landscape plan was described.

2A. SITEWORK - GENERAL
1. MONUMENTS: Carefully maintain bench marks, monuments, and other
reference points. If disturbed or destroyed, replace as directed.
At completion of project, place or replace if disturbed, permanent
concrete monuments at all corners.
2. UTILITIES: Protect active pipes and lines encountered, notify
owners or agencies having jurisdiction.
2B. CLEARING AND GRUBBING: Completely c1Par areas to be occupied by
buildings and other improvements.
2C. EXCESS OR SHORTAGE OF EARTH: Furnish and place additional material
specified hereinafter or on drawings as needed for fills. Remove
from the site excess material and that unsuitable for filling.
2D. ROUGH GRADING: Grade entire area of property to reasonable true and
even surfaces. Slope ground away from building walls to facilitate
drainage. Grade to uniform levels or slopes between points where
grades are given.
Round surfaces at abrupt changes in levels. Should grade figures
shown on drawings conflict with existing grades, consult the
architect at once.
Drawings attempt to show existing and proposed grades. However,
contractor shall make his own measurements and calculations of
quantities and be responsible for accuracy of same.
2E. ASPHALT PAVEMENT
1. STANDARD SPECIFICATIONS: Conform to "Recommended Design Pro-
cedures and General Specifications on Asphalt Paving," current
edition, issued by Asphalt Paving Assn. of Washington, 220 West
Harrison St., Seattle, Wn. 98119, as supplemented and modified
herein.
2. SOIL STERILIZATION: After fine grading and before placing rock
base, apply 20 pounds of polybarchlorate per 1,000 s.f. of
surface mixed with water; with power sprayer after grading is
completed. Dissolve in water, at rate recommended by mfg.
3. BASE COURSE: Crushed rock over subgrade, 12" maximum size, 4"
compacted thickness. Compact with power roller, 10 tons min. ,
eliminate all soft spots.
4. PAVEMENT: Class "B" mix, compacted thickness 2".
Finished surfaces shall be free frcan ridges and depressions,
properly sloped for drainage. Remove and replace defective
pavement and that which does not drain properly. Patching not
acceptable.

2F. LAWNS AND PLANTING
1. GENERAL: Applicable specification and standards shall be
Standardized Plant Names, 1942 edition, American Joint Committee
on Horticultural Ncanenclature; and American Standard for Nursery
Stock, current edition, American Association of Nurserymen.
2. FINISH GRADING: PLANTING AREAS: Surfaces shall be loosened to
6" depth immediately prior to being planted. Finish to lines,
grades and elevations indicated.
3. M1!TERIAT S
A. TOPSOIL FOR PLANTING AREAS & TREE PITS: To be standard
3-way mix supplied by the Contractor from off-site. Submit
name of source and sample for approval by Landscape Architect.
B. PLANTS
1. Plants shall be nursery grown, freshly dug, normally
shaped, exeeptionally heavy and well branched; full
foliaged when in leaf and shall have hrnithy, well-
developed root systems. Trees must be self-supporting
with straight trunks and with leaders intact. All plants
furnished to be free of any insect infestations and to
have grown under climatic conditions with temperature
extremes similar to those of the site.
2. The determining measurements for trees shall be the
caliper, height and spread. Caliper shall be taken
6" above the ground. Height and spread dimensions
specified refer to the main body of the plant and not
from branch tip to tip.
3. Provide number of plants shown on plan or as itemized
on plant list, whichever is greater.
4. Container stock shall have grown in containers in which
delivered for at least six months but not over two years.
Samples shall prove no root bound condition.
5. Balled and burlapped stock (B & B) shall be dug, with
firm, natural balls of earth of sufficient diameter and
depth to encompass fibrous and feeding root system.
Balls shall be firmly wrapped with burlap and bound with
twine or wire mesh as per American Association of
Nurserymen Standards.

C. FERTILIZER
1. GENERAL: Deliver mixed as specified, in standard size
unopened containers, showing weight, analysis and name
of manufacturer. Material shall be uniform in composi-
tion, free flawing and suitable for application by
machine. Store in weather-tight location.
2. TREES AND SHRUBS: A complete fertilizer containing
the following percentages by weight: 6% nitrogen;
10% phosphoric acid; 6% potash, with 50% of the nitro-
gen derived from "Nitroform Blue Chip."
D. TREE STAKES: 2" X 2" X 8' Douglas Fir or Western Cedar,
standard grade or better, knot free and durable enough to
stand strain for minimum or-two years. Stain with Olympic
Stain #908.
4. PLANTING
A. EXCAVATION OF PLANTING BEDS AND PITS: NOTE - See drawings
for installation detail.
1. All plant pits shall be excavated with vertical sides.
Subgrarle soils shall be separated fran the upper
topsoil" portions and removed immediately wherever
encountered during planting operations. Legally dis-
pose of excess soil.
2. Notify the L.A. in writing immediately of all subsurface
drainage or soil conditions which Contractor considers
detrimental to growth or survival of plant material. State
condition and submit proposals for correction including
cost of correction. Obtain approval of method of
correction before continuing the affected portion of the
work.
B. SETTING PLANTS: NOTE - See drawings for installation detail.
1. Set plants at the same relationship to finished grade as
they bore to the ground from which they were dug. Allow
sufficient time for filled areas to settle prior to
placing plants. Cost of resetting and/or replacing
plants that have settled below acceptable limits shall
be borne by the Contractor.
2. Prepare planting pits as specified and as shown on the
drawings prior to inserting plants. When plant pits have
been backfilled approximately 2/3 full, water thoroughly
before installing remainder of soil to top of pit.
3. Set trees plumb and brace rigidly in position until the
planting soil has been tamped solidly around the ball and/
or roots.

