long-term)
If known, what is the estimated total waste diversion or prevention potential, in pounds, at the end of 5 years
(December 31, 2029)?
This will be known after the project is completed
Environmental Impact*
Describe how your initiative reduces greenhouse gas emissions or otherwise positively impacts the environment (e g
water savings, energy savings, etc.).
B / U -
The reduction of tonnage sent to the landfill directly reduces greenhouse gas emissions emitted from the
Cedar Hills Regional Landfill.
2,365 characters left of 2,500
Environmental Justice Impact*
Are there any existing or potential negative environmental impacts? How will you mitigate them?
There are no negative environmental impacts.

Team Composition*
Describe the extent to which the project leadership and partners comprise a diverse and inclusive team
Our project team is relatively small and out impact is through leading cities and their diverse staffs
397 characters left of 500
Community Engagement*
What engagement has been or will be done to include communities impacted by this project in its development or
implementation?
The reduction of methane gas emitted from the Cedar Hills Regional Landfill will benefit all communities in King
County.
2,380 characters left of 2,500
Benefit to Communities*
How does this project build capacity, benefit, or increase services for frontline communities? Frontline communities
are those that will be disproportionately impacted by climate change — these are the populations that often experience
the earliest and most acute impacts of climate change, face historic and current inequities, and have limited resources
and/or capacity to adapt.
Considering that frontline communities are hit the hardest by climate change, this project has particular urgency
to reduce the impact of climate change on their communities.
2,326 characters left of 2,500
,,/ Economic Impact (10 points)
Economic Opportunities*
Describe how this project will create economic opportunities such as jobs or livable wages.
The project is directed to changing behavior of single family households regarding recycling and food scrap /
composting. As more cities adopt the SMART Disposal approach, city staff jobs may be added, but that is not
the focus of the project.
2,256 characters left of 2,500
Jobs created during the grant period*
If this project is fully funded and implemented, estimate how many full-time jobs will be created during this grant
period (ends December 31, 2025).
This project is not so much a job creator as a trash - landfill reducer.
Jobs created in 5 years*
If this project is fully funded and implemented, estimate how many full-time jobs total would be created at the end of 5
years (December 31, 2029).
It is possible as more cities adopt SMART Disposal that they will create jobs to manage the program in their cites
135 characters left of 250
Scalability*
What opportunities do you see to scale your initiative?
This project is, by design, to be scalable! The pilot will clearly demonstrate that single family residences will
positively alter their disposal behavior with the personalized feedback, comparisons and education The project
proof will provide the basis, with a clear project roadmap to follow, for ALL King County cities to dramatically
improve their diversion rates.
