Dear Mr. Shadoan:
Upon receipt of your request of March 20, 1979 for reconsideration of
my March 16, 1979 decision regarding this application, I reviewed the
decision and found the following to indicate that sufficient basis
exists to reconsider my decision.
You imply that perhaps undue emphasis was placed upon and an improper
assumption made of additional easterly property being acquired. This
was not the case. This possible acquisition was considered as only
a possibility which would potentially assist in meeting the screening
requirements of Section 4-734. (E) .2. Your suggestion of this being a
bonus" is actually the viewpoint given to the additional property if
it were actually acquired.
Section 4-734. (E) .2. , admittedly, is unclear as to whether the total
ownership of the proposal or the total ownership of the bulk storage
area determines the eligibility for administrative deviation from the
perimeter screening requirement. After further thought about this
section, it appears most logical to adopt the interpretation of the
ownership of the area of the bulk storage facility, in view of the
fact that this is the subject of the Bulk Storage Regulations. It
seems reasonable, upon reconsideration, that if "total ownership" of
the bulk storage facility, by itself, is less than two-one/half acres
that staff administratively may reduce perimeter screening to 10 feet.
The revised site plan submitted with your letter does not show a
division line between Phase I and Phase II. It is appropriate that
the total area of the bulk storage facility (parking, buildings,
landscaping, storage, etc. ) be delineated to enable staff to make an
administrative decision.
On this basis the Examiner finds sufficient justification to modify
the March 16, 1979, decision by deleting Condition No. 1 and
substituting:

River Comprehensive Plan, and Resolution No.
1923 and Conclusion No. 2 per review and approval

Mr. Beeler,
As a representative of the applicant in this matter I would
like to request reconsideration of your condition of
approval Number one (1) on page four of your Report and
Recommendation, dated March 16, 1979 regarding the above
referenced Site Plan approval file number.
After attending the public hearing of March 13 , 1979 , and
after careful consideration of the testimony given by
Planning Staff during that hearing, I proceeded to revise
the Phase II portion of the subject property to include a
ten foot wide, landscaped screening buffer, which would
include a two foot high earthen berm and a site obscuring
ten foot high fence. The reason I proceeded in this manner
was based on Mr. Clemens ' statement that under his
interpretation of Zoning Section 4-734 the proposed Phase II
of this project would qualify for the allowable 50% reduction
of the required twenty foot wide setback; in that the area
of "bulk storage" (trucks) was less than 22 acres. Under
this latest plan revision this "bulk storage" has been
reduced further to 1. 37 acres total and 1/2 acre for actual
truck parking. After consulting further with Mr. Clemens ,
I feel that the wording of Zoning Section 4-734 is unclear
as to whether the entire site must be under the 21/2 acre
requirement or if just that area of a site devoted to "bulk
storage" must be under the 21/2 acre limit. I also feel that
since the Right-of-way to the east will not be developed,
except for the proposed interurban trail , a ten foot wide

setback with landscaping and fencing as mentioned earlier
will be more than adequate to accomplish the intent of
4-734 in this instance. I would also like to point out that
the "bulk storage" that will occur on this site will be
vehicles that will not be massed together for substantial
periodsof time, as the nature of the business is leasing said
vehicles, and it .-is unlikely that all of the spaces will be
occupied at any given time. I feel that additional considera-
tion of this point alone is warranted.
I would also like to comment on Conclusion Number 1 of
page four. It appears to me that a primary reason for
not allowing a 50% reduction of the setback at the east of
this site may have been based on the assumption that an
additional 15 feet of property would become available to the
applicants , and that combining this new property with 5 feet
of existing property would lessen the spacial burden that
a twenty foot setback creates. In response to this apparent
conclusion I feel that since, to my knowledge, an offer of
sale for this easement has not been made to the applicant
we should base all of our testimony and decisions in this
matter solely on the property as it now legally exists . Also,
consideration of this easement as part of the 20 ' buffer seems
to place an assumption that an agreeable transaction for this
land would be eminent. If in fact the applicant decided to
purchase this property but favorable terms could not be
settled upon with the current owner , we would be judging this
development on its current property lines and conditions in
any case. Therefore , at this time I feel it only fair and
reasonable that the testimony regarding the possible
acquisition of this easement be considered only a "bonus
buffer" fot our proposal if and when it should occur.
It is my hope that you will be able to reconsider your
approval condition no. 1 and that we will be able to continue ,
to cooperate with the Planning Department Staff in providing
a development that will be satisfactory to all parties
involved.
If you feel it necessary to request further information
regarding our request for review of this matter , please feel
free to contact me through Mr. Clemens ' . I have also enclosed
a copy of the latest revised site plan for the area in question
for your use.