4. Cut ropes or strings fran top of ball and remove burlap
fran top 1/3 of ball. Turn under and bury removed por-
tions of burlap.
5. Water all plants thoroughly and immediately after planting.
C. STAKING, GUYING & PRUNING: NOTE - Scc installation detail
drawings.
1. Staking and guying shall be completed immediately after
planting. Plants shall stand plumb after staking in
accordance with the detail drawings.
2. Pruning of deciduous material shall be limited to the
removal of injured twigs and branches. Leave intact the
normal shape of the plant. Prune Acer Rubrum up to 8'
or as directed by Landscape Architect.
3. Paint wounds on deciduous material over 1" diameter with
approved tree wound paint.
D. 10EE 'ILIZING OF PLANTING: Use commercial fertilizer as
specified and apply at the following rates:
Trees - 1 lb. per inch caliper (breast height)
Shrubs- z lb. per foot height of shrub
Place fertilizer within the diameter of plants' saucers and
work into the upper layers of planting soil.
5. INSPECTION AND ACCEPTANCE - GENERAL
A. The L.A. shall inspect all work for acceptance upon written
request of the Contractor. The request shall be received
at least 10 days before the anticipated date of inspection.
B. The acceptance of tree and shrub planting shall constitute
the beginning of the guarantee period for this portion of
the work.
C. The Contractor's responsibility for maintenance (exclusive
of replacement) shall terminate on the date of acceptance.
D. Part or parts of the work may be provisionally accepted when
so approved by the L.A. The same conditions for acceptance
shall govern. Use of such areas by Owner shall not waive
any other provisions of this contract.

6. GUARANTEE PERIOD AND REPLACEMENTS
A. The guarantee period shall begin at the acceptance as
defined above.
B. All plant materials shall be guaranteed by the Contractor
for a period of one year fran the date of acceptance.
Replace dead plants, and plants not in a vigorous condi-
tion, as determined by L.A. ("Vigorous Condition" is
defined as being free of dead branches and dead branch
tips, and bearing foliage of normal density, size and
color.) Replacements shall conform to this specification.
7. FINAL INSPECTION AND FINAL ACCEPTANCE
A. At the end of the guarantee period, the L.A. shall inspect
all guaranteed work for final acceptance upon written re-
quest of Contractor. The request shall be received at
least 10 days before the anticipated date for final
inspection.

Chairman Teegarden recognized Carlyle B . Jensen , archi -
tect for the Sternoff Corporation , 1266 Mercer , Seattle ,
Washington . Mr . Jensen stated that in the past ten
years he has designed many buildings for this type of
property . He stated he feels that with trees around it ,
the proposed use would not be offensive .
Following further discussion by the Commission , it was
MOVED BY SCHOLES , SECONDED BY SEYMOUR , THAT THE STERN-
OFF MATTER BE CONSIDERED ON SEPTEMBER 26 . MOTION CAR-
RIED WITH LEMON DISSENTING .
Chairman Teegarden noted to the Sternoff representa-
tives that it is obvious that there are questions in
the minds of the Commission . In view of the number of
difficult items on that agenda , he suggested that they
check with the Planning staff regarding their position
on the agenda . Scholes requested that the staff post
and advertise this application .

