Industrial Park , Renton , Washington
Dear Mr . Elliot :
In reviewing your landscape plan for the above men-
tioned project , we find that some of the plant material
does not meet the Soil Conservation Services requirements
for landscaping in the Valley area .
The purpose of the S. C . S . landscape requirements are
to provide a wildlife refuge that included a mixture of
large and small trees , shrubs and groundcover in suffi -
cient quantities to provide screening and nesting areas .
Groundcover should be included in the planting areas
adjacent to the sides of the building , Kinnikinnick ,
Cotoneaster or Pyracantha . In substitution for Juniper
Tams - Salal , Oregon Grape or Barberries would be accep-
table .
I am including a list provided by S .C . S . with recom-
mendations for suitable plant material . In addition , most
plants that berry , fruit or nut should be acceptable .
We appreciate your cooperation in meeting the S . C . S .
requirements , and if we can be of further assistance please
call the Planning Department .

Dear Mr. Vaughn :
The Planning Commission at its April 29, 1974 Public
Hearing approved your plans for an office/warehouse facility
in Earlington Industrial Park .
Some conditions and minor adjustments in the plans were
attached or a result of this approval . These include :
1 . Conversion of parking stalls #1 , #5 , #14 ,
and #22 to landscape islands to fulfill
the five (5%) percent interior landscaping
requirement .
2 . Planning Department approval of final land-
scape plans .
3. Provisions of a performance bond for 150%
of the installation cost and a three (3)
year maintenance period.
4 . Adequate screening of all outdoor storage
and garbage dumpsters .
5 . Maintaining a minimum five (5 ' ) foot land-
scape strip adjacent to the parking area
on the north and south sides of the property .
6 . Straightening the parking stalls at the south
end from the angle-type to 90° . A minimum
eighteen (18' ) foot stall length is needed
for the spaces .
Your architect has been informed of 1 , 5 , and 6 of the

feet by 20 feet . For this reason he felt that maneuvering
space between buildings could be reduced . Responding to Sey-
mour , Mr. Weichmann indicated that it was his opinion that
the only adequate screening would be a row of poplars along
the back of the property . Mr . Weichmann stated that the
future buildings were planned to be somewhat lower than pre-
sent structures , at the peak of the roof 11 feet instead of
19 feet .

action on April 15 , 1974 , requested that the Planning Com-

Mr. Scott stated that Milwaukee was not ready to provide
a complete development plan at this time . However , he
indicated that the Company owns land to the east , zoned
high density residential , which is being planned for
that use . They own land west of Sears Shopping Center ,
which is designated commercial , and is being considered
for development . Milwaukee owns three of the seven
existing tracks .
Responding to the Planning Director , Mr . Scott said that
Milwaukee does not own property directly to the north of
trackage in the County .
Discussion followed regarding the appropriateness of a
filling proposal in a G zone , applicability of the Shore-
line Management Act , and necessity for environmental assess-
ment . It was noted that the request lies within the M-P
area on the Comprehensive Land Use Plan .

Mr . Teegarden , noting that this is a revised plan , re-
quested a briefing from the Planning Director . Mr . Erick-
sen stated that the request originally approved by the
Commission was to construct storage garages with certain
conditions established by the Commission . He pointed out
the differences between the original and revised develop-
ment plan . He said that the staff recommends initial
approval of only one building of the new proposal for the
reason that it is felt that the applicant has not complied
with all previous conditions as established by the Plan-
ning Commission . Some of these provisions are minimum
spacing between buildings of 44 feet , provision for addi -
tional landscaping and additional screening . He noted
that the area in question has been referred to the Com-
mission by the City Council for study as to possible
conflict between designated zoning , land use , and the
Shoreline Master Program .
The Chairman called for comments from the applicant . Mr .
Walt Weichmann , 14617 S . E . 173rd , Renton , stated that he
felt he had met conditions agreed to except for paving
of the area . He stated that doors would be painted the
same color as the building as requested that that paving
is planned . He said that the landscaping plan had been
followed .
Slides of the site were viewed and adequacy of the land-
scaping was considered . Seymour requested a copy of con-
ditions agreed to originally .