REPORT AND RECOMMENDATION .
APPLICANT: Portland Electric & Plumbing Company FILE NO. SA-311-79
LOCATION: On the east side of the West Valley Highway, approximately
450 feet north of S.W. 43rd Street.
SUMMARY OF REQUEST: Applicant requests site approval for development of a
73,600 square foot warehouse/office facility in an M-P zone.
Approval is also requested for a vehicle leasing/maintenance
building of 10,720 square feet to be developed after the
front portion of the site.
SUMMARY OF ACTION: Planning Department Recommendation: Approval with conditions.
Hearing Examiner Decision: Approval with conditions.
PLANNING DEPA2TMENT The Planning Department preliminary report was received by the
REPORT: Examiner on March 7, 1979.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and field
checking the property and surrounding area, the Examiner
conducted a public hearing on the subject as follows:
The hearing was opened on March 13, 1979 at 9:15 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
David Clemens, Associate Planner, reviewed Exhibit #1, and entered the following
additional exhibits into the record:

Exhibit #3: Building Elevations for Warehouse
Exhibit #4: Detailed Landscaping Plan
Exhibit #5: Landscaping Plan with Staff Comments
Exhibit #6: Revised Site Plan of Warehouse at Westerly
Half of Site Submitted by Applicant
Mr. Clemens revised Section M.5 of Exhibit #1 to require final Planning Department approval
of detailed landscping plans for only the easterly half of the site due to recent submittal
of landscaping plans for the westerly half. He also deleted Section M.6, which requires
Planning Department approval of building exterior treatment, design and colors, due to
recent submittal of Exhibit #3 which contains required information.
The Examiner asked the representative for the applicant if he concurred in Exhibit #1.

Mr. Shadoan indicated his concurrence with two exceptions. Regarding revisions on
Exhibit #5 specifying additional columnar screening, he noted that a use similar to the
request exists on the adjacent property to the south thereby precluding the necessity
for view obstructing screening, and suggested that a wider spacing of a spreading type
tree would be sufficient for that purpose. Regarding requirements for additional
landscaping buffer on the easterly end of the site, he noted that reduction of the depth
of the parking and maneuvering area behind the fuel island on the easterly portion would
severely limit the usefulness of the access area. Mr. Shadoan proposed reducing the
width requirement and/or combining the width reduction with a sight obscuring fence.
He objected to provision of additional landscaping on the easterly boundary to provide

