SA-322-79 LOCATION: Vicinity of 1500 Raymond Avenue S.W. SUMMARY OF REQUEST: Applicant requests site approval for development of an 18,900 + warehouse/office facility in an M-P zone. SUMMARY OF A:TION: Planning Department: Approval with conditions. Hearing Examiner: Approval with conditions. PLANNING DEPARTMENT The Planning Department preliminary report was received by the REPORT: Examiner on March 29, 1979. PUBLIC HEARIVG: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing 4as opened on April 3, 1979 at 9:30 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing tc testify were affirmed by the Examiner. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department report, and the report was entered into the record as Exhibit #1. David Clemens, Associate Planner, reviewed Exhibit #1, and entered the following additional e<hibits into the record: Exhibit #2: Site Plan as submitted Exhibit #3: Elevation Plans as submitted Exhibit #4: Site Plan with staff comments The Examiner asked the applicant if he concurred in Exhibit #1. Responding was: Eugene M. Richards P.O. Box 158 Renton, WA 98055 Mr. Richards requested clarification regarding certain comments contained within the report. Referencing Fire Department comments attached to Exhibit #1 which state that emergency access for emergency equipment is required between the existing and new building, Mr. Richards indicated that due to the need for security fencing in the south- east corner of the site to protect company trucks, accessibility to a proposed fire hydrant in that location would be hampered. Mr. Clemens indicated his assumption that in the event of an emergency, gate locks would be severed. Referring to staff comments contained in Exhibit #4 which indicate that fencing or landscaping should be installed at the southwest corner of the site, Mr. Richards stated his preference for landscaping which would be more aesthetic in appearance than fencing. Mr. Richards indicated his desire to deed a portion of the property owned by the applicant to the east of the subject site to improve circulation and provide equipment storage area as a result of current business expansion. He also questioned a recommendation contained in Section M.3 of Exhibit #1 which requires approval of plans for storm drainage by the Public Works Department, and inquired regarding the possibility of elimination of this requirement upon implementation of the Green River Watershed project in the area. Mr. Clemens felt that requirements of the drainage ordinance would require on-site detention facilities regardless of whether or not final improvements to storm drainage in the Green River Valley area are completed. Referencing Section L.10, which states requirements by the Engineering Division for off- site improvements consisting of curb, gutter, sidewalk, storm drainage, street lighting and paving on Raymond Avenue S.W. , Mr. Richards requested elimination of the sidewalk requirement and suggested installation of planter areas and a rock path. He advised that because the site is located on a dead-end street, the Austin Company located within r SA-322-79 Page Two the icinity has a parking area contained on-site, and no pedestrian traffic exists in the .rea, provision of sidewalks would be of no benefit to the public. He requested that land caping plans not be required until after construction of the building, due to diff culty in visualizing the completed project. Mr. lemens indicated the assumption of the Planning Department that Fire Department comments relating to provision of emergency access between the existing and proposed buil ing were for the purpose of ensuring adequate access for purposes of emergency. Mr. ichards indicated his objection to revising existing L-1 zoning on the eastern prop rty in order to meet Fire Department requirements for circulation purposes if a port on is subsequently deeded to the subject site, because a requirement may be imposed for installation of sidewalks on that site and all requirements for landscaping and surfacing had been accomplished at the time of prior approval. The xaminer requested testimony in support or opposition to the request. There was no respcbnse. He referenced Section 4-730.030.6 of the M-P zoning regulations which indicates the requirement of 10 feet of landscape buffer along property lines abutting residential properties, noting that residences exist to the north and south of the subject site. The Examiner advised that the requirement would necessitate revision to the site plan or application for a variance through the Board of Adjustment. The Examiner referenced Section L.6 of Exhibit #1 which relates to requirement for proposed development to conform to and be consistent with the approved site plan adjacent to the east of the subject site, and inquired if such conformance exists. Mr. Clemens indicated that details contained in Exhibit #4 are consistent with the existing site layout. The Examiner inquired if revision to the existing Holmes Electric site located easterly from the proposal would be required in order to accommodate proposed circulation plans,. Mr. Clemens indicated that no revision would be necessary, and subject to removal of an existing fence, the new area and old area would function separately. The F'xaminer inquired if staff will be able to review and approve the landscape plan for the entire site in the event application for a variance does not occur or is not granted by the Board of Adjustment. Mr. Clemens advised that if the landscape buffer required to separate the site from residential areas is not approved by the board, the entire site plan May possibly require additional review because the reduction of 20 feet from the site May necessitate revision of parking areas of reduction of building size. The Examiner requested a final recommendation from Planning Department staff. Mr. Clemens added a recommendation that conformance to Section 4-730.030.6 of the M-P zoning requirements relating to separation between residential and M-P zone occur,. or that a variance be approved by the Board of Adjustment to deviate from the requirements. The Examiner requested further comments. Since there were none, the hearing on File No. SA-322-79 was closed by the Examiner at 10:00 a.m. