Dear Ms. Kubota-Wolbert:
I am writing to inform you that I received a second submittal of an initiative petition by the Raise the
Wage Renton Campaign. This second attempt includes petition sheets previously submitted by the
campaign and new petition sheets. This submittal included a potential of 15,124 signatures, however,
after review, I have determined that 3,242 do not comply with RCW 35.21.005, because they are either
undated, expired, or unsigned. These 3,242 entries must be stricken from the petition as invalid
because RCW 35.21.005(2) requires “[e]ach signature shall be executed in ink or indelible pencil and
shall be followed by the name and address of the signer and the date of signing” and RCW
35.21.005(8) requires that signatures followed by a date that is more than six months prior to the date
of filing the petition “shall be stricken.”
After striking undated, unsigned, and expired new submissions (those that were not already reviewed
by King County), it appears there are only an additional 1,827 signed and dated signatures. This
appears to fall short of the 2,226 valid signatures the first attempt at this petition was verified to be
short by.
I have attached a spreadsheet that documents my review of signatures and dates for your reference. If
the County determines that the undated or outdated signatures should still be verified for other
purposes, please count those separately so that the City can determine the number of verified
qualifying signatures that were signed and dated within 6 months of the filing of the petition.
I am submitting the new (second attempt) petition to King County Elections, entitled Initiative Measure
2-23, today, September 5, 2023.