beau ification for users of the future interurban trail system, and suggested that
deve'oping agencies share the expense of additional landscaping for the purpose of
public use. He also advised that existing bermed railroad tracks will provide
additional screening to the east.
Referencing Section I.5 (Traffic) of Exhibit #1, Mr. Shadoan felt that the estimate of
650 vehicle trips generated per day from the facility was excessive, and advised that
due to the nature of the use, the maximum number of trips generated would be approximately
400 per day.
Mr. Clemens indicated that if proposed landscaping meets the general objective of city
regulations, the Planning Department would be amenable to utilization of spreading type
trees along the southerly property line. Regarding the applicant's request for reduction
of landscaping buffer along the eastern property line, he advised ordinance allowance
for reduction of the maximum depth if berming and a sight obscuring fence are installed
and indicated the willingness of staff to reduce the buffer to a depth of 10 feet. Mr
Shadoan stated his opinion that an eight-foot buffer would be sufficient if bermed and
landsjcaped with evergreen hedges. He also advised that erosion control would be
provided if a berm is installed.
Referencing Section C. (History/Background) of Exhibit #1, the Examiner noted that a
previous site approval had been granted in 1976 for the subject site, and inquired if
the previously granted permit had been officially withdrawn. Mr. Clemens indicated that
although the permit had not been officially withdrawn, the current application supersedes
the previous approval.
The Examiner entered the following exhibit into the record:
Exhibit #7: Affidavit of Ownership
Mr. Shadoan referred to color schemes illustrated on Exhibit #3 and advised that the
alternatives are conceptual in nature for review by the client and the City of Renton,
although earth tones would be the eventual color selection for application. The Examiner
inquired if building elevations designated in the exhibit are final. Mr. Shadoan indicated
that elevations shown are final, but colors to be utilized on truck doors and store front
doors on the westerly side of the building are undetermined.
The Examiner asked Mr. Clemens if submitted landscape plans are sufficient to allow
appropriate review of conformance to Resolution No. 1923, Green River Valley Comprehensive
Plan. Mr. Clemens indicated that proposed landscaping designated on plans conform to
requirements.
Referring to earlier testimony regarding deviations from the zoning code for width of
landscaping buffers, Mr. Clemens referenced Section 4-734.E.2, which states that screening
and optional security fencing shall be set back at least 20 feet from all property lines
except in those bulk storage areas less than two-one/half acres in size. He indicated
the authority of the Planning Department to allow reduction of up to 50%, and due to the
size of the subject site of one-one/fourth acres, it would be possible to reduce the rear
setback to 10 feet subject to review and approval by the department.
Mr. Clemens inquired if the applicant was aware of the proposal by the adjacent property
owner to the east to sell an additional 15-foot easement extending north and south along
the rear of the subject property to accomplish lot line adjustment. He suggested that
such acquisition of additional property would relieve constriction in the rear access
area. Mr. Shadoan indicated that due to the terrain and swamp conditions within the
15-foot gas line easement, development problems would be encountered. He advised that
existing natural vegetation in that location would provide a screening barrier and
indicated the applicant's preference to maintain the drainage ditch in its existing
condition to preclude pedestrian access and vandalism on the property. Mr. Clemens
stated that an eight-foot buffer containing intensive landscaping would be required and
the 15-foot easement area could remain in its natural condition.
The Exlaminer requested further comments. Since there were none, the hearing on File No.
SA-311-79 was closed by the Examiner at 9:50 a.m.

FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner
now makes and enters the following:
FINDINGS:
1. The request is for approval of a site plan for development of a warehouse, office and
warehouse leasing/maintenance facility in the M-P zone. This application supersedes
a previous application for construction of the Truckweld Equipment Company facility
on this site.
2. The Planning Department report accurately sets forth the issues, applicable policies
and provisions, findings of fact, and departmental recommendations in this matter,
and is hereby attached as Exhibit #1 and incorporated in this report by reference
as set forth in full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official,
subject to provision of landscaping and other design details to mitigate any adverse
visual or aesthetic impacts.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the required setbacks, lot coverage and height
requirements of Section 4-730 (M-P) of Title IV, Ordinance No. 1628, Code of General
Ordinances.
8. The propcsal is compatible with the Parking and Loading Ordinance, Chapter 22.
9. Construction of the proposal will occur in two phases. The initial phase is to be a
warehouse and office building on the westerly one-half of the site. The second phase
on the easterly one-half will contain the maintenance, truck parking area and fuel
distribution facilities.
10. Along the easterly property line is a 15-foot easement which may possibly be purchased
by the applicant. Within this easement area exists a drainage/swamp area. The
applicant's representative indicated that in coordination with the Planning Department
staff the landscaping screening requirements of the Bulk Storage Ordinance (20 feet
per Section 4-734. (E) .2) could be met utilizing the useable area of the easement and
eight to ten feet of the existing eastern portion for landscaping and fencing of the
site. Staff agreed.
11. Surcharge material exists on the site under previous permits issued to the Truckweld
Equipment Company. This surchage will be used in the development of the proposal.
Excess surcharge is to be placed upon the easterly portion of the site in preparation
for development of Phase II.
12. The Planning Department has found the proposed landscape plan, Exhibit #4, to conform
to the Green River Valley Comprehensive Plan and Resolution No. 1923. Additional
landscaping is recommended by staff in Exhibit #5 of which the applicant expressed
disagreement with view blockage trees and columnar trees adjacent to the warehouse/
office building.
13. A storm drainage plan has not been approved by the Public Works Department.
14. Off-site improvements have been deferred by the Board of Public Works until July
with restrictive covenants for installation of these improvements or participation
in a local improvement district if one is formed at that time.
15. Flood Zone Control and Shoreline Management Substantial Development Permits are
required.
16. Emergency fire access is provided along the north and south property lines.