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDIGS: 1. T e request is for approval of a site plan for an 18,900 square foot warehouse and o fice building on 48,000 square feet of M-P zoned property. 2. T e Planning Department report accurately sets forth the issues, applicable policies a d provisions, findings of fact, and departmental recommendations in this matter, a d is hereby attached as Exhibit #1 and incorporated in this report by reference as s-t forth in full therein. 3. P rsuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance h. s been issued for the subject proposal by Gordon Y. Ericksen, repsonsible official ee Exhibit #1) . 4. P .ans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal is compatible with the requirements of Section 4-730 (M-P) of Title IV, Ordinance No. 1628, Code of General Ordinances; exce ,t for the 10-foot landscaping requirements along the north and south property lines (Section 4-730.030.6) . Abutting properties on the north and south of the site are currently zoned G-6000 (Single SA-322-79 Page Three Family Residential) . 8. The proposal conforms to the Parking and Loading Ordinance requirements. Chapter 22, except for the five-foot landscaping or fencing requirement along the southwestern portion of the property (Section 4-2204.8.B. (1) ) . It was stated by the applicant that the required landscaping can be provided in this area. 9. Exhibit #2 shows a portion of the site plan to include Lot 31, directly south of the existing Holmes Electric facility, containing some of the parking and access for the proposal. The legal description contained in the file of record does not specify this lot. Access is also proposed at the westerly portions of Lots 32 and 33 (not in the application) . Lots 31, 32 and 33 are zoned L-1, thereby not requiring site plan review by the Examiner. 10. Landscape plans were not submitted. Staff testified that sufficient area had been designated on Exhibit #2 to meet the requirements for wildlife habitat mitigation in the Green River Valley Comprehensive Plan and Resolution No. 1923. Staff expressed confidence in its ability to review and approve a final landscape plan for conformance with landscaping and screening requirements of applicable city ordinances and regulations. This was acceptable to the applicant. 11. Off-site improvements are required along Raymond Avenue S.W. and possibly a portion of Lot 31 along Seneca Avenue S.W. per Ordinance No. 3124. This ordinance is administered by the Building Division and not within the Examiner's purview. 12. A storm Rater drainage plan has not been approved. CONCLUSIONS: 1. The propasal generally conforms to the Green River Valley Comprehensive Plan and zoning regulations except for landscaping and screening along the north and south property lines. Lacking a landscaping plan, the Examiner experiences difficulty in evaluating compliance with the wildlife mitigation measures and landscaping requirements. Based upon the testimony of staff it appears that sufficient review of the landscape plan can occur subsequent to the public hearing and in compliance with the Examiner's decision. 2. It is evident in the submitted site plan, Exhibit #2, that to conform to the zoning regulations 10 feet of landscape screening must be added along the northerly and southerly property lines. This requirement is responsive to the single family zoning of adjacent properties. Fundamental in land use principles is the need for this screening to buffer the less intense single family land uses from the more intensive manufacturing park land uses. On the site plan this means at least a 10-foot landscape strip along the north and south property lines. Until the zoning on the adjacent single family zoned parcels changes to something compatible with M-P zoning, this landscape screen/buffer should exist. Furthermore, due to the wide disparity of intensity between these land uses, the landscape screen should be approved by staff to form an effective sight screen of sufficiently dense landscape material that is predominantly evergreen in nature. 3. Very evident is the need for circulation around the proposed building and onto the adjacent property of Holmes Electric (Lots 31, 32 and 33) . The Examiner's approval of this additional access and the access over Lots 31, 32 and 33 is complicated by the fact that these lots of the existing Holmes Electric property are not a part of the application. It was stated by the applicant that some of this property could be dedicated to the proposal, but this has not been accomplished. Since these lots are zoned L-L, which does not require Hearing Examiner review, it appears reasonable that staff cal adequately review and approve the site plan for these lots. 4. Roof-top mechanical equipment was not shown on the proposed building elevations, Exhibit #3. Any such equipment must conform to the Green River Valley Comprehensive Plan relative to visual impact upon adjacent and upland properties. Staff should adequately be able to review these design details for conformance with the plan goals and objectives. DECISION: Approval of Exhibit #2 subject to: 1. Corrections per Exhibit #4, including vehicular circulation per review and approval of the Planning Department. 