Smith RE : Meeting on 11 / 15/ 74 with Bitney & Grouws Regarding Site Approval . Gordon Ericksen , Joan Lankford , and myself met today with Mr. Bitney and Mr. Grouws to discuss their proposed Site Development Plans . Several questions were raised by staff with regard to the use , function and design of the building and layout . Mr. Bitney stated the total amount of office space intended will be 3000 square feet . We indicated to him that if there was at any time in the future more office area added , the appropriate parking would be required . We also clarified the location of the loading doors and office doors . There will be no loading doors on the south side of the building adjacent to S . W. 16th St. The matter of off-site improvements was discussed and we informed him of the options available . We told him he should contact the Public Works Department to discuss these improvements . We also informed them that any major remodeling or additions would require prior Planning Commission approval . The question of a twenty foot landscape strip adjacent to all property lines was discussed . The applicants indicated they would provide such landscaping at this time on the north and south sides . However , they wished to defer installation on the east and west side until they have acquired additional property . They wish to apply for vacation of Pacific Avenue S . W. on the east side , and acquire excess property from King County on the west side . We indicated that this possibly could be accomplished with the posting of a bond and agreement TO : FILES November 15 , 1974 Page two not to pave those portions until the matter is resolved . However , it was stated that the Bond would only defer the installation for a maximum of 2 years . If it was found that it would take longer to acquire the additional property , a lease agreement to provide the twenty foot landscaping strip may possibly be arranged with the County . They indicated that their landscape designer would contact the department to review the requirements and establish an estimate for the Bond . We indicated if the problem on the side property lines were sufficiently resolved we could recommend a partial permit . The 5% interior landscaping requirement of the parking an.d loading ordinance was also mentioned . We expressed the possibility of utilizing this*1290 square feet around the building to help soften its appearance . They agreed that this would be incorporated into their plans . Dean Bitney's and Mr. Charles Grouws ' proposed development and how it relates to the proposed P-1 Channel. We have discussed with Mr. Grouws the possibility of the ad- jacent land owner purchasing from King County any surplus land we own in fee title not required for the proposed P-1 drainage channel between SR 405 and SW 16th Street . This is possible, but the land, "if any", would not be declared surplus until the proposed P-1 Channel is constructed in this area. We estimate the earliest possible completion date for the proposed P-1 drainage channel would be in the fall of 1977. The adjacent property owner would be given the first opportunity to pur- chase any declared surplus land in this area that is owned by King County; and he would have to work through the King County Property and Purchasing Division, which handles all such trans- actions. It was noted that Commissioner Morrison was not present . The Planning Director advised that Mr. Morrison has submitted a letter of resignation and will no longer be serving on the Commis- sion . With regard to committee reports on page six , Commis- sioner Seymour requested that it be indicated that the Vice Chairman had called for them rather than the Chairman , who was absent . The 1 . 5 acre site was pointed out on the map , and significant landmarks and devel - opment in the vicinity were noted . Mr. Smith described the proposed structure , a prefabricated metal warehouse and office unit , and noted parking and land- scaping proposals . The restrictive covenants included in the approval of the rezone by the City Council on October 7 , 1975 , were reviewed. It was noted that the applicants intend to request the vacation of Pacific Avenue S . W. Discussion followed with regard to the proposed site plan , as it relates to conditions established by the Council it the time of rezone approval ; and it was requested that the Commission be provided copies of Council action , including the restrictive covenants , to assist in their study . It was also requested that the authority of the Commission in the review process under the covenants be defined by the City Attorney . It was noted that the applicants have requested approval of landscaping in variance with the restrictive covenants on the east and west . The Commission asked that a plan of the building envelope on the site , indicating what does comply with the covenants , be provided . 4 - ADMINISTRATIVE : A. CITY COUNCIL REFERRAL: MODIFICATIONS TO MERCER ISLAND FLOATING BRIDGE At the request of the Chairman , the Planning Director intro- duced a referral from the City Council for Planning Commis- sion review with regard to proposed modifications to the Mercer Island floating bridge by the Washington State High- way Department . The Commission has been requested to review the matter to determine specific impact on Renton to prepare for future hearings to be held by the Coast Guard . Discussion followed relative to the approach to follow in studying the problem, specific concerns to be addressed by the Commission , and the anticipated time available for Plan- ning Commission review. ACTION: MOVED BY SEYMOUR, SECONDED BY HUMBLE, THAT THE MATTER BY REFERRED TO THE COMMUNITY SERVICES COMMITTEE FOR STUDY AND RECOMMENDATION. COMMUNITY SERVICES COMMITTEE Commissioner Scholes , Chairman of the Community Services Committee , referred Commission members to reports distri - buted from the Committee with regard to the following subjects that had been referred to them for study and recommendation : the subject of artificial plantings and landscaping and guidelines for waiver or deferral of off-site improvements with regard to short plat requirements . The reports were reviewed briefly , and it was suggested that time for further Planning Commis- sion study be provided. Chairman Scholes also referred the Commission to their proposed ordinance for the City of Renton , entitled , An Ordinance of the City of Renton , Washington , adding a new Section 4-734 of Title IV (Building Regulations ) of Ordinance No . 1628 entitled ' Code of General Ordi - nances of the City of Renton ' regulating Abandoned Service Stations . " He suggested that the proposed ordi - nance be studied by Commission members for review and onsideration in January . It was requested that a copy of the Tacoma ordinance with respect to abandoned serv- ice stations be obtained for the Commission to assist in their review of the Committee ' s proposal . Discussion followed with regard to study time required , and it was decided that the recommendations of the Com- munity Services Committee relative to the items listed above not be acted upon at this time and that they be placed on the agenda for the January 1975 administ,i- tive meeting . 73NING COMMITTEE Commissioner Mola , Chairman of the Zoning Committee , called for a meeting at 7 : 30 p . m. , November 14 , 1974 . COMPREHENSIVE PLAN COMMITTEE Commissioner Humble , Chairman of the Comprehensive Plan Committee , reported that the Committee has been meeting on a weekly basis and will probably continue to meet every Wednesday evening through December to finalize Committee opinions with regard to land use in the Green River Valley . It was noted that the Committee will need to include in their review a study of the environmental impact statement relative to the Green River Valley , plans for channelization of the Valley , and recommenda- tions by the Zoning Committee with regard to possible modification of industrial zoning requirements . Dis- cussion concerning these items followed and the feasi - bility of a joint meeting with the Comprehensive Plan Committee and the Zoning Committee , probably in Decem- ber , was considered . C.