CONCLUSIONS:
1. The proposal appears to conform to the Green River Valley Comprehensive Plan, June
1976, and the M-P zoning requirements (Section 4-730) , Bulk Storage Regulations
Section 7-434) and Parking and Loading Ordinance (Chapter 22) . However, Section
4-734. (E) .2 (Bulk Storage Regulations) does not appear to permit the flexibility
in this instance to allow less than the required 20 feet of landscape screeningalongtheperimeterofthetruckparkingarea (bulk storage) in Phase II. The site
consists of a total of 6.43 acres which exceeds the two-one/half acres entitled to
deviation by the Planning Department from the 20-foot requirement. If the mentioned
15-foot easement along the easterly property line becomes a part of the site, it
appears that 20 feet of landscaping per Exhibit #2 might be possible without undue
impact upon the operation and design of the Phase II operation.
2. Regarding the landscape plan for Phase I along the south property line (Exhibit #4
and 5) the applicant suggested that plant material recommended by the Planning
Department be given wider spacing and changed from evergreen trees to "spreading"
trees. This was acceptable to staff, and appears reasonable. This screening
accomplishes buffering of only the proposal from the adjacent construction and not
the general public.
Relative to the landscaping along the westerly portion of the site (Exhibits #4 and 5) ,
staff recommendations per Exhibit #5 appear appropriate except for the columnar trees
adjacent to the warehouse/office building. The applicant's proposed landscaping per
Exhibit #4 appears acceptable for the planter strip adjacent to the building in view
of the other recommendations of staff for landscaping adjacent to the West Valley
Highway.
It appears that the final landscaping plan can be satisfactorily developed by the
applicant and the Planning Department staff pursuant to this conclusion.
3. Design of the buildings, Exhibits #2 and 3, and color schemes, appear to conform
to the Green River Valley Comprehensive Plan. It appears that the design of the
Phase II building may be preliminary; therefore, the Planning Department should
review the final design of this building for conformance with the plan upon submittal
for the building permit for this building.
DECISION:
Approval subject to:
1. A 20-foot landscape screen along the easterly portion of the subject site per review
and approval of the Planning Department for conformance with the Green River
Comprehensive Plan, Resolution No. 1923, and aforementioned Conclusion No. 2.
2. R vision of the landscape plan, Exhibit #4, in conformance with aforementioned
Conclusion No. 2.
3. Submittal of the storm drainage plan to and approval by the Public Works Department.
4. Approval of the State Flood Zone Control Permit and the Shoreline Management
Substantial Development Permit.
5. Planning Department review and approval of the final building design for Phase II
for conformance with the Green River Valley Comprehensive Plan.
6. Compliance with all other applicable ordinances and regulations of the City of Renton.

decision of the Examiner is based on erroneous procedures , errors of law or fact, error
in judgment, or the discovery of new evidence which could not be reasonably available at
the prior hearing may make a written request for review by the Examiner within fourteen
14) days from the date of the Examiner's decision. This request shall set forth the
specific errors relied upon by such appellant, and the Examiner may, after review of the
record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and meeting
other specified requirements. Copies of this ordinance are available for inspection in
the Finance Department, first floor of City Hall, or same may be purchased at cost in
said department.

