Introduction RO +1 Re+ Circular Economy Grant The Re+ Circular Economy Grant supports projects that create a more circular economy where waste is minimized, materials are kept in use longer, and natural systems are regenerated. A total of approximately $2.2 million in grant funding is available for the 2024-25 grant cycle. The application period is April 10-May 29, 2024. Submissions are due by 3 p.m. PDT on May 29, 2024. Focus areas The success of Re+ relies on both upstream prevention and downstream recycling actions, while also reducing inequities that persist in King County. Recognizing the need for a whole system approach, the Re+ Circular Economy Grant has two focus areas • Prevention and Reuse: This includes projects that reduce materials used or purchased, create infrastructure to use reusable products, increase food rescue, and promote sharing or donating items. • Recycling: This includes projects that create or expand markets for recycled material (including organics) currently produced in the King County solid waste system Grants could also support projects that improve the quality, Increase the quantity, or increase the availability of recycling in residential or business communities. Priority materials Projects that address the following materials will be awarded higher points in the evaluation process • Plastic • Paper Organics (includes food waste, yard waste, and wood) SWD prioritizes these materials because they represent over 65% of the materials of value sent to Cedar Hills Regional Landfill. SMART Disposal will a) decrease the greenhouse gases released from King County landfill by diverting food waste, b) raise potential revenue from increased recycling (including hard plastics, paper, cardboard) composting c) decrease the cost of landfill by diverting organics and recycling into their proper streams. SMART Disposal targets choices made when a family inaccurately intermingles materials of value with the garbage sent to landfill, by a) weighing each container emptied by the hauler for each single-family home b) providing residents data specific to their address, including a landfill -diversion rate per pick up and a trend line over time. 5 characters left of 800 Project Details* Describe the proposed project for this funding. Include details such as project scope, activities to be funded by this grant, beneficiaries of this project, and location Please note projects should be no more than 14 months in duration, ending on December 31, 2025. The SMART Disposal project would identify one pick-up route in and retrofit the three trucks serving that route with weight -scale Loadman systems, by Creative Microsystems, based in Renton, WA. At each single-family residence on that route, the content weight of each curbside cart -- compostables, recycling, and trash -- is measured by weighing the cart before and after emptying. These residence -specific, content -weight data are recorded on the cloud using Loadman's Spotlight software (already in use) and can be made available to individual residents. In Phase 1, SMART Disposal will use these data to establish 16 week baselines for each address and for the entire route. In Phase 2, SMART Disposal will begin providing feedback to each address using postcards to show them both their refuse -weight data and a comparison of their diversion rate to the route average. The project will measure changes against baseline in the weight of the trash as a percentage of total solid waste, anticipating that this feedback will be accompanied by increased diversion. In Phase 3, in addition to the continued mailings of postcards to all single-family residences on the route, the 1,000 addresses with the worst diversion rates will receive a letter a) educating them regarding the positive impact of improved sorting, b) providing suggestions for successful sorting, and c) offering free indoor containers for recycling and food scraps. Weight data will be analyzed to see if this increased intervention results in improved diversion rates in this subset of residents. The beneficiaries of this project include a) residents living near the Cedar Hills Regional Landfill, b) taxpayers in the county who will otherwise be required to fund increased landfill acreage, and c) the global community in need of reduced greenhouse gases. 2,152 characters left of 4,000 Project Milestones and Timeline Please list anticipated project milestones in the table below.