Mr . Ericksen described the application and pointed out
the property location . At present there are existing
hangars , that will be removed . The building will be
metal . The site is approximately one acre . The Plan-
ning Director advised the Commission that the proposed
development is similar to adjacent uses in the area .
F, PUGET SOUND POWER & LIGHT CO . , Appl . SA-746-73 ; site
approval for aircraft maintenance and storage facility ,
property located on west side Renton Municipal Airport.
Mr. Ericksen described the application and pointed out
the property location . He stated that the facility is
for the storage of two aircraft . The site is 26 ,000
square feet . The building will be metal . Puget Sound
estimates that between $4 ,000 and $5 ,000 is planned
for landscaping . The Planning Director advised that
the site is compatible with other uses in the area .
Chairman Teegarden suggested a Commission field trip to meet
at 8 : 30 a . m. , September 22 , at the Renton Inn Coffee Shop .
5, ADMINISTRATIVE :
A, COMMITTEE REPORTS :
SHORELINE MANAGEMENT COMMITTEE activities were des-
cribed by Commissioner Scholes . Meetings have been
held on a weekly basis . The committee has reviewed
the Regional goals and policies and organized into
sub-committees with specific areas of concerns to
write the goals and policies . Tentative agreement
has been reached within the committee on conserva-
tion and economic elements . It is expected that the
recreational element , public access element and resi -
dential element will be discussing these next week .
The Shoreline Management Citizen ' s Advisory Commit-
tee public hearing is proposed for October 2nd on
the policies and goals . The Committee is working
toward a November 15th public hearing on the Shore-
line Master Program.

Mr. Joseph Resnik , General Manager, Sternoff Metals Corpora-
tion , also described the proposed operation . He informed
the Commission that the shredding machine required would be
located inside the building . The storage area will hold un-
processed wire in coils or bales , with limited height ( ap-
proximately four feet ) . The building will be tilt wall and/or
Butler type .
Commissioner Seymour queried as to whether or not we can le-
gally act on the Sternoff application at this time . Mr.
Ericksen reiterated that site approvals do not require a
public hearing . However , he noted that in the past the site
has been posted and advertised for public information and
handled in the same manner as a public hearing item .
Chairman Teegarden requested further assurance that screen-
ing plans would be accomplished . In response , Mr. Carl
Sternoff stated that they are going to hire professional
landscapers to take care of screening and will install a
proper water system_
Commissioner Seymour questioned the urgency of the situation
and stated that she felt unprepared to make a decision at
this time .
With reference to screening , it was noted by Mr , Ericksen
that the poplars are approximately 10-12 feet on center.. end
that spacing of 10 feet was desirable . He noted that the
orjcinal intent was that the storage area be entirely
screened by the poplar trees , and for this reason no height
restriction was imposed .
The Planning Director reviewed the H- 1 requirements as they
relate to Sternoff for the Commission : Pulverizing of junk
is allowed , when the operation can be fenced and screened ;
no storage is allowed outside the fencing ; and all activity
1 is to be carried on within the screened area . Landscaping
was an additional requirement specified by the Commission .
Discussion ensued as to how the Commission could encourage
the applicant to follow through on its original commit-
ments to upgrade the facility . Commissioner Humble sug-
gested that a bond be required to insure that the trees
are planted and also that they make sure that they grow.
Commissioner Scholes asked when the original covenants were
drawn up on the existing operation . Mr . Erickson requested
a recess to allow him to obtain the file .
A recess was called at 10 : 30 p . m . The meeting resumed at
10 : 35 p . m. As all members were noted to be present , roll
was not called .
Mr. Ericksen reviewed from the file on the existing opera-
tion . It was noted as follows : application dated July
1966 ; approved by Planning Commission August 1966 ; cove-
nants dated January 28 , 1967 . A site plan was submitted
dated June 1 , 1966 , including a five foot planting strip
around the periphery of the property and a planting strip
to include planting of poplar trees 10 feet on center .
Scholes inquired if the Planning Department had issued any
written communication to Sternoff regarding their non-
compliance with the covenants . Mr. Ericksen replied that
the matter had been reviewed with the Building Department .
Scholes requested a copy of restrictive covenants .

Chairman Teegarden called for comments from the Planning Direc-
tor.
The Puget Sound Power and Light proposal was described by Mr.
Ericksen as a facility for corporate airplanes which is loca-
ted directly north of the F .A . A. tower. A metal building is
planned ; offsite street parking and landscaping will be pro-
vided in keeping with other facilities in the area , when the
perimeter road landscaping is undertaken . Development will
be consolidated into the total package by the Airport .
A brief discussion followed .

CLOSED. MOTION CARRIED UNANIMOUSLY .

A meeting will be held on Wednesday , October 17 , at

SHORELINE CITIZENS ADVISORY COMMITTEE
Commissioner Scholes reported that this Committee held a
public hearing on October 2 regarding its preliminary
goals and policies . An additional public hearing will be
held in November on the Shorelines Management Master Pro-
gram.
B. PUGET SOUND GOVERNMENTAL CONFERENCE RE : SHELL EIS
A letter from the Puget Sound Governmental Conference
requesting a 30 day extension for their review of the
Shell Environmental Impact Statement was read by Chair-
man Teegarden . It was noted that in view of the hear-
ing having been continued until November 28 , a continu-
ation as requested is not necessary .
C. DOWNTOWN RENTON "ECONOMIC DEVELOPMENT STUDY"
Chairman Teegarden called the Commission ' s attention to
the above report and an introductory letter from the Plan-
ning Director. It will be presented in detail later at a
more leisurely meeting .