2. Addition of 10 feet of landscape screening along the northerly and southerly property lines per review and approval of the Planning Department so as to form an effective sight screen of predominantly evergreen plant material. SA-322-79 Page Four 3. R view and approval by the Planning Department of roof-top mechanical equipment design a d screening to conform to the Green River Valley Comprehensive Plan. 4. Review of the final landscape plan by the Planning Department for compliance with the Green River Valley Comprehensive Plan, Resolution No. 1923 and other applicable ordinances and resolutions. Normally, nothing in this decision should be construed to prejudice or be intended to influ nce any decision the Board of Adjustment may be asked to make relative to this devel pment. However, in this instance, it is imperative that consideration be given to tr nsition between the M-P uses and adjacent single family land uses in order to accom lish appropriate transition. Therefore, the Examiner's conclusion relative to lands aping along the northerly and southerly property lines was viewed less as a requi ement of the zoning regulations but more as necessary to accomplish this needed trans tion and buffering of incompatible uses. Upon zoning changes on the abutting properties, the import of transition is reduced and should be appropriately considered at tht time. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION : Pursuant to the City of Renton ' s Environmental Ordinance and the State Environmental Policy Act of 1971 , as amended , RCW 43-21C , a declaration of negative impact has been issued for the subject proposal . This declaration is further based on the provision of suitable landscaping , screening , and other development standards which reduce visual and other impacts of the development and are consistent with M-P zone standards and Comprehensive Plan objec- tives . The proposal is consistent with the Land Use Element of the Comprehensive Plan , which designates the site as Manufacturing Park . 2 . The subject site is zoned M-P with G and G-6000 single family zoning on the north , south , and southeast . An existing single family residence exists on the parcel to the south . 3 . The applicant proposes to construct a ±18 ,900 square foot warehouse/office facility on a ±1 . 1 acre site located at approximately 1500 Raymond Avenue S .W . 4 . The applicants submitted site plan designates areas for land- scaping which meet or exceed the minimum 10 foot setback between the parking and street right-of-way , 5% of the paved area , and 2% of the total site . The applicant has indicated that he does not desire approval at this time for the landscaping plan . However, the applicant is amenable to future approval by the Planning Department , when the building is relatively complete. The applicant feels that this approach will be advantageous to providing the most desirable landscape materials . The Planning Department is generally in agreement with this approach , subject to the following general criteria : a . Landscaped berm with groundcover and evergreen shrubs separating the parking from Raymond Avenue S .W . b . Provision of street trees on 30 feet ± centers of a canopy type. c. Decorative shrubbery and trees in planters adjacent to the building . d. Provision of trees throughout the planter areas compatible with wildlife preservation specified in Resolution 1923. 5 . The following parking summary demonstrates that the proposed plan meets or exceeds the standards of Chapter 22 , Parking and Loading Ordinance : A. Office Space @ 1/200 sq . ft . with ±8 ,662 square feet = 43 spaces required . 1 PLANNING DEPARTMENT PRELIMINARY REPORT TO THE HEARING EXAMINER IHOLMES ELECTRIC , SA-322-79 APRIL 3 , 1979 PAGE FOUR B . Warehouse Space @ 1/ 1500 sq . ft. with ±10 , 270 square feet = 7 spaces required . Total Parking Required = 50 spaces Total Parking Provided = 52 spaces 6 . In addition to this site plan , the applicant ' s proposed development will have to conform to and be consistent with the approved site plan adjacent to the east of the subject site . 7 . Section 4-2204 . 8E of the Parking and Loading Ordinance requires a minimum 5 foot wide landscape strip to serve as a buffer between those portions of a parking area that are adjacent to properties used and/or zoned for residential purposes . This section also provides for a minimum 42 inch screening fence in lieu of the above requirement upon proper application for good cause shown . The applicant indicates a chain link fence with wood slats along the northerly and southerly property lines which are subject to this requirement . On the southerly portion the fence will either have to be extended for the length of the site or the planter extended east to meet the above standard . 8. Two new fire hydrants will be required to be installed prior to and during building construction as noted by the Fire Department . Emergency access for emergency equipment between the existing and new building will also be necessary. Other items to be supplied include fire extinguishers per the Fire Code and water main and fire hydrant installation as per water engineering requirements . These must also meet the uniform fire code requirements for occupancy type . 9 . Plans for water and sewer main extensions will be required as per the Utilities Department. Standard charges for water and sewer must also be paid . 10 . The Engineering Division notes that off-site improvements consisting of curb , gutter, sidewalk , storm drainage , street lighting and paving is required on Raymond Avenue S .W . 11 . The Engineering Division also notes that the proposed site plan requires that for circulation purposes the existing Holmes Electric site must be included . The inclusion of the existing Holmes Electric site as a portion of this applica- tion will require the improvements noted in #10 above for Seneca Ave. S .W . Alternatives to this requirement include revising the site plan for this new construction in such a manner that the existing site area is not utilized or requesting deferral of the improvements from the Board of Public Works . 