C . HISTORY/BACKGROUND :
The subject site was annexed into the City by Ordinance #1745
dated April 15 , 1959 . It was rezoned from G to MP by Ordinance
3082 dated December 17 , 1976 . Site approval was granted by the
Planning Commission on December 18 , 1976 for the Truckweld

the 100 year flood plain of the Green River .
D . PHYSICAL BACKGROUND :
1 . Topography : The site is essentially level .
2 . Soils : The westerly portion of the property has been filled
with surcharge from the abandoned Truckweld development . The

remainder of the site consists of Puyallup (Py ) soils .
Permeability is moderately rapid , runoff is slow , and the
erosion hazard is slight . This soil is used for row crops ,
and pasture and for urban development.
3. Vegetation : Due to the placement of the surcharge material ,
most of the natural vegetation has been removed . Some scrub
grass is found along with a few low shrubs along the easterly
property line .
4. Wildlife : Existing vegetation on the site may provide suitable
habitat for birds and small mammals .
5. Water : Some standing water was observed in the north central
portion of the site . The area is subject to seasonal high
water tables .
6 . Land Use : The property is undeveloped except for the fill
material . The Howard Cooper Corporation facility is under
construction to the north of the site and Star Machinery is
building .
E . NEIGHBORHOOD CHARACTERISTICS :
The area consists of a mixture of undeveloped land , existing industrial
uses , older residences , business uses , and transportation corridors .
The older residences along S .W. 43rd Street , however , are located
in an existing B-1 , Business Zone . The area is in a transition from
residential and abandoned pasture land to industrial uses .
F . PUBLIC SERVICES :
1 . Water and Sewer : Existing in the area are 12" water mains along
the West Valley Highway and S . W . 43rd Street and an 8" sanitary
sewer along the Puget Sound Power and Light right-of-way . Storm
sewers are not available .
2 . Fire Protection : Provided by the Renton Fire Department as per
Ordinance requirements .
3 . Transit: Metro Transit Route #150 operates along the West Valley
Highway south of the subject site .

90 additional employment opportunities ( 1 . 2 employees/ 1000 square
feet ) .

5 . Traffic : The proposed warehouse/office facility will generate
approximately 650 additional vehicle trips per day for the
warehousing use ( 3 . 68 trips/1000 square feet -+- 374 ) on the West
Valley Highway . This would increase traffic flow by
approximately 3% given an average daily flow of 19 , 542 trips on
the West Valley Highway .
J . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended , RCW 43-21C ,
a declaration of non-significance has been prepared subject to
pro\dision of landscaping and other design details to mitigate any
adverse visual or aesthetic impacts .

L . PLANNING DEPARTMENT ANALYSIS :
1 . The proposed use is consistent with the Comprehensive Plan
Land Use Element which designates the site and surrounding area
as Manufacturing Park .
2 . The applicant proposes to construct a ±73 ,600 square foot
warehouse/office facility on a ±6 . 43 acre site located
approximately 450 feet north of S . W . 43rd Street on the West
Valley Highway . To the east of this structure is proposed
for the future a ±10 , 720 square foot building designed to house
a vehicle leasing and maintenance facility . Approximately
50 feet east of the maintenance building is proposed a future
fuel island and location for underground storage of fuel tanks .
3. The proposed warehouse/office facility is generally consistent
with the Manufacturing Park Zone permitted use , setbacks ,
and landscaping and other standards . Additional landscaping
has been included to provide compatability with future MP uses
in the vicinity and other performance standards .
4 . The elevation of the present surcharge material in the westerly
portion of the site is approximately ±31 . 3 feet . The applicant
proposes to reduce this material to a finished grade of 26 feet .
For the rear vehicle leasing and maintenance facility in the
easterly portion excess surcharge is to be placed from the
front area under the provisions of the prior Truckweld building
permit , and proposed Portland Electric building permit . The
top of the surcharge material is estimated to be at elevation
29 feet . The finished grade will vary from ±22-23 feet in an
east-west direction .
5 . The proposed site plan and conceptual landscaping scheme appear
to be generally consistent with the Comprehensive Plan objectives
and the requirements of Resolution #1923 with the Soil
Conservation Service , and the valley and site objectives of the
Green River Valley Comprehensive Plan , June 1976 , pages 5-8 .

6 . The requirements of screening specified in the bulk storage
ordinance applies to the truck parking spaces of the easterly
area of the site . A 20 ' landscaped buffer is provided on the
west , north and south . A similar buffer is required to the
east.
7 . The Engineering Division indicates that storm water detention
will be required and that storm drainage and calculations are
to be submitted with the building permit application . The applicant
will also have to supply a temporary sedimentation plan prior to
issuance of a building permit .
8 . Suitable utilities are available to the subject site although
a water main extension across the property is necessary . Drainage
will have to be submitted for this and the standard hook-up
fees paid (see comments ) .
9 . The Fire Department advises that building construction must meet
fire flow requirements . Fire hydrants and access shall be
installed and ready for use prior to any construction . See
other comments .
10 . The Board of Public Works on January 31 , 1979 agreed to defer
the required off-site improvements for a period not to exceed 6
months on the condition that restrictive covenants be filed in the
event that the L . I . D . is not formed . (See attached copy of
memorandum dated February 9 , 1979 . )
11 . If construction of the vehicle leasing facility to the rear is
not commenced upon completion of the main warehouse ,
appropriate hydroseeding of the fill and the area of the
proposed vehicle leasing/maintenance facility shall be installed
including suitable irrigation .
12 . Building exterior treatment , design and colors shall be
compatible with the Manufacturing Park zone of the Zoning
Ordinance and the objectives of the Green River Valley
Comprehensive Plan . These shall also be subject to approval by
the Planning Department . Final plans are now under consideration .
13. A Flood Zone Control Permit is required for the subject
proposal .
14 . A Shoreline Management Substantial Development Permit
application has been submitted to the Planning Department and is
currently being processed .
Additional comments of other departments are attached for
consideration .
M . DEPARTMENTAL RECOMMENDATIONS :
Based upon the foregoing analysis , recommend approval of the
proposed site plan and subjectto the following conditions :
1 . Final Public Works Department approval of on-site storm water
detention and temporary sedimentation plans .
2 . Final Public Works Department and Fire Department approval of
suitable utilities and fire protection .
3. Filing of restrictive covenants with the Board of Public Works
regarding the installation of the required off-site improvements in
the eventan L . I . D . is not formed .
4 . Installation of hydroseeding and appropriate landscaping of the
fill area and future improvements as per #11 of the analysis .

Dear Mr. Hanson,
This letter is in response to recommendations made by
yourself and Mr. Gonneson to Mr. Doug Footh relating
to our proposed warehouse project on West Valley
Highway.
The subject property has an existing surcharged building
pad, that was designed to accommodate a 50 ,000 square foot
building for Truckweld Co. , located in the westerly one-
half of the lot.
We are proposing on behalf of our clients , Portland Electric
and Plumbing Supply Co. to establish a building pad and
to construct a future vehicle leasing and maintenance
facility on that pad in the easterly one-half of the same
lot. This proposed building will be approximately 11 ,000
gross square feet. We are also proposing to expand the
existing building pad area on the westerly one-half of the
lot by removing the existing surcharging to construct the
new surcharge area to the east and place engineered fill
to expand the west pad to accommodate a proposed warehousing
with offices) facility of 68 , 400 gross square feet. The
initial building construction will be for the warehouse
facility with the vehicle leasing maintenance faciltiy
planned for future construction.
The warehouse building structure will be either job site
or factory cast tilt-up concrete wall panels at exterior
walls with a steel deck, purlin, joist or beam roof
structure supported by steel columns and connections to the
exterior walls. Interior partitions will be light gauge

