EE32475 CASE# 23-14056 OF COLLISION 12/07/23 11:21 OF CbLLI510N NARRATIVE 23-14056 On 12/07/2023 at approximately 1123 hours, I was dispatched to a blocking vehicle collision in the 1100 block of SW 16th Street, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, 1 confirmed there were no complaints of injury requiring immediate medical response at the time of report. While on scene, I collected each involved party's driving documents and their independent involvement leading up to the collision. The driver of Unit#1 stated he was the sole occupant of his vehicle and was attempting to exit a private property parking lot, located at 1120 SW 16th ST, and on the north side of the roadway. The driver of Unit#1 stated that he was intending to make a left turn out of the parking lot to proceed eastbound onto SW 16th ST following the turn. The driver of Unit#1 stated that the only westbound lane of SW 16th ST had created an opening in traffic to allow enough space for Unit#1 to turn. The driver of Unit#1 believed all westbound traffic on SW 16th ST was clear and therefore proceeded out into the roadway. As Unit#1 reached the center-turn-lane, Unit#1 was met by another vehicle - Unit #2. The driver of Unit#1 claimed he did not see Unit#2 traveling in the center-turn-lane due to backed up traffic. The driver of Unit#1 stated that he was unable to avoid the collision after having pulled out into the roadway and that Unit#2 struck the front of Unit#1, specifically on the driver's side, causing significant damage. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling westbound in about the 1100 block of SW 16th ST and in the center-turn-lane. The driver of Unit#2 stated he was intending to continue west to the intersection of Oakesdale Ave SW with the intent to make a left turn. It should be noted that the distance to reach the intersection which was another 209 feet away from where the collision occurred. Upon reaching the location of where Unit#1 was turning out from, Unit #2 observed Unit#1 pull out into the roadway but was unable to avoid the collision. Both vehicles collided in the roadway and Unit#2 suffered significant damage to the front passenger side, including the wheel bearing of the vehicle. Based on initial measurements, I do not believe Unit#2 violated RCW 46.61.290-Improper Center Lane Usage as I believe the driver of Unit#2 was within the allotted three-hundred feet in the center-turn-lane as allowed by law. Based on the above statements, 1 believe that the driver of Unit#1 (Busto) was the predominant factor for the cause of collision as Busto is required to comply with RCW 46.61.190(2) which states that every driver of a vehicle approaching the point nearest the intersecting roadway where the driver has a view of approaching traffic of the intersecting roadway must stop before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#2 was already underway in the roadway and had right of way. A DOL records check revealed that the driver of Unit#2 (William) was Driving While License Suspended in the third degree. William violated the crime of Driving While License Suspended in the third degree by operating a motor vehicle at a time when his license is suspended in the third degree. I cited William via complaint for Driving while License Suspended in the 3rd Degree. I issued the driver of Unit#1 (Busto) a citation via mail for Fail to Stop at Intersection causing a collision. Both Unit#1 and Unit#2 had to be impounded due to extensive damage. An exchange of information was provided to all involved parties. PAGE 3 OF 5 REPORT NO.