12 . On-site storm water detention/retention is required with calculations and plans reviewed by the Public Works Depart- ment. M. DEPARTMENTAL RECOMMENDATIONS : Based upon the above analysis , recommend approval subject to : 1 . Final approval of a detailed landscaping plan per analysis 4 by the Planning Department. 2 . Approval of plans for public street , storm drainage and utilities by the Public Works Department . 3 . Extension of planting or fencing per Section 4-2204-8B as noted in Analysis #7 . 4. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION : Pursuant to the City of Renton ' s Environmental Ordinance and the State Environmental Policy Act of 1971 , as amended , RCW 43-21C , a declaration of negative impact has been issued for the subject proposal . This declaration is further based on the provision of suitable landscaping , screening , and other development standards which reduce visual and other impacts of the development and are consistent with M-P zone standards and Comprehensive Plan objec- tives . The proposal is consistent with the Land Use Element of the Comprehensive Plan , which designates the site as Manufacturing Park . 2 . The subject site is zoned M-P with G and G-6000 single family zoning on the north , south , and southeast . An existing single family residence exists on the parcel to the south . 3 . The applicant proposes to construct a ±18 ,900 square foot warehouse/office facility on a ±1 . 1 acre site located at approximately 1500 Raymond Avenue S .W . 4 . The applicants submitted site plan designates areas for land- scaping which meet or exceed the minimum 10 foot setback between the parking and street right-of-way , 5% of the paved area , and 2% of the total site . The applicant has indicated that he does not desire approval at this time for the landscaping plan . However , the applicant is amenable to future approval by the Planning Department , when the building is relatively complete. The applicant feels that this approach will be advantageous to providing the most desirable landscape materials . The Planning Department is generally in agreement with this approach , subject to the following general criteria : a . Landscaped berm with groundcover and evergreen shrubs separating the parking from Raymond Avenue S .W . b . Provision of street trees on 30 feet ± centers of a canopy type. c. Decorative shrubbery and trees in planters adjacent to the building . d . Provision of trees throughout the planter areas compatible with wildlife preservation specified in Resolution 1923 . 5 . The following parking summary demonstrates that the proposed plan meets or exceeds the standards of Chapter 22 , Parking and Loading Ordinance : A. Office Space @ 1/200 sq . ft . with ±8 ,662 square feet = 43 spaces required . PLANNING DEPARTMENT PRELIMINARY REPORT TO THE HEARING EXAMINER HOLMES ELECTRIC , SA-322-79 APRIL 3 , 1979 PAGE FOUR B . Warehouse Space @ 1/ 1500 sq . ft. with ±10 , 270 square feet = 7 spaces required . Total Parking Required = 50 spaces Total Parking Provided = 52 spaces 6 . In addition to this site plan , the applicant ' s proposed development will have to conform to and be consistent with the approved site plan adjacent to the east of the subject site . 7 . Section 4-2204 . 8E of the Parking and Loading Ordinance requires a minimum 5 foot wide landscape strip to serve as a buffer between those portions of a parking area that are adjacent to properties used and/or zoned for residential purposes . This section also provides for a minimum 42 inch screening fence in lieu of the above requirement upon proper application for good cause shown . The applicant indicates a chain link fence with wood slats along the northerly and southerly property lines which are subject to this requirement . On the southerly portion the fence will either have to be extended for the length of the site or the planter extended east to meet the above standard. 8. Two new fire hydrants will be required to be installed prior to and during building construction as noted by the Fire Department . Emergency access for emergency equipment between the existing and new building will also be necessary. Other items to be supplied include fire extinguishers per the Fire Code and water main and fire hydrant installation as per water engineering requirements . These must also meet the uniform fire code requirements for occupancy type. 9 . Plans for water and sewer main extensions will be required as per the Utilities Department. Standard charges for water and sewer must also be paid . 10 . The Engineering Division notes that off-site improvements consisting of curb , gutter, sidewalk , storm drainage , street lighting and paving is required on Raymond Avenue S .W . 11 . The Engineering Division also notes that the proposed site plan requires that for circulation purposes the existing Holmes Electric site must be included . The inclusion of the existing Holmes Electric site as a portion of this applica- tion will require the improvements noted in #10 above for Seneca Ave. S . W . Alternatives to this requirement include revising the site plan for this new construction in such a manner that the existing site area is not utilized or requesting deferral of the improvements from the Board of Public Works . 12 . On-site storm water detention/retention is required with calculations and plans reviewed by the Public Works Depart- ment. M. DEPARTMENTAL RECOMMENDATIONS : Based upon the above analysis , recommend approval subject to : 1 . Final approval of a detailed landscaping plan per analysis 4 by the Planning Department. 2 . Approval of plans for public street , storm drainage and utilities by the Public Works Department. 3 . Extension of planting or fencing per Section 4-2204-8B as noted in Analysis #7 . 4 .