steel studs with fire rated gypsum board each side. At
this time we anticipate submitting our final working
drawings based on a Type II , One-Hour classification per
the 1976 Uniform Building Code.
The intended use of 30 ,000 square feet of this structure
will be a B-2 Occupancy for storage of plumbing and
electrical supplies and fixtures and a B-2 occupancy for
the area housing the associated office needs for a wholesale
business of this nature , and an anticipated B-2 occupancy
for the remaining 38 , 400 square feet of area which is to
be leased.
Our current proposal for establishing a building pad as
previously mentioned is based on removing the existing
Truckweld" surcharge material and moving it to the easterly
portion of the lot. We are requesting to do this work under
the currently in force "Special Shoreline Development"
permit No. SM-46-76 . The following time schedule is founded
on the assumption that the City of Renton will grant the
approval to begin grading work under said permit.
1. Submit Preliminary Site Plan - January 22nd.
2 . Begin moving existing surcharge to new
building pad location , establish new surchage,
spread excess material to area of future
paving and landscaping - February 1st.
3 . Completing surcharging - February 20th.
4 . Submit Final Site Plan - February 1st.
5. Submit warehouse facility Working Drawings - February 1st.
6 . Begin enlarging existing westerly building
pad - February 20th - March 9th
7. Remove easterly surcharge and spread to adjacent
areas to be paved and landscaped - Approximately
May 20th
8. Begin warehouse building construction - Approximately
March 1st. Complete warehouse building construction

I would like to add that the reason we are requesting

while any surcharging goes through a settlement period asrequiredbyoursoilsengineer, delays caused by permit
processes will cost our client additional time and moneyandwouldplacethisproposalclosertobeingunfeasible atthistime. Our clients feel that the proposed site best
fits their needs for the present and for future expansion and
are looking forward to having their new facilities in the
City of Renton.

C . HISTORY/BACKGROUND :
The subject site was annexed into the City by Ordinance #1745
dated April 15 , 1959. It was rezoned from G to MP by Ordinance
3082 dated December 17 , 1976 . Site approval was granted by the
Planning Commission on December 18 , 1976 for the Truckweld
Equipment Co . A Shoreline Management Substantial Development Permit
was approved on January 4 , 1977 . The site is suitated within
the 100 year flood plain of the Green River .
D . PHYSICAL BACKGROUND :
1 . Topography : The site is essentially level .
2 . Soils : The westerly portion of the property has been filled
with surcharge from the abandoned Truckweld development . The

remainder of the site consists of Puyallup (Py ) soils .
Permeability is moderately rapid , runoff is slow , and the
erosion hazard is slight. This soil is used for row crops ,
and pasture and for urban development .
3. Vegetation : Due to the placement of the surcharge material ,
most of the natural vegetation has been removed . Some scrub
grass is found along with a few low shrubs along the easterly
property line .
4. Wildlife : Existing vegetation on the site may provide suitable
habitat for birds and small mammals .
5. Water : Some standing water was observed in the north central
portion of the site . The area is subject to seasonal high
water tables .
6 . Land Use : The property is undeveloped except for the fill
material . The Howard Cooper Corporation facility is under
construction to the north of the site and Star Machinery is
building .
NEIGHBORHOOD CHARACTERISTICS :
The area consists of a mixture of undeveloped land , existing industrial
uses , older residences , business uses , and transportation corridors .
The older residences along S . W . 43rd Street , however , are located
in an existing B-1 , Business Zone . The area is in a transition from
residential and abandoned pasture land to industrial uses .
F . PUBLIC SERVICES :
1 . Water and Sewer : Existing in the area are 12" water mains along
the West Valley Highway and S . W . 43rd Street and an 8" sanitary
sewer along the Puget Sound Power and Light right-of-way . Storm
sewers are not available .
2 . Fire Protection : Provided by the Renton Fire Department as per
Ordinance requirements .
3 . Transit: Metro Transit Route #150 operates along the West Valley
Highway south of the subject site .
4 . Schools : Not applicable .

be mitigated .

However , completion of the facilities will provide approximately
90 additional employment opportunities ( 1 . 2 employees/ 1000 square
feet ) .
3. Schools : Not applicable .
4 . Social : Not applicable .
5 . Traffic : The proposed warehouse/office facility will generate
approximately 650 additional vehicle trips per day for the
warehousing use ( 3 . 68 trips/1000 square feet + 374 ) on the West
Valley Highway . This would increase traffic flow by
approximately 3% given an average daily flow of 19 , 542 trips on
the West Valley Highway .
J . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended , RCW 43-21C ,
a declaration of non-significance has been prepared subject to
provision of landscaping and other design details to mitigate any
adverse visual or aesthetic impacts .

2 . The applicant proposes to construct a ±73 ,600 square foot
warehouse/office facility on a ±6 . 43 acre site located
approximately 450 feet north of S . W. 43rd Street on the West
Valley Highway . To the east of this structure is proposed
for the future a ±10 , 720 square foot building designed to house
a vehicle leasing and maintenance facility . Approximately
50 feet east of the maintenance building is proposed a future
fuel island and i 'ation for underground storage of fuel tanks .
3 . The proposed wareho _ 2/office facility is generally consistent
with the Manufacture ,:; Park Zone permitted use , setbacks ,
and landscaping and at,: 2 standards . Additional landscaping
has been included to provide compatability with future MP uses
in the vicinity and other performance standards .
4 . The elevation of the present sP 'c.harge material in the westerly
portion of the site is approximately ±31 . 3 feet . The applicant
proposes to reduce this material to a finished grade of 26 feet .
For the rear vehicle leasing and maintenance facility in the
easterly portion excess surcharge is to be placed from the
front area under the provisions of the prior Truckweld building
permit , and proposed Portland Electric building permit . The
top of the surcharge material is estimated to be at elevation
29 feet . The finished grade will vary from ±22-23 feet in an
east-west direction .
5 . The proposed site plan and conceptual landscaping scheme appear
to be generally consistent with the Comprehensive Plan objectives
and the requirements of Resolution #1923 with the Soil
Conservation Service , and the valley and site objectives of the
Green River Valley Comprehensive Plan , June 1976 , pages 5-8 .

6 . The requirements of screening specified in the bulk storage
ordinance applies to the truck parking spaces of the easterly
area of the site . A 20 ' landscaped buffer is provided on the
west , north and south . A similar buffer is required to the
east .
7 . The Engineering Division indicates that storm water detention
will be required and that storm drainage and calculations are
to be submitted with the building permit application . The applicant
will also have to supply a temporary sedimentation plan prior to
issuance of a building permit .
8 . Suitable utilities are available to the subject site although
a water main extension across the property is necessary . Drainage
will have to be submitted for this and the standard hook-up
fees paid (see comments ) .
9 . The Fire Department advises that building construction must meet
fire flow requirements . Fire hydrants and access shall be
installed and ready for use prior to any construction . See
other comments .
10 . The Board of Public Works on January 31 , 1979 agreed to defer
the required off-site improvements for a period not to exceed 6
months on the condition that restrictive covenants be filed in the
event that the L . I . D. is not formed . ( See attached copy of
memorandum dated February 9 , 1979 . )
11 . If construction of the vehicle leasing facility to the rear is
not commenced upon completion of the main warehouse ,
appropriate hydroseeding of the fill and the area of the
proposed vehicle leasing/maintenance facility shall be installed
including suitable irrigation .
12 . Building exterior treatment , design and colors shall be
compatible with the Manufacturing Park zone of the Zoning
Ordinance and the objectives of the Green River Valley
Comprehensive Plan . These shall also be subject to approval by
the Planning Department. Final plans are now under consideration .
13. A Flood Zone Control Permit is required for the subject
proposal .
14 . A Shoreline Management Substantial Development Permit
application has been submitted to the Planning Department and is
currently being processed .

M . DEPARTMENTAL RECOMMENDATIONS :
Based upon the foregoing analysis , recommend approval of the
proposed site plan and subjectto the following conditions :
1 . Final Public Works Department approval of on-site storm water
detention and temporary sedimentation plans .
2 . Final Public Works Department and Fire Department approval of
suitable utilities and fire protection .
3. Filing of restrictive covenants with the Board of Public Works